approval. Commissioner Williams moved that the minutes of the regular May
6 meeting of the Commiosion be approved as recorded and as submitted in
written summation bv the Clerk to each Commissioner. Commissioner Carwise
se.conded the motion, which carried unanimously.
The Hayor awarded five-y.ear service pins to four employees, ten-year
service pins to tt-l0 employees, and fifteen-year service pins to three em;"
ployees. The Hayor also awarded a plaque and Savings Dond Certificate to

The City HanageI' recommended I'ezoning this property to ISP.' He noted

ney, Hr. Donald O. Mcrarland, the Church had ap'I'eed: (1) that the city may
rezone the Church property on Dr'cw Street from CG to ISP; (2) to at'lranRe
for the dedidation of an additional 20 ft. of property POl' the widening of
Keene Road; (3) to provide to the City, upon completion of the property's
developmont J a complete engincerinR plan of development; and (II) to rotain

The City Hanager, and HI'. Hcrarland, noted that the Church offJ.cJ.als

will allOl-l the City Commisoion to review - t-lith a public hearinp. - the site
plan, traffic and parking plan, storm dI'ainage and t-late~ retention plans,
and a detailed community impact statement; and that the Church is willing
to dedicate 20 ft. of rip,ht-of-way alonp, the lenPoth of their property on
Weber Avenue and 30 ft. alonr; Tulane Avenue, from tho southe~n boundary of
,their property to Center Street, in exchanp,e foI' the City's vacation of paI't
of Tulane Avenue. .
Commissioner Rankin again noted that Mr. O. R. Clendenen's only access
to Harding AVenue from his home is through the Ahlgrim property. ,Hr.
McraI'land said that there was no obj ection to HI'. Clendenen's continuinp, to
cross on a temporary basis. Some discussion ensued about parkinr, require-
ments, environmental preservation, definition of emergency use, downgrading
of zoning, removal of the property from tax rOlls, and traffic flow.
Commissioner DeDlaker said she thought the City Has giving up more in
vacatinf, than was received in rip;ht-of-ways. She also objected to the in-
adequacy of the ChuI'ch's impact statement. Mr. G. \01. "Duke" Schultz,
president of the HaI'ymont-Woodmere Heip,hts Homeowners Association, presented
a petition sip;ned by GG residents who live within 500 ft. of the Ahlr,I'im
propeI'ty, requesting the Commission to withhold consideration of rezoning
until impact study is made. He said Church officials had failed to meet
with these people, at a Homeot-mers I rOI'um and tlla-t the present owner has not
complied \-lith the City's Lot Hot-ling Ordinance.
Hr. HcFarland said the ChuI'ch would be glad to have the City supervise
the lot cleaning and that he Hould try to meet with the Homeowners' Assoc-
iation.
Commissioner Rankin moved that the matter be postponed until the
Commission's I'egular meetinp, of June 3, to allow time for the Church and
Homeowner's to agree. Commissioner DeBlakeI' seconded the motion. Upon the
vote being taken, CommissioneI's Rankin and DeBlaker voted yes; Commissioners
CarwiEle, tvilliams and Hayor Hougen voted no. The motion failed.
Commissioner Hilliams then moved that the City Manar;er1s recommendation
be accepted and that the application of JI. Roy and Vida R. Ahlp;I'im for change
of zoning from RS-50 (sinp,le family) and RM-l2 (duplex-apantment) to ISP
(institutional semi-public) be approved with provisions that (1) the pI'Op-
erty not be used until a full impact study and site plan are SUbmitted to the
Commission and to the people of the neighborhood involved; (2) if the Church
disposes of the pI'operty it will reve~t to the present (May 19, 1974) zoning;
and (3) the land be cleaI'ed as completely as is physically possible - with
proper care foI' the envi~onment - by the time tho final ordinance is read.
Commissioner Carwise seconded the motiont which caI'ried unanimously.

