the City Attorney. 'l'ho Hayor announced tho purpose of the moeting was to receive
bids on tho sale of $9,000,000 i~ater and Sower Rovenuo Bond Issue, and other

"no" . liotion carried.
Commissioner Carwise moved to tablo tho rema1n1ng items. 11otion was seconded
by Commissioner Hilliams and carried unanimously.
Aftct' considerablo discussion Commissioner Carwisc movod that Items 3, 4 and 5
be removed ft'om the table. ~lotion was seconded by Commissioner \Villiams and carried
unanimously.
Commissioner Carwise moved to authorize the $1,000 ex.penditure by tho Clear-
water Housing Authority on Day CarD needs. Notion was seconded lJy Commissioner
Williams. Upon the vote baing taken Commissioners Carwisc and ~Jachtler voted "aye".
Commissioners \o1illiams, !lall and Nayor J!ounon voted ,"noli. Motion did not carry.

ITEM III - continued from earlier in the meetine. At ,this time the City Attorney
presented Rosolution #73-51 appt'oving tho sale of Utility Revenue Certificates, Series
of 1972. ~1r. Loomis Leedy, Fiscal Ap,en't, reported that the tabulation was completed'.
that ,the bids were in ot'der and that the hiehest and bost bid was that of William R.
Houp,h & Co. and Associatos, ",hich he recommonded be accepted. Commissioner Hall moved
that Resolution #73-51 bo passed and adoptod and the appropriate officials be
authorized to oxecute it. ~totion was seconded bv Commissioner Hachtlor and carried
unanimously. The City Clerk was requested to re:i:ul:'n eeed-faith checks receivod from
all bidders. '
ITEM 114 - Discussion re optional rear-yard Rarbage collection. The t1ayor
r6commenaed that 'the City provide rear-yard p,arbage pickup on an optional basis for
those who are incapacitated. Fees of $6.00 per month for two cans and $2~00 for each
additional can were cited as cost liquidating by the City Hanager. Commissioner
Williams suggested consideration of possible alterna~ivos to the proposed restriction
on rear-yard pickup.
Commissioner ',oJilliams moved that Item II'. be continued to April JOt l!lIJ, at 1~30 P.l-t.
Hotion was seconded by Commis~ioner Hall and car>ried unanimously.
ITEM 115 - Report 1'0 interim sewerage treatment facilities on 320 acres, along
S.R. 580. The City ~lanap'ct' asked ~'lil1iam Duke: of Briley, \'lild G. Associates, Consulting
Engincers, to describe the proj ect. tir. Duke explained the recommenuation for the
interim treatment plant. Discussion ensued. Commissioner \'/illiams moved that the City
t1anager be authorized to enter into an agrcement with U.S. Homes whereby the corpo-
ration would acquire a 25,000 Ral./day packagc plant subject to City opet'atien and
subsequent buy-back for use with the r'li'l.rshall St. plant when the area f s interceptor
system is completed. :1otion was seconded by Commissioner Hall and carried unanimously.
The City Manager repo~teu that he had boen invitod to speak before the Flo~ida
Council of 100 at a meeting in Marco on Hay 3, 1973, with all expenses paid. ,Commis-
sioner Hilliams moved that the trip be approved with the work session to be held on
Wednesday r'1ay 2, 1973. :1otion was soconded by Commi s' cr Hall and car'~ied unanimously.
