The illvocation was given by the City Attornev. Service pins were awat'lded to a number of City Employees for various yeQI"O of set'lvico. The Employee Award of the !10nth was given to George Tucker, Groundskoeper, Carnentel'" rield, PaI"ks & RecI"eation Dept., who was not.present. Commissioner Carwise moved that the minutes of the rep,ular meetingof August 7th be app~ovcd as ~ecorded and as submitted in ~~itten sUmma~ion by the Clerk to each Commissioner. Motion was seconded by Commissioner \~achtleI" and carried unanimously. The Hayor acknowlodp,ed the presence of a numbel' of people in attendance as invi tad guests. ITEM Hl - A public heat'ling on Lot Mowing Resolution #72-100. The City Attorney explained the resolution. The lots wel"'e considered a menace to public health, safety and welfare by the inspector. TheI"e were no objections. Commissioner Hall moved that Resolution #72-100 passed on August 7th, 1972, be confirmed and made effective as to all persons and parcels listed thereon, except for those whqse lots have been verified as being cleared and those who have paid the City for the clearing ~nd the prope~ City cfficials and emoloyees aI"e heI"eby directed to pl'oceed in acoordance with law and ~ee that the lots are cleal"'ed. Motion was seconded by Commissioner Wachtler and carried unanimously. ITEM N2 - A public hearinp, on Vacation of Easements - Del Oro Groves, 1st Addi t ion. The City Manap,eI" expla ined the request of Brown Homes for the vacation of casement over Southerly 5 ft. of Lot 49 and Northerly 5 ft. of Lot"SO, Del 01"0 r,rovcs 1st Addn. and in its place a new 9agement would be dedicated l"unninp,: on a common lot line between Lots 50 and 51. The Utilities and Engineering Depts. have no objection, and approval ,~s ~ecommended. There we~e no objections. The City Attorney p~esented Resolution #72-101 authoI"izinp, the vacation. Commissioner Carwise moved that Resolution #72-101 be passed and' adopted and the apPl"opI"iate officials be authorized to execute it. Motion was seconded by Commissione~ Hall and carried unanimously. ITEM #3 - A public hearing on Requeats for Annexation and Determination and Establishment of Zoning and Fire District Classification: a. Lot 1, Block 16, Hip,hland Pines #3 with RS-SO zoning and Fire District No. 2 - Allen. The City Manap,eI" outlined the request and read the recommendation of the Planning & Zoning Board for approval. The applicant was pI"esent. TheI"e weI"e no objections. Commissioner Wachtler moved that the request by Austin Allen with RS-50 (single family) zoning and Fire District 02 classification be approved and the City Attorney be instructed to include thi~ in an ordinance to be broup.ht back to this Commission fOr approval as Boon as possible. Motion was seconded by Commissioner Hall and carried unanimously. b. Lots 16 and' 17, Highland Oak with R~-50 (single family) zoninp, and Fire District No. 2 - Chaney. The City Manager outlined the request and read the recommendation of the Planning & Zoning Board foI" apPI"oval. Mrs. Chaney was pI"esent. There were no Objections. Commissioner Wachtler moved that the request by Sylvester Chaney with RS-50 zoning and Fire District #2 classification be approved and the City Attorney be instructed to inolude this in an ordinance to be brouRht back to this Commission for approval as soon as possible. Motion was seconded by Commissioner ~all and carried unanimously. c. Begin 667 ft. West and 666 ft. Al Ronero, Jr. representative was present and ap,reed to chanRs the request to RS-50. The Clerk had a letter of ob1ootion to RM-12. Commissioner Hall moved that the request for annexation by N~tionwide Land Corp. with RS-50 zoninp, and Fire District No. 2 olassification be approved and the City AttoI'ney be instructed to include this in an ordinance to be bt'lought back to this Commission for appI"~val as soon as possible. Motion W~B eeoonded by CommissioneI" WRchtleI" and oarr~ed unanimously. ITtM N4 - A pUblic hearing' on Occupational License Ordinance N1398. The City Attorney explained this oI"dinance was to conform to State requirements, and . the first I"eadinp, was on July 24, 1972. ,Commissioner Wachtler moved that Ordinance N1398 be read and considered on second and, final reading by title only a't this mcetinp, of the Commission by unanimous consent of the Commission. ' Motion was Acconded by CommissioneI" Carwise. Commissioner Hall asked questions about Seotion 13-9 and recommended chanr.in~ insurer to insuror. Upon the vote being taken the motion carI"ied unanimously. The City Attornev read the ordinance by title only. Commissione~ H~ll moved that Ordinance #1399 be passed on its second and final reading and adopted and that the ap~ropriate officials be authorized to execute it. Hotion was seconded by Commissioner Carwise and carried unanimously. ITEM 05 -,A public hearing on TOPICS - pierce to oonnect to Chestnut St. The City Manager explained this item would be continued to September 5th, and October 16th, for public hearin~s. CO~~is9ioner Hall moved to approve authorization of advertising. Motion was seoonded by Commissioner Wachtler and carried unanimously. ITEM USa. - SiRnalization - gunset Point Rd. at Top of the World. The City ManaRer reported the Pincllas County Commission had adopted a resolution approving the installation of a traffic signal on Sunset Point Rd. at entrance to Top-of-the- World if the City would ap,I"ee to maintain the si~nal equipment. He recommended a resolution and agreement authorizinp, the maintenance. The City Attorney" said the resolution would be numbered "72-102. Commissioner Wachtler moved that Resolution #72-102 be passed and adopted and the aporopriate officials be authorized to execute it. Motion was seconded by CommlssioneI" Hall. Discussion ensued in whioh Commissioner lall stated he was not in favor of maintaining a traffic light to benefit Top-of-the-World which is in the County. It was pointed out the Sunset Point right of way was in the City. Upon the vote beinR taken, Commissioroer Wachtler and Hayor HouJ;!;en voted !lAye". Commissioners Hall and Carwise voted "No". Motion did not carry. ITEM N 6 - Request for sale of alcoholic beveI"ap,es - GI"a nt Plaza - Highway 19 & Belleair Rd. (Puett). The City Manager> explained the request from Mr. Charles L. Puett was to cover two classifioations, one for beer and wine off premises (2-APS) for Winn-Dixie, and one for a restauI"ant foI" alcoholic beverages consumption on premises (14..COP-SRX). He t'ead the t'ecommendation of the City Clerk that the entire shopping center be zoned for all types of alcoholic beverages as it is too difficult to define the various locations within a shoppinp, center. Commissioner Williams arrived at this time, 2:15 P.M. Commissioner Wachtler moved that the requests be approved and the City Attorney be instructed to include this in an amendment to the beverage ordinance. Motion was seconded ,by Commissioner Hall and carried unanimously. ItEM #7- Acceptance of Plats a. Collep.e PaI"k - Unit 2 b. Sallis Lake Pa~k - Second Addition. The City Manap.er recommended apnroval of the plats. Commissioner Wachtler moved that the plats be accepted as recommended, and the appropriate officials be authoI'ized to execute it. ~otion was seconded by Commissioner Hall and carried unanimously.
