ITEM 19 - Alcoholic Beverage Zoning Revocation - Copper Kettle - 2160
U.S. 19 North.
Ordinance '2~~3, adopted September 3, 1981, provided a 2COPS (beer
for consumption on premises - package sales) alcoholic beverage
for the Copper Kettle located in the Hillcrest Shopping
and
wine
designation
Center.
The business is not operating and no alcoholic beverage or
occupational licenses have been issued. Section 72.09(b) of the Code of
Ordinances states, It...any property initially zoned for the sale or
consumption of alcoholic beverages and in which after six (6) months of
such zoning no alcoholic beverages have been sold or consumed thereon,
shall revert to an unzoned dry status." Section 72.10 provides a public
hearing shall be held prior to revoking the designation.
Commissioner Garvey moved to direct the City Clerk to implement the
alcoholic beverage designation approved for the

Bakery 505 Keene Road. (Umberto Speranza).
A 2COPS (beer and wine for consumption on premises - package sales)
alcoholic beverage designation for this restaurant had been approved by the
City Commission September 17, 1981. The applicant did not comply with the
reqUirements of the Code of Ordinances and the second reading of the
ordinance was tabled. Mail to the applicant has been returned.
Commissioner Garvey moved to rescind approval of the alcoholic
beverage designation granted to the restaurant located at 505 Keene Road,
Clearwater, Florida, on September 17, 1981. Motion was duly seconded and
carried unanimously.
ITEM '11
- First Quarter Budget Review 1981/82.
The City Manager gave a brief overview of the budget and stated there
was a .7 percent increase of $355,8~0 for the first quarter. The major
increases were due to an eight percent salary adjustment awarded city
employees; an increase in major medical insurance costs; and the cost of

ITEM 012 - Resolution 082-30 - Deolaring the City's Intent to Prooeed with
an Assessment Paving Projeot Involving PavingJ Curbs and Drainage for
Tulane Avenue from Drew Street North approximately 350 Feet.
The Publio Works Department held a preliminary publio hearing with the
four property owners involved, in February 1982. Two owners support the
project, one is opposed and one did not reply. The projeot will be
grand fathered in at the uniform assessment rate of $27 per front foot and
bids will determine the aotual oost.
Commissioner Garvey moved to pass and adopt Resolution 182-30 and
authorize the appropriate officials to exeoute ~ame. Motion was duly

ITEM 013 - Polioe Communioations System.
The Polioe Department needs a new radio oommunioations system as the
old system has surpassed its life expectancy and oonstitutes a potential
safety hazard to the police offioers of the department.
Commissioner Garvey moved to authorize the Polioe Department to
replace and add certain items of required communication eqUipment, to move
the Communications Center to the second floor of the Police Building, and
to amend the 1981/82 Capital Improvement Budget as follows: add a new
project - Police Communications System Replacement oost $203,248, Funding
Source Undesignated, Unreserved Police Communications Fund Retained
Earnings of $195,000, and Lease/Purohase Financing for Computer Terminals
in the amount of $8,248; and to amend the 1981/82 Police Department
Operating Budget as follows: Inorease Police Department Appropriations for
Lease/Purohase oosts $1,000, and Inorease appropriation of Interfund
Transfers $1,OOOj and that the appropriate offioials be authorized to
exeoute same. Motion was duly seoonded. Commissioner Hatohett requested
the same graphio presentations be made at the Commission meeting for the
public as are made at work sessions for the Commission. Motion carried
unanimously.

(Residential Mobile Home Park) Distriot.
The consensus of the City Commission is that the Ordinanoe should be
amended to reflect the original intent of the Commission that mobile homes
to be located in existing mobile home parks should be plaoed at least ten
feet from adjoining units and that a time frame for the removal of
recreational vehicles be implemented.

Commissioner Garvey moved to amend Ordinance n2522-81 as follows:
Recreational vehicles not attached to a permanent roofed structure and
5upported by a footing or foundation shall be removed within a stipulated
period and to institute a limited moratorium on the placement, replaoement,
and/or modification of mobile home units where spacing requirements are a
consideration until the effective date of the above amendments. Motion
was duly seconded.
Commissioner Garvey requested that lot lines be required in the
various parks and the City Attorney noted that some land regulation needs
to be worked out as the new parks are in compliance, but the older ones
have no set standards. Commissioner Calderbank requested the lat line item
be discussed at the next work session. One citizen spoke in support of
establishing lot lines. Motion carried unanimously.
ITEM #15 - Street Sealing Contract - 1982.
Commissioner Calderbank moved to award the contract for 1982 street
sealing to Campbell Paving Company for the sum of $503,197.50, which is the
lowest responsive and responsible bid received in accordance with the plans
and specifications, and that the appropriate officials be authorized to
exeoute same. Motion was duly seconded and carried unanimously.

Complaint of a lot needing to be cleared has been investigated by the
Sanitation Division and the owner was notified by oertified mail to olear
the property within ten days or a public hearing would be held to authorize
olearance. List 082-2 with one property owner who failed to olear the
property within the ten days was presented. City Inspector James Maglio

ITEM 117 - Preliminary Site Plan for Howard Johnson's Restaurant and
Information Center, Lots 7, 8 and 9, and Median Adjaoent to Fountain Drive.
City Park Subdivision in the NW~ of Section 8-29-15: located at the west
end of Memorial Causeway between Marianne Street and Causeway Boulevard
(Howard Johnson Company) PSP-82-12.
The property is developed with the Howard Johnson's Restaurant. Plans
are to renovate the existing restaurant facility, improve the parking area,
provide additional landscaping and construct a 157-square-foot information
gazebo on the north side of the site. Operation of the faoilities will be
according to the terms of the lease agreement between the Howard Johnson
Company and the City of Clearwater.
Commissioner Garvey presented a memo to the Commissioners, dated March
18, 1982, SUbject: Howard Johnson Center: requesting consideration of an
advisory committee or an information center board made up of beach
residents to work with the Howard Johnson's manager as to the operations of
the center, etc.
The City Manager reported that the site plan does not meet all the
requirements of the code because of the configuration of the land.
Discussion ensued on the operation of the information booth. Bob Gazaro,
local manager of Howard Johnson's for the Tampa Bay Area, stated that they
welcomed whatever help could be given.

A news release from Police Chief Klein on expanding the Reserve
Officer's Program to be known as the Police Marine Ott1oera. They are
unpaid volunteers who will ride with the Marine Patrol nights and
weekends.
The old pier below the Bayfront will be removed within the next few
weeks.
A memo from Keith CraWford, Traffic Engineer, stated that parkins 18
prOb1bited on Hercules 1Y8DU8 adjacent to the driveways. Truck ban
alpa are located on CouaboJeide Boulnard aDd State Road 580 and CUrlew
Road and were in place February, 1982, to restrict truck traffic.
Joe McFate will attend the next work session to discuss with the
Commission the newly enacted tax oredit ~~ approved by the
Legislature which will allow corporations doing development work in
designated areas that create jobs in excess of five new people to receive
an investment credit to be applied against all school taxes for a period of
ten years.

The Senate and House versions of the cae-percent sales taz bill vary
greatly, and the City Manager suggested the Commission call their
Legislators to request more monies for the cities in order to provide tax

England and was being transported by truck to Poland.
