Institutional Developers, Inc., and Clearwater Properties, Inc., concerning the.
decision of the Board 01' Adjustment and Appeal on Zoning granting I;he request of
Medicenters of America, Inc.~ to erect extended care nursIng home on Lots 8 to 11,
inc1., and Lots 17 to 20, inel., Blocle A} Westover Sub. Mr. Joe Everett, attorney
representing American Institutional Developers, Ino., reported that Mr. John Rowe,

would not contest the appeal. The City ClerIc confirmed that MI'. Rowe had telephoned
him also atating that he would not contest the appeal. Upon consideratIon of the

The city Manager explained the City Traffic Planner had reconunended that no
entrances or exits be allowed on Shelley St. or Evelyn Ave. Mr. James Baxter,
attorney, representing thc applicant, presented a petition Signed by nineteen
residents on Evelyn Ave. and Shelley St. l'equeating the existing exit from parking
lot on Shelley St. remain open as it was a convenience to them to use the driveway'
co reach Fernwood Ave. The City Manager utated the Trafflce Planner'o recommenda-
,tion was made to, protect the residents and if the residents prefer the exit open
he ~ou1d withdraw the recommendation. Commissioner Carter mov~d that the' request

'family) to R-!~D (multi-family) be approved and that the City Attorney be instructed
to include it in an amendment to the zoning ordinance to be brought back to this

Planning and Zoning Board recommended approval with a requirement of a 50 ft. right

half of Magnolia. Nt'. Charles F. Barber, representing himself and the other

ham, Alnbama, for cant iron pipe. Conuniosioncr Carll30n moved upon the reeonunendation
of the City Managel~ that the contract for caut iron pipe be awarded to U.S. Pipe &
,Foundry, for the Dum of *9,492.00, which 1s the lowest and best responsible bid and
that the appropriate 01'1'1cia1s of the City be authorized to execute said contract

The City Manae;Cl' requested authorization for the City to proceed on an, emergency
basio, the installation of a reeder sanitary sewer line along Douglas Ave. from
Sunset Point Rd. to Union St. prior to the county pav1ng Douglas AVe. He l3tated
the bids would have u supplementary project for sanitary sewer installation in the>
orca between Douglas I\ve. and the railroad right of' way. Conunissioner Williams
lnoved that the City Engineer proceed with. City l1anager's rccolTUllendation and preliminary

The City Manager reported receipt of a letter from the Clearwater Yacht Club
requesting assignment 01' their lease to a management corporat1on wh1ch they cr'eated.
He also stated that a check in the amount of $7J596,37 waa enclosed for part of the
delinquent taxes. Conunlsoioner Carter moved that the lettor be accepted and the
City Manager, City I\ttorney and the City Commiss1on revie~<I the matter, with action to
be tnken at a later date and that the checte be held. Motion was seconded by
Conunissloner ~/illiams and carried unanimously.
'rhe Assistant City Attorney presented Rt:301ut1on #69-112 calling a special
municipal election to be held on TucsdaYJ November 25th, 1969~ on the question of
approval of construction of pUblic housing in Clearwater and prov1ding for the
manner of conducting said election. Commissioner Hall moved that Resolution #69-112
be passed and adopted nnd the appr'opr1ate officials of the City be authorized to
execute it. Motion \<lU6 seconded by Conunissioner Carter and carried unanimously.
The Assistant City Attorney presented Ordinance #12271 intention to annex
Sunset Gardens Subdivio1on after refcrendumJ on November 25th, 1969. Commissioner

The Assistant City Attorncy presented RCBolution 1169-116 requesting owners to
clear their lots and setting a public hearing to hear objections thereto. Commissioner
Hall moved that Resolution #69-116 be paosed and adopted and the appropriate officials
be authorized to execute it. Motion was seconded by Conmnssioner Williams and
carried unanimously.
Mr. Louis Sclmens, 1105 ISland \oJay, complained about a utility bill he had received
which he stated was 300% more than the previOUS month. He thought sanitary sewer
charges should be baaed on the amount of \'Iatel' used. After considerable discussion
the City Commission indicated a possible review of the rates.
The Mayor requested a motion authorizing the City Attorney and City Manager to
proceed with the validation of a revenue bond issue for acquisition of par't or all of
Sand Key. Commissioncr Williams moved that the City Manager and City Attorney be
authorized to proceed \1ith the validation of a bond issue for rel'inancing Clearwater
Pass bridge for Sand Key acquisition. Motion was seconded by Commissioner' Carter
and carried unanimously.
The Mayor requcsted appropriate departments be authorized to proceed with rezoning
of Sand Key from B (business) to PUD-R (planned unit development-residential), C
(commercial) 3 and an area for P (public). ConuniBsioncr Carter moved to proceed with
a study and recommendations for rezoning of Sand Key as suggested by the Mayor. Motion
was seconded by Commissioner Car130n and carried unanimOUSly.
Commissioner Williams suggested exploring the possibility 01' examination and
license for auto mechanics.
