CITY COMMISSION MEETING
December 10, 1956
The City Commission of the City of Clearwater met in speoial session at City
Hall, Monday, December 10, 1956, at 1:30 P.M. with the following members present:

The Mayor called the meeting to order. The Manager reported that he had
notified Mr. Harold Briley, Consulting Engineer, to postpone the opening date for the
bids for the addition to the Marshall Street Sewage Treatment Plant since the Commission
had not accepted any bid for the sale of the revenue certificates intended to finance
the construction. Conunissioner Roberts moved that the opening of the bids for the
construction of the Marshall Street Sewage Treatment Plant be postponed indefinitely.
Motion was seconded by Commissioner Strang and carried unanimously.
Regarding too bids opened at the last meeting for water works brass goods, the
Manager recommended accepting the low bid or $1,950.00 from the Mueller Company,
Decatur, Illinois. Commissioner Strang moved on the Manager's recommendation
that the Mueller Company, Decatur, Illinois, be awarded the contract for water worlcs
brass goods in the amount of $1,950.00 and the proper officials be authorized to
execute the contract. Motion was seconded by Commissioner Roberts and carried
unanimously.
The City Manager reported that the Clerk had asked that the Commission reconsider
its action at the meeting of November 26, 1956, setting the amount of pay ror the
election officials at $10.00 for each inspector and $12.00 for each clerk, as last
year the amount of compensation was $12.00 ror each inspector and $13.50 for each
clerk. Commissioner Bohannon moved that the Commission reconsider the action
previously taken at the meeting of November 26th and set the amount of compensation
of the election board at $12.00 for each inspector and $13.50 for each clerk.
Motion was seconded by Commissioner Strang and carried unanimously.
The Manager stated that a letter had been received from the Minneapolis
Honeywell Regulator Company asking that the City rent seventy spaces in the Franklin
Street parking lot ror their employees at a rate of $100.00 per month. He commented
that there were only 83 spaces in the entire lot. The Mayor requested the Chief of
Police to have spot checks made of the lot to see how many cars were using it and to
find out how much i,ncome it was producing. The Mayor appointed the City Manager and
the Chief of Police as a Committee to investigate the matter.
The Mayor recommended the appointment of Captain Willis D. Booth as Acting
Police Chief to be effective December 18th until a permanent appointment is made.
Commissioner Insco moved that the position of Acting Police Chief of the City of
Clearwater be held by Captain Willis D. Booth and because of the emergency of this
appointment that the City Manager be directed to notify the Civil Service Board
immediately and ask that examinations be held for this, position according to the
Civil Service law and that the recommendations be submitted to the City Commission.
The City Engineer presented a new official street naming map for approval and
explained the changes as follows:

Suggested that Hibiscus Circle in Hibiscus Gardens be named Franklin Circle.
Corrected the spelling of Frederica Avenue in Brookhill Subdivision.
Pointed out an unnamed street that Should be named running southeasterly
from Dempsey Street to Lake Belleview.
Recommended naming Coachman Road extending northeast from Drew Street
North East Coachman Road.
Recommended calling Haines Road extending north from Gulf to Bay
North Haines Road.
Suggested calling the portion of Gilbert Street running north and south
Gilbert Street North.
Recommended that Wood Drive be named orficially Wood Drive from Drew Street
to Palmetto Street.
Inserted Holt Avenue on the new map as it did not appear on the old one.
The Engineer requested that the new street narning map be approved by Resolution at
the next meeting. By consent, the Commission accepted the map as presented.
The City Manager presented Resolution 56-38 requiring nine property owners to
have their lots cleaned of weeds and underbrush. Commissioner Roberts moved that
Resolution 56-38 be adopted. Motion was seconded by Commissioner Strang and carried
unanimously.

Commissioner Strang asked the City Manager to check on why the owner of' a lot on
Myrtle Avenue north of the railroad was being required to clear this lot which was
not even on a paved street. (Lots 5 and 6, Block 10, Pine Crest Subdivision).
The Manager recommended the installation o~ a high pressure gas main in
Cleveland Street ~rom Olenwood to Hercules and in Hercules from Cleveland to Drew at
an estimated cost of $J.8,3l2.50. He explained that this was a low pressure area in
which about 450 customers were being served. Commissioner Roberts moved on recornnlenda-
tion or the City Manager that the project ~or a high pressure gas main in Cleveland
Street from Olenwood to Hercules and in Hercules from Cleveland to Drew at the
estimated price of $18,312.50 be approved. Motion was seconded by Commissioner Insco
and carried unanimously.

