Bidll must be received in the office of the City Manager of the
City of C1earwaterJ Florida, 112 South Osceola-Avenue, Clearwater,
Florida, no later than 9:00 A. M., January 1, 1979.
All bid proposab must be signed by a person, officer or director
who poueues the authority to submit the proposal and enter into a
contract of purchalle, binding on the propolled Ught industrial user.
II. In ranking the bid proposals received, the City will utilize the
.
following elements:
(a) Price bid.
. (b) Contribution to the City's economic base in terms of nwnber of
jobs the industry will create and the economic stability that will
be provided to the economic base of the City,
(e) Amount and nature of pollution or other measura.ble
negative impacts the industry will create, and
(d) . Compatibility of the industry with the golf course development
planned by the City. and
(e) Readiness a.nd capability to meet the timetable set forth
for proceeding to project completion.
Following opening of the bids and ranking of the proposals, the
successful bidder shall have twenty (20) days within which to negotiate the
contract of purchase acceptable to the City Commission of the City of
Clearwater. Such contract of purchase shall embody the elements described
in these instructions and any other provisions such as will insure pro,.iding
a light industry which will remain compatible with the golf course use
contemplated by the City of Clearwater on contiguous property.
