'I .1,' .' ,~ ,I CITY COMMISSION Mtr.TINr, September 9, 1974 The City Commission of the City of Clearwater met in specinl session at the city Hall, Monday, September 9, 1974, at 7 p.m., with the fo1lowinR members proaent: 11. Kennedy, Jr. Bax Battle Frank Daniels City Manager Assistant City Attorney City Enp;ineer Police Chief The Mayor called the meeting to order. The invocation was given by Chief Daniels. The Mayor directed that no directives will be issued to the City Manager t-lithout consent of the majority of the Commission. The Mayor expressed concern that one or more commissioners, individually, had, requested staff studies. Commissioner Rankin moved that this directive by the Mayor be rescinded. Commissioner Williams seconded the motion for dis- cussion. He remarked that commissioners are elected officials and their service to the citizens mif,ht require individual commissioners to request action by the Staff. Some discussion ensued over Commission directives. The Mayor modified his directive in order to allow individual commissioners to consult the City Manager in 'minor matters and to act in emergency situa- tions. Upon the vote beinp, taken on Commissioner Rankin's motion, the mo- tion failed unanimously. The Mayor's directive stood as modified. ITEM #3 - Resolution #711-101 - City of Clearwater Operating Budget for 1974-75. The Mayor presented, for the record, a petition purported to be signed by 117 citizens/property owners opposing ad valorem tax increase for the 1974-75 fiscal year. HI'S. Isabel Grenelle, 1123 H. Druid Road, objected to simultaneous raises in property value assessments and tax millage. She suegested review and/or curtailment of the City's donation of $3 million of land to the State; furnishing utilities to developers, taxes from which will require many years to amortize utility costs; continuation of subsidies and grants to low cost housing programs; duplication and supplementation of federal, state and county welfare and community action prop,rams and allowinp, contractors to destroy side streets. She also sURP,ested that the City can save funds by (1). operating its own sanitary fill, (2). including in all building permits a hip.hway restoration charp;e, (3). allowing developers to install all p,as and water mains and sewer lines with the City to begin main- tenance of these mains and lines when the City population reaches 50% of the projected density; installation of a City comptroller system and initiation of manpower and management surveys to insure economical staffing and proper distribution of work load. Some discussion ensued over county taxes, state prohibition of city in- come tax and payroll tax, and the City's record of tax reduction. Joseph Fletchers Chairman of the Board of Directors of the Clearwater Beach Resort Association, Harned that already declininr; property values Hill be reduced further by tax increases. Eric Horrell, 827 Eldorado Avenue, commented on increase in administrative costs and defensive assistant city managers. He questioned the method of appointment of these assistants. The t1ayor said that items which, in recent years, were included under other budp,etary items are now properly considered administrative. The Mayor noted that he had SUf,- gested the City hire a person to handle public relations who can inform the pUblic of City activities not nO~l covered by the mass media, but that this item was eliminated from the budp,et. Some discussion ensued over the old Yacht Club site, flooding, lack of funds for police work and engineering projects, power rate incrHases, and drainage in Halden ''load s. The City Hanager presented his budget proposals. The Hayor again recommended that necessary provisions be made to hire a person to handle public relations at about $12,000 per year to keep the pUblic informed of the City's activities and that this be included in the City's Operating Budget. Commissioner Rankin moved to approve the Mayor's recommendation provided the budget expenditures are not increased. Mrs. Anne Garris, 38 Acacia Street, questioned the purpose of the City's Service and Information office. Commissioner Rankin sur,gested mailing information pamph- .lets with the City utility bills. Commissioner DeB lakeI' said the Press does an excel- lent overall job in communicatinr, the City's activities. She added that the Preaa is right in criticizing activities that harm the public interest, that she strongly opposes manap,ed'news and that hirinp, the person could result in this type of news." The Hayor said the Press tends to refrain from printing, news that is not "sensational", but that the motion should include stipula- tions that the City budget should not be increased over and above what has been called for in the l1anap,cr's proposals as presented at" this meeting, that certain economies should be effected to make possible the hirinp, of a person to handle public relations, that there shall be no manap,inp, of news and that it shall be the responsibility of this person to sec that the citizens are properly informed of all of the City's activities. Upon the vote beinp, taken, Commissioner Rankin and Mayor Houp,en voted yes. COlmnissioner DeBlaker, Com- missioner Williams and Commissioner Carwise voted no. The motion failed. Edward Nichols, 3303 San Mateo Street, said the budp,et proposals as pre- 'sented by the City Manager fail to reveal percentages regarding increases in revenues and eXp'~nditures., Colonel Frank tiorrowt 471 Palm Island, said the City's bond issues do not appear to have accomplished the purposes for which they were intended. He questioned the funding of the J.C. Welcome Stationt the Bombers, etc. The City Manap,er said the City has had an orp,an- ized capital improvements program this year and has made budgetary provi- sions to expedite completion of these projects but that many of them require a long time to complete. Commissioner Williams SURRested that the City's publicity and promo- tion be reduced and that the surplus funds saved by this reduction be placed in the Reserve Fund for emergency expenditures or be used to reduce taXES during the 1975-76 fiscal year. He moved that allocation of funds for publicity and promotion be held in abeyance until further Commission consider- ation of these funds, other uses for them and of instructions to the City Mana~er for their disbursement. Commissioner Rankin seconded the motiont which carried unanimously. Mr. William J. Solomon, 606 South Betty Lanet said he favors a property tax increase because improvements of City streetst drainage and utilities are necessary and the newer Commissioners are encounterinp, long standing problems regarding these improvements. Audrey Patouillet, representinp, the Library Board, remarked that