July 19, 1973
The c~ty Commission of the City of Clearwater met in speoial session at the
City Hall, Monday, July 19,1973, at 1:30 P'.M., with 'the following members pre-
sent:

The Mayor called the meeting to order. The invooation was given by the
City Attorney.
The ~~yor reviewed the purpose or this meeting (allooation of revenue shar-
ing funds in support of sooial aotion projects) and reoommended that the Comnds-
sion aot on a quarterly basis to approve suoh allocations as may be justified by
agenoy reports of satieractor~ operations for the preoeding quarter. Commission-
er Carwiee rnoved to adopt the Mayorls reoommendation. Motion was seoonded by
Commissioner Hall and carried unanimously.
#1. Clearwater Symphony, Inc. The City Manager reoommended allocation of
$6,000 as requested by Clearwater Symphony, Inc. The SymphonylD conductor, Mr.
Leon Poulopoulos, explained the need for these funds: an expanded program, in-
centive for better musicians and additional training to young people interes'ted
in music. Commissioner Hall moved to accept the City Managerls recommendation
ror an allocation or $6,000 to Clearwater Symphony, Inc. Motion was seconded by
Commissioner Wachtler and curried unanimOUSly.
#2. Retired Senior Volunteer Program. The City Manager commented on the
prohibition against allocating Federal Revenue Sharing Funds on projects BUp-
ported by other Federal grants and stated his oppOSition to an allocation rrom
City operating funds as an alternative. Commissioner Carwise moved to accept
the Manager1s recommendation ror denial or the request on the basis that such an
allocation was prohibited by law. Motion was seconded by Commissioner Hall and
carried unanimously.
#3. Opportunities Industrialization Center (O.I.C.) Commenting on this
agency's original request for $40,000, the City Manager reported that a review
of various relevant factors now led the staff to recommend an allocation of
$8,000, an increase of approximately 70% over last year's grant. The Asst.
City Manager (Mr. Zussy) stated that Dept. of Labor funda would be available to
O.I.C. October 1, 1973, on commitments from the Area Manpower Planning Board,
and that the $8,000 now recommended ror approval would support this agency until
the new runding becomes available in October. Commissioner Wachtler moved ror
approval or an allocation of $8,000 to Opportunities Industrialization Center
(O.I.C.) as recommended by the City Manager. Motion was seconded by Commissioner
Hall and carried unanimOUSly.
#4. Upper Pine11as Association for Retarded Children (UPARC). The City
Manager reported that this agency was now requesting assistance in the amount or
$111500 (reduced rrom an original request of $35,800), representing Clearwater1s
fair share on a population basis; allocation or $11,500 was recommended. Com-
missioner Carwise moved ror approval or an allocation of $11,500 to U.P.A.R.C.
as recommended by the City Manager. Motion was seconded by Commissioner Wachtler
and carried unanimOUSly.
#5. Clearwater Neighbors, Inc. The City Manager recommended an allocation
of $15,000 (in lieu of the $371000 requested) on the basis of keying support to
the agency's home-ownership counseling program. Mr. Gabriel Cazares, represent-
ing Clearwater Neighbors, Inc., appealed for additional funds. The potentials
or volunteer help and coordinating errort prOVided by the HOUSing Authority, or
other City Agency, were proposed by the City Manager. Commissioner Carwise re-
commended an. allocation of the total amount requested by this agency; Commission-
er Wachtler suggested consideration of a plan to reimburse Clearwater Neighbors
on the basis or successful placement activities. Noting that only $4,130 re-

reoommended that tilis amount now be used to increase the recommended funding for
this agenoy, with ,the potential of additional funding during the year to be con-
sidered sUbsequently on the basis of costa incurred in sucoessful family reloca-
tion. Commissioner Carwise moved to approve an allocation of $19,130 to Clear-
water Neighbors, Ino., as reoommended, subject to subsequent adjustments on a
case basis under an appropriate formula for defraying produotive operating ex-
penses. Motion was seconded by Commissioner Wachtler and carried unanimously.
