The Island Estates Civic Association has requested that a traffic
signal be installed at Island Way and Windward Passage and that stop signs
be installed at Island Way and Palm Island SE for northbound traffic and
at Island Way and Palm Island NW for southbound traffic.
Two additional memos of statistics on interseotions with ten or more
accidents and traffio signals, installed and removed were distributed
to the Commission.
The Traffic Engineering Department had previously rejeoted requests
of the residents as the interseotions do not meet requirements of the
Manual on Uniform Traffio Control Devices. Five citizens spoke in support

The Downtown Clearwater Association estimates the City's use of the
City Hall parking lot at 70% and merohants' use at 30%. The merchants
pay $343.25 per month for inclusion of the lot in the Free Parking Program
whioh is In jeopardy due to lack of support. It is believed that the
City'S refusal to partioipate in the cost would lead to collapse of the
program. They request that the City pay $240.27 of the charge.

ITEM 117 - Resolution 183-8, and Seaboard Coastline Agreement.
The developer of Lakeview Oaks was required to install 160 feet of
storm line in the SCL RR right-of~way adjacent to his property. The pipe
was installed in an existing ditch to prevent erosion to his property.
The Lakeview Oaks owners gave the City a five-foot drainage easement
adjacent to the railroad for aocess to maintain the storm line. The
Resolution authorizes the City to enter into agreement with SCLRR in
conection with installation and maintenance of a storm drainage main.
Commissioner Hatchett moved to approve the agreement, and to pass
and adopt Resolution 183-8 and to authorize the appropriate offioials to
execute same. Motion was duly seconded. Upon roll call the vote was:

ITEM 118 - Resolution 083-9 - Governor's Committee - Study of Construction
Industry (Vogt Committee).
Resolution 083-9 opposes the Vogts Committee's reoommendation numbers
1 through 11, and supports their reoommendation number 12. These
recommendations are a direct erosion of looal Home Rule powers and would,
if adopted, allow for state control over local building departments and
local organizational character.
Reoommendation number 12 should be supported due to existing
non-compliance and adherenoe by local school boards to local codes.
Commissioner Garvey moved to pass and adopt Resolution 183-9 and to
authorize the appropriate offioials to execute same. Motion was duly

Yard.
The area oovered in this agreement oomprised the Pinellas County
Maintenanoe Yard Complex. This area was excluded from the City's service
area in the City's Water Servioe Agreement with Pinellaa County on Maroh
19, 1976. A portion of the original oomplex was sold to private owners.
The ourrent owner, Frank C. Kunnen, Jr., has annexed the part which he
now owns into the City of Clearwater. The proposed action will bring the
exoluded area into the City's water service area and will transfer
ownership of existing water facilities to the City. Total cost of
oonneotion and transfer is $11,847.25.

ITEM 124 - A Public Hearing on Lot Clearing Violations, List '83-2
A complaint of a lot needing to be oleared has been investigated by
the Sanitation Division and the owners were notified by certified mail
to olear the property within ten days or a public hearing would be held
to authorize olearanoe.
List 183-2 with one property owner who failed to olear their property
within the ten days was presented. City Inspector James Maglio reported
the lot had been oleared after the 10 day time frame. No oitizens spoke
in objeotion.
Commissioner Garvey moved to authorize billing of the property owner
for the administrative oharges as permitted in Ordinance '1894 and that
the appropriate officials be authorized to exeoute same. Mattea was

an Inducement Letter agreeing to Issue Industrial Development Bonds to
Provide Tax-exempt Financing for the ACQuistion and Renovation of an Office
BUilding in the Downtown Development Area - 316 Franklin Street.
TimothY Johnson, Jr. Attorney representing the Imperial Construction
company, requested the City issue up to $600,000 of Industrial Development
Bonds for an office building. Feasibility of the project is enhanced by
the effect of tax-free finanCing on ability to rent space at a locally
marketable rate. The City assumes no legal obligation for repayment of
the bonds. The tax exemption arises from the City'S issuanoe of the bonds
for a commercial project within the downtown enterprise zone and the
inoidental benefits of additional employment opportunities and other
beneficial impact on Clearwater1s eoonomy. He reported ohanges had been
made on page 2, Section J, of the resolution and on page 3, paragraph 6
of Exhibit A.

Chapter 100, Solioitation of Funds for Charitable Purposes to Provide
Definitions and Powers of the City Attorney to Investigate and Proseoute,

The City Attorney stated the Ordinanoe does not reqUire charitable
organizations to be 1ioensed or to register or obtain a permit. No aotion
takes place unless a oomplaint is received. The City Attorney is then
authorized to request a court order, and if approved, it allows him to
inspect and investigate the financial records of the oharitab1e
organization.
The City Manager read into the reoord a portion of a letter dated
January 19, 1983 from the Episcopal Church of the Asoention in opposition
to the ordinance as proposed. A letter from the Salvation Army dated
January 20, 1983 was also read into the record expressing oonoerns on the
reoord keeping required by Seotion 100.041(f) of the ordinanoe.
The following spoke in opposition to the ordinance oiting the
unreasonable burden for the churohes to keep or maintain records, the
separation of state and church, and the cost to the City to enforce the
ordinanoe:
