ITEM 06 - Upper Pinellas Nuclear Freeze Coalition.
A letter has been received from Mr. Paul Blanshard, Jr., Chairman
of the Upper Pinellas Nuclear Freeze Coalition, requesting that the rental
fees for the City Hall Annex auditorium be waived for a meeting of the
Coalition to be held on January 15, 1983.
Discussion ensued on both sides of the issue being presented as a
debate or separately.
Commissioner Calderbank moved to approve the request and to provide
equal time for the opposition if requested. Motton was duly seoonded
and oarr1ed unanimously.
ITEM '9 - Contract with Southern BUilding Code Congress International,
Ino.
After careful review of oredentials and proposals of two not-for-
profit organizations which perform administrative management analysis of
building departments, it is recommended that the City contract with the
Southern BUilding Code Congress International, Ino., to perform an analysis
of the current procedures for both office administration functions aa well
as fiold procedures, to identify any problem areas and for the purpose of
improving efficiency in Clearwater's BUilding Department. Maximum oost
will be $6,330.
Commissioner Garvey moved to approve the agreement with the Southern
BUilding Code Congress International, Ino., and authorize the appropriate
officials exeoute same. Motion was duly seconded and carr1ecl

ITEM 110 - Adopt-a~Park.
Park maintenance responsibilities and costs have escalated over the
past several years due to. the addition of new land and facilities. However
manpower is limited and staff C'ecomrnends the "Adopt-a-Park" program, in
which a private business or olub signs a one-year agreement and donates
an appropriate amount of money for maintenance by a lawn service company,

The Sooiety served lunoh at the Knights of Columbus Hall until
Thanksgiving Day, 1982. Sinoe that time they have not been in operation
due to the laok of a faoility. The Sooiety requested the City assist them
by providing a faoility; or donating $500 a month for one year.
Disoussion ensued on funding. use of the Winn-Dixie Building, and
ooncerns were exprssed for the safety of the elderly in that area. Four
oitizens spoke in suppor~ of the need and one in opposition to a temporary
location at 303 N. Ft. Harrison Avenue.

ITEM #12 - Resolution 183-1 - Requesting the Metropolitan Planning
Organization and the Florida Department of Transportion to apply for any
new funds which become available to the Widening of S.H. 60 between U.S.
and McMullen-Booth Road.
The congested situation of S.R. 60 east of U.S. 19 has long been
recognized by traffic planning authorities. However, even with a
M.P.O. priority ranking, oonstruction is not scheduled until 1990. Because
preliminary planning and roadway design work items have already begun,
the S.H. 60 widening could effectively utilize possible funding.
Commissioner Garvey moved to pass and adopt Resolution 183-1 and
authorize the appropriate offioials to execute same. Motion was duly
seconded. Upon roll call the vote was:

Deville in the SE~ of Section 19-29-16; located on the south side of
Nursery Road, west of U.S. 19 (Chateaux DeVille. Inc.) PSP-81-47 and SUB-8t-
12.
Plans are to develop 62 townhouse units. A private cul-de-saa street
will provide access. The site plan and subdivision plat became invalid
on May 19, 1982, when no building permit was procured within the allotted
six-month time period.

Plans are to oonstruct a mini-warehouse storage facility with
manager's apartment. The Board of Adjustment and Appeal on Zoning
on March 11, 1982, granted speoial exceptions, which authorize the
aforementioned uses of the property, but with conditions. The applicant
appealed the deoision of the BAAZ for the purpose of deleting the
restrictions. A state-appointed Hearing Officer upheld the decision of
the Board in its entirety in an order issued on August 11, 1962.

ITEM '25 - A Public Hearing on Lot Clearing Violations1 List D83-1
Complaints of lots needing to be cleared have been investigated by the
Sanitation Division and owners were notified by certified mail to clear the
property within ten days or a pUblic hearing would be held to authorize
clearance.
List 183-1 with three property owners who failed to clear their
property within the ten days was presented. City Inspector Albert
Brandenberger stated the lots remaining to be cleared constituted a menace
to publio health, safety, and welfare. No citizens spoke in objection.
Commissioner Garvey moved to authorize clearance of the properties
in violation of Ordinance D189Q, and billing of the property owners for
costs and/or administrative charges and that the appropriate officials
be authorized to execute same. Motion was duly seconded and carried
unanimously.

Waterfront Setbaok Criteria and to Add a New Seotion 131.2058. Transfer
of Development Rights (City).
The first amendment would establish the Coastal Construction Control
Line (CCCL) as the point of measurement for building setback along the
Gulf of Mexioo. The second amendment, dealing with transfer of development
rights (density and related improvements), would give the Commission a
speoific prOVision in the Code on whioh to rely when considering requests
for such transfer.
