' ' Facility Management An informal, highly unscientific, "raise your hand", poll at the recent conference of facility managers indicated that the overwhelming majority of conference center facilities in this country are owned by the public sector, primarily County and City government,and for the most part, , are operated by the employees of the government. Conference sessions devoted' to the , public/private management debate illustrated that each management 'structure h~s pluses and minuse's, and each has had outstanding successes, as well as notorious failures. The successes seem to hinge on Council and Management commitment and then finding the "right" person or 'company to manage the' facility. ','. " , . I ',' .' Issues in the ~peration of the Conference Center: Facility Design ' Staff has been working with 'Dean Rowe in the very preliminary design ot'the facility, and has benefitted from conversations with local facility operators as well as input from beach hoteliers.' We are approaching the stage where more expert assistance is needed 'in finalizing room size and configuration. The experts have impressed, us with the emphasis on details (even to the size and shape of tables) as distinguishirig outstanding, facilities from the more medfocre faci1ities~ It has been suggested that state-of-the-art electro~ics, are very much in demand in the smaller facilitie~. " ' Sales and Marketing The ability to identify our market niche and then sell to that lT1arket are important to our future success. The operations manager needs to, be able to keep the facility in tqp condition by using maintenance contracts, part < time labor etc. to meet varying scheduling' requirements. Some have warned that typical bureaucratic processes can be at odds with the concepts of "flexible" and "quick". The new facility will need to establish various internal systems and procedures such as rental rates and billing, event coordination, in-house vs contract services, etc. A private management company might bring more varied experience to these issues, but management by City staff would retain greater City control over day-to-day operational, issues.' , , ' Facility Management: Private Sector vs. In-House Professional The atl around expertise that comes with private professional management would h,elp us in the detail design and start up operation of the facility. We believe that companies in this field would bring greater experience and depth of knowledge than one or two individuals with operating expe~tise that might be, i~itially hired by the City. ' , , Preliminary discussions indicate'that an operations' contract for 3 to 5 years after the facility 'opening would be the minimum to generate interest by, management firms.' Because the Harborview Center is relatively small, we can expect that the contract would need to include a fixed level of compensation over and above facility management expenses. Some form of performance ,bonus ,or percentage of revenues over an agreed upon goal could also be inc1uded~ Although we have already received letters from individuals interested in the facility management position, and have spoken to firms that have expressed some interest in contraCt operation, we do not have specific proposals to evaluate. Each of the management type options would require " extensive adv~rtising and exposure in the industry trade journals (August and September); time for candidate response (October); a period for review of qualifications perhaps including visits to other sites (November); and, for a private management companYt the drafting of a contract , for review and approval by the City Commission (December). Magnolia F~lls is also known as Briar Creek, which is part of the Possem Bra~ch Basin. Mr. Miller gave a br ie! history of how the City 'of Clearwater became 'involved with t~is property. In,1986 the'sembler corporation eritered into a~ agreement w~th the City of Clearwater and Safety Harbor~ providing 'for the creation,of a nature park. This was'off-site mitigation for, removal of wetlands for Shopping center known as "The Commons". The sembler partnership set aside $2QO, 000 for, the enhancement of a, nature park, which could be accomplished with the , acquisition ~f a 4.5 acre tract in 'safety H~rbor. " , ' " ,~ .'~ " , , ," :, , , , ,Construction of "The Commons" by the Sembler Corporation is' presently non- conforming to the Southwest Florida Water Management District permit. To be in con'formance, either Magnolia Falls property must be acquired, or otherwise those wetlands 10lit as a result of the construction of "The Commons"'once mitigated for. 'Neither has yet been accomplished and ,as result, Sembler.'is in jeopardy from SWFWMD enforcement action for non-compliance development., Clearwater,as holder of the money and the facilitator of the agreement, stands in jeopardy with Sembler for having failed to provide adequate circumstances, conditioned by' the agreement, to enable sembler to resolve the Surface Water' Management' permit requirements in a timely manner. All attempts by Cleaiwater to resolve this long-standing problem have failed as the property owner will not sell just the ,4.5 acre parcel known as Magnolia FallS, the owner will only sell the entire,13 acre parcel. Mr. Hiller also:gave some details on some of the legal requirements that the City is being confronted with in acquiring this 4.5 acre tract. safety Harbor did not acquire the property, 'as per the agreement, but has put, a pres~rvation easement on the property. The EAC members went on a tour of the area with the City Forester, Alan Mayberry. Mr. Mayberry pointed out various areas of ' interest, stating that Magnolia Falls area has three systems, hydric, xeric, and mesic systems within the 'park, which m~kes it unique ~or a Nature Park. The g~oup proceeded to follow the path of the, falls, through terrain consistirig of'vines,and shrubs. The ravine became steeper as' they proceeded to climb up along Briar Creek. Mr. Mayberry listed the, some of the 'tree species that are found in the park, i.e'. some large hickory trees, fringe tree, magnolias, sweet bay magnolias, etc. along with some native plants and endangered and threatened plant species. The vegetation on site is native, with ,very few exoti,c plants, and of course poison ivy was' plentiful."
