Dr. Theodore Hachler, Jr., opposed ingress and egress on Sharkey Road as he
stated thdt Sharkey Road was not a dedicated street. He also was particulap1y
concerned about the traffic created by about StOO~ church people.
Commissioner ~lilliams arrived at this time.
Rev. Kline stated that the maximum number of people they were planning
for was 3,000 and also reported that the county had turned them down because
of a sewerage problem. He went on to say that the Church owns the propertys
and shO\-led site plans with the first building to seat about 1,500 people.
He was agreeable to attempting to designate a part of the property for a
City park.
The Hayor and City Hanager recommended that an impact study be made
to determine a number of unanswered questions as to requirements for
parking, traffict police, fire, \-later, sewer, and so forth. Commissioner
t-lilliams moved to continue the item to April 15th, at 1:30 p.m. Commis-
sioner Rankin seconded the mot ion which caI'ri.ed, unanimously.
ITEH fl6 - Briefing Sesoion for City Commission.
The City ManageI' recommended cancelling the special meeting of l1arch 25,
1974, and holding a briefing session inRteadt I'clating to the annual audit
and the proposed $11.9 million Utility Revenue nand Issue. Commissioner
\'lilliams moved that the meeting of 11arch 25, 19711, be cancelled. Commissioner
Rankin seconded the motion \o1hich carried unanimously.
ITEM #7 - Revision of Policy on Sanitary Sewer Cost in Annexations.
'1'he City Hanagel' recommended rescindinr; the policy that a property
owner pay only half the cost of extending sewer to serve annexed propertYt
due to the difficulty of administrating the said policy and the problem of
City funds being tied up for an un};;not-1n period of time. Commissioner Car\'11se
moved to approve the recommendation of the City Hanager. Commissioner Rankin
seconded the motion \o1hich carried unanimOUSly.
ITEI1 fiB - Request - Administrative Approval Procedure Under CPO
(Commercial Planned Development) Zoning, Countryside Country Club Site.
The City JtanageI' explained the background of the problem and recommended
administrative approval procedure under CPO zoning for the Countryside Country
Club building and f,olf course. He went on to say that the plans had received
careful staff scrutiny for a consirlerable lenr;th of time. Hr. Douglas Roach,
Vice President, U. S, Home, stated,that the plans had been before the PlanninB
and Zoning Board at least tNice, before the City Commission, and before the
Building Department and the Engineering Department. Commissioner Williams
moved to approve the recommendation of tlle City Manager for administrative
approval. Commissioner Rankin seconded the motion which carried unanimously.

ITEI1 ff9 - Request for Lease at Hat'ina - C1eurwater Boatmen's Association.
The City Manager' reported that the BPeloe was the Ens t Half of Room I,
in the Marina Building, formerly occupied by a news otore. Hr. Ha.ys,
operator of the Rainbow party boato, requested to lease the apaco but it
is felt that providinn him \oli th additional apace would t'esult in controversy
and animosity amonr, the boatmen and, there fore, he recommended apl)1"ova.l of
the space be3.ng lenGed to the Clearwatcl' Doatmen's ^ssocintion who uould
use it for ,fishing information for all the boat ownero and help to the
bonting public. The Harbormuster stated that the rent WuS for>merly $85
but recommended $75 as the leasee would be actin~ for all the boatmen and
the association oontributes a large portion of tha operatinp, expenses of
the marina. Commisaioner> \Hlliarns moved to approve the recommc'nda'tion of
the City Manager and that the City ^ttorney prepare the necessary lease
for the propeI"ty and the proper officials be authot'izetl to execute it.
Commissioner Rankin seconded the motion. Upon tho vote beinp, taken,
Commissioners Hilliams, DelUaker, Rankin and Mayor Hougen voted "Aye";
Commissioner Carwisc voted "No". Hotion carried. Commissioner Carwiac
explained his "No" vote by stating that he felt City property was being "given
at<lay" by too 1m" rent.
ITEl1 nO - Lease Aer-eemcnt Hodification - Part of Lot 10 of City Park
Subdivision '- Flazone Ser-vice Station.
The City l1ailager recommended cancellation of the present lease with
Mrs. Dorothee Falzone for- the service station at the marina and recommended
a revised leaGe for one year with pI'ovision foI' extensions. He explained that
Mrs. Falzone is having trouble meeting the $500 monthly rent as it was
based on oxpected sales of OVer 110.000 gallons per month but HI'S. Falzone
has been allocated only 22,500 p;allons per month. fIe went on to say that
the minimum monthly rental would be $350.00 or l~% per gallon actually
delivered, whichever would be greater, with all other terms and conditions
remaining the same. Brs. Anne Garris commended the operation of the Fal~one
Set!vice Station, especially durin~ the recent p';as crises. The Harbormas'ter
also spoke in favor of the new lease. Commissioner> Hilliams moved to approve
the recommendation of the City Hanae;er and that the City Attorney prepare
the necessary lease and the proper officialG be authorized to execute it.
Commissioner OcBlake2' seconded the motion '''hich carried unanimously.
ITEM #11 - Request for Occupational License for Antique Furniture Shop
at 700 Court Street. - The Iron Gate, Inc.
The City HanageI' reported that the necessary ,inveGtinations have been
made by the Police Department and the License Division and recommended
that the occupational license be granted to The Iron Gate, Inc., H. H. Baskin,
Jr., President. Commissioner Hilliams moved to approve the request of
The Iron Gate, Inc. Commissioner Carwise seconded the motion which caI"ried
unanimously.

