Examination of this site revealed that it is not feasible to locate the House on this site because of an existing 10" storm drain in this area and because a 10" sewer main,must also be located in this area. Further examination of alternative'sites resulted in a consensus that the most feasible site is that part of'the former SCL RR right-of-way which 'fronts on Druid Road between S. Ft. Harrison Avenue and Myrtle Avenue. The Lessee, Michael Tagarelli Construction, Inc. is agreeable to: Stipulat- ing that the House will not be substantially altered to such an extent or manner that it might lose its historical character-or significances conform to appropriate City ordinances relative to relocation, siting and renovation or improVemetits•.to the House and-will pay a monthly rental of $200 per month. BACKGROUND: The Tri-County Area Report examines the essentially undeveloped area of northeast Pinellas County and adjacent areas in Pasco and Hillsborough Counties. These areas contain much of the water which is available for use in the coastal areas. Because of the importance of the water issue, the lack of traffic capacity in and around the area, and the environmental sensitivity of the area itself, this report recommends that: (1) no extensions for com- pliance with the Local Government Comprehensive Planning Act be granted to local govern- ments in the area; (2) the D.R.T. threshold be lowered to 250 units in this area; (3) existin development,orders in the area be modified to reflect any rezoning actions taken by local governments,; and (4) an area-wide Environmental Impact Statement be conducted for this area. The first two recommendations are unwarranted at this t'Ime. There must be a sound basis for regulatory activities, a basis which stems in part from the planning and analysis of existing conditions. This makes the lowered D.R.I. threshold ill-advised at this time. The issue of the moratorium on extensions directly affects Clearwater. While only that portion of the City lying east of McMullen-Booth Road is included in the Tri-County Area, the moratorium would affect all of our plan elements not completed by July 1, 1979. The mechanism for extending deadlines is included in the L.G.C.P.A. and we challenge whether this can or should be changed administratively. The latter two recommendations do not affect Clearwater and represent an excellent approach to controlling growth within the existing legal framework. The City staff is willing to work with TBRPC staff to attempt to develop a compromise to the recommendations presented in the Tri-County Area Report. BACKGROUND: The City of Clearwater has received notice of the Highpoint Corporations application for a permit to dredge and fill a portion of Clearwater Harbor south of Fierce 100. The purpose of the dredging and fillingis to enable construction of a 204-slip marina. The City Attorney has also received notice by letter, dated 2/27/79, from Attorney Stephen D. Hughes, representing East Cove, Inc., indicating that any action on the part of the City Commission at this time would be in violation of the settlement agreement which is attached. The. City Attorney andl'•have reviewed that settlement and, based upon the information provided by the Corporation's attorney, we do not see any violation of the settlement agreement. The City Attorney has written to Mr. Hughes requesting specifics of the alleged violations. Since the City has been placed on notice of potential litigation regarding this matter and coupled with the prior history of litigation on this property, it is my recommendation that the City forward a letter of no comment at this time. It should be noted that under the provisions of the City Charter, Article II, Section 2. 01 (c) (3), that any dredge and fill operation in excess of 4, 000 cubic yards will require a City-wide referendum if the permit were to be approved by the Pinellas County Water & Navigation Control Authority and the Department of Environmental Regulation. BACKGROUND: on March 8, 1977, sealer] bids to furnish various pieces of computerized equipment were received Fran four (4) manufacturers of computerized traffic signal equipment. The low bid unit prices were submitted by Wink-G-Matic Signal Co., Avon Lake, Ohio and a contract to purchase basic system equipment and some-optional equipment was awarded on March 17, 1977 for $229,912,00, since that time the Traffic Engineering Department has identified the need to purchase additional equipment in order to expand system capability . This additional equipment can be purchased at unit prices previously submitted under competitive sealed bid by Wink-O-Matic in 1977. Considering that prices have increased approximately 15% since the original bids were submitted and that the equipment to be purchase( must be operationally ccnpatible with the original equipment, it would be in the best interest of the City to purchase the additional equipment fran Wink-O-Matic. This purchase will result in the lowest overall cost to the City plus insure total system equipment cmpatability. BACKGROUND: The Motor Pool has a requirement to replace one (1), 1973 , Mobile Mechanical Sweeper with a Vacuum Sweeper to be used by the Public Service Department. Vacuum sweepers are being used extensively now as they are far more effective in removing debris and reducing air pollution. Sealed bids were solicited from sixteen (16) dealers and manufacturers of street sweepers. Seven (7) bids and three (3) "No Bids" were opened at A public opening held in the Purchasing Office on February 13, 1979. Bidder nunbers were assigned for purposes of performing a technical evaluation of bids. (see tab sheet) Bidders 1 and 9 were nonresponsive, offering mechanical rather than vacuum sweepers. Bidder 2 was nonresponsive, failing to provide a widesweep brown to enhance the effectiveness of the vacuum pickup. Bidder B offered a gasoline powered cab unit which was rejected in favor of a more cost effective and efficient diesel unit. Bidder 6, H. F. Mason Co., of Lakeland, FL was determined to be the lowest responsive and responsible bidder, offering the Elgin Whirlwind II unit which was satisfactorily demonstrated in field operation for Motor Pool and Public Service personnel. Sweeper effectiveness, maintainability, diesel power, safety and ease of operation were some of the more impressive features of this unit. All bids were reviewed in detail by the City Engineer, Central Services Director, Public Service Director and members of their respective staffs, resulting in a unanimous recommend- ation of award to H. F. Mason Co. H. F. Mason submitted two (2) bids. The first, in the amount of $44, 610. 00, was non-responsive as the bid was for a gasoline engine; the second, in the amount of $50, 730 was for a diesel engine as requested and specified in the bid specifications. The second bid was, therefore, accepted as the lowest responsive and responsible bid. BACKGROUND: The City of Clearwater has been mandated by the Florida Department of Environmental Regulation to take over the sanitary surer collection system in Tropic Hills Subdivision and discontinue operation of the existing Tropic Hills Treatment Plant. There are'approximately 200 single family homes on this existing system. A meeting will be held Monday, March 5, 1979, at 7:30 P.M. with the Tropic Hills Home Owners to explain the advantages of annexing into the City. The matter of tap fees is of great concern to the property owners. On August i7, 1970, the City Commission passed Resolution 70-67 authorizing the application to the Board of Pinellas County Commissioners for the purchase of the sewer facilities in Virginia Grove Estates, 1st Addition. On October 1, 1970, the City of Clearwater took over the Virginia Groves sewer system. A condition of the takeover was waiving tap fees to various lots in Virginia Groves Estates, 1st Addition. It is located south of Nursery Road approximately half-way between South Maven Drive on the east and Winchester Road on the west. The portion along Nursery Road is contiguous to the City Limits. 'The, request is for RS-100 zoning (Single-Family Residential) to permit the development of a subdivision with private roadways. An additional 10 foot of Tight-of-way will be required for Nursery Road. Sanitary sewage will have to be pumped from the property approximately 300 feet east of the existing line on Nursery Road. The sewage will flow to the Clearwater Bast Treatment Plant subject to allocation review by the Building Permit Review Committee and City Manager. The Resource Development Committee recommended approval of the Community Impact Statement upon submission of an archeological report by a qualified authority. The Planning and Zoning Board,at its meeting of February 20, 1979,recommended the annexation be.-approved with the understanding sanitary sewer service could not be guaranteed. The Resource Development Committee recommends the annexation be continued until the following problems are resolved: 1. Method of recording plat with private streets and common areas. 2. Determination of easements required 3. Resolution of problems with drainage and retention areas The Planning Director concurs with the recommendation to continue.
