Three service pins were presented to City employees and a ring for
30 years of service was presented to Betty Ward, Administrative Secretary,
Police Department.
Mike Kenton, Assistant Public Works Direotor/Environmental Management,
was presented a plaque from the Tampa Bay Regional Planning Council for
preservation of natural resouroes. He presented the City Manager with
an Award of Merit from the City Hall Digest oompetition for the Moooasin
Lake tape presentation.

Police Chief Sid Klein reported a oiti~en task foroe met
Clearwater Polioe Department to discuss solutions to prOblems
with the use of City-owned parking lots on Clearwater Beach. The task
force ooncurs with the Police Chief's recommendations which inolude: the
extension of parking meter time, posting of no-parking signs, authorization
of the Police Chief to implement a directed patrol program, and adoption
of an ordinance to regUlate publio disturbances on Clearwater Beach.

ITEM 112 - Countryside Community Park.
Due to tremendous growth in the Countryside area, and increased use
of the Community Park by the Countryside Soccer Association and the
Countryside Little League Association, the City is unable to provide
adequate facilities. To meet the demand the Parks and Recreation
Department proposes to develop one permanent regulation soccer field and
two temporary little league fields to be located in two corners of the
new soooer field. Plans are to develop a regulation four-field baseball
complex at another site (possibly Tract 61) by 1985. When this oomplex
is completed, the two temporary fields at Countryside Community Park will
be removed, leaving the site primarily for soccer and eliminating confliots
whioh presently exist. Lighting for fields at Countryside Community Park
will be resubmitted at a later date.

available Park Impact Fees to Countryside Community Park Capital

Extensive repairs are required immediately to assure the struotural
safety of Big Pier 60. Sources for the struotural steel and concrete
have not yet been seleoted. Due to the urgent nature of the repairs prior
approval of the proourement is requested. The purchase is being
prooessed for aotion as authorized under Artiole II, Section 42.23(1) Code
of Ordinances as an emergenoy aotion.

spoke in support of condominiums instead of rental units.
Jim Pugh, the developer's representative, stated that the apartments
will be luxury models that can be oonverted to condominiums.
Commissioner Calderbank moved to accept the request SUbject to staff
addressing the following considerations: 1) recalculate the open space
figures to ~how impermeable coverage; 2) provide eight-inch water lines
in a looped system; 3) show walkways from parking areas to buildings and
sidewalks along Enterprise Road; 4) show dumpster locations and provide
adequate tUrn-a rounds fo service; 5) wall along Enterprise Road must not
exceed 30 inches in height without a variance; 6) storm drainage to be
re-sized; 7) distance from the front of the parking stalls to the traffic
islands must be a minimum of ~3 feet; 8) bUilding heights must be shown;
9) Cypress Bend zoning be indicated as RS-50; and 10) detailed
oonsideration be given to building locations, spaoing, and height, as well
as screening with respeot to the single family subdivision to the north
and that the final site plan be brought back to the Commission for
approval. MOtion was duly seconded and carried unanimously.

Authorizing $950,000 Parking System Revenue Bonds.
City Attorney reported this ordinance will amend Ordinance 2799-82
by changing the bond series to 1983, transferring duties of consulting
engineer to the Traffic Engineer, reVising covenants to allow free use
of parking lot, and redefining the term "parking system."
The City Attorney presented Ordinanoe 13020-83 for first reading and
stated he would read by title only unless there was a request to read in
its entirety. The ordinanoe was read by title only. Commissioner
Hatohett moved to pass Ordinance '3020-83 on first reading. Motion was
