Pitman City Manager City Attorney City Engineer Representing Police Chief The meeting was called to order by Commdasioner Williams in the absence of the Mayor who was attending the National Conference of Mayors 1n Denver, Colorado. The invocation was given by the Rev. Robert E. Coleman, Jr. of the First Christian Church. Commdssioner Williams presented a resolution expressing appreciation to Dr. Robert E. Coleman, Jr. for his service on the Library Board and accepting lnth regret his resignation from said board. He also presented a,reeolut10n to the Clearwater Garden Club commending the ClUb for its contribution to the beautification of the City. Service pins were awarded to a number of City employees for various years of service. ITEM #1 - A public hearing on the paving, curbing and drainage of Sharkey Road extension. The City Manager recommended this item be continued for further study. Commissioner Carlson moved that the public hearing on paving, curbing & drainage or Sharkey Rd. extension be continued to July 20) 1970 at 1:30 P.M. Motion was seoonded by Commissioner Wachtler and carried unanimously. ITEM #2 - Site Development Master Plan - East side Bay shore Boulevard, South of Safety Harbor Limits. The City Manager recommended continuation until full Commission is present. 14r. McCullough) representing the developer) requested that the item be heard as soon as pOSSible. Commissioner Carlson moved that the Site Development Master Plan of Multiplex, Inc. be continued to July 6, 1970, at 1:30 P.M. Motion was seconded by Commissioner Wachtler and carried unanimously. I~EM #3a. - A public hearing on the request of Herbert G. Taylor for annexation and zoning: East 60 ft. of Lots 5, 6, 7) & 8{ Block A, Cleardun Sub. together with abutting streets) with R-lD (Single family) zoning and Fire District No. 2 classification thereon. The Planning and Zoning Board reoommended approval. Commissioner Wachtler moved that the application of Mr. Taylor for annexation of property described with R-lD zoning and No. 2 Fire District dlaBsiflcation be approved and the City Attorney be instructed to include this in an ordinance to be brought back to this Commission for approval aa aoon as possible. Motion was seconded by Commissioner Carlson and carried unanimously. The City Manager agreed to have the adjacent property owners on Douglas Ave. contaoted to determine if they wished to be annexed also. ITEM #3b. - A public hearing on the request of Mrs. Mary A Rueppel and Mrs. Genevieve Kinsell ror annexation and zoning of Lot 5) Block A, Pine Ridge Sub. with R-1D (Single family) zoning and Fire District No. 2 classification thereon. Mrs. Kinsell and Mrs. Rueppel were present and asked questions about sewer line location. The Planning & Zoning Board recommended approval. Commissioner Wachtler moved that the request of Mrs. Rueppel & Mrs. Kinsell be approved with R-ID zoning and No. 2 Fire Distriot classification and the City Attorney be instructed to include this in an ordinance to be brought back to this Commission for approval aa aoon as possible. Motion was seconded by CommiSSioner Carlson and carried unanimously. ITEMS #3c,d)e, & f - A pUblic hearing on the following requests for annexation and zoning: c. C. P. ITEM #4 - The C1ty Manager recommended setting the date of July 6, 1970 for a public hearing on a violation of the Minimum Housing Code for the following property: 1173 1/2 Gould St. - Lot 20 of Original Lot 5, revised map of R~ H. Padgett'S Sub. - Isaac Payton, P.O. Box 7B1, Saginaw, Michigan 48607. CommisDioner Carlson moved that the pUblic hearing be held on July 6} 1970, at 1:30 P.M. to enforce the Minimum HOUSing Code regarding property at 1173 1/2 Gould St. - Lot 20 of Original Lot 5, revised map of R. H. Padgett's Sub. Motion was seconded by Commissioner Wachtler and carried unanimously. ITEM #5 - The City Manager presented a request from the Skycrest Methodist. Church for vacation of two East~West alleys subject to easements for utilit~ purposes. The first alley being bound by Lots 1, 2, 3, Block A, Skyorest Unit 10 and Lots 1, 2, 3} Block B, Skycrest Unit 10 and the second alley bound by Lota I, 2, Block I, Unit 9 Skycrest, part of Tract A, Central Park Resub and Lot 3, Block I} Unit 9 Skycrest, Lot I, Blook J} Unit 9 Skycrest. Mr. Bruce Steeves, Chairman, Board of Trustees was present. There were no objections but it was recommended that a request or agreement be obtained from Mrs. Emily Simmons, o~meV of Lot 3, Block I, Unit 9 Skycrest. Af~er discussion it was agreed by consent to continue this item to July 6) 1970 to obtain the above mentioned request or agreement from Mrs. Simmons. ITEM #6 - The City Manager presented for acceptance the plat for Grovewood