The Mayor then aWnrded nine City employees with pins for v~riouB years of service. ITEM illl -, Sale of City Land to County (For Use as Health Buildinp:). (Ref. Aur,ust 19 Commission" mcetinp" Item #12a.) Block 9 and part of Block lOt Jones Subd. of Nicholson's Addition. The City Manager presented 11. R. Rtierheim, Pinellas County Administra- tort who said the Board of County Commissioners opposed an agreement to pur- chase this City-owned pr-operty for $11~6,066 but proposed, as alternatives: (1). to lease the property for $1 annually for a period of over 50 years; (2). to purchase it at the same price the City paid about three ago; or (3). . in exchanr,et lease a ten dcre tt"act near Missouri Avenue to the City for drainage retention and recreation use. Mr. Stierheim remarked that most of the proposed health facility's clients will be residents of the City and that the present buildin~ is antiquated. Dr. GeorRe P. Dame, Director of the Pinellas County Health Department, noted the r,ro\'1inr, need for a larp,er buildinR and said a lUll-Burton erant the County has received can help finance this new facility. He said the County has had to conduct medical services at other existinr, facilities for- the City's employees and that the present health building is the oldest of four owned by the County. Commissioner Williams assumed his chair at this time. Commissioner De Blaker noted that Clearwater residents pay County taxes for Health Department purposes. Some discussion ensued over lease by the City of St. Petersburp,. Upon questioning by the Mayor, Dr. name said that no other City has do- nated land or funds for such Use by that department. Mr. Stierheim requested that the City Commission issue a policy statement to Ruide the City Manager regarding this matter. The Mayor suggested that the City Manager and County Administrator come to an ar,reement on property exchanr,e. Mr. Stierheim con- sented to this discussion. By consensus, the City Commission protested against long term leases. No other action was taken. . ITEM U5 -Ar,reement - Clearwater Safety Villap,e. (In St~ of N~~ of NW~t0Sect. 23-29-15). The City MandKer recommended that an a~reement be negotiated for'use and construction of a Clearwater Safety VillaRe on City property to the west of Fire Station #3. He noted that various civic orRanizations in the Clear- water.area have endorsed the project; the construction, maintenance and oper- ation will be done voluntarily by the Clearwater Exchan~e Club and Clearwater ,Junior ,Woman's Club; with the Pinellas County School System to provide the , , curriculum and schedule and transport students to the facility. He also com- mented that after Commiss10n approval, a leF,al entity such as "Clearwater- Safety Village, Inc.", will be established' and the property will revert to the City if the facility is not maintained or utilized, or if the property is needed for municipal purposes. , ' , , . Ka~en Martin~ President of the Clearwater Junior Womants Club, ' remarked that ncarly any property arranp,ement will be ap,reeable,to the "Villap,e" proponents. She noted that a similar facility in Tampa is val- ued at about $250,000 but that the proposed "Villa~e" will provide a bet- ter cur~iculum and serve more people. Commissioner Carwise confirmed that the Pinellas County Sohool Board favors this project and ,~i1l provide cur- riCUlum. The City Bnp,ineer said the proposed site was recommended to mini- mize need to remove oak trees and avoid interference with utilities. Somo discussion ensued over security fencinp, and use by Scouts. Mrs. Martin said the "Villap,e" proponents ,.,ant the City to maintain the facility's ~rounds. Commissioner Rankin sup,p,cstcd that the ap,roement stipulate a one year limit for "Villano" proponents to complete this project. MrB~ Martin said the project plans and curriculum arc completed. Commissioner Carwise moved that the City Manap,er and City Attorney be authorized to ner,otiate an ap,rcement as proposed at this meetinp, and return it to the Commission for action. Commissioner DcBlaker seconded the motion, which carried unanimously. ITEM fi6 - Revision of Parkinr. Meter Rates. The City Manap,er recommended approval of parkinp, meter rate increases as outlined by the Traffic Engineer (in correspondence sheet dated June 26, 19711 to City Manar,er's office). Some discussion ensued over parkinp, meter mechanisms, rates in other cities, pa~kinp, space use by non-residents, police procedures, recreational ,and marina parkin~, and rate change effects on Beach businesses. The Mayor 'suggested that the action, if an app~oval, not be put in effect until an adjustment in rates is approved for the downtown business district. Keith Crawford, Traffic Engineer~ said the City Manager's recommendation will affect most of the meters on the Beach. Commissioner Rankin moved that the proposed rate changes be approved but that the rates not be chanp,ed until the Commis- sion makes its decisionregardinp, pa~kinp, in business areas. Commissioner Carwise seconded the motion, \>1hich carried unanimously. ITEM #7 - Revision of Marina Slip Rental Rates. The City Manager recommended that slip rental rate increases at the Clearwater Marina and Island Estates Marina be approved as outlined by the Harbormaster. The City Uanap,er noted that the proposed rates were p,enerally computed at $2.25 per frontage foot of slip per month, have been adjusted for slips of disp~oportionate confir.uration and will increase overall rental revenues by about 26%. Harbormaster Burchfield said an attempt was made to minimize the effects on the commercial fishing fleet, which is sUfferinp, already from economic problems and lack of fish. Some discussion ensued over service and rates at private docks and other cities and problems for middle-class boat owners. Mr. Burchfield said owners of over 100 boats have applied and are on a wait- ing list for docking at the City's facilities. Commissioner Williams moved to approve the recommendation of the City Manager and Harbormaster. Commissioner Carwise seconded the motion. Captain Louis Scimens~ president of the Clearwater Commercial Fishing Fleet Associa- tion~ voiced opposition to the rate changes, which he called a poorly timed decision. Some discussion ensued over