CITY COMMISSION MeETING

, The City Commission of the City of Clearwater met in special sOBsion at
the City Hall, Thursday, January 20, 1972, at 9~45 A.M. with the fOllowing

The invocation was given by the City Attorney. The Mayor explained they
were going to review the negotiations on a tentative basis for part of Sand Key.
The Mayor announced Commissioner Carwise was not present because of other pressing
needs. The City Hanager presented a map of the north part of Sand Key and
explained it was proposed to acquire 25 acres inclUding 1800 ft. on the Gulf and
5 acres on the bay side, that the land in the middle between these parcels will
be available at the option of the City for purchase. Referrinp. to a current
hydrological survey of Clearwater Pass, the City /1anager thought that they would
recommend a jetty to keep the currents in the pass more uniform to prevent damage
to bridge pilinns. The City Manager recommended that the Commisssion approve
the negotiations to date and instruct them to proceed with negotiations for value.
He said it was agreed that U.S. Steel and the City would each hire independent
appraisers to establish value. He said the City would agree not to put up any
buildings that would obstruct the view of the water. He said Wilbur Smith & Assoc.,
in a feasibility survey had recommended increasine the bridge toll from 25 cents .
to 30 cents which would produce several million dollars and he stated the funding
plan had been approved by the bond counsel.
The Mayor commented if it was decided that a jetty was needed it could become
a tourist attraction by making it wide enough for electric cars to serve a nice
restaurant at the end of the jetty and that the income would help pay for the
land purchase. Discussion ensued. The City Manager suggested applying for federal
matching funds. The City Attorney commented the Wilbur Smith & Assoc. report
would need to be updated for bond proposal.
Commissioner Williams suggested a resolution be prepared commending the
Mayor and the City Manager for their fine efforts with the negotiations and
commending U.S. Steel for their cooperation. Commissioner Williams moved that
the Mayor and Ci~ Manager be authorized to continue negotiations with the intent
of acquiring the areas defined plus the possibility of other areas, to determine
how much money we have to spend on such a purchase, and perhaps an advance plan
of some sort, a comprehensive plan, to have \~ilbur Smith & Assoc. update their
report, to hire an appraiser to appraise the land and continue negotiations and
proceed with bond counsel and if necessary to submit any revised application for
federal matching funds. Motion was seconded by Commissioner Carlson and carried
unanimously. The Mayor suggested preparing resolution for next meeting commending
U.S. Steel. The'City Manager stated Commissioner Carwise had indicated tentative
approval.
The City Attorney reported receipt of a notarized letter from George Harbison
withdrawing from the race for City Commissioner and then recommended that it be
accepted. Commissioner Williams moved that the withdrawal from the race be '
accepted and the City Clerk be directed to delete his name from the ballot on
the February 8, 1972 election. Motion was seconded by Commissioner Wachtler and
carried unanimOUSly.
Commissioner Williams moved that the meeting be a journed at 10:20 A.M.