Subdivision, with the provision that there be no driveways on Druid Rd. or Belcher Rd. Commissioner Carlson moved to accept the plat as presented and the appropriate orrioials of the City be authorized to exeoute it. Motion was SeConded by Commissioner Wachtler and carried unanimously. ITEM #7 - Removal of parking on Cleveland Street between Prospect and Missouri. The City Manager reported 29 firms with property located along that section of Cleveland Streetj 2 fi~nB could not be contacted but had off street parking ( 14 were in favor; 13 were opposed (2 of 13 could not have off street parking). He also reported receipt of a study conducted by Major LeCouris, Police Department and a letter from the traffic operations engineer, Department of Transportation. Commissioner Carlson moved that the City Manager be instructed to comply with the instructions of the Department of Transportation on the removal of parking on Cleveland St. between Prospect and Missouri# Motion was seconded by Commissioner Wachtler and carried unanimously. ITEM #8a. - Requests for annexation. Lot 2, Block 2, Highland Pines Sub.- Savell; Lot 6, Block B, Bonair Hill Sub. - Ogden; Lot 3 and E 50' of Lot 2, Block 0, Bonair Hill Sub. - Smith. The City Manager explained the requests. " Commissioner Carlson moved the requests for annexation as outlined by the City Managev be accepted and referred to the proper City departments for appropriate action and public hearing. Motion was seconded by Comrn1ssioner Wachtler and carried unanimously. ITEM #8b. - Request for annexation or Tract, Bayshore Blvd. No~th of Drew Street (Mebrell Corp.) Upon recommendation of the City Man~ger the Commission by consent continued consideration of this item to the meeting or July 6, 1970. ITEM #9 ~ Bids, Demolition of Structure at 911 Metto Str~et. The City Manager recommended accepting the low bid of Rodgers Building Wreckers. Commissioner Carlson moved upon the recommendation of the City Manager that the contract for demolition of structure at 911 Metto Street be awarded to Rodgers Building Wreckers, 500 N. Greenwood Ave. in the amount of $375 which 16 the lowest and best responsible bid and that the appropriate officials o~ the City be authorized to execute said contract which shall be in aocordance with the plans and specifioations and bid. Motion was seconded by Commdssioner Wachtler and carried unanimously. ITEM #10 - Bids, Sto~ Sewers - Pennsylvania Avenue. The City Manager recommended acoepting the low bid of A. A. S. pipe & Foundry, Birmingham, A1abama'- Comm1ssioner Carlson moved upon the recclnmendation of the City Manager that the oontraot for 6 and 8 inoh cast iron pipe be awarded to U. S. Pipe & Foundry of Birmingham, , Alabama, in the amount of $17~724 whioh is the lowest and best responsible bid and that the appropriate offioials of the City be authorized to exeoute Baid oontract whioh shall be in aooordanoe with the plans and speofloations and bid. Motion was seconded by Commissioner Wa~ht1er and oarried unanimously. ITEM #12 - Bids, Fire Hose. The City Manager recommended accepting the ' low bid of Biscayne Fire Equipment Co. Commissioner Carlson moved upon the recommendation of the City Manager that the contract for 2000 ft. of fire hose be awarded to B1soayne Fire EqUipment Co. or Miami, Fla., in the amount of $3~684.00 which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which Shall be in acoordanoe with the plans and specifications and bid. Motion was seconded by Commissioner Wachtler and carried unanimously. ITEM #13 - Bids, Mission Bells ~,Oarland Christmas Decorations for Miosouri AVe. The City Manager recommended accepting the low bid of Howard HarriJ1-Va11ey Decorating Co. of Forest City~ N. C. Commissioner Wachtler moved upon the recommendation of the City Manager that the contract for Mission Bells and Garland be awarded to Howard Harrill-Valley Decorating Co. in the amount of $2,760 which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Carleon and oarried unanimously. ITEM #14 - BidB~ Concrete Poles. The City Manager reco~nended accepting , the low bid or Dura Stress, Orlando, Florida. Commissioner Car100n moved upon the recommendation of the City Manager that the oontract for ooncrete poles for the electrical department be awarded to Dura Stress~ Orlando, Florida in the amount of $2~582.88 which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance lnth the plans and specifica10ns and bid. Motion was seconded by Commissioner Wachtler and carried unanimously. ITEM #17 - The City Attorney presented Ordinance #1270 annexing and zoning Lot 11, Block 17~ Third Addition to Highland Pines. Commissioner Carlson moved Ordinance No. 1270 be read and considered by title only on