Commissioner Roberts 5u~geBted that after the C1ty receives word that the natural
gas application of the Houston Texas Gas and Oil Corporation has been approved by the
Federal Power Commission that a concerted drive be started to sell the use or gas and
gas appliances. The Mayor agreed that after this notice is received and work is
started on the pipeline that it be recommended to future Commissioners to go into an
overall expansion of the Gas Department. Commissioner Bohannon recommended that the
City Manager further study the report of Reynolds, Smith and Hill, Engineers, con-
cerning expansion of the gas system needed to distribute natural gas.
Commissioner Strang moved that Ordinance '724 (concerning the rencing of junk
yards) be considered on its second reading by title only with the unanimous consent
of the Co~ssion. Motion was seconded by COmrrUssioner Bohannon and ca~ried unanimously.
The City Attorney read the Ordlnance by title only. Conmissioner Insco suggested that
the Ordinance be amended to include a six months' period for compliance instead of
sixty days. Commissioner Strang moved that Ordinance 724 be passed on its second
reading by title only as wnended. Motion was seconded by Commissioner Bohannon
and carried unanimously.
The City Attorney read Ordinance 724 in. full. Commissioner Strang moved that
Ordinance 724 be passed on its third and f'inal reading as amended and adopted and
the proper officials be authorized to execute it. Motion was seconded by Commissioner
Bohannon and carried unanimously.
Conunissioner Insco reported that in connection with the discussion of ,junl{yards
there was an action of a prior City Commission which went into some sort of an
agreement with the Minor property on Greenwcod Avenue in the south end of' town for
permissive use and he would like to have the City Attorney instructed to look into
the matter to try to find out what the situatlon was between the City and the parties
concerned and report back on it. By consent~ the City Attorney was 50 instructed.
The City Attorney read on its first reading Ordinance 727 which would annex into
the City a portion o~ acreage in Section 18-29-16 south o~ Gulf to Bay Acres to be
used for road purposes (Shelley Street). Commissioner Roberts moved that
Ordinance '727 be passed on its first reading. Motion was seconded by Commissioner
Bohannon and carried unanimously.
Commdssioner Roberts moved that Ordinance 727 be considered on its second
reading by title only with the unanimous consent or the Commission. Motion was
seconded by Commissioner Bohannon and carried unanimously. The City Attorney read
the Ordinance by title only. Cornmdssioner Roberts moved that Ordinance 727 be passed
on second reading by title only. Motion was seconded by Commissioner Bohannon and
carried unanimously.
Commissioner Strang moved that Ordinance 727 be considered on its third and
final reading with the unanimous consent of the Cornmdssion. Motion was seconded by
Commissioner Insco and carried unanimously. The City Attorney read the Ordinance
in full. Commissioner Strang moved that Ordinance 727 be passed on its third and
final reading and adopted and the proper of~icials be authorized to execute it.
Motion was seconded by Comnissioner Insco and carried unanimously.
The City Attorney presented a deed to the Chamber of Commerce for part of
Lots 5 and 6, Block B, John R. Davey Subdivision~ for the building p~esently being
used by the Chamber o~ Commerce prepared in accordance with the City Cornmissionfs
instruotions that the property would revert to the City if it ceased to be used for
Chamber of Commerce activities. Commissioner Insco moved that the deed to the
Chamber or Commerce be approved SUbject to the provisions found therein and the
proper officials be authorized to execute it. Motion was seconded by Commissioner
Roberts and carried unanimOUSly.
Commissioner Strang reported at the meeting with officials rrom Dunedin,
Bellea1r, Largo and Safety Karbor to consider the traffic survey for the whole
County recommended by Mr. Al Rogero, State Road Board member, it was decided to ask
the County to pay 40% of the cost of the survey from the secondary road ~unds in
order to expedite the project. The City Attorney read Resolution 56-39 requesting
the Board of County Commissioners to enter into a joint agreement with the State Road
~partment to provide such a survey and to use as much of County secondary road
funds as may be necessar,y for that purpose. Commissioner Bohannon moved that
Resolution 56-39 be passed and adopted and that the proper City officials be
authori~ed to sign it. Motion was seconded by Commissioner Strang and carried
unanimously.

