ITEM "1 - A public hoarin~ on Lot ~owing Resolution #73-69. The City Attorney
described the resolution. V. A. Tagarelli, owner of Lots 1-4, Ulk 3, Tagarelli SUb.,
spoke in objection to the cost. The City Attorney explained that the notice gave the
owner the opportunity to clear the lot himself; if no action was takon the City would
have to do'the work and charp,e tho owner for the service. Mr. Tagarolli explained
that the lots had been cloared last week. Tho Inspector acknowledged that this action
had been taken, but reported that thoro toloro approximately 30 other lots considered
a menace to public health, safety and welfare. Commissioner Wachtler moved that
Resolution #73-69 passed May 21, 1973, be confirmed and made effective as to all
persons and parcels listed thereon, Qxcept for those whose lots have been verified
as being cleat'od and those \..ho have paid the City for the clearing, and that the
proper City officials and employees be her(.;.by directed to proceed in accordance with
law and soe that the lots are cleare.d. aotion was seconded by Commissioner Hall and
carried unanimously.

ITEM #2 - A public hearing on Requests for Vacations:
a. East-West Alley, Block 7 & 8, Bayview City Sub.
, The City l1anager outlined the request submitted bv Attorney Jack F. \-lhite, Jr.,
on behalf of the property owners abutting the alley. Letters of no objection Here
received from some property owners and from the Florida Power Corp. and General
Telephone Co. The City Manar,er recommended approval subject to ret:ention of a
utility easemen't in the alley. Commenting on applicant's intention to erec~ a
building on this property, the City engineer st:ated that vacation of tho alley
would permit ita use only in allowance of setback requirement:s. He recommended
establishing a 10 ft. casement. Rita Hickman, part owner of Lot IP~, Sloek 8, spoke
in objection to use of the alley as a richt-of-way and favored granting the request.

The City Hanager outlined the request of ~lrs. Lucile Jeffords, represented by
Mr. Roland Fox, attorney, and rGport:ed that this action is contingent upon the outcome
of litigation concerning the Jeffords' annexaticn of April 2, 1973. The City Attorney
stated tha.t the City has filed a motion to dismis~ the. suit brought to contest: the
zoning and annexation action and observed that: success of the suit would I'emovc the
property in question from the City's jurisdiction. Commissioner ~illiams'moved'that
the I'equest be approved subject to the out:come of Circuit Civil Ho. '/3-379, and that
Resolution 1173-72 be passed and adopted and the appropriate officials be authorized
to execute it. fiotion was seconded by Commissioner Hachtler and carried unanimously.

Clearwater Development Cot"p.) fOIl construction of a road bypass around Clearwater
Mall bet\"cen U.S. 19 and Gulf-to-Bay Blvd. <rU. 60). D-=scrilJina various aspects
of the proposed project, the City Traffic l:ngineer,rcported that cost to the City
would be'limit~d to approximately $1,300 for construction of a wall around a turning
radius. The proposed agreement would permit pUblic use of a part of Seville alvd.
(SUbject to termination under cited conditions) as a portion of tho dOB-leg bypass
around the Hall. Potential closing of Seville iHvd. raised i:hc question of an
alternate route for the bypass. The Traffic .E:np.incct" !>tated that an alternate
route could be obtained from the !.tall prop~rty along the south property line parallal
to the existinp, Seville Blvd. Commissioner Wachtler moved for approval of the
Agreement subj ect to the stipulation tha t Clearwater Hall, Inc., stand the expense

ITEr1 #B - Personal Appearanoe - "Ir. David Taylor, R'113R Urban Uesign Group -
Shore & Beach Study. :'Ir. Taylor presented copies of the completed Coastal Zone
lianagement Plan and commented on various aspects of the project. In general, the
Ci ty land-use plan has been found consistent with recommendations of the shore and
beach study. ttr. Taylor stated the belief that the study should be helpful in
future planning and in consideration of some recommendations for changes in current
zoning. 11r. Louis Burney, Planning Coordinator with 'the Coastal Formulating Counoil,
commented on the coordination necessary in all levels of planning. ily consent the

ITEH #9 - Agreement - Clearwater Transit rC Use of Part of City Parking Lot.
The City t'1anager outlined the terms under whioh the City will grant use of part of
the City-owned parking lot between Park St. and Pierce St. west of Garden Ave. for
bus loadinr.. The aBreement covers approximately 44 ft. ^ 150 ft. in tho northeast
corner of the lot, is subject to review on a yearly basis and provides for the
Central Pinellas Transi~ Authority to assume liabilities and all costs of maintenance
for this area. Commissioner \'lachtlcr moved that tho agreement be approved as
outlined. Upon the vote baing taken Commissioners Hachtler, Hall and Hayor Hougen
