01/26/1971 zt CITY COMMISSION MEETING January 26, 1971 The City Commission of the City of Clearwater met in speoial session at the City Hall, Tuesday, January 26, 1971, at 2:10 P.M. with the following members present: H. Everett Hougen Donald S. Williams Donald Caztlson Riuk Hall Riohard D. Wachtler Mayor-Commissioner Oonuni ssioner Commissioner Commissioner Oommissioner Also present were: Merrett R. Stierheim Herbert M. Brown Max Battle Ohief Frank Daniels City Manager City Attorney Oity Engineer Police Chief The Mayor called the meeting to order and said the purpose of the meeting was to discuss pOSSible aotion pertaining to Courtney Campbell Causeway. The , invooation waG given by Chief Daniels. The Mayor commented the oauseway was a liCe line for Clearwater and Upper Pinellas County and unless repairs were made to the bridges it would be necessary to olose the causeway. The Mayor said in April of 1970 the State Road Department presented plans for new bridges to the Tampa Bay Regional Planning Council and Hillsborough County Commissioner Frank Neft protested the plans stating upper Tampa Bay was polluted and needed more flushing aotion. The Tampa Bay Regional planning Council adopted a resolution aSking for immediate construction of the new bridges and that the old bridges be repaired. The State Transportation Department held a meeting last week and Mr. Frank Neff protested nothing should be done until an ecological study had been completed, It was reported Mr. Monts De OCB, District Engineer, had said unless these repairs are made at a cost of about $380,000, he would be forced to close the causeway because the pilings are badly eroded. The City Manager stated the ecological studies could be made during the construotion. The Mayor recommended a resolution asking for necessary repairs to the bridges at the earliest possible moment and urging the Department of Transportation to st~rt oonstruction on the new bridges before there is loss of life or property. Commissioner Carlson moved that Resolution #71-9 be passed and adopted and the appropriate officials be authorized to execute it. Motion was seconded bV Commissioner Hall and carried unanimously. It was reported that Dept. of Transportation Secretary Edward Mueller was inspecting the causeway this after- noon, and would hold a press conference at 4:00 P.M. and that a City representa- tive should be present. Commissioner Hall moved that in the event that the oauseway is the Department of Transportation that the Mayor along with the City authorized to take whatever action 1s necessary through the County, Federal governments to relieve the problems caused by the closing. seconded by Commissioner Williams and carried unanimously. Mayor Hougen read a letter addressed to Honorable George Romney, Secretary of HUD, from Tampa Bay Regional Planning Counoil regarding need forrogional office of the Department or Housing and Urban Development 1n this area. The Mayor said he would like to prepare another letter to Secretary Romney urging serious oonsideration of locating this offioe in Clearwater. Section 14-29-15 - O'Neal's Restaurant Pt. Section 17-29-16 - Limited properties Inc. (M-B-M Lounge) Pt. Section 16-29-16 - Tambay Restaurant Lots 17 & 18, Elk 2, Overbrook Sub. - Wheel Bar Pt. Section 18-29-16 - Royal Inns CommiSsioner Carlson moved that Ordinance #1306 be read and considered by title only on ~he first reading by the unanimous consent of the Commission. Motion was seconded by Commissioner Hall and carried unanimously. The Ordinance was read by title only. Commissioner Carlson moved that Ordinance #1306 be passed on its first reading. Motion was seconded by Commissioner Hall and carried unanimously. Commissioner Carlson moved that Ordinance #1306 be read and considered on second and final reading by title only at this meeting of the Commission by unanimous consent of the Commission. Motion was seconded by Commdssioner Williams and carried unanimously. The Ordinance was read by title only.