A letter was read from the Clearwater Shuffleboard Club asking permission to
hang a sign over Cleveland Street at Osceola Avenue advertising the National Open
Singles Shuffleboard Tournament to be held on January 8-10, 1957, at the Clearwater
Shuffleboard Club. COrnnUssioner Bohannon moved that the City Manager be authorized
to have the shuffleboard tournament sign hung at Cleveland and Osceola. Motion was
seconded by Commissioner Roberts and carried unanimously.
The Manager read a letter from Mr. Roy Cross, State Manager of Ingram Oil
Company, requesting permission to suspend a 24" banner across Gulf to Bay Boulevard
in the 1800 block across from the Ingram Service Station on its opening days,
December 14th and 15th. The Mayor recollunended that the Manager notify Mr. Cross
that the City does not allow private concerns or individuals to put up such signs
across the street as it was in violation of a City ordinance. Commissioner Strang
moved that the request be denied. Motion was seconded by Conunissioner Roberts and
carried unanimously.
The Engineer reported that Mr. Bates and Mr. Dan Turnbull, Engineers from the
State Road Department, had met with Captain Walter Carey, Commissioner Insco and
himself to discuss complaints that people could not turn direct from Route 60 onto
Alternate Route 19 because left turns were prohibited at Cleveland and Fort Harrison.
It was recol1U11ended that the State Road Department representatives make a survey and
come back with recommendations as to where the signs should be placed and what
streets should be designated to mal{e the turns on and still not make left turns on
Cleveland and Fort Harrison. He said it was indicated it would be necessary to
accept those streets as State highways without lilliintenance.

Commissioner Insco commented that he had made an aerial traffic survey with
Captain Walter Carey which he would make a report on later but he was particularly
impressed with the results bejng shown from the seawall and groin project on
Clearwater Beach. He explained that at a height of 750 feet it is possible to see
the motion or the sand in that area and the build up of the sand that is taking place.
lIe commended Mayor Brown for the leadership he gave the Conunission on that project.
Mayor Brown replied that the City Engineer deserved the credit for solving the
erosion problems on Clearwater Beach. Co~ssioner Roberts recommended that periodic
aerial photographs be made on this new project and also on other parts of the beach
so that the photographs could be used to sell the same type of project to other
property owners on the Gulf front.
The Mayor reported that the previous City Manager had been instructed to secure
a large dredge to clean out the channel whene"/er one was working in this area,
and such work was still badly needed. The r~nager stated that the owner of a dredge
based at Tarpon Springs was unwilling to bring his dredge here and that no other
large dredge had been in the area but that as soon as one did come into the vicinity,
action would be taken.
Commissioner Bohannon commented that Cleveland Street and Fort Harrison needed
better cleaning than could be given by the street sweeper. The Mayor suggested that
the Manager be authorized to hire a man or two to sweep some of the streets by hand.
By consent, the Manager was instructed to take care of this problem and expedite it
and also the Assistant to the City Manager was requested to malce a survey in order
to plan a regularly scheduled trash collection.
The Comrrdssion adjourned as the City Commission and acting as Trustees of the
Pension Fund admitted Kenneth Fox, Patrolman, Police Department, to membership in
the Pension Plan on a motion by Commissioner Bohannon which was seconded by
Commissioner Insco and carried unanimously.
A letter was read from the Advisory Committee of the Employees Pension Fund
recommending that Ester Shaw, Laborer, Public Service Department, be denied membership
in the Pension Fund as he was declared by a local physician to be only an "average
risk". Commissioner Insco moved the application be denied. Motion was seconded
by Commissioner Bohannon and carried unanimOUSly.
There being no further business to come be~ore the Board, the meeting was
adjourned at 3:05 P.M.

The Mayor called the meeting to ord,�r. The Manager reported that he had
izotified Mr. Harold Briley, Consulting Ergineer, to postpone the opening date For the
bids for the 2,ddition to the Marshall Street 3ev�aoe Treatmen� Plant since the Commi�sion
had not accepted any bid for the sale of the revenue certificates intended to finanee
the construction. Commiasioner Roberts moved that the opening of ihe bids for the
construction of the Marshall Street Sewage Treatment Plant be postponed indefinitely.