. The City l1anager noted that he had not received a report regarding this'
matter so could make no recommendation. Mr. FI'ed Fisher, President of Clear-
'water For Youth, read a letter stating the organization has no intention of
abandoning the use of the City-o\-med Ross Norton Park, that there \-las need
for. expansion, that Clear\-later fot' Youth diI'ectors no longer contemplated
locating a complex at a pt'oposed University of South Florida campus site on
HcHullen-Booth Road, that the or)1anization. Hould continue to welcome all
youngsters regardless'of legal boundaries, that private sources would be the
only means of building the proposed Cleal'wateI' FoI" Youth complexJ and that
further study will be devoted to its desiRn and location. Commissioner
Williams moved that the City Recreation Department, Manager and staff con-
tinue to maintain liaison with Clearwater For Youth to develop a cooperative
.effort toward this thajor youth center ho",ever that cooperation might prove
to be fruitful. Commissioner Carwise seconded the motion, which carried

instructed to prepare a lease with the intent of allowing the ~lomen' s

letter of April 10, 19711 from the club, to the City Hanager, subject to a
90-day cancellation, and that no major improvements be made without City
staff approval. CommissioneI' DeBlaker seconded the motion. Commissioner
Carwise called the motion prcmature and moved to table it until a staff
study could be made. This motion failed for lacJc of a second. Upon vote

Pipe & Foundry, Birmingham, Alabama, in the amount of $34,692.00, which is
the lowest and best responsible bid, and that the appropriate officials of
'the City be authorized to execute said contract t-Ihich shall be in accord-
ance with the specifications and bids. Commissioner DcBlaker seconded the

bidder, Dip, Four.Construction Company, of Hest Palm Beach, in the amount of
$375,235.00. The City EnRineer said this will complete the link between
Island Estates and the three lift stations and replaces a station which has
been giving problems on Island J::states. He recommended that constI'uction
hegin on this project befot'e the start of the rainy season. Commissioner
CaI'wise moved upon the recommendation of the City Manap,er that the contI'act
for Island Estates Interceptor, Force Hain and Pump Station Project be
awaI'ded to Big Foul' ConstI'uction Company, West Palm Beach, in the amount of
$375,235.00, which is the lowest and best responsible bid, and that the

must be moved - there would be a need for the City to make some property
available to the north foI' this purpose, but that this is no problem and
Hould be consideI'ed as a wash out of any sharing of cost to move the green.
The City Hanap,er noted that Hr. Lmil Marquardt, JI'., attorney for> Clearwater
Golf Park, Inc., had, on Hay 17, written a letteI' to HI'. Gerald Heimer,
Assittant City HanageI', explaininp, the Park lessee's request foI' the sub-
I'or;ation. FactoI'S mentioned in the letteI' included matters which needed to
be I'esol ved bett'leen the City and Clearwater _ Golf PaI'k, Inc., which weI'e
settlement of dirt removal issue, reimbursement of the Park's lessee for
certain expenditures and release by this lessee of certain leased'propeI'ty
needed by the City to extend Keene Road.
HI'. Harquardt noted that the (.lolf Park l'.anagement wished to borrow about
$400,000 to repay loans it had I'eceived from banks and MI'. Herbert J. Prank
and that an extension of the timo period foI' this repayment expired in'two
weeks. HI'. l1aI'quardt said that, if this expiration occurred because no
decision was made about the subroRation, the lessee wo\:/,ld have no incentive
to resolve the dirt I'emova1 matt or OI' to cooperate voluntarily in the City's
plans foI' extending Keone Road. Hr. Harquardt said the lessee had pI'oposed
to release (l) the property needed foI' the extension; (2) any claim to the
$3,600 the lessee had expended to install lights - for night flying - at the
Airpark; (3) any claim for damage to the lessee's $16,000 antenna system;
and (ll) a parcel of land for the City to build tennis courts on; and would
pay for relocating the Green. In exchanv,o, items the lessee. Hanted included
the City's release from any clail:1G to dirt Hhich ...las dup; from Golf Park lakeo
durinr; construction; the City to vacate hlO pla'tted I'oads on the lease-hold
property; the City to leave the drainage ditch along the east side of the

