Walter Sohrioker to William Sohrioker under ITEM 3, Introductions and
Awards on page one and to approve the minutes of the regular meeting of
June 17, 1982, as amended and submitted 1n written summation by the Clerk
to eaoh Commissioner. Mot.101l was duly seoonded and carried
unanimously.

Marie Todd requested oonsideration of oonstruotion of two oomfort
stations in downtown Clearwater.
George Anderson read into the reoord a statement on behalf of the
Clubhouse Estates Home Owners Association, in referenoe to the oondition of
a portion of Countryside Bouldevard, bounded by Curlew Road on the north
and Northside Drive on the south and questioned future development.
Charles Finton spoke in support of aoquiring all of the Edgewater
Drive property for a park. Disoussion ensued On an appraisal. Commission
also requested information on the ROW acquired by the State and the State
appraisal. The Aoting City Manager was instruoted to prooeed with two
appraisals, one for the north end and one for the property as a whole,
whioh the Commission will evaluate and make a deoision.

ITEM '9 - Marina Bait Pier Relocation.
Bill Burchfield, Harbormaster. reported the expansion of the marina
was necessary to dock the excursion vessel Captain Anderson II after the
City Commission had authorized a license agreement. Relocation of the
Marina Bait Pier will widen an existing commeroial slip and widening the
bait pier will allow expanded bait house operation.
The Anderson Bay Cruises will reimburse the Marina fund for the oost
of relooating the existing baithouse and pier. Additional cost for
expansion of the baithouse will be the responsibility of the baithouse
operation and will be reoaptured through a proposed re-negotiated lease.
Commissioner Calderbank moved to approve a budget amendment
authorizing the relocation and expansion of the Marina Baithouse Pier at
estimated cost of $30,000 to be repaid on a pro-rated basis by Anderson
Bay Cruises and by the lessee of the Marina Bait Pier and that the
appropriate officials be authorized to execute same.

ITEM 115 - Coastal Zone Management Element - Clearwater Comprehensive
Plan.
Chris Papandreas, Planner lIlt gave a brief overview of the Coastal
Zone Management Element's goala and polioies to guide public and private
aotions in the ooastal zone having the effect of preserving or enhanoing
existing natural and man-made systems.
Commissioner Calderbank moved to adopt the Coastal Zone
Element of the Clearwater Comprehensive Plan and to direct the
Attorney to prepare an ordinanoe. Motion was duly seconded.
Franoes Stavros and John Anderson reported extensive damage to the
beaoh at Q40 West, Clearwater Beaoh due to a reoent storm and the dredging
of Clearwater Pass and the establishment of the two Jettys. They requested
the City oease the dredging operation.

The property owner began renovations on the structure without a

business purposes with no provision' for renovation in that part oooupied by
a ohuroh or the apartment units. Expansion of the business use would

ITEM 123 - 8th Year Community Development Block Grant Applioation.
A Proposed Statement of Community Development Objectives and
Projeoted Use of Funds was presented to the Commission. Don Jass, Planner
II, in the Community Development Department, reported staff meetings had
been held in each of the three designated target areas seeking oitizen
views and proposalS for the use of the funds.
$8~8,OOO will be reoeived from the Department of Housing and Urban
Development and the City anticipates $68,000 for repayment of loans and
$104,000 to be rolled forward from preVious years to bring the estimated
total budget for the program year of 1983 to $1,020,000. The majority of
the funds will be committed to maintain or oomplete ongOing programs within
the designated target areas.
Lois Cormier expressed ooncerns that there were no citizens present
to speak and with the condition of a sidewalk in the South Greenwood area.
She questioned a change in state law that allows paving, ourbs and drainage
projeots to be paid for by assessment grants through the Community
Development Blook Grant program.
Commission disoussed citizen requests for the various areas and a
recommendation that the North Greenwood area which is eligible for economic
assistanoe be expanded from North Greenwood to inolude qualifying
businesses citywide.