Motion was seconded by Commissioner Strang aizd carried unanimously.
Regarding the bids opened at the last meeting for water works brass goods, the
Manager recommended accepting the low bid of $1,950.00 from the Mueller Compan�*,
Decatur, Sll.inois. Commissioner Strang moved on the Manager's rerommendation
that the Mueller Company, Decatur, Zllinois, be awarde� the contract ior water vrorks
brass goods in �he amount of $1,950.00 and the proper officials be au�horized to
execute the contract. Motion was seconded by Cc,mmissioner Roberts and car'ried
unanimously.
The City Manager reported that the Clerk had asked that the Commission reconsidzr
its aetian at the meeting of November 26, 1956, setting the amount of pay f or the
e7.ection ofi'icials at �10.00 i'or each 3nspector and $12.00 for each clerk, as last
year the amount of compensation tivas $12.00 for each inspector and �y13,50 for each
clerk. Commissioner Bohannon moved that tr,e Commissiozz reconsider the action
previously taken at the meetin$ of November 26th and set the amount of compensation
o� the election board at $].2.00 for each inspector and $13.50 for each c�.erk.
Motion was seconded by Commissioner 5trang and carried unanimously.
The Manager stated that a letter had been received from the Minneapolis
Honeywell Regulator Company asking that the City rent seventy spaces in the Franklin
Street parking lot for their employees at a rate oi $100.00 per month, He commented
that th�re were only 83 spaces in the entire lot. The Mayor requested the Chief of
Police to have spot checks mad� of the lot to see how many cars were using it and to
f:�nd out how much income it was producino. The Mayor appointed the City Manager and
the Chief of Pclice as a Committee tc� investigate the matter.
The Mayor recommended the appointment of Captain Willis D. Booth as Acting
Police Chief to be effective December 18th until a permanent appointment is ma.de.
Commission�r Insco moved that the position of Acting Police Chief of the City of
Clearwater be held by Captain Willis D. Booth and because oY� the emergency of this
appointment that the City Manager be directed to notify the Clvil Service Board
immediately and ask that examinations bP held for this,position accorcling to the
Givil Service law and that the recommenc�at�ons be submitted to the City Commission.
The City Ehgineer presented a new official street naming map for approval and
explained the changes as follows:
l. Suggested that Hibiscus Circle in Aibiscus Gardens be named Franklin Circle.
2. Carrected the spellin$ of Frecleriea Avenue in Brookhill Subc�ivision.
3. Pointed out an unramed street that should be named running sautheasterly
from Dempsey Street to Lake Bellev3ew.
4. Recormnended naming Coachman Road extending northeast from Drew Street
North East Coachman Road.
5. Recommended calling Haines Road extending north from G�zli tG Bay
North Haines Road,
6. Suggested calling tae pa'rtion of Gilbert Street running north and south
Gilbert Street North.
7. Recommended that Wood Drive be named officially Wood Drive from Drew Sf.reet
to Palmetto Street.
$. Inserted Holt Avenue on the new map as it d3.d not appe�.r on the old one.
The Engineer requested that the new street z�aming map be approved by Resolutinn at
the next meeting. By consent, the Commission accepted the map as presented,
The City Manager presented Resolution 56-38 requiring nine property owners to
have their lots cleaned of weeds and underbrush. Commissioner Roberts moved that
Resolution 56-38 be adoptea, Motion was seconded by Commissioner Strang and carried
unanimously.

Commissioner Strang asked the City Manager to eheclt on why the owner of a 1ot on
Myrtrle Avenue north of the raiiroad was being required to alear thia lot which was
not even on a paved s-�reet. (Lots 5 and 6, Block 10, Pine Crest Subdivi,sion).
The Manager recommended the installation of a high pressure gas main in
Cleveland Street from Glenwood to Hercules and in Hercules from Cleveland �o Drew at
an estima.ted cost of �18,312.5U. He explained that this was a l�w pressure area in
,_ which about 450 customers were being serverl. Commissioner Roberts moved on recommenda-
tion of the City Manager that the project for a high p�essure gas main in Cleveland
Street irom Glenwood to Hercules and in Hexcules from Cleveland to Drew at the
estimated price of �1�,31,2.50 be approved. Motion was seconded by Commissioner Insco
and carried unanimously.
