I'1'!:t'1 #1 - A Public Hearing on Amendment to CompI'ehensive Plan,
The Planning Director presented a land-use planning study of the North
Osceola bluff area. He referred to the existing density pattern on a color-
coded large-scale map of the area and commented on a recent trend in redevel-
opment: the consolidation of properties into larger parcels, with redevelopment
for multi-family usage as the ouvious profit incentive. The proposed plan
would permit higher densities only along the east-west corridors in this area
and would assure appropriate right-of-way to Clearwater Bay for public access.
Commissioner Williams suggested City planning for a continuous 3U-SO ft.
right-of-Vlay along the bay front, a promenade and park frontage potentially
extending fI'om Dunedin in the north to Largo in the south.
Discussing prospective development in the eastern zone, the Planning
DiI'ector displayed area maps of the shore front north and south of Gulf-to-
Bay BoulevaI'd, pointing out favorable sites for park expansion and waterfront
improvements.
IiI'S. Karleen DeUlaker, 808 Bayshore: Boulevard North, and lir. George
IIDukell Schultz, 302 North :.tars Avenue, spoke in opposition to some aspects
of the planning for the North Osceola area, indicating the need to maintain
the lowest possiblo density and provide maximum park area and public access
to the waterfront. ~tr. Frank Krame, 317 Eldridge StI'eet, commented on the
need to assure adequate sewer service in any redevelopment of the area,
Followin~ a discussion of the need to provide for protection of valuable
trees, Commissioner Williams moved to instruct the City Attorney to pt"eparc .
an ot"dinance prohibiting removal of any tree within 200 ft. of the bay. Motion
was seconded by Commissionor Carwise and carried unanimously.
MI'. Charles Finton, 310 South Haywood Avenue, suugested a reduction of
density in area redevelopment and proposed prohibiting high level structures
along s1:reet access routes to the waterfront to avoid a "tunnel effect"
restt"icting the view.
FOllowing furthet" discussion regarding the preservation of tt"ees and means
for promoting an attractive scenic effect along the waterfront area, Commissioner
Wachtler moved to continue consideration of tho suggested changes in tho Compre-
hensive Plan to the second Commission meeting in Novembet" (November 13th) at
7:30, p,m, Motion was seconded by Commissioner ~~illiams and carried unanimously.

(a) Lots 6 to 9 inclusive, Block 19, Rosubdivision of Blocks 13 and 19,
Hi! ton Park Subdivision, to be cha.nged from Rti-S4A (high density
multi-family) to PS (profossionalservices). - Wyatt Jones, Jrl
Tho City Managor roported the Planning and Zonine Uoard recommendation
for approval subject to a covenant restricting uses of the property to govern-
ment services. professional services, and business and commercial services
as specified under Section 20.02, (3) (4) and '5) (a) of the zoning oode.
Mr. Woodrow RandS, 1285 South Groenwood Avonue, spoke in opposition to the
proposed rozoning on the b~sis of anticipated incr~ases in neighborhood
property assessments. lie was informed that the County Tax Assessot"s Office
planned no reassessments soley on the basis of rezoninR actions. Mrl Chester
licHullen, Jr., attorney and applicant's representative, outlined the antic-
ipated uses for the property by the prospective purchaser and noted that the
rezoning would l~ve the effect of deoreasing density for this location. There
were no other. objections.
Commissioner earwise movod that the a ppl ica t ion of \~ya tt Jones, Jr., for
change in zoning from RM-54A (hir,h density multi-family) to PS (professional
services), be approved as recommended by the Planninc and :loning Board subject
to above covenant, and that the City Attorney be instvucted to inolude this in
an amendment to the ZoninB Ordinance to be brought back to this Commission for
approval as soon as possiblo. ~1otion was seconded by Commissioner Williams
and carried unanimously.