#6. Religious Community Services, Inc. Representative for this agency,
John J. LynCh, explained the need tor $2,000 to provide emergency housing and
$2,000 in support of project "Play Pen.1I Commissioner Carwise moved to approve
a total allocation of $4,000. Motion was seconded by Commissioner Wachtler and
carried unanimously.
117. Quest-In, Inc. An allocation of $2,500 for Quest-In, Inc., was recom-
mended by the City Manager. CommiSSioner Wachtler moved for approval of the
Manager's recon~endation. Motion was seconded by Commissioner Hall and carried
unanimously.
#8. Homemaker-Home Health Aide. The City Manager commented on the pur-
pose of this organization and recommended an allocation of the $10,370 requested.
Mrs. Norma Emond, Project Coordinator, explained that Homemaker-Home Health Aide
prOVided county-wide services but had requested funding support proportional to
the anticipated use of services by Clearwater residents. After a discussion con-
cerning the agency's organization and a statement from Mrs. Emond that she favor-
ed working under the direction of some other coordinating activity, such as the
Pinellas County Health Department, the Mayor recommended reservation of the funds
requested pending receipt of Bdd1tiona1din~ormation on organization and proposed
methods of coordination. Commissioner Hall moved to adopt the MaY9r's recommen-
dation. Motion was seconded by Commissioner Carwise and carried unanimously.
#9. Community Pride Nursery. A grant of $10,000 was recommended by the
City Manager in support of children whose parents could not otherwise a~ford
thmservice. Mrs. Dinah Moore, agency representative, described plans for expan-
ding the nursery school program. Commissioner Wachtler moved for approval of
the City Manager's recommendation tor an allocation of $10,000 for the Community
Pride Nursery School. Motion was seconded by Commissioner Hall and carried unan-
imously.
#10. Senior Citizens Council. The City Manager recommended reservation or
$5,000 ror the agency pending receipt or derinitive documentation on scheduled
program of services. Recommendation was approved by consent.
#11. Pinellas Opportunity Council (P.O.C.) The City Manager recommended
denial of this request, and that or the Clearwater local agency of P.O.C., be-
cause of existing funding reported sufficient for both programs through Decem-
ber 31, 1973, and indications of continued funding support through June 30, 1974.
Current runding status was confirmed by the Community Relations Coordinator.
Mr. Samuel Weiss, P.O.C. representative, commented on agency programs. Follow-
ing a discussion on potential P.O.C. reorganization, Commissioner Carwise moved
that the requests of the Pinellas Opportunity Council and looal P.O.C. agency
be continued to the last meeting inDecember, 1973, for further review of agency
funding requirements. Motion was s~conded by Commissioner Wachtler and carried
unanimously.
#12. Child Guidance Clinic, Clearwater Branch. The City Manager recommend-
ed allocation of the $18,500 requested. Dr. Raymond Sleszynski, Director of the
Child Guidance Clinic, discussed the mental health services provided by this
agency, reported on sources of runds received"and stated that the Clearwater
contrubution, if granted, would be devoted exclusively to use by the Clearwater
Branch for Clearwater residents. The City Manager commented on potential use by
the Clinic of Fire Statton #3, when vacated. Commissioner Wachtler moved to
approve an allocation of $18,500 for the Clearwater Child Guidance Clinic. Mo~~
tion was seconded by Commissioner Carwiae and carried unanimOUSly.
#13. Mental Health Clinic. Allocation of $5,000 was recommended by the
City Manager as a reasonable Clearwater contribution toward a revised county
area requirement of $22,260. Rosemary Haines, Clinic representative, outlined
a projected program for the training of police and interested citizens of
Clearwater, Largo and Dunedin in emergency handling of crisis situations. Fol-
lowing further discussion of funding requirements and the support expected rrom
other municipalities, Commissioner Hall moved to approve an allocation of $5,000
to the Mental Health Clinic subject to a review of the program aa of January 1,
1974, with respect to performance and proportional contributions from Largo,

Dunedin and P1nellaB County. Motion wao'seconded by Commisoioner Carwise and
carried unanimously.
