The City Commission of the City of Clearwater met in special session
at the City Hall, Monday, July 18, 1983, at 9:11 a.m., with the following

The City Manager stated the purpose of the meeting is to establish
a tentative maximum millage rate as required by State Law. The 1982/83
millage was !I.0598 and the rate proposed for 1983/8!1 is !I.219. However,
the Commission has the option of increasing the millage to !I.6.
The general rund budget was prepared, based on direction provided
by the City Commission, during work sessions on the deoision packages.
The proposed 1983/8!1 general rund budget totals to $3!1,388,099, an inorease
of 9.6J over 1982/83. Two additional servioes are inoluded in the
recommended bUdget, a $!loo,ooo contribution to PACT and $213,295 for
staffing and operation of the Countryside Police Substation. He reported
seven new positions had been approved for the police department to staff
the new substation, five for Traffio Engineering due to computer expansion
and a quarter of a position for Parks and Reoreation. The general fund
budget is balanoed with the exception of the Glen Oaks Golf Course and
Bridge Fund subsidies. He also reported possibly $20,000-$30,000 per year
of Emergency Medical Servioes charges are not covered for 1982/83 or
1983/8!1. These oharges were originally billed to the County but must be
pioked up by the City.
Discussion ensued on the road and drainage millage which is set at
.528 in the proposed bUdget. The City Manager reoommended, if the
Commission were going to oonsider inoreasing the road and drainage millage,
that it be done at this time. Additional disoussion ensued on the
priorities of the Commission for Druid Road ROWand Drew Street extension,
in that order.
Commissioner Calderbank suggested the road and drainage millage be
inoreased to one mill for oapital improvement projects Bnd to prioritize
the City's road network as to aoquisition and extension over a seven year
periOd.
In response to Commissioner Garvey's question on an additional
aocounting clerk for the Finanoe Department, the Finanoe Direotor stated
the position would not be cost effeotive.
The Fire Department responded to a question on EMS and a fifth resoue
truok and noted that the County wants to decrease the number of units
instead of increasing units.

Commissioner Garvey questioned whether the Commission would support
positions, one for the Juvenile Diversion Program and the other for
Viotim's Assistance Program. Chief Klein had consolidated them into
one position. LEAA Grant funds are no longer available and had prOVided
funding in prior years. A new program would have to be implemented and
the consensus was to*authorize two new positions.

The Mayor requested a report on all. line items that have increased

The Commission reviewed the following Department's budgets:
PlanninR Department - The budget shows an overall inorease of 3% for
1982/83 to 1983/84.
Legal Department - Increase 28% - 301 Professional Services and 314
Hearing Officer are separate line items this year. The Professional
Services item inoludes the cost of outside attorneys for litigation.
The City Manager reported that an 8% cost of living increase is built
into the budget for City employees. There is an eoonomio wage reopener
in the Communioation Workers of Amerioa Union oontract. He requested the
Commission set a date for a closed session to disouss labor relations.
The Mayor requested the City Attorney review the City's cost on
appeals to the Hearing Officer.
City Clerk's Department - Inorease 43% - which relates to the transfer
of the Service and Information Office to the City Clerk's Department.
In addition, a contractual servioe for miorofiliming and microfiohe for
City reoords is proposed and $10,000 is included for printing of the new
land development oode.
Finance - Increase 4% - The Finanoe Director was able to negotiate a
lower audit fee for the next annual audit.
Personnel - Inorease 13% - The intern program has been deleted.
Commission noted that the data processing service charge, account .410
was $44,118. The Data Processing Manager reported the charges were for
the historical personnel information that has to be input into the oomputer
and will take many man-hours.
Commissioner Calderbank requested next years budget indicate changes
in line item amounts frolB the preVious year.
11% - Included in this budget is a $40,000
item for the Jolly Trolley, $400 for Cable TV Information Center which
keeps the City advised of any new legislation relating to oable
television. The $40,000 charge for the Jolly Trolley is listed as a
contractural service.
Non-Departmental - Inorease
Commissioner Garvey requested a library construction fund be
established and that the millage be set for the fund at .25 mills.
Discussion ensued on borrowing funds to start oonstruction.
Finance Direotor suggested private enterprise build the library,
the City the option to purchase at a later date. However, there is
ourrently legislation before the House and Senate that may prohibit this
option.

then re-evaluate. He also noted there 1s a grant coming to the City that
will implement a drunk driVing program and inorease D.W.I. fines. There
will also be an inorease in parking fines, which was not inoluded in this
budget, because the ordinanoe had just been adopted. He estimated an
additional $25,000 in revenue. Operating costs for the substation, he
stated, should amount to $213,000 of which $140,000 would be for personnel
and operational expenses $73.000. With the new substation there will be
more service on the streets and less travel time for the officers. Salary
savings will be used to expand the Officer Friendly Program.
Commissioner Berfield requested information on numb~r of offioers
per 1,000 popUlation needed to meet State standards. The Chief responded
on the State level for a regular community we would need 33 more offioers
and for a beaoh community 74 additional offioers.

Disoussion ensued on the City's water supply and problems. The City
ourrentlY uses seven-million gallons per day. There is an enormous supply
of water in the State of Florida but it is not in the same area as the
population. The State will prObably have to oreate a regUlatory regional
type of oontrol over water. Currently Dunedin and Clearwater are the only
two oities in Pinellas County pumping their own water.
City Commission - Increase ~J - The budget inoludes $57,700 in payments
to other agenoies, suoh as the Fun 'N' Sun, Clearwater Bombers, Florida
Gulfcoast Symphony, Jayoees Fireworks, Phillies, and the "this is
Clearwater" ad. Other promotional aotivities inolude the Advisory Board
Dinner, the Sister City Program, Mr. Clearwater Coffee, Florida League
of Cities ad, setting up bleachers for hOlidays and the Artist-in-Residenoe
program, a total of $14,250. Commission deleted a $3,000 travel expense
for a trip to Nagano in oelebration of the Sister City's 25th anniversary.
The Fun 'N' Sun budget oommittee will be requesting an inorease of $8,000
over and above the $26,500 that is in the budget. Disoussion ensued on
the purohase of the City's float.
Commissioner Garvey moved to approve the tentative millage at 4.219
plus .25 mills for a library construotion commitment,a total millage of
4.~69. Motion was duly seoonded. Upon the vote being taken Commissioners