Commi.ssioner Roberts suggested that af�er the City rece3ves word that the natural
gas application of the Houston Texas Gas and Oil Corporation has been approved by the
Federal Poti�er Commission that a concerted drive be started to sell the use of gas and
gas appliances. The Mayor agreed'that after this notice is received and work is
started on the pipeline that it be recommended to future Commissioners to go into an
overall expansion of the Gas Department. Commissioner Bohannon recommended that the
CitST Manager further study i,hs report of Reynolds, Sraith and Hill, En�ineers, con-
cerning expansion of trie �as system needed to distri�ute natural gas.
Commissioner Strang moved that Ordinan.ce 724 (concerning the fencing of junk
yards) be considered on its second reading by title only with the unanim�us consent
of the Commission. Motior. was seconded by Commissioner Bohannon and carried unanimously.
The Cit� Attorney read tne Ordinance by title only. Comnlissioner Insco suggested that
the Qrdinance be amended �o inci,ude a six months� period for compliance instead of
sixty days. Commissioner Strang moved that Ordinance 724 be passed on iis second
readin� by title only as amended, Motion was seconded by Commissioner Bohannon
and carried unanimously.
The Gity �ttorney read Ordinani;e 724 in.full. Commissioner Strang moved that
Ordinance 724 �e passed on its thirc� and final reading as amended and adopted and
the proper officials be authorized to execute it. Motion was seconded by Gommissioner
Bohannon and carried unanimously.
Commissioner Insco reported that in connection with �he discussion of junkyards
there was an action of a prior City Commission which went into some sort of an
agreement with the Nfinor property on Greenwood avenue in the south, end of totivn for
permissive use and he would like to have the City Attorney instructed to look into
the matter to try to find out what the situat��on was between the City and the parties
concerned and report back on it. By ,;onsent, the City Attorney v�ras so instructed.
The City Attorney read on its first reading Ordinance �27 which would annex into
the Cit� a portion of acreage in Section 18-2g-16 south of Gulf to Bay Acres to be
used for road purposes (Shelley Street). Commissioner Roberts moved that
Ordinar_ee 727 be passed on its first readino. Mot:Lon was seconded by Commissioner
Bonannon and carried unanimously.
Commissioner Roberts moved that Ordinance 727 be considered on its second
reading by title only with the unanimous consent of the Commission. Motion was
seconded by Commissianer Bohannon and carried unanimously. The City Attorney read
the Ordinance "by title only. Commissioner Roberts inoved that Ordinance 727 be passed
on second reading by ti�le only. Motion was seconded by Commissioner Bohannon and
carried unanimously.
Commissioner Strang moved that Ordi.nance 727 be considered on it;� third and
final reading with the unanimous consent of the Gommisaion. Motion wa3 seconded by
Comtn_issioner Insco and carried unanimously. The City Attorney read the Ordinance
in full. GommissionEr Strang moved that Ordinance 727 be passed on its third and
�inal reading and adopted and the proper officials �e authorized to execute �t.
Motion was seconded by Commissioner Insco and carried unanimously.
The City Attorney presented a deed to the Chamber of Commerce for part �f
Lots 5 and 6, I31ock B, John Ft, Davey Subdivision, for the building presently being
used by the Chamber of` Commerce prepared in aceordance with the City Commissi�n's
lnstructions that the property would revert to the City if it ceased to be used for
Chamber of Commerce activities. Coirunissioner �nseo moved that the deed to the
Chamber of Commerce be approved subject to the provisions found therein and the
proper officials be authorized to execute it. Motion was seconded by Commissioner
$oberts and carried unaninously.
