NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULAR.LY ASSEMBLED, AS
FOLLOWS,
1. That the members of the U. S. CongrollS tako into conllidcratlon
the following sugg,estione when considering tho propoeed U. S. Prceidcntial
R.eform Legislation of the U. S. EPA Clean Water Act Block Grant Program:
A. Include in the proposed reform a grace period for local
governments to complete projects already begun under
prescnt requirem ents:
B. That the States be given the authority in the proposed reform
to shift a percentage of new funds allocated to their States' projects
that would no longer be eligible under the proposed changes in
eligible funding categories;
C. That regardless of any proposed changes, a 90% hold
harmless clause (of a State's previous year's funding) be a
part of any final changes in the program;
D. That the provision in current law allowing for Federal funding
of reserve capacity be retained, but restricted to limited
projected growth needs, which could he accomplished by reducing
the current ZO-year planning period: and
,E. That proposed reform legislation contain a provision that Federal
funding be restricted if additional treatment above secondary ie
required by any State without adequate studies of point vs.
non-point sources to show that advanced treatment is cost
effective.
Z. That copies of this Resolution be forwarded forthwith to
Senator Lawton Chiles, Senator Paula Hawkins, Representative C. W. "Bill"
Young, and Representative Bill McCollum.
