The Mayor called the meeting to order. The Pledge of Allegiance was

The Commission reoessed at 5:10 p.m. and convened as the Community
Redevelopment Agenoy.
A memorandum dated November 19, 1981, was distributed to the City
CommiSSion, Subjeot - Receipt and Referral of Review Comments and
Reoommendation to the City Commission for the Community Downtown
Redevelopment Plan.
The Planning Director reviewed the memorandum whioh contained a
Resolution approving the plan by the Board of County Commissioners, a memo
from the Pinellas Planning Council recommending the plan be adopted, and an
addendum of proposed modifioations to the plan. The addendum covered minor
typographical editing and organizational refinements, insertion of an
additional explanation to olarify date of preparation and status relevant
to the complete plan document, revision of the map and legend on
page 87 to refleot projects that have been accomplished, to delete
properties from inventory whioh are not available for public motel and
office space, to add new development polioy on page 92, to refleot
suggestions by the Board of County Commissioners to expand the
redevelopment area to include all County hOldings as part of the government
center designation, to revise and relooate the land use and redevelopment
plan map following page 92 to correspond with the list of Priority I Action

John Anderson of William G. Ceas and Company, the investment banking
firm who will purohase the industrial development bonds reviewed the
ohanges to the ordinanoe reoommended by William King, bond counsel. He
partioularly addressed an additional finding which related to proposed
legiSlation requiring munioipalities who issue I.D.B.s to be restriotive of
the purposes of the funds' uses. Complianoe with the requirements of the
legislation, still under disoussion, will support the legality of the bond
issue. Another requirement is submission of a letter to the Governor of
Florida stating the bonds oomply with the legislation.
Citizens spoke in opposition to support for a for-profit facility and
to the issuance of industrial development bonds.
The Commission expressed ooncerns on a need for a facility,
construotion oosts, and the setting of a preoedent.
The City Attorney stated the bond issue is not the City's obligation.
The bond issue will be satisfied by revenue from the projeot and Florida
Statutest Chapter 159, allows I.D.B.s for health oare faoilities.

ITEM 112 - A Publio Hearing on Lot Clearing Violations, List 181-8.
Complaints of lots needing to be oleared have been investigated by the
Sanitation Division and owners were notified by oertified mail to olear the
property within ten days or a pUblio hearing would be held to authorize
olearanoe.
List 181-8 with seven property owners who failed to olear their
property within the ten days was presented. City Inspeotor James Maglio
reported three of the properties had been oleared, however the
administrative oharges should be billed. He stated the lots remaining to
be oleared constituted a menace to pUblic health, safety, and welfare.
There were no oitizens to speak.
Commissioner Kelly moved to authorize olearanoe of the properties in
violation of Ordinanoe 11894, and billing of the property owners for costs
and/or administrative oharges and the appropriate offioials be authorized to
execute same. Motioa was duly seconded and carried unanimously.

ITEM 113 - Community Downtown Redevolopment Plan.
The Community Redevelopment Agenoy has reoommended the adoption of
liThe Redevelopment Plan for Downtown Clearwater" preparatory to
implementation of tax inorement finanoing. State law requires the City
Commission approve the plan and make affirmative determinations of the
following points: 1) that the plan oonforms to the general plan of the
munioipality as a wholej 2) a feasible method exists for the looation of
familes who will be displaoed; 3) the oommunity redevelopment plan gives
due oonsideration to the provision of adequate park and reoreation areas;
and 4) the plan affords maximum opportunity for the rehabilitation or
redevelopment area by the private seotor.
The City Manager reported the plan addresses all of the above-
mentioned conoerns and reviews by the Pinellas County Planning Counoil, the
Board of County Commissioners, and the Planning and Zoning Board have
brought to light no major disorepanoies. The recommended changes have been
outlined in an addendum distribu~ed to the City Commission.
Charles Finton questioned whether or not a feasible method has been
prepared for the location of families who might be displaoed. The Planning
Direotor responded there are approximately 60 year-round residents in the
Downtown area who would not require relooation. The last item on the
addendum list states that a definitive process shall be established for
relooation of any residents displaced by the plan and will be developed.
Commissioner Calderbank moved to approve the Redevelopment Plan for
Downtown Clearwater as reoommended by the Community Redevelopment Agency
and that the City Attorney be directed to include this in an ordinanoe.

ITEM '6 - Avalon/Kendall Properties.
The ~endall property was purohased with the aid of HUD funds for
development 8S parking and publio beaoh. The Avalon property was purohased
with parking revenue funds for the purpose of oonstruoting a parking lot in
oonjunotion with the Kendall site. The reoommendation prOVides for 24
parking spaoes with beautifioation on the Avalon property and 35 spaces on
the Kendall property. As many trees as possible will be retained to
provide shade for publio pionic tables.
Alternatives to the plan are to develop the Kendall property as
proposed for parking and beaoh and to declare the Avalon site surplus and
sell to reimburse the parking fund.
Citizens have requested the property be reserved for a handioapped
beaoh and used as an aooess to the Gulf of Mexioo for handioapped persons.
Joy Wellman spoke in support of aooessabllity to the water for the
handioapped.
Commissioner Calderbank requested a report and input for the next
budget on the oost and location for a handioapped seotion on the beaoh.

b. Computerized Signal System Programming.
The existing traffio signal equipment is being replaoed on U.S. 19
whioh is under construotion. The new eqUipment is more oomplioated and was
not present in the initial computerized signal system purohased by the
City. The Florida Department of Transportation provides the funds for the
equipment and the City will provide the labor neoessary to bring the U.S.
19 signals into the oomputerized system.
Commissioner Kelly moved to approve an agreement with Computran
Systems, Ino. in the amount of $5,850 for additional programming for the
oomputerized signal system and that the appropriate offioials be authorized
to execute same. HotiOD was duly seconded and carried unanimously.
o. Additional Computer Equipment.
Additional terminals are required to meet the needs of the Police
Communications, Building Inspection, Payroll, and Personnel Departments.
The Data Prooessing Manager reoommends the additional equipment be
purohased from Burroughs as it must be designed to be oompatible with the
Burroughs equipment presently installed which will insure maximum
uninterrupted operation and maintenance.
Commissioner Hatchett moved to award a contraot to lease/purchase
eight CRT terminals and four hard oopy printer terminals from Burroughs
Corporation, Tampa, FL, at $639.40 per month for sixty months and that the

Commissioner Kelly - questioned.the purpose of the Florida League of
Cities' Conferenoe in Tallahassee, January 7 and 8, 1982. The League's
legislative policy statement for the upcoming legislative session will be
disoussed and adopted at this oonrerence~ The City will be represented by
the City Manager and Commissioner Garvey.
Commissioner Calderbank - thanked staff for the resolution
requesting D.O. T. to plaoe the "no parking" signs on t.he nOl.th side of
Memorial Causeway.
Commissioner Hatohett - oommented he was opposed .to n proliferation of
signs along the Causeway.
Commissioner Kelly - questioned the status of Mrs. Davis'
rehabilitation loan problem. The City Manager reported that there were
no new developments.
Commissioner Hatohett - questioned whether or not Community
Development Blook Grant Funds allooated for rehabilitation loans oould be
used for a new home when it is not eoonomioally feasible to renovate an old
one.
