RESOLUTION
No. 82 - 4
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA, OPPOSING THE
PROPOSED BILL WHICH WOULD ABOLISH THE
PINELLAS PLANNING COUNCIL AND ENCOURAGING
THE PINELLAS COUNTY LEGISLATIVE DELEGA TION
TO ALLOW THE PLANNING COUNCIL TO CONTINUE
WITH ITS OWN SELF-EVALUATION PROCESS WITH
RESPECT TO THE ROLE OF COUNTYWIDE PLANNING
AND MULTI-JURISDICTIONAL COORDINATION.
WHEREAS, a bill is proposcd to the Lcgislativc Delegation to abolish
the PineUas Planning Council: and
WHEREAS, such a proposal is of great concern to the City Commission
of the City of Clearwater: and
WHEREAS, Pinellas County contains 25 different planning and zoning
jurisdictional responRibilities conccrning development control which prcsent a
major coordination problem: and
WHEREAS, the Pinellas Planning Council as established under its
special act has provided a necessary and worthwhile function of coordinating
the plans and programs of thcse various jurisdictions; and
WHEREAS, Pinellas County problems concerning dcvelopment arc
becoming more actue as established areas in-fill and new growth areas expand
while govcrnmcnt's financial rcsources to serve that development are growing
more limited and requiring more efficicnt planning of such nceded serviccs; and
WHEREAS, the Council has provided the leadership and government
mechanism to relate this development to government's ability to provide
multi-jurisdictional services such as transportation, water, sewcr, drainage,
and other such facilities; and
WHEREAS, thc Pinellas Planning Council is organized in such a
fashion as to be responsive to the concerns of local government and yet still
provide a countywide concept: and
WHEREAS, the Council has established its own internal committee
to find ways that it can adjust to changing conditions and situations and as
required make adjustments in the manner in which it carries out its
