06/03/1970 , ' I, 'j CITY COMMISSION MEETING June 3, 1970 The City Commission of. the City of Clearwater met in special session at ,the City Hall, Wednesday, June 3,1970, at 1:30 P.M., with the following members present: ' .----- -", H. Stierheim Herbert M. Brown Max Battle Frank Daniels City Manager City Attorney City Engineer Police Chief The Mayor called the meeting to order. The, invooation was given by the City Attorney. The Mayor announoed a public hearing to consider methods of finanoing proposed general obligation bonds for a capital improvement program. The City Manager referred to a aummary of the proposed capital improvement program as follows: PARKS AND RECREATION ROADS STORM DRAINAGE DEPARTMENT OF LIBRARIES FIRE DEPARTMENT POLICE DEPARTMENT & COURTS MASTER TRAFFIC CONTROL SYSTEM MISCELLANEOUS PROJECTS TOTAL $2,000,000 2,600,000 500,000 370,000 700,000 280,000 250,000 500,000 $7,200,000 The City Manager reported the publ~c react~on on the proposed bond issue haa been favorable. The Mayor atated he had heard no criticism but there were recommendations for minor changes. CommiSSioner Williams aaked if funds could be transferred from one category to another. The City Manager abated he and . the City Attorney had conferred with the bond attorneys in New York City and with Mr.. Loomis Leedy, FiBcal Agent, and they had been informed 1~ this were placed on the ballot for referendum it will need to be in separate groups auch as parks, roads, fire faoilities, etc. He explained ~unds cannot be transferred unless the intended purpose of the project has been met if it has been completed with funds left, the funds can be transferred to other categories within the bond issue. ."! I , ,. , In order to bring the library facilities up to minimum standards, Commissioner Wachtler suggested changing the allocation for libraries from $370,000 to $470,000 and subtracting $100,000 from annual resurfacing and repaving. ' The City Manager explained the proposed modifioations to the main library bUiwding. Commissioner Williams commented that 11,000 square ft. could be added to the library by installing the second floor. Commissioner Carlson suggested adding the extra $100,000 for the Dept. of Libraries to the proposed bond issue making it $7,300,000 instead of deducting it from another ~und. CommiSSioner Wachtler commented he had no objection to the suggestion. The City Manager stated there may be Federal matching funds available in Borne categories. Mr. George McCullough, Pres., Clearwater-Largo-Dunedin Board of Realtors, Inc., presented a resolution supporting the proposed bond issue as it was understood the proposal contained no increase in tax millage. Mr. Steve Doychak, Chamber of Commerce stated the Board had endorsed the program but mentioned that serious consideration should be given to allocation of open space, particularly in the beach area. Mr. C. Finton commented it was a good program and he agreed with the allocations but questioned the amount for street resurfacing. The City Manager explained there was a street resurfacing contract let on an annual basis at an approximate cost of $80,000 to $100,000 per year. ' The City Manager reported the office of the Supervisor of Elections had recommended the referendum be held on Tuesday, July 28th. There was a . discussion as to the date for a speoial meeting to adopt the bond ordinanoe and the ordinance setting up the special election. Commissioner Williams moved that the proposed Olearwater Capital Improvement Program as outlined by the City Manager in summary with the proposal of selling a 7.2 million general obligation bond. to pay for this improvement program be aocepted in prinoiple and that the City Manager, City Attorney and,C1ty Clerk be direoted to prepare the neoessary documents and take the necessary steps to establish a referendum of the qualified votero of the City to approve such a program.
