The City Commission of the City of Clearwater met in rcgula~ Dession at
the City Hall, Monday, rcbrua~y 3, 1975, at L:30 p.!n~, with the following members

The Mayor called the meeting to order. The invocation was given by the
Reverend Alan Beaver of the First United l1ethodist Church.
Commissioner Williams moved that the minutes of the regular meeting of
January 20th, 1975, and the special meeting of January 22nd, 1975, be approved
as recorded and as submitted in written summation by the Clerk to each Com- ,
missioner. Motion was seconded by Commissioner De Blaker and carried unanimously.
Mayor HouRen welcomed Boy Scout Troop No. 37, of the First Christian
ChurCh, and their leader, Jack Smetzer, to the City Commission meeting.
The Employee of the Month, Ulysses Barber, of the Sanitation Division of
the Utilities Department, was presented with a plaque and a Savin~s Bond.
ITEM l/l~ - Request to Use City Park - Clearwater Beach.
A letter dated January 21~th, 1975, from HI'S. Berle Garris, submitted a
request by the Board of Di~ecto~s or the Mcmo~ial Civic Center to provide free
musical entertainment for the public on Clearwater Beach at the City Park by
the Fire Station on Mandalay Avenuo. Hotion was made by Commissioner Carwise
to approve the request. Commissioner Williams seconded the motion. It
carried unanimously.
ITCM, #5 - Use of Coachman Park for Political Gathering.
A request by tIrs. Hary Ann Doherty t'las presented to use Coachman Park
as a public meeting place on Saturday, February 8th, 1975, by supporters of
lIr. Gabriel Cazares, a candidate for 11ayor.
Commissioner Williams moved to approve the use of Coachman Park. Com-
missioner DeBlaker seconded the motion. Mrs. Doherty stated any of the other
candidates t'lere welcome to attend and be introduced. She agreed to pay for
any damages to the property. Motion carried unanimously.
Commissioner DeBlakcr moved to authorize the City Hanager to approve
the same privilege for any of the other candidates who wish to hold a
political rally in a City park before the election of February 11th, 1975.
Commissioner Williams seconded the motion. Carried unanimously.
ITCM 116- Rental of Clearwater High School Auditorium.
The recommendation Was that the City Commission approve a School
Facility Use Contract for Cleart-1ilter High School Auditorium for a Parks and
Recreation Department drama production on February 13th and 14th. Commissioner
DeBlaker moved to approve the contract and the proper City officials be
authorized to execute it. Commissioner Williams seconded the motion. Carried
unanimously.
ITEH #7 - Agreement with Seaboard Coast Line Railroad Company. (In SW1r;,
Section 10-29-15.) .
The City Hanager recommended approving an agreement with Seaboard Coast
~Line Railroad to install sanitary sewer at City expense under their tracks.
Commissioner Carwise moved that Resolution #75-19 approving an Easement
Agreement with the Seaboard Coast Line Railroad, be passed and adopted and
that the appropriate officials be authorized to execute the agreement and
resoluti?n. Motion was seconded by Commissioner Williams, and carried unanimously.

,ITEM #21 - Resolution #75-20 - Paym&nts to Oriley, Wild & Assooiatos,
Utility Revenue,Certificates, Series of 1972. ($10,900.50)
Commissioner DeBlaker moved that Resolution #75-20 be pasGod and adopted
and that the appropriate officials be authorized to execute it. ' Commissioner
Williams seconded the motion which carried unanimously.
Resolution #75-21 - Payment to Briley, Wild & Associates, Utility RevenuQ
Certificates, Series of 1972. - ($12,463.94)
Commissioner DeBlaker moved that Resolution #75-21 be passed and adopted
and that the appropriate officials be authorized to execute it. Commissioner
Williams seconded the motion Which carried unanimously.
ITEM #22 - Resolution #75-22 ~ Requesting the Board of County Commissioners
of Pinellas County to,place the widening of Highland Avenue on its priority list.
Commissioner Williams moved that Resolution #75-22 be passed and adopted
and that the appropriate officials be authorized to execute it. Commissioner
DeBlaker seconded the motion which carried unanimously.
ITEM #23 - Proposed Legislative Bills.
The City Manager reported tHO bills relative to the employecsf pension
plan had been presented for consideration to the Legislative DeleRation. The
first bill relates to the first six months of employment beinR counted towards
retirement as required by court order. Commissioner Williams moved to instruct
the City Attorney to file the proper notice with the LegiSlative Delegation
to consider this bill. Commissioner Denlaker seconded the motion which
carried unanimously.
The second bill, presented by the Clearwater Employeesf Association to
amend the provisions of the Employees' Pension Act to allow retirement afto)'"
25 or more years of service,at ap,e 50. The second request is to provide for
a cost of living increase not over 4%. The actuaries of the pension plan have
been contacted but, as time was 50 short, were unable to Rive a cost figure
immediately. They did say the cost of the prORram will increase considorably
and expect to report in ten days. Commissioner Williams moved the item be
held until the information is available. Commissioner DeBlaker soconded the
motion which carried unanimously.
Acceptance of Easement - The Assistant City Attorney presented an easement
for gas line installation from Largo Lanes, Inc., in U\~~ of HEir. of SE~t Section
33-29-15. Commissioner Williams moved that the Easement be accepted and that
the City Clerk be directed to record same in the Public Records of Pincllas
County, Florida. Uotion was seconded by Commissioner DeBlaker and carried
unanimously.
ITEM #10 a. The City Manager returned to Item HlO a. at this time and
stated the City had been served with notice of a hearinfl at 11:115 today for
a hearing at 11:30 before Judge Walker. The City Attorney proceeded at once
to court and the hearinr, is still goinr. on. The City t1anager recommended
this meeting be continued until 11: 30 a.m., February 11th, 1975. Commissioner
Carwise moved to continue the meeting at 12 Uoon, Tuesday, February II, 1975.
Commissioner Williams seconded the motion which carried unanimOUSly.
