CITY COMMISSION MEETING

The City Commission of the City of Clea~wate~ met in speoial session at,
the City 1~11, Thursday, September l4, 1972, at 11:40 A.M. with the following
members present:

The Mayor called tho meeting to orde~.

The City AttoI'ney p~esented Resolution #72-111 I'escinding service area
agreement with Dunedin and Safety Harbor and authorizing the Mayor and City Manager
to set up a meeting with Dunedin and Safety HaI'boI' at their mutual convenience in
the near future to negotiate new and more meaningful agreements to be brought back
to the Commission at a later date foI' a public hearing. Commissioner Carwise moved
that Resolution #72-111 be passed and adopted and the appropriate officials be
a~thorized to execute it. ~otion was seconded by Commissioner Hall and carried
unanimously. .

The City Manager recommended a motion relatinR to a holding peI'iod on certain
Building Department and annexation requests. Commissioner Carwise moved upon
recommendation of the City ManageI' to declare a 30-day holding period dUI'ing which
the Building Department will not accept applications for building permits with
the exception of single family home ownership construction or where single family
ownership is under contract to the individual or where there is a hardship which
shall be reviewed by the Building'DirectoI' and City ManageI' and may be subject to
appeal or referral to the City Commission' by either the applicant or the City
Manager; under the terms of this holding peI'iod all applications or letters of
intent now in hand will be processed by the Building Director and further that
there~ a 90 day holding periodcn the acceptance of any applications for annexation
of vacant unimproved property and it is further provided that all applications now
in hand by the City will be processed during this period and the Bame hardship
provision shall apply; it is further provided as a stated policy of the Clearwater
City Commission that this action is being taken to preseI've and maintain the quality
of inspection and plan review service provided by the City and it is being taken
in acknowledgement of the unusual growth as reflected in the value of new
construction already issued for the current fiscal year and the value of construction
plans now in the Building Department fo~ review and peI'mit approval; it is further
the policy of the Commission that these 2 holding periods shall not, wherever possible,
cause hardship to any Clearwater citizen; and that the afore-stated holding peI'iods
be effective immediately. Motion was seconded by Commissioner Hall and carried
unanimously.
