Hear'ing on Amendments to Comprehensive Plan (Fot"t Harrison west to Clearwater
Bay and Drew nOr'th to Engman; Tampa Bay north of Causeway and Gulf-to-Bay;
Tampa Bay south of Causeway and Gulf-to-Bay).
The City !1anaget" summarized recommendations for amendment to the Clear-
water' Comprehensive Plan, calling attention to the North Osceola area on
the, large-scale plan displayed for the purpose of the public hearing. Con-
templated changes would reduce the allowable number of dwelling units in
this area from l,471~ to 1,136 and reduce the Plan population level from
3,685 to 2,840. Density would be decreased for this area of approximately
40.5 acres fr'om 36.4 units per acre to 28 units per acre.

Commissioner 1211 asked to be excused from consideration of this item
because of possible conflict of interest.
'rhe City Inspector t"eported that I1r. John Gardner, owner, was in agree-
ment with the in~pection report and had submitted plans to the Building
Department for rehabilitation of this property. Referring to these plans,
the Building Dit"octor stated that the planned corI'ections complied with the
Code requirements except in some minor respects. lie indicated his satis-
faction with the owner's intentions to proceed with the repairs on receipt
of the required building permit and r'ecommendod approval of this cout"se of
action.
Commissioner Williams moved to approve the 'Building Director"s recom-
mendation with the understanding that the owner would begin the necessary
repairs for compliance within two weeks from the date of the building permit
or otherwise be found in violation of the Code for non-compliance, Hotion
was seconded by Commissioner Carwise, who r'equested that the City i'lanager
be advised of the progress made for repairs on this property. Vote was
unanimous in favor, Commissioner Hall abstaining.
IT~1 #2 (Continued). The Planning Director continued the presentation
on proposed' changes in the Comprehensive Plan for tho North Osceola al"ea,
commenting on, the 'planned containment of high density on the east side of
North Osceola, (except around Jones), with potential consolidation of parcels
for development on the north and south sides of east-west str'eets, protecting
public access to' the bay with appropriato buffer zones and beautification to

Commissioner lIal1 commonted on the City.s leual position in reduoing
densi ty under tho master plan. tho Ci ty Attorne~' emphasized the importance
of, proper planning and documentation. The Planning Director explained that
the Plan recognized the need for public right-of~'w'ay on each side of an
area of combined parcels and that under the RPD concept the Commission
. would review all proposed proj ect plans.
,The Planning Director reviewed rcconunonded ueveloplOont for the eastern
zone. While Drew Street appears to be a logical connection with the
Courtney Campbell Causoway, this potential improvement may. be impracti~a.ble
because of environmental considerations for the low-lying mangrove areas
along the wa terfront. .
11rs. Karleen DeBlakor, 808 13ayshoro Boulevard North, obj ected to the
North Osceola recommendations as an expansion in mediUm and high density
zoning and recommended protection of existing conditions in this hiEh-bluff
area. Commenting on the proposed allowable donsity of 1,136 units for the
Horth Osceola area, Hrs. UeBlake:r emphasizad that this plan could triple
the existinp, density of approximatoly 400 units. Hr. Charles Finton, 310
South l'laywood Avenue, objected to the concopt of vaoating oxisting streets
in an area under p"3.rcal consolidation. Hr. Ronald J. Schultz, resident
of Clearwater Ueach and teachor at the University of South Flo~ida, suggested
tha t changes in the Comprehensive Pla.n be basad on the relationship between
anticipated revenues and ohanging oosts of City services" with increases in
density and cost of servioes met by proper tax base planning. Commissioner
Hall read a lotter from the Suncoast Activo Volunteers for Ecology urging
the Commission to avoid the loss of public access roads in accoJrunodating
development of high density multi-family structures.
Commissioner Williams movod to approve the Comprehensiva Plan chanees
as recommended except to establish for tho Horth Osceola area a medium
range density with an overall average of 18 units per acrO assuring the
maintenance of public access routes to the water equal to or wider than
those presently available. i'lotion was seconded by Commissioner Hall. On
the vote being taken, Commissioners v/illiarns and Hall and i'layor Hougen voted

Hearing on Parking, Handalay Avenue in Vicinity of ;.Iandalay Shores Apartments.
The City Manager summarize.d his report to the Conunission on parking and
beach access in the vicinity of Handalay ShorGs Apartments and enumerated
four specific recommendations for improving parking oonditions and promoting
proper public usa of the beach area: 1) additional parallel metered parking
would be provided on Eldorado - 7 spaoes north and 4 spaces south along the
semi-circular pOt'imetcr of the Handalay Shores Apartments. entrance; 2) barriers
would be removed from street end rights-of-way to be replaced by shrubbery
and other improvements; beaoh rule signs, trash receptacles, and markers
defining the sides of the street ends would be provided; 3) intensified police
surveilance of the 'area would be continued; and 4) a sids~alk with suitable
shrubbery \o1ould be installed along the perimeter of the Handalay Shores
Apartments.
The City Traffic engineer oo:nrnented on the beach area parking and stated
his recommendation for prohibition of night-parking in this area.. ' He reviewed
the history of petitions received on parking restrictions and illustrated tne
City !,tanager.s recommendations with a color-coded area map. Public use of
the beach was discussed by the City l1anager in the light of aU. S. Corps of
Engineers. definition of mean high water datum and the relatod difficulty
of marking the strip of beach legally open to the public.
, After further discussion Commissioner Carwise moved to accept reoolrunendations
#2 and #3 of the City Hanager I s memorandum, with parking availability in the
area restored to the conditions existing six months previously. Motion was
seconded by Commissioner ~'/illiams. Commissioner Carwise commented on his motion
to explain that he intended to reject the recommendation for parallel parking,
'to return to angle parking and to ,deny oonstructicn of a sidewalk around the
apartments. Voting on the motion, Commissioner Carwise voted in favor; Commie..
sioners Hilliams and Hall and l'layor Hougen voted uno". r-totion failed.

for on-site parking, reporting that the Schwat'tz properties north and south of
Harn Boulevard provided for 158 dwelling units and 249 parking spaces for a
ratio of 1.58 spaces pOl' unit, slightly in eXCGSS of present Code requirements.
The staff report noted that Commission approval of the curt'ent t'equest had not
involved a stipulation for two-to-one parking accommodations.

accomplished and still ~ending pursuant to Commission approval requirements
and stated that oompletJ.on of improvements in soreening undet'sirable outside
features of building air conditioning units had been delayed because of

IT~t #6 - Request for Relooation of Clearwater Pass Toll Booth. - G. SchUltz.
The City HanaUor outlined a recommendation I'eceived from HI'. George \~. "Uuke"
Schultz, 302 Harth Mars Avonue, for moving the Clearwater Pass Bridge 'toll booth
to the south Clearwater limit on Sand Key in order to eliminate payment of toll
by Clearwater residents using the Sand Key recreational area. Staff I'eview of
the bond ordinance which authorized financing of the bridge shows that the
bridgo may not be used without payment of tho toll.
Commissioner Williams moved that the City Manager investigate the potential
of providing City taxpayers six free bridne tokens each year to be paid for'
out of the General Fund. Motion was seconded by Commissioner Hall and carried
unanimously.

Clearwater Cemetery I
The City Attorney presented Resolution #73-153 changin~ rules and regUlations
for the operation of the Clearwater Cemetery. He reported recommendation for
approval of those changes by the City Clerk's office and the Parks and Reoreation
Department. ' '.
Commissioner Carwise moved that Resolution 1173-153 be passed and adopted
and that the appropriate officials be authorized to execute it. ;'lotion was
