Norman Deaton, Pastor of Skyorest Baptist Churoh, spoke in opposition,

Entirety, Establishing Fees to be Charged for the Rental of Certain
Munioipal Reoreation Buildings, Athletio Fields, SWimming Pools and Jaok
Russell Stadium.
Commissioner Hatohett moved to pass and adopt Resolution D82-35 and to
authorize the appropriate offioials to exeoute same. Motion was duly
seoonded. Upon roll oall the vote was:

ITEM 012 - License Agreement
Shell Oil Station, 49 Causeway Boulevard.
A lioense agreement for a six-month period beginning April 1982, for
the operation of the City-owned servioe station, with a lioense fee of $800
per month and other oonsiderations has been drafted.
Commissioner Berfield moved to approve the agreement with Gerald Hunt
and Charles D. Davy and that the appropriate offi~ials be authorized to
exeoute same. MOtion was duly seconded and carried unanimously.
ITEM 113 - Bayfront Pump Station Replaoement Contraot. - R. W. Cole
Construction Co. - $1,156,600.
The present site is too small for the existing station which handles
wastewater flows to the Marshall Street Treatment Facility from the entire
beach area and a seotion of the downtown area. It will be re-located under
the bluff below City Hall with some of the existing equipment utilized in
the new system.
Commissioner Calderbank moved to award the oontraot as being the
lowest and best bid received in aocordance with plans and specifications
and that the appropriate offioials be authorized to exeoute same. MOtion
was duly seoonded and carried unanimously.
ITEM 014 - St. John's Primitive Baptist Churoh.
The property was donated to the churoh and they are requesting a
waiver of all liens filed prior to acquisition by the churoh.
The City Manager recommended that the Commission waive the
administrative charges, but not the aotual cost due the City for the lot
mowing.
Commissioner Hatchett moved to waive the administrative charges
against the property in the amount of $397.39, and that the appropriate
officials be authorized to execute same. Motion was duly seoonded and
carried unanimously.
ITEM 115 - Verbal Reports.
The City Manager reported a change to the police sub-station contraot
with Mudano and Assooiates to change the time frame to June 22, 1982, for
award of the construotion contraot.

Site Plan
The purpose of the site plan review amendment is to establish
requirements for site plan review, inoluding the applicability prooedure,
design oriteria, and oontent. The proposed amendment will speed up the
review prooess and establish criteria as guidelines for the Commission to
oonsider when revieWing a site plan.
David Healey, Planning Direotor, reviewed the ohronology of events
starting with the 1972 adoption of the site plan ordinanoe and gave an
overview of the three requirements: the review prooess, the criteria, and
receipt and referral of the site plan to the Commission for input. A flow
ohart was presented, showing time frames from receipt of the preliminary
site plan by the Planning Department, to reoeipt and referral by the
Commission and review by the Resouroe Development Committee. The R.D.C.
would send their reoommendation to the City Manager and he, in turn, would
approve the plan or refer it to the City Commission for final approval.

Distriot for Portions of M&Bs 24 and 24-1 in the SW~ of Section 17-29-16;
located along the southeasterly property line of Clearwater Mall from
Seveille Boulevard on the southwest to Sky Harbor Drive on the northeast
(Trizec, W. Inc./City-Applicant) LUp-82-3, z-82-3.
The area is partially developed with an office building and staff
proposes the creation of a buffer area of Residential/Offioe between the
commercial development at Clearwater Mall and the residential development
along the Bayfront.
Tim Johnson, Jr., spoke in support of a CSC (Shopping Center District)
for the entire mall area and opposed PS as spot-zoning.
Discussion ensued on the permitted Uses in a CSC area which might be
objectionable to the residential area to the rear of the property.
Commissioner Garvey moved to approve the request and to direct the
City Attorney to inolude in an ordinance. Motion was duly seconded.
Upon the vote being taken, Commissioners Garvey, Hatohett, Barfield, and

ITEM '62 - Authorizing Exeoution of Amendment to Lease. (Carpenter Field)
Commissioner Garvey moved to authorize exeoution of amendment to
the Phillies' lease. Motlaa was duly seoonded and aarrled unanimously.
ITEM 163 - Aooeptanoe of Deeds, Easements, and Hestriotions.
The City Attorney presented the fallowing instruments:
a. Easement for utilities and drainage, and deed for r-o-w for
C.H. 193 from Salu Devnani tor, located in the SE! of Seotion 5-29-16.
b. Sanitary sewer easement from Researoh and Development Industries,
Ino., for part of Lot 1, Clearwater Industrial Park in Section 1-29-15.
o. Three easements for drainage, water and utilities, from
Countryside Village, Ltd., in a portion of Seotion 30-28-16.
d. Quit-01aim deed from A. B. Humphries and L. C. Sohwarz for
Virginia Lane r-o-w in the SW! of Seotion 13-29-15.
e. Two easements from Sa1u Devnani for part of Lot 6, Pinellas Groves
in the SW~ at Seotion 12-29-16.
Commissioner Garvey moved to acoept the above instruments and to
direct the City Clerk to reoord same in the Pub1io Reoords of Pine11as
County, Florida. Motlaa was duly seconded and carried unanimously.
Other Commission'Aotion.
The Mayor - stated that the public hearings on Scientology will be
held at City Hall, starting May 5, 1982, at 9 a.m. There will also be a
large monitor screen presentation at City Hall Annex as the hearings will
be televised live by Vision Cable.