Commlso1oner Hall left the meeting at this time.
Extension of "701" Program.. Referring to CommisBion meeting of July 16th
and Commissioner Hallls request at that time for additional information on the
"701" program, the City Manager reported that Comrn1ssioner Hall was now satis-
fied with the purpose and scope of the continuing contract program which had
been recommended. Commissioner Carwise moved to authorize the appropriate City
officials to execute a contract with the RMBR Planning!Oesign Group of Tampa
($27,500.00) for the desired consultant services under this program. Motion
was seconded by Commissioner Wachtler and carried unanimously.
Commissioner Hall returned to the meeting at this time.
Publio Hearing for Zoning Changes - Following a discussion of potential
Commission Meeting dates in September for consideration of staff-initiated re-
zoning aotions, Commissioner Hall moved to set the date of September lOth for a
public hearing on these items. Motion was seconded by Commissioner Carwise and
carried unanimously.
Fire Insuranoe - The Asst~.City Manager (Mr. Weimer) reviewed resul~s of
the bidding on City tire insurance requirements andreoommended award to Rogers
and Cummings for rire insurance plUS extended coverage on a replacement oost
basis~ with $25,000 deduotible per occurrence, at a 3-year pre-paid premium ot
$23,504.00. CommiSSioner Hall concurred in the reoommendation and moved that the
proper City officials be authorized to execute the contract as recommended, with
buildings of $25,000 or less valuation eliminated trom coverage. Motion was
Beconded by Commissioner Carwise and carried unanimously.
HOUSing Policy Decisions - Referring to his memorandum ot July 5th, the
City Manager reviewed three alternative courses ot action and recommended crea-
tion ot an Office of Housing and Redevelopment as potentially the most effective
statf organization for ooordinating the City's housing and related social ser-
vice activities. Discussion followed on future relationship with the Clearwater
Housing Authority and options available for funding the Authority in the absence
of Federal grants. Mr. Paul Wade, Vice Chairman of the Clearwater Houaing Auth-
ority, spoke in tavor of the proposed City office and commented on the necessity
of direct city coordination in the use at City funds. The Mayor commented on
the need for independenoe in the Housing Authority's protection of the H.U.D. in-
vestment of Federal money. Mrs. Sandra Swartz~ Housing Authority Exeoutive Dir-
ector, concurred in the recommendation for direot City support and coordination
of effort, stating that Federal grants were not now suffioient for the stafr
needed.
After further disoussion on matters of coordination, Commissioner CarWise
moved that the City Commission acoept~ the City Manager's recommendation to est-
ablish an Orfice of HOUSing and redevelopment, with the coordinator to be a mem-
ber of the City Managerls immediate staff; that the City Attorney and City Manager
be direoted to negotiate with the Clearwater Housing Authority a contract that
reco~izeB the legal responsibilities and prerogatives of the HOUSing Authority
as arl autonomous board created under Federal or State law and that under specific
proviSions of this agreement the Office of Housing and Redevelopment shall pro-
vide administrative and management services for the HOUSing Authority to promote
the policies of the HOUSing Authority pursuant to its legal authority; that the
existing starr of the Housing Authority ahall be brought into the Orrioe of Hous-
ing and Redevelopment as employees of the City and be entitled to all oC'the
rights and emoluments or otfice; and~ further, that this agreement be consumated
and brought back to thia Commission for approval as soon as pOSSible, hopefully
with the endorsement of the members of the Housing Authority, and by this action
that the City reasserts its oommitment to solve its primary problem, housing.
Motion was seconded by Commissioner Wachtler. Responding to questions from
Commissioner Hall, tIle City Manager stated that the $40,400.00 allocated to the
Housing Authority for the period through September 30, 197~~ was considered ade-
quate for the purposes budgeted and that some social action programs not directly
related to housing and redevelopment Should be assigned to the Community Rela-
tions Coordinator. Upon the call for a vote, Commissioner Carwisels motion
carried unanimously.