the first reading by the unanilnous consent of the Commission. Motion was seconded by Commissioner Wachtler and carried unanimously. The ordinance was read by title only. Commissioner Carlson moved Ordinance #1270 be passed on its first reading. Motion was seconded by Commissioner Wachtler and carried unanimously. Commissioner Carlson moved Ordinance #1270 be read and considered on second and final reading by title only at this meeting of the Commission by unanimous consent of the CommiSSion. ITEM #18 - The City Attorney presented Ordinance #1271 amending Section 12-16 of Code to require circusesJ etc. to furnish Special Police and to authorize ,'establishing Regulations for displaying Merchandise outside of Second Hand stores. Commissioner Carlson moved Ordinance #1271 be read and considered by title only on the first reading by the unanimous consent or the Commission. Motion was seconded by Commissioner Wacht1e~ The Ordinance was read by title only. Commissioner Carlson moved that Ordinance #1271 be passed on its first reading. Motion was seconded by Commissioner Wachtler and carried unanimously. By consent it was agreed ,to consider..the second reading of Ordinance No. 1271 at the next meeting of the Commission on July 6~ 1970. ITEM #19 - Ordinance No. 1272 amending Section 13-16 of Code to impose an additional tax on theatres showing "R~ rated and "XII rated movies. The City ~mnager and the City Attorney recommended deferring consideration of this item until the special meeting of June 22~ 1970. Commissioner Carlson moved that Ordinance 1272 and the General Obligation Bond Ordinance be considered at the special meeting of June 22~ 1970. Commissioner Wachtler seconded the motion which carried unanimously. , ITEM,#2o - The City Attorney presented Ordinance #1273 enacting a new Section 22-34 of the Code of Ordinance prohibiting Operation of Motor Vehicles which emit Visible Smoke or Noxious Fumes under certain standards. Commissioner Carlson moved Ordinance #1273 be read and considered by title only on the first reading by the unanimous consent of the CommiSSion. ITEM #22 - The City Attorney presented Resolution 70-49 assessing property owners for paving, curbs and drainage of Qunn Avenue from Rainbow Drive 175 ft. north. Commissioner Carlson moved that Resolution 70-49 be passed and adopted and the appropriate officials be authorized to execute it, Motion was seconded by Conunissioner Wachtler and carried unanimously.. 'ITEM #23 - The City Attorney presented Lot MOwing Resolution 70-50 requesting owners ,to clear their lots and setting a publiC hearing to hear objections thereto. Commissioner Carlson moved that Resolution 70-50 be passed and adopted and the appropriate officials be authorized to execute it. Motion was seoonded by Commissioner Wachtler and carried unanimOUSly. The City Attorney presented Resolution 70-47 commending the Clearwater Garden Club for its contribution to the beautification of our City. He also presented Resolution 70-48 commending Dr. Robert E. Coleman, Jr. for his service on the Library Board and accepting with regret his resignation from said Board. Commissioner Wachtler moved that Resolutions 70-47 and 70-46 be passed and adopted and the appropriate officials be authorized to execute them. Motion was seconded by Commissioner Carlson and carried unanimously. The City Manager presented for approval a layout of a mobile home park being constructed by Blackburn Park Inc., north of Sunset Point Rd. and ; West ot U. s. 19. Commissioner Wachtler moved that the mobile home park layout be presented for approval and that the plan b~ filed in the BUilding Department. Motion was seconded by Commissioner Oarlpon and carried unanimously A lady in the audience complained that trailers were parked on the right of way of U. s. 19 and State Road 60 on the southwest corner. Commissioner Williams requested the Manager to investigate the matter. Commissioner Williams suggested prohibiting parking on Chestnut St. from East Avenue to Fort Harrison when people are coming to work and going home from work. 1n reply to a question from Commissioner Williams the Manager reported that equipment for~1mination of the smoke at the incinerator' has been installed and that he had reported on testa as they progressed. ~he City Manager reported the study of resident parking on Clearwater Beaoh was not finished. Commissioner Williams oommended the Jaycees, the National Guard and citizens on the good job of dleaning the debriS on Sand Key. He also commended City departments on their cooperation. Commissioner Wachtler suggested directional signs to Clearwater Industrial Park on Route 60 and U. S. 19. Commissioner Wachtler moved to adjourn the meeting at 3:25 P.M.