DeSlaker said she had not seen a copy of the lease and that information on
this matter had beon received too late for a decision. Br. Harquilrdt noted
that the golf park and airpoI't arc seperate operations but that the lessee
ouned both and that the sUbrop;ation Has requested to help place the lease on
permanent financing and not because of financial difficulties.

ensued over whether Hr. Hinslow's comments were germane. Commissioners'CaI'wise
and De Blaker suggested that these comments could help deteI'mine if the lessee
had violated the lease.

The Mayor noted that the facility had been known by vat'ious names and
suggested that it be referred to as the Handalay l1arina and Recreation Center
until formally named, because the Clearwater Beach Marina already exists.

l). Cultural Committee Commissioner De Blaker complimented the Cultural
Committee foI' its report to the Commission. 2). Pinellas County Planning
Council - Commissioner DeBlaker noted that the City's participation is necessary
but that the legality of the Council's existence will probably have to be settled
in court. She said advantages of Council membership mi~ht inolude easier control
over development projects. She also noted that, on May 15, the Council passed
the pOlicy municipalities are to follow regarding density classifications, strip
zoninR, and reviewal of plans; the Council deferred its budget because of possible
I'equired budgeting for task forces; passed a resolution against rezoning in
parkway corI'idors and anotheI' I'esolution encouI'aging a favorable vote on the
CentI'al Pinellas Transit AuthoI'ity. She requested the Planning DepaI'tment to
make a recommendation concerninp, the City's non-compliance regarding density
ranges. Discussion ensued on participation in political campaigns, Moccasin
Lake Creek drainage, and daytime sprinkling.

1). H. D. 3313 - Commissioner Rankin moved that Resolution #74-62 be
passed and adopted and that the appropriate officials be authorized to execute
it~ favoI'ing House Bill 3313 which favors a two percent reSOI't tax to be levied
, after referendum, all of these taxes to go to local goveI'nment. Commissioner
Williams seconded the motion, which passed unanimously. 2). Ten percent
Utility Tax on Electric Bills - Commissioner Rankin moved that this tax be
removed from bills beginning with July 1 meteI' readings. Commissioner
Williams seconded the motion for discussion. The City Manager said this
action would pose many problems for the City. He recommended that the Com-
mission defer decision. CommissioneI' Carwise moved to table until budget
discussions beRin. CommissioneI' De Blaker seconded the motion. Upon the vote
being taken, Commissioners DeBlakeI', Carwise and MayoI' Hougen voted yes;
Commissioners Williams and Rankin voted no. The motion to table was carried.
ITEM #28 - Second Reading - Ordinance #1500 - AuthoI'izing Condemnation
Proceedings for Pierce Blvd. Extension.
The City Manager recommended that this matteI' be deferred until the
Commission's regular June 3 meeting to allow fUI'theI' time for negotiations.
Commissioner De Blaker said she favored voting on the matter at this time.
Some discussion ensued over necessity of determining ownership of the prop-
eI'ty when it is condemned. CommissioneI' Rankin moved that the City Hanager's

320 Acres.
The City Attorney requested authoI'ization foI' execution of a note to the
Barnett Bank foI' the balance the City OHes on 320 acres in 21/28-28-16, in
the amount of $480,000.00 at 5~% per annUm until paid. CommissioneI' Williams
moved that the proper City officials be authorized to execute the note in
the amount of $480,000.00 as recommended by the City Attorney. Commissioner
De Blaker seconded the motion, which carried unanimOUSly.

The Hayor announced that the City hosted the Suncoast League of Munic-
ipalities on Hay 10 and that Commissionet' Williams was elected as the LeaRue's
President for 1974-l975.
Commissioner Rankin noted that he had read that Commissioner Carwise had
recently been ordained as a ministeI'.
TheI'e being no further business, the meeting was adjourned at 7:20 p.m.
