CITY COMMISSION HEETING

Tho City Commission of the City of Clea~wate~ met in speoial session at
the City Hall, Tueeday,"November 1", 1972, at 12 noon, with the following members

The Mayor announced the pUr~oBe of the meeting was to ask for approval to
exerciGQ~e City's option to purchase 22 acres of Sand Key, deso~ibed inaereement
of September 18th, 1972. The invocation was given by Chief Daniels.
The r"ayo~ explained that he and Mr. Stie~heim were in Tallahassee on Monday,
November 13th, conferrinp, with State officials and members of the Governo~ts
cabinet about State financial assistanoe in purchasing 65.82 acres of land on Sand
Kev for publio reol"eational purposes and read a letter from Mr. Ney Landrum,
Dil"eotol" of Division of Recreation & Parks stating that the Department of Natural
Resources would try to ar~an~e suitable financial assistance from either State or
Federal sources to hel~ the City proceed with the pl"oposed pUI'chase and that funas
might be made available under the Land and Hater Conservation program or under a
new bill, Chapter 72-86.
The City Mana~er stated the City has had pending for almost three years an
application for matohing money from the Federal Bureau of Outdool" Recreation ad-
ministered by the State Dept. of Natural ResourceR which if granted would match
50' Federal money with City money or a combination of City, County and State money
or~e State bond issue could be used to Durchase the entire tract. He recommended
that if the bl"idge bonds were ~efinanced'that the money be used to pay for dredging
of channel, constI'uction of jetty and site improvements. He estimated these three
projects would cost over $1,000,000, possibly as much as $2,000,000.
The City Manager estimated the down payment due on January 31, 1973, as Closing
of the contract would be $1,250,000. He said the City had applied for a reasonable
extension of the closing date. He stated if the City is unable to make an interim
arrangement with the State or the County, it will be possible to borrow the amount
from a local bank at a modest interest rate below ~,. He estimated the cost of
Tract B would be $3,000,000 making a total purchase prioe of $6,250,000 to be paid
ove~ a 5 year period.
The Mayol" said the purchase price also includes 9 aores fronting on Lake
Bellevue needed for extending My~tle Ave. fl"om Lakeview Rd. to the South. He reported
that Commissioners Williams and Wachtler were unable to be pl"esent but both were in
favor of exercising the option.
Commissioner Hall recommended the City Manager arran~e for the closing as soon
as posRib1e even to the extent of borrowing money, and would not be in favo~ of
extending the olosing date. Commissioner Hall also asked questions about use of
money from refinancing the Clearwater Pass bridge.
Commissioner Hall moved that the City exercise the option to purohase the
additional 22 aores in oontract with U.S. steel, dated September 18, 1972, and the
proper City officials be authorized to communicate this to the representatives of
U. S. Steel Realty. Motion was seconded by Commissioner Carwise and carried
unanimously.
The City Manager reported that yesterday they leal"ned from the Bureau of
Natural Resources that in addition to havinp, a hydrOlogical stUdy, the City would
need an environmental study. Upon recommendation of the City Manager, Commissioner
Hall moved to authorize the appropriate offioia1s to secure whatever is required
to State Bureau of Natural Resouroes, Environmental Division so the City can move
ahead on that aspect of the project and the proper City offioials be authorized to
execute it and all applications for Federal assistanoe and do all thinp'8 necessal"Y
to secure the property according to the will of the Commission and report back
periodically. Motion was seconded by Commissioner Carwise and carried unanimOUSly.
The City Mana~er recommended proceeding with the Wilbur Smith study on
refinanoing the bridge bonds and notifying bond counsel to prepare an ordinance to
consider at a future public hearinR. Commissioner Hall moved to authorize the
appropriate officials to ~roceed with the necessary bond ordinance, to contact the
fiscal agent and notify Wilbu~ Smith ~ Associates to p~oceed. Mot1on was seconded

The City Mana~er 9uRResteda ~eB~lution authoriz!nR an amendment to previous

Commissioner Hall moved to approve Rosolution 072~146, authorizing the appropriato
officials to submit application under Land and Water conservation Aot, be paBsed
and adopted and the appropriate offioials be autho~ized to execute it.' Motion
was seoonded by Commissioner Ca~wise"8nd carriod unanimously. "

on cur~ent sales. Commissioner earwise moved to approve Updating the appraisal .

The Mayor announaed that the pinellas County Charter Committee would hold 5'
me~tinn Thursday, 7s30 to 10 P.M. and Friday at 9 A.M. 'and would like to have
representatives present. Commissionor Hall asked about d!oous8ing points at the
work session. The City Manager offered to try to Ret copies of the p~oposed ..
aharter. .
The Mayor spoke. of a memo from tho City Manager recommending a ~esolution
requestinR a special cenSUA to determine present population as ~ basis for revenue
eharinR funds. Commissioner Carwise moved that Resolution *72-140 be passed and .
adopted and the appropriate officials be authorized to execute it. Motion was
seconded by Commissioner Hall and carried unanimously.
The Mayor read a letter from the Florida LeaRue~ Cities te the City Hanager
requesting him to serve on the LeRislative Committee.
The Maver read another letter he received from the Flo~ida League of Cities
requesting him to serve on the Executive Committee for another year. He said he
has been elected Vice..president of the League recent~y and was honored to receive
the request.
Commissioner Hall moved that the meeting be adjourned at 1:55 P.M. Motion was
seconded by Commissioner Carwise and carried unan"
