05/28/1969 f.' 'ic CITY COMMISSION MEETING " May 28, 1969.' The City Commission of the City of Clearwater met in special session at the City Hall, Wednesday, May 28, 1969, at, 2:20 P.M. with the following members present: -` , 11. Everett Hougen Mayor-Commissioner Brooks Carter Commissioner Donald Carlson Commissioner Rick Ball Commissioner Absent: Donald S. Williams Commissioner Also present were: Merrett R. Stierheim City Manager Herbert M. Brown City Attorney t Max Battle City Engineer Prank Daniels Police Chief The Mayor called the meeting to order and announced the meeting was called to conaider a resolution pertaining to application for federal-grant funds pnd also to consider inatructions'to the City Manager for procedure for Sand Key purchase. The City Manager explained there was a deadline requiring cities to file an official declaration of policy resolution for participation in federal grant programs for water and sewer projects in the next fiscal year. Mr. Harold Briley, Consulting Engineer, announced approval of a federal grant of $292,000 for water distribution system, The City Attorney presented Resolution No. 69-63 authorizing the City Manager to make application for funds for a construction grant for sanitary sewer system improvements through the Federal Water Pollution Control Administration, Department of Interior. Commissioner Carter moved Resolution No. 69-63 be passed' and adopted and the proper City officials be authorized to execute it. Motion was seconded by Commissioner Hall and carried unanimously. The Mayor suggested that instructions be given to the City Manager at this time pertaining to the City's position in connection with purchase of Sand Key. Commissioner Carter moved that the City Manager be authorized to advise the estate of Mr. Ed Wright and all interested buyers that the City of Clearwater in its desire to protect the public interest and ' to preserve all or a major part of Sand Key for public beach and recreational purposes will stop at nothing short of condemnation through eminent domain including setting it adde as an aquatic preserve if necessary, to achieve this objective, it being the belief of the City Commission that this property should be preserved for public and recreational usage. Motion was seconded by Commissioner Hall and carried unanimously. Commissioner Carlson moved since Sand Key represents the only remaining virgin land on the Gulf Coast of Pinellas County and should be preserved for the public, that the Commission make a request for inspection of the area by U. S. Senators Holland and Gurney and also by U. S. Representative Cramer and also inform the office of the Governor.of the State of Florida of our request to federal and state agencies for assistance in funds to acquire Sand Key. Motion was seconded by Commissioner Carter and carried unanimously. P.M.