Housing Status Report.
Hr. Robert Levison, Chairman of the Clear\ol'atcI' Housing Authority,
reported on the nctivities of the Authority. lIe mentioned certain goals e.g.,
eliminating all substandard housing as soon as possible; assuring Clea~watcr's
limited housing r>esources al:'e \lsed to maximum effectiveness; redeveloping
and/o2'I'ehabilitatinrr blighted areas I"ith standard housinr,; assuring the
existance of a supply of standard housinp, resources adequate to 110usinp, the
population; encouraginp. equal housing for all Clearwatert~ residents and
using publicly assisted housing as a means to encourage upward economic
mObility fol:' the POOl'. He then gave a further report on the progress
in meeting some of the objectives. He mentioned that Barbee Towers was
completed and coccupied and Condon Gardens was completed this month. Hr.
Levison said research and development plana to accumulate data establishing
number of 'units, sizes, etc. needed; ddvelop bachelor apartments for single
individuals who do not qualify for, but I~ho need public housinR, and make
applications for additional public housing units for the elderly. He mentioned
the Fulton Avenue Apartments, another 4-unit building owned by crs Service Homes.
He reported that the HousinR Author>ity had tenatively accepted the donation
of a I-story frame dwcllinB from George R. Bnumfield, now located at 1902 Dr>ew
Street, for possible moving to another location at a total estimated cost of
$10,800 inc~u~ing land.

Commissioner De Blaker reported that she has received phone calls from
members of Clearwater for Youth criticizing the location and that also she
found their financial statement very poor. After fUl"'ther discussion the
matter was continued to April 1st by consent.
ITEH #111 - Proposed County Hoise Abatement Ordinance.
The City Manager reoommended that the Pincllas County Board of
Commissioners be requested to defer the proposed Hoise Abatement Ordinance.
He suggested that, due to the complexity concerning noise, a consultant
be hired to develop an enfot'ceable ordinance. Considerable (liscussion
ensued as to Hhat constitues excess noise. Commj,ssioner t>1illiams stated
that the City had been trying to develop such an ordinance but ran into the
same difficulties defininp; excess noise. Commissioner Rankin moved that
action be delayed on the matter and that Police Chief Daniels and Commissioner
Williams attend the County Commission meeting to explain the criticifims and
recommendations of the City. Commissioner Carwise seconded the motion which
carried unanimously.
ITEM #15 - Policy Guidance - Impact Fee and Sewer Tap Fee.
The City t1anager requested the City Commission to affirm that the
sewer tap fee and/or impact fee may be vm.ived t-1he'r'a property is remodeled
or demolished and subsequently rebuilt and Hhen the sewer nnd Hater load
remains the same or decreases. Commissioner Rankin moved to approve tho
City Hanager's recommendation. Commissioner Carwise seconded the motion
which carried unanimously.

Sale of City Property.
The City HanaEer recommended offerinn for sale of Lot 16, Block A,
Carlton Terrace ,Subdivision, which the City,purohased in order to acquire a
large easement. Hr. Charles Littlejohn of the Hanac;er's staff stated tl,at he
\olould like to purchase the property at $3,500 as he can construct the house
he plans on the property. A brief discussion was held as to the legal
requirements. Commissioner Williams moved that the property be advertised
for bids for the sale of the lot witl1 a minimum bid of $3,500. Commissioner
DeBlaker seconded the motion l...hich carried unanimously.
ITEM fJ19 - Pendinr; Reports from the Hayor.
The Mayor spoke of the Tallahassee Sesquicentennial celebration and
reported that the rec;ular Clearwater float would not be available as it was
assigned to the St. Petersburg Festival of the States at that time, but the
same firm could supply another one for Tallahassee at $1,000. Commissioner
vlilliams moved to approve expenditure of $1,000 for a float to be sent to '
Tallahassee providing it had a Clearl...ater historical backp,round theme.
Commissioner Rankin seconded the motion \olhich carried unanimously.
The Mayor reported that ex-Commissioner Hall had declined membel"ship
on the SiBn Board and, therefore, he recol1ll1lenced that consideration be given
to a person \o1ho Conunissionel:' Rankin spoke of previously, HI'. to/ade H. Gans,
from the Hoodmont Park area. Commissioner Car\o1ise moved that Hr. Gans be
appointed to the SiGn AoaT'd. Commissioner Rankin seconded the mo,tion which
carried unanimously. The Hilyor also l:'cportcd that there \o1a6 another
vacancy on the Sien Board and on the Community Relations Hoard and hc requested
recommendations for memberships.
Commissioner Hankin discussed requestin~ the propel" agencies to itemize
real estate tax bills to show the amount ,of tax fOl~ the S.::hool Boal'el, County
operating, and City. Commissioner Rankin'then moved that Resolution f,.71~-3S
be passed and adopted and that the appropriate officaln be authorized to
execute it. Motion was seconded by Comminsioncr Williams and carried unanimOUSly.
Comminsioner DeBlaker requested that a list of all City property be
prepared, particularly shoHinr, parks, and identifyinG those that are dedicated'
in perpetuity. She also recommended that any property that could definitely
be determined surplus, be sold and the funds be used for Capital Improve~cnts.

The Hayor expressed the opinion that the Commission should be better
informed as :to the activities of the various hoards and committees.

: The City Manager reported, as a member of the County Services Study
Committee, that some of the items being considered by the Committee ,were
emergency medical services, recommendation to have a consultant draw up
uniform subdivision and building rep,ulations, etc., and the otudy of various
other consolidated services.' "
