The Employee of the tlonth, Anton Groandic, Hater Pollution Control Operator, was awarded a Savings Bond and plaque. The ~mployee of the Year, Dick Payne, Traffic Enr.ineering, was awarded a Savings Bond and a plaque. ITEM 114 - A Public Hearing on Violation of Hinimum Housing Code - 1132 Engman Street. Resolution /1711-154. Lot 49, Block: D, Greenwood Park Subd. Uo. 2 - D. Payne and C. Taylor. , The City Manager ooncurred in the recommendation of the Building Depart- ment to demolish and remove the structure. Ueither the owner nor his repre- sentative was present. Photos liere presented by the Building Inspector as evidence of the structurally unsafe condition of the building and accepted as composite exhibit #1. Certified letters had been hand delivered to the owners after they, refused post office delivery. The Building Inspector recommended the building be demolished. Commissioner Carwise moved that Resolution #74-154 be passed and adopted and that the appropriate officials be authorized to , execute it. Motion was seconded by Commissioner Rankin and carried unanimously. ITEM #5 - A Public Hearing on Vacation of Street Right-of-Way. - Del 01"0 Groves Subdivision. Resolution 11711-155. Vacation of Street ri~ht-of-way, but retain as utility and drainage easement, that part of San Pedro Street, San Bernadino Street and San Mateo Street lying east of Bayshore Boulevard to Coopers Bayou, all beinB in Del Oro Groves SUbdivision. This is a staff initiated request to control access to park ,area. When the park is developed other access areas will be provided. Commissioner Cart'1ise moved 'that Resolution 1171~-155, vacating the streets but reserving the complete width of the present right-of-way for utilities and drainage easements be passed and 'adopted and that the appropriate officials be authorized to execute it. Motion was seconded by Commissioner Rankin and carried unanimously. ITCM #6 - A Public Hearing on Amendments to City Zoning Laws, Appendix A, Clearwater City Code. (Continued from November 18.) The City'Manager recommended continuation to January 20, 1975, to allow the Planning and Zoning Board more time for input from citizens and organiza- tions, concerning this major change. Commissioner Rankin moved for continuance to January 20'~ 1975, at 1:30 p.m. Motion was seconded by Commissioner Carwise and ca~ried unanimously. Mr. Salu Devnani was prescnt and spoke of his revised plat which corrects the problem. Commissioner Ranldn moved that the Ilequest for annexation by Mr. Salu Devnani, with RS-75 (single family) zoninp,'and Fire District No.2 classification be approved subject to drainage conditions being corrected, and that the City Attorney be instructed to includo this in an ordinance to be brought back to the Commission for approval as soon as possible. Motion was seconded by Commissioner Williams and carried unanimously. ITCH #0 - Schaal Crosoinp, at Lakeview Road and Missouri Avenue. (Continued from December 9.) Keith Crawford, Traffic Engineer, was called upon to present his report. ' He stated that an additional ten seconds of walk time had been added, increasing walk light time to 111 aeconds, which is workinfl well. A letter was directed to Pinellas County requesting a statement of their policy on a 15 miles per hour zone on Missouri,'but no reply has been received. The sugp,estion fall using the south side of Lakeview for a walkway has been chocked but a traffic count dis~ closes that while there is mare traffic in the morning on the north cross walk,' in the afternoon the situation is reversed. An all red pedestrian scramble light will be implemented on a trial basis after the schaal vacation break. A meeting,-is to be scheduled in the near future with all interested parties attend- ing. Mrs. Cathy WiShard, 1310 Byron Drive, spake briefly and presented a letter with 16 questions to the Hayor. ITEI1 #9 - Proposal for Restoration of Bay Scout Hut. A request had been received from Gary A. H. Laursen, attorney, representing the Committee to Save the Scout Hut, that they be placed on the agenda to pre- sent their proposal. Attorney Edmund Whitson introduced Donald Heiser and , Jos~ph Lowrey, members of the Youth Assistance Committee of Clearwater, Inc.'- (YACCI), a non-profit corporation. They were organized primarily as a legal vehicle to hold title to property and to do things the troop cannot do. An estimate of $15,000 for rehabilitation and renovation has been received and they are requesting permission to have a fund raisinr, drive and then lease the build- ing from the City. Commissioner Carwise moved that the City Manager work out a mutually agreeable arrangement and bring it back to the City Commission. Motion was seconded by Commissioner Rankin and carried unanimously. ITEM #10 - Railroad Crossing Agreement - Seaboard Coast Line Railroad. Resolution #74-156. The City requires a 24 foot grade crossing acrOSG SCLRR tracks for access to the City Gas Plant. Commissioner Car\-dse moved that Resolution 1/74-156 authorizing the City Manager to execute an agreement with SCLRR for an access road, be passed and adopted and that the apPl"opviate officials be authorized to execute it. Motion was seconded by Commissioner Rankin and carried unanimOUSly. ITEl1 #11 - Creation of a Revenue Sharing Advisory Board A request was received from the Revenue Sharinv, for Peoplets Needs Coalition and the Clearwater Area Leap,ue of Women Voters far the formation of a Revenue Sharing Advisory Board. Mary Ann Doherty, representing the groups, requested official recognition for the committee. The purpose of the com- mittee would be to aid the City in the distribution of revenue Sharing manics and social action agencies. Ron Meserve and Gabriel Cazares also spoke in favor of the committee. The City Staff is desirous of working with any group of citizeno offer- ing input and feels any