tax losses, parking rates, tourist business, artificial reef, and marina revenues and operation. Upon the vote being taken, the motion carried unanimOUSly. ITEM #8 - Conversion of Data Input from Punch Card to Key Disk. The City Mana~er recommended that he be authorized to execute a 21~-month lease and maintenance agreement with Mohawk Data Sciences Corporation, Tampa, for a Series 1200, Key Disk System at $916 monthly on a two-year contract, to replace the punch card equipment and cards presently leased from IBM. He- noted that the proposed lease will eliminate the 'need to purchase key punch cards, which are increasingly expensive, and reduce equipment leasinp, expense. He said the City.s key punch operators will h~lp to operate the key disk equip- ment and be utilized effectively in other data processing work. William McCall, Data Processing Manager, said use of the new equipment will require no increase in personnel. Commissioner Rankin moved that the lease as outlined be approved and the appropriate officials be authorized to execute it. Commissioner Car- wise seconded the mot ion, \"hich carried unanimously. The City Hanap;er recommended approval of a site plan and clubhouse desip,n 'for the Mct1ullen Tennis Park Complex and that he be authorized to advertise for bids on the first phase, total cost of which has been esti- mated at (:;168,1611. lie said hasic cleaning of the property has been accom- plished, culverts installed, perimeter ditch excavated and site plan de- veloped. lie noted that sufficient funds are available from General Oblt- , gation Bonds. Eddie Moore, Director of Parks and Recreation, said elimination of a p~eviously proposed perimeter ~oad saved $42,000 in overall construction costs and the building will be very minimally furnished but a clubhouse and tennis professional will be available. Some discussion ensued over status of construction, professional Shop, developmental phases, fees, cost of tennis courts and clubhouse, evening use, landscaping and environment, and four courts to be donated by the Tennis Club of Clearwater, and possi- ble location of courts elsewhere in the City. Chief Daniels was relieved ~ Serp.eant'RobertPitman and left the mcetin~ at th1s t1me. Comm~ssioner Carw~se moved .to approve the site plan and clubhouse design and advertise for bids, but that the Staff be specifically requested to present sUg~es- tions for other possible sites for the four donated courts and expenditure of funds remaininp, after the McMullen Complex fir.st phase completion. Com- missioner DeBlaker seconded the motion. Upon the vote being taken, Commis- sioner Carwise & Commissioner OeBlaker voted yes. Commissioner Williams, Commissioner Rankin and Hayor Boup,en voted no. The motion failed. Commissioner Williams moved to approve the City Manager's recommenda- tion as outlined by the Director of Parks and Recreation, and that ten courts be built at the McMullen Complex. Commissione~ Rankin seconded the motion. Upon the vote being taken, Commissioner Williams and Commissioner Rankin and Mayor Hougen voted yes. Commissioner DeBlaker and Commissioner Carwise voted no. The motion carried. The Hayor directed the City Manager to finalize .arraneements with the Tennis Club of Clearwater concerning the four courts. ITEM illl - Resolution f/71~-91J - Proposed Charp;es for Cemetery Lots, eff. 10/1/74, amending Sec. 3, Reso. 073-153 passed 11/13/73. The City Manager recommended that the basic charge per cemetery lot be increased from $135.00 to $155.00 for adult size lots, and from $20.00 to $38.00 per child-size lot. Commissioner Rankin moved that Resolution i/71~-94 be passed and adopted and that the appropriate officials be authorized to execute it. Commissioner Williams seconded the motion, Which carried unanimOUSly. ITEM #12 - Petition Concerning Paving of LaSalle Street from Pennsyl- vania Avenue to SCLRR. The City Manager recommended that petitioners be heard and that the pro- ject be modified to include construction of a four-foot sidewalk, where possi- ble, along both sides of LaSalle Street in that area. . He noted that this street was paved at a sub-standard width without usual curbs and drainage because property owners would not provide standard right- of-way and that the center of the street is inverted. Mrs. Emma Lou Grant, 912 LaSalle Street, mentioned a la-name petition dated May 15, 1971~, she had submitted to the City Manager. The petitioners said paving the~street actually led to inadequate drainap,e in the area, dirt is washed from lawns into the street and the pavinr, is not worth the assess- ment fee. The City Enp,ineer said there is no practical solution at this time. Talmadge Rutledge, 1111 N. Greenwood Avenue, said several meetings of home- owners with City officials have not led to a solution and that he had been told that the Engineering Department advised against the present paving but that the Commission decided to proceed with this work. Lots 1 to 28 incl., Block C, Drew HeiRhts Subd., and property in Section 12-29-15. - H. Roy Ahlgrim. (Skvcrest Baptist Church). The City Attorney presented Bill Jones, representing the Marymont-Wood- mere Hts. Homeowners Association, who said this property is a health hazard. Mr. Jones referred to Commission action of May 20 which called for clearing the land as completely as physically possible with proper care for the envi- ronment, prior to final readinp, of this ordinance. He said this clearing has not been done and that, althouRh the Homeowners did not object to the property being zoned ISP (institutional semi-public>, they wanted the church to agree in writing to clean the property as soon as possible. The City Engineer said 11e understood that the church is preparing a rough grading and drainage plan. , Jim Harrison, representing the church, said it has mowed the property including almost inaccessible areas. He added that the fact that the church did not own the property prevented use of a bulldozer and that the heavy rains have stopped further work but that he thouRht that he had fulfilled the Chu~ch's obligation and will continue proper upkeep of the property, inclUding bulldoz- ing, after it is rezoned to ISP and the Church acquires it and he will attempt to qualify the property as a local fill area.
