A RESOIIUTION OF THE CITY OF CLEARWATER,
FLORIDA, URGING THE GOVERNOR TO RETAIN THE
EXISTING METROPOLITAN PLANNING ORGANIZA TlON
IN PINELLAS COUNTY.
WHEREAS, the Pincllas County Metropolitan Planning Organization
(MPO) was formed to provide local guidance in the planning and expenditure
of Federal highway and mass transit monies; and
WHERE,AS, the MFO is currently composed of nine (9) members
representing the jurisdictions of Pinellas County, St. 'Petersburg, Clearwater,
Largo, Dunedin and Pinellas Park; and
WHEREAS, the structure of the existing MPO is consistent with
Section 334.215 of the Florida Statutes which provides for an MPO consisting
of nine (9) to twelve (lZ) members; and
WHEREAS, Governor Graham has indicated his intention to increase
the membership of the MFO by adding one representative from the juria-
diction of Pinellas County. and the Mayors of Clearwater and St.
Petersburg: and
WHEREAS. the increase from a nine (9) member to twelve (IZ)
member board would have to be accomplished before January 1, 1980; and
WHEREAS, the Mayor's office in Clearwater is a part-time position
which carries willi it many demands upon the time of the individual holding
tha t of!:.c e: and
WHEREAS. the member governments I interests are adequately
represented under the current constitution of the MFO and that the proposed
expansion of the MPO would result in an wmecessary duplication of effort;
NOW. THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEAR WATER, FLORIDA.

1. That the nino (9) membor MPO, with one repres entatlve lrom
the Clctu:we.ter City Commil!lBlor.. providea adequate representation of the
interests of the City of Clearwater.

That increasing tho size of the MPO to a twelve (12) member

board~ requiring attendance by the Mayor and one City Commissioner would
reduce the c!Uciency of the office of the Mayor and result in unnecessary
duplication.
3. That the necessity of changing the membership of the MFO to
a twelve (12) member board by January 1, 1980, would create undue
hardships for local governments and jeopardize thd continuance of Federal
funding for highway and mass transit improvements.
4. That, in light of all of these difficulties, the City Commission
of the City of Clearwater urges Governor Graham to retain the MFO in
. its current structure.
5. That copies of thia resolution be sent to the offices of the
Governor, the Secretary of Transportation of the State of Florida, and
the Cha.irman of the MFO.
6. That this resolution ahall be effective immediately upon its
adoption.
PASSED AND ADOPTED this 6th
day of December, A.D. 1979.