group of citizens has the right to form a committee. However, at this time the Commission feels no formal action is necessary as the City has advised the County that" social action funding is the County's responsibility. ' ITEM #12 - Community Development Block Grant. Resolution #74-157. The City HanageIl briefly outlined the Housing and Community Development Act of 1974 which provides Federal Block Grant Funds. These funds would be spent in Clearwater for housing rehabilitation loans, site acquisition for redevelopment housing, 'and acquisition, development and upgrading of active and passive park and recreation facilities. The City Manager prosented a proposed LeaDo Ap,reement for City property at 30G and 306~ Seminole Street to be leasod to the Clearwater Fire Fighters Association with similar terms and conditions as in the Police Pistol Club lease. Commissioner Carwise moved to add lifoI' valid municipal purposell following the word I!leasel! on the second line of tho last paragraph of page 2 of the Lease Agreement, and that the amended Lease Agreement be approved and the proper officials be authorized to exocute it. Motion was seconded by Com- missioner Williams and carried unanimOUSly. ITEH (/1" - Proposed Natural Gas Rate Increase. The City Manager and the Utilities Director recommended setting a hearing date for the adoption of a new rate schedule to be effective immediately and the new rates to be reflected in the next utility billing cycle. Commissioner Carwise moved to hold a Public Hearing January 6, 1975, at 1:30 p.m., to consider the adoption of an increased natural gas rate schedule. Hotion was seconded by Commissioner Williams and carried unanimously. ITEM ff15 - Sewer Tap Fee Agreement with Joseph H. Couch, Jr., Lot 26, Bloc~ D, Eastwood Terrace, 2nd Addition. The City Manager reported a request from Hr. G. Michael Mackenzie, attorney for Joseph H. Couch, Jr., to waive the impact fee on the Couch property. The sewer agreement with Mr. Couch was signed November 8, 1972, but in'the interim the City adopted a Sewer Impact Fee. The City Engineer stated that all property owners who applied and hooked up subsequent to December 1, 1973, paid the new fee. Commissioner Carwise moved to affirm the position of the City Engineer and the City Attorney that Hr. Couch be required to pay the City impact fee of $"25.00. l1otion was seconded by Commissioner Rankin and carried unanimOUSly. ITEM fi16 - Request for Beverage Zoning - Kaeh N'Karry, 155 U.S. 19 North and Drew Street. (Nv~ of N~ of Section 17-29-16.) Commissioner Carwise moved to approve the request to sell beer and wine for off-premise consumption and that the City Attorney be instructed to include this in an amendment to the beverage ordinance to be brought back to the Commission for approval as soon as possible. Motion was seconded by Commissioner Rankin and carried unanimously. ITEM #17 - Requests for Annexation. a. Lot 20, Block 17, Highland Pines, 3rd Addn. - J. Hero. Commissioner Rankin moved that the request for annexation by Jerry E. Hero be accepted and referred to the proper City departments for appropriate action and pUblic hearing. The City Manager summarized the bidding on the above item..and recommended award as indicated. Commissioner Carwise moved upon the recommendation of the City Manager that contract for the traffic controllers be awarded to Transyt Corp., Tallahassee in the amount of $14,569.00, which is the lowest and best responsible bid, and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans, specifica- tions and bids. He alao mentioned Tallahassee was beinp; sued in regard to their handling of general revenue shavin~ funds. The intent of Congress was that municipal and county r,overnments'shou1d meet needs 'of social action agencies. ITEl1 #23 - Other Commission Action. . 'Commissioner Williams 'reported on a recent Suncoast League of Municipalities meetinr.. Hayor C. Wi1oox, Be11eair Bluffs, will chair a committee to coordinate information on personnel activities in this area and a committee to do an in- depth study of regional government legislation, headed by HI'S. Ella Campoli. Commissioner DeBlaker stated the second readinp; of the Safety Harbor ordi- nance regarding annexation of the AHEPA property would be tonight and suggested, we send a representativu. Commissioner Rankin moved that the Planning Director be directed to attend and make a formal objection to the annexation by Safety Harbor. Motion was seconded by Commissioner DeD1aker and carried unanimously. Commissioner De Blaker reported a request from a citizen for a non-smoking ordi- nance which she turned Over to the City Attorney with copies of adjoining cities' non-smoking ordinances, to be discussed January 6, 1975. Chief Daniels replaced Major McClamma. Commissioner De Blaker commented on bringing in new industry to aid the economy and asked if the City could waive ad valorem taxes on industrial park property. The City Attorney replied in the negative. Commissioner Rankin reported the Tampa Bay Regional Planning Council two- day meeting to be held January 16 and 17, 1975, with a reassessment of the Wilson-Grizzle Bill on the agenda. Commissioner Carwise questioned the Air Park tax situation. The City Attorney explained the Airport Act of 191.5 exempted airports from ad valorem taxes because they are a pUblic purpose, but a golf course is usually taxed on a different basis. ITEM 025 - Second Reading - Ordinance #151.6 - Annexing and Zoning Lot 20, Block D, Eastwood Terrace, 2nd Addition - R. Lister; and Lot 25, Block B, Virginia Groves Terrace, 5th Addition - A. Hcl1ullen, Jr. The City Attorney presented Ordinance #151.6 for second reading. Com- missioner Williams moved that Ordinance 01546 be read and considered on second and final readin?, by title only at this meeting of the Commission by unanimous consent of the Commission.