The City Manager reported the Planning and Zoning Board recommendation for
approval. There were no objections.
Commissioner Carwiss moved that the application of the City of Clearwater,
for channe in zoning from P 'public) to i1L (light manufacturing), be approved
as recommended by the Planning and :loning Board, and that the City Attorney be
instructod to include this in an amendment to the Zoning Ordinance to be brought
back to this Commission for approval as soon as possible. 11otion was seconded
by Commissioner Williams and carried unanimously.
ITE:1 #3 - A Public Hearing on Annexation by Referendum, Sunset Knoll Sub-
division, Determination and Establishment of Zoning and Fire District Classi-
fication. 'Continued from Commission moeting of October 15, 1973.)
The City i'lanager reviewed the purpose of this public hearing and stated the
requirement for Commission action on the first reading of the Ordinance of
Annexation in order to meet the planned election schedule,
The Hayor read a letter dated Ootober 19th from :1r. John lanker, 1206
Sheridan Road, statinB his opposition to the proposed annexation on the basis
of prospective arrangements between the oounty and the city to provide city
fire protection for various unincorporated areas. 111". daxter Holmes, 1218
Sheridan Road, spokesman for area residents, reviewed the background concerning
existing petitions in favor of and in opposition to the proposed annexation.
Hr. Holmes stated that anticipated arrangements for adequate fire protec tion
of the Sunset Knoll area eliminated any known support for the annexation. A
show of hands (approximately 12 area residents present) indicated unanimous
opposition to the proposed annexation.
Commissioner Wachtler moved for denial of the proposed annexation by
referendum election and for cancellation of all \-lork in progress. Motion
was seconded by Commissioner Hilliams and carried unanimously.

The'City Manager reported the purpose of Change Order //3 to tho Boyce
Company contract for the 1969 Water and Sewer Program: finaliz.ation of
construction quantities increasing the contract in the amount of $31.758.94
for a total contract amount of $1,150,012.94. Approval was recommended.
Commissioner Vlilliams moved that Change Order //3 be. approved as recommended
and that the proper City officials be authorized to execute it. Kotion was
seconded by Commissioner Carwise and carried unanimously.

Commissioner Williams stressed the desirability of providing for an appro-
priate award/penalty contract clause and moved for approval of the pertinent

to proceed with advertisement for bids. as recommended. containing an appropt"iate
award/penal ty clause to encourage accelerated completion. Botion was seconded

The Mayor presented a statua report on prospective City acquisition of
'the 'proporty at Clevoland and iHsBouri (formerly rented uy iiontgomery \~ard) ,.
and read' a letter from Sappir Investment Co.. Inc., of i~owtonvillc, Hassachusetts,
present owner, agreeing to share cost of the appraisal in contemplation of
furthor nep,ot1ations with the City. In response to a question concerning po-
tontial lease of the building, the Itayor eta tod that the existing lease could
continue for seventeen years but that subleasing arrangements we~e subject to
approval by the owner. .
The City Enr,inoer displayod a plan for City use of the property showing a
suggosted floor plan and parking layout. Ho roported tho engineering feasibility
of removinB tho columns in the middlo of tho building to provide adequate spaoo
for an aUditorium. lie commented on prospec dve lease of building area to the
Pinellas County Health Department and proposed locating on the first floor the
various City services most frequently utilized by the pUblic, such as Building
Inspection, EngineerinB, Public Services and, Traffic Engineerinn. Tho City
Engineer stated that design of the building facilitated PQtential rearrangement
of office partitions and permitted. bocause of structural strength. expansion
of tho second floor area. ;:. A requirement for roof repairs waS reported. Commis-
sioner Williams commented on the need for additional study, at the appropriate
time, to confirm planning for adequate air conditioninc and proposed interior
alterations for offices and auditorium. lie emphasized the need to confer with
the original designer on these matters. ,
Commissioner Wachtler moved to authorize an appraisal not to exceed a cost
of $2,000 with the City committed for payment of half the appraisal cost, and
to authorize staff conSultation with acoustical engineers and other professionals
as may be appropriate to facilitate further planning and negotiation of purchase

The City t1an<"lnel~ stated that a :1atailed report would be presented at an
early date concerning plans for the Clearwater Narina/Recreational Facility.

The City Manager summarized the cost of operation for this special beach
bus service, showing a net cost to the City, of $935 for a total of 7 days'
service. Termination of the service was recommended. The i1ayor discussed
potential increase in the pUblic use of this service durinC the tourist
season and suggested that the service be continued on an experimental basis
as an aid in eliminating causeway congestion. He suggested that a status
report on operating costs be presented and reviewed every 30 days. Extension
of the service was approved by consent.

Florida Department of Natural Resources to authori:z:e payment in the amount
,of $10,000 as the State's contribution to the total cost of this project.
Commissioner Carwise moved that Resolution N73-l44 be passed and adopted
and that the appropriate officials be authorized to execute it. Hotion was
