The City Commission of the Oity of Clearwater met in speoial ,session at the
--------- City Hall, Tueaday, January 28, 1969, at 3t05 P.M., with tho rollowing members

The Mayor announoetl that the purpose of this speoial aeaoion was to oonsider
an Ordinance relative to an Orf-street Parking Faoi1ity on Oscoo1n Avenue through
a Hcvenue Bond Iasue. The invooation was given by Chief Daniela.
The City Manager reported that the feasibility study showed a need for
additional parking in the area, but at this time the bond market is bad to sell
this type of bonds due to excessive interest rates. He also stated that while the
architect has completed preliminary site plans he has also expressed concern as,to
whether or not the bond issue would be surfioient ror construction costa. There
has also been some concern relating to the oalt trees in the area which are a
priceless asset to ttle City. The City Manager then recommended an alternate plan
which would use all ground level parking with a portion .fronting on Osceola Ave.
and the balance by oonverting the Band Shell property. He explained that the Band
Shell 1s rarely used and 15 1n poor condition. He gave a preliminary estimate
that this plan would cost about $85,000.00 with the money being obtained through a
low interest note looally. This plan would also retain the trees spoken of
earlier. '
Various individuals spokej with some definitely favoring,the multi-level
parking facility, but all were in accord that 'increased parking in the area was
definitely needed. Among those speaking were Mr. Bruce Taylor, Vice-president of
the Downtown Assooiation; Mr. Arthur Johnson, representing Western Reserve Life
Assurance; Mr. Ray Daniels, President of the Clearwater Chamber of Commerce;
Mr. RiChard H. Burkhart, PreSident-Treasurer, Clearwater Rambler Inc.; Mr. Fred O.
Korosy, member of the Board of Governors, of the Chamber of Commerce; r4r. Sam .
Coley, Inember or the Do~mtown Association; Mr. Glen Beneke, past President of the
Chamber of Commerce; Mr. Darwin Franlt of Frank I s Dept. Store, Rever'end Robert E.
Coleman, Jr., President of the'Library Boardj Mr. L. V. Chappel, President of the
First National Bankj Mr. Norman Bie, Jr., AttorneYj Mrs. Robert Baker, Clearwater
Garden Club; Mr. Willard Moore, Thomson & McKinnon, Investment Brokersj Mr. Joseph,
CorneliUS, President of the Downtown Association and Chairman of the Board of the
Bank of Clearwater; Mr. 'fom Brown, Bro\m Brothers Dairy store and member of the
Parking Advisory Board, and Mr. Richard Leandri, Developer of the Sunshine Mall.
Mr. DiMuzio, General Manager of ,Maas Brothers, stated they were in favor of either
plan that the City thought suitable.
Mr. Charles H. Finton, 310 S. Maywood Ave., spoke in objection and statod
that he was a party in the taxpayers suit against the multi-level parking facility.
He mentioned various locations that provided free parking and recommended that the
City Hall; Library, Chamber of Con~erce et cetera should have free parking for the
citizens wishing to do business wIth them. He indicated that the people involved
should pay for these facilities themselves rather than the taxpayers furni,Bhing
them the parking fACility. As for the alternate plan presented he did not have
sufficient information to definitely speak one way or the other on the subject but
did not see the neoessity or including the area around the Band Shell in the
proposal. In answer to a question from the. Mayor he indicated that he was in
favor of the ground level plan, as he felt that you can always take up blaok
topping and make a park out of it again, whioh you, can't so readily with a
building.
Conmdssioner Williams asked Mr. Finton if he thought the City should take
reasonable steps to keep the' downtown from deteriorating, to whioh Mr. Finton
replied that he did think so under certain conditions. Conun1asioner CaX'ter commented
that the Commission had been unable to get private enterprise to build Buch a
facility. ~he City Manager atated that the reasibility study was done by one of
the best Parlcing ConsultantEl 1n the oountry and that the Fiscal Agents, the Bonding
, Company and the Finanoial Houses are very critical regarding any feasibility
study. Mr. Finton criticized 601ne of the figurcs provided by the feasibility
study. ' The Mayor then oalled on the Fiscal Agent Loomis Leedy to give the
Commission information regaX'ding the bond market. Mr. Leedy stated that the interest
rates are the highest in about 35 years and there i6 some question whether these
bonds could be Bold when they are'ready about three to six months from now,
, ,. particularly with the City's limitation of a 6~ illterest rate. He cited some