p,en- eral obligation bond funds for Library improvements do not appear to have been included in the budget report. Jeff Butler, Assistant City Managert said many projects included in this bond issue are underway but will cost more than the funds provided.. He said the amounts intended for the library are being used to meet these cost overruns but bond interest is available for library renovation. lIe said the Phillips property (east 75 ft. of Lot 2, Jeffords and Smoyer 1st sub.) has been acquired and an architect has been workinr, on a redesign of the Library but that the amount of funds need- ed depends on Hhether renovation or construction of a new buildinp, is ap- proved. He added that the 1971'-75 budget includes about $27,000 for a drain- age project at the present main Library. He noted that additional work on that building must be funded from interest on the General Obligations bonds. Mrs. Patouillet said she will discuss this matter further with Mr. Butler. Commissioner Carwise moved that Resolution #74-l01t which was passed and adopted on September 3, be confirmed and that the City's 19711-75 Operating Budget as presented be adopted as the operatinf, budget for the fiscal year. Commissioner Rankin seconded the motion. Commissioner Williams recommend- ed that the City's government be made more efficient and the ad valorem taxes not be increased to the proposed amount of 5.1.56 mills. He noted that the President's Economic Council has said that local Rovernments should try to combat inflation and that these increases would be contrary to this advice. Commissioner Williams urRed that the Commission oppose tax increases by votinf, against this resolution. He recommended a ~ of a mill increase. Commissioner DeBlaker said that across-the-board budp,et decreases will harm efficient departments and that other cities have hip,her tax rates than does Clearwater, Commissioner Rankin expressed concern that, without the tax in- crease - as contained in Resolution #74~101, the City would not be able: , to fund needed public works and traffic enp,ineering projects. Upon the vote being taken, Commissioner DeBlaker, Commissioner Rankin, Commissioner Car- wise and Mayor Hou~en voted yes. Commissioner Williams voted no. The mo- tion carried. Resolution #711-102 - City of Clearwater Capital Improve- ments BudRet for 1974-75. The City ManaRer presented a budget projection of Capital Improve~ menta planned for the 19711-75 to 1979-80 years. Some diecuBsion a~ain ensued OVer library funding. ' HI'S. LeRa~c Hole, Jr., Pr'esident of the Del 01"0 Groves Estates Association, presented a letter for the record. She requested that two of the four tennis courts to be donated to the City be placed in Pennwood Park which is in that area (Section 9-29-16) and that the construction'bep,in as soon as possible. Commisaioner Ran- , kin recommended a uniform policy, based on the City's popUlation centers, to determine location of recreation facilities so that they benefit the most citizens. Mrs. Bernadette Bertels, Secretary of the Woodvalley Homeowners' Association, said improvements are nceded in the park in that area to provide for OVer 700 children who have no suitable playground there. Upon inquiry by Anne Garris, Editor of the Beach Views, discussion ensued over the old Yacht Club site. Jeff Butler remarked that develop- ment of the marine facility to be built at that site is not scheduled to begin until 1977 because of need for extensive rehabilitation of the Clear- water rtarina and problems in obtaininR permits and need to borrow funds based on Marina revenues. The Mayor expressed concern that postponing development of recreational facilities pendinp, development of the Hat"ina is unfair. Some discussion ensued over lack of recreational facilities on the Beach. The Mayor instructed Jeff Butler to include discussion, with the Parks and Recreation Board at the Commission's next bt"iefinr, session, of $225,000 which was originally planned to be spent on the softball complex. Walter Murphy, President of the Edeewater Drive Association, said he has prepared a list of goals for this group including encouraging property owners in that area to improve their property, remove garage sale signs and, through the associations to offer $lsOOO to beautify Edgewater Drive if the City does this work in 19711. The,Mayor said difficulties in the City's obtaining permits has delayed this beautification, but that the drive is to become part of Scenic Route Alternate 19 as called for in the Capital Improve- ments Budget. Some discussion ensued over ,the proposed Downtown parkinr. Garage and tlle cancelled ~lalters Park (in Elk. 7, Clearwater Beach Sub.). Commissioner Williams sugf.ested that an investigation be made as to costs of contracting with private firms for projects now being worked on by City personnel. He said the City might save capital outlay funds through these contracts. Com- missioner Rankin suggested that some study be made regarding the merits of short term funding of Capital Improvements projects during inflationary periods. Commissionet" DeBlaker moved to reduce the City Manager's recommended 19714-75 Capital Improvements Budget by eliminating funding from the General Obligation Bond interest eat'ninp,s for Section 5.11 "Day Care Center" ($10,000) and 5.12 "Chesapeake Villas" ($50,000) for a total of $60,000; and instead, to fund these two projects from the $260,000 allocation of Federal Revenue Sharing funds for Innovative Housinr, Projects whiCh were authorized in the 1973-74 Capital Improvements Budget. Commissionet' Rankin seconded the motion for discussion. Joseph HeFate, Housing Coordinator, said this amendment might be contrary to Commission action taken earlier; that the Commission already has appt"oved five programs relating to the $260,000, leavinr, $54,000 of unallocated funds; that expenditure of the $60,000 from Innovation,'-Housing funds could harm these programs, includinR projects to assist the vet'y needy whose houses have been condemned and programs which are becoming successful now; and might result in the City not qualifying for Federal Block Grants. Commissioner DeBlaker expressed an opinion that appropriated funds should not be used for purposes which conflict with the intent behind the appropriation. Upon the vote being taken on the amendments Commissioner ~lilliams and Commissioner DeBlaker voted yes. Commissioner Rankin, Commissioner Carwise and Mayor Hougen voted no. The motion failed. The amendment was rejected. Commissioner Rankin moved that Resolution n7~-102, which was passed and adopted on September 3, be confirmed and that the City's 1974-75 Capital Im- provements Budget as presented be adopted as the Capital Improvements Budget for the fiscal year.