CoLunissioner Strang reportec� at the meeting with officials from Dunedin,
Belleair, Largo and Saiety Harbor to consider the traffic survey for the whole
County recommended by Mr. Al Rogero, State Road Board member, i.t was decided to agk
the County �o pay 40� of the cost of the survey from the secondary road fands in
order to exped3te the project. The CiLy Attorney read Resolution 56-3� requesting
the Board of County Commissioners to enter into a joint agreement with the State Road
Department to provide such a survey and to use as much of County secondary road
funds as ma,y be necewsary for that purpose. Commissioner Bohannon moved that
Resolutinn 56-39 be passed and adopted and that bhe proper Cit�, officials be
authorized to sign lt. Motion t�aas seconded by Commissioner Strang and carried

Deeember 10, 1956
A letter was read from the Clearwa�er Shuf.ileboard Cluh asking permise-lon to
hano a si�n over Cleveland Street at Oacaola Avenue advertisin$ the National Open
Singles Shuffleboard Tournament to be held on January 8-10, 1957� at the Clearwater
Shuffleboard Club. Cammissioner Bohannon moved that the City Managzr be authorized
to have the shuffleboard tournament sign hung at �leveland and 'Jsceola. Motion was
seconded by Commissloner Roberts and carried unanimously.
The Manager read a letter irom NIr. Roy Cross, State Manager of Ingram 011
Company, requesting permission to suspend a 24" banner across Gulf' to Bay Boulevard
ln the 1800 block across from the Ingram Service Sbation on its opening days,
December l�th and l5th. The Mayor recommended that the Manager notify Mr, Cross
�hat the City does not allovr private concerns or individuals to put up such signs
across the street as it �vas 3n wiolatian of a City ordinance, Cominissioner Strang
moved tY:at the request be denied. Motion was seconded by Commissioner Roberts and
carried unanimously.
The Engineer reported that Mr. Bates and Mr, Dan Turnbull, Engineers from the
State Ro�.d Department, had met with Captain FTalter Carey, Cam.missioner Insco and
himself to dzs�uss complaints that peaple could noi turn direct from Raute 60 on�o
Alternate Route 19 because left turnu were prohibited at Cleveland and Fort Harrison.
It was recommended that the State Road Department representatives make a survey and
come back orith recommendations as to where the signs should be placed and what
streets �hould be desigr�ated to make the turns on and still not make left turns on
Cleveland and Fort Harrison. He said it vras indicated it would be necessary to
accept those streets as S'cate nighways without mainten�nce.
Commissioner Insco commented that he had made an aerial traffic survey with
Captain Walter Carey which he would make a report on later but he vaas particularly
impressed with the results beino shoUm from the seawall and groin project on
Clearwater Beach. He explained that at a height o£ 750 i"ee� it is possible to see
the motion of the sand in that area and the build up of the sand that is taking �lace.
N� commei�ded Mayor Brovm for the leadership he gatie the Comm3.ssion on that project.
Mayor Brown replied that the City Engirieer deserved the credit for solvin� the
erosion problents on ClearUrater Beach. Commissioner Poberts recommended that periodic
aerial plzotographs be made on this new project and also on other parts of the beach
so that the photographs could be used to sell the same type of project to other
property owners on the Gulf front.
The Mayor reported that the previous City Manager ha.d been instructed to secure
a lar�e dredge to clean out the channel when.ever one �was working in this area,
and such work was still badly needed. The Nianager stated that tne owner of a dredge
based at Tarpon Springs was unwilling to bring his dredoe here and that no other
lar�e c�redge had been in the area but that as soon as one d�d come inta the vicinity,
ac�ion would be taken.
Commissioner Bohannon commented that Cleveland Street and Fort Harrison needed
better cleanin� than could be given by the street sweeper. The Ma,yor suggested that
the Manager be authorized to hire a man or tvro to sweep some of the stre�ts by hand.
By consent, the Manager was ins�ructed to take care of this problem and ext�edite it
and also the Assistant to the City R�anaoer was requested to make a survey in order
to plaxi a regularly scheduled trash collection.
The Commission ad�ourned as the City Commission and acting as Trustees of ths
Pension Fund admitted Kenneth Fox, Patrolman, Police Department, to membership in
the Pension P1an on a motion by Commissioner Bohannon which was seconded by
Commissioner Insco and carried unanimously.
A let�ter was read from the Advisory Commi�tee of the Employees Pension Fund
recommending that Ester Shaw, Laborer, Public Service Depar�ment, be denied membership
in the Pension Fund as he was declared by � local physician to be only an"average
ris�t". Comm:i.ssioner Insco moved the applicat�on be den�ed. Motion was seconded
by Commissioner Bohannon and carried unanimou�ly.
There being no further business to come before -the Board, the meeting was
adjourned at 3:05 P.M.
