The City Conmdssion of the City of Clearwater met in regular session at
City Hall, 1'uesday, September L~, 1956, at 1:30 P.l\1. with the follO\'linc; members

The Mayor called the meetinG to oruer. The invoca t10n \'ms Given by the
Reverend Howard Hill 01' Clearwater. 1\11'. I". C. r.tiudleton, former City f1anae;er, was
present to assist Mr. Sullivan.
The Mayor announced that Governor' Leroy Collino had met w1th his State Cabinet
in Tallahassee and approved the appropriation of $3,500.00 to the City of Clearwater
to help send the Clearwater Bombers to the World Softball Tournament at Sacramento,
California. The Mayor' asl{,ed the Commi ssion to authorize the Ci ty Attorney to prepare
a suitable Resolution to the Governor and his Cabinet expressing thanks for their
generous contr'ibution. Commissioner' Insco moved that such a Resolution be prepared.
Motion was seconded by Commissioner Roberts and carried unanimously. The Mayor
reported that Mr. Frank Merrin appeared before the Cabinet urc;ing favorable action
and the Mayor wished to eive him public recognition for his interest.
In regard to the bids for the paving of Hobart Avenue, l\w. fliddleton reported
that the project had been approved about a year ago but had been delayed for the
completion of the Drel'l Street widening and resurfacing. The three b1ds received
were read as follows:

After tabulation, the City Manager recommended accepting the low bid of $5,357.00
from W. H. Armston Company, Dunedin. Ce:mmissioner Bohannon moved on the recommenda-
tion of the City Engineer that the bid be aV1arded to the W. H. Armston Company for
the paving of Hobart Avenue at the price of $5,357.00, this being the lowest and best
bid. Motion was seconded by Commissioner Roberts and carried unanimo'lsly.
The Mayor announced the consideration of bids for the construction of sanitary
sewers and lift station in vicinity of Municipal Auditorium. The six bids were
read as follows:

The Engineer rcconunended that the bids be tabulated and returned to the next meeting.
Commissioner Insco moved that the bids be referred to the Engineer for tabulation
and return to the next meeting. Motion was seconded by Commissioner Roberts and
carried unanimously.
The consideration of bids for the paving and draining of Coronado Drive from
Causevlay Boulevard to Gulf Vj.ew Boulevard was announced. The three bids vlere read

After tabulation, the City Manager recommended accepting the low bid of $6,825.80
from E. H. Holcomb, Jr. Commissioner Roberts