The invocation was given by the City Attorney. The City Clerk presented and explained corrections' to the prelIminary.. tabulations. The City Clerk presented duplicato copies of official returns to the Mayor. The Clerk read the returns on propositions 1 - .. . Total Vote at Precincts 4331 In reply to a question from the City Attorney, the City Clerk replied that he had total votes for and against each proposition, by both freeholders and non-freeholders. . ~ J , The City Clerk reported 41 absentee ballots, with 4 of them beine questionable and requested the City Attorney's opinion on these 4. The first ballot was ruled irregular and should be thrown out as the signature did not appear on the ballot as required. On the second ballot, the City Clerk reported that no application had been received but upon opening the ballot envelope the applic4tion was found and in proper order, but no fI"eeholder affidavit was included, and therefore ~he ballot was ruled out. The thi~d ballot did not have a freeholder affidavit enclosed nor had it been received and theI"efore the City Attorney ruled this ballot out also. On the fourth ballot. it had been notarized but not witnessed, therefore the Attorney ruled the application and ballot invalid. The 37 other absentee ballots were openadland tabulated. Motion was seconded by Commissioner Wachtler and ,carried unanimously. The Hayor commented that the vote was more than representative and thanked the voters and said that the progI"am would be carried out. Commissioner Hall complimented the City Manager. his staff and Administrative Asst. Bud Parmer. Commissioner Williams congratulated the City Commission and all citizens of Clearwater. Commissioner Carlson commended Mr. Whitehead's office (City Clerk) for a splendid job. Upon a question regarding time schedule for sale of the bonds. the City .Manager stated that Department Directors would submit recommendations to the Commission as to priorities, with the most urgent things to carry an initial issue. All sales would have to have necessary bond ordinances prepared, court would have to validate the issue and then sell according to bids at a public offering. He estimated two or three months before first sales would be made. . The City Engineer was requested to have the right of way agent begin securing options for land under consideration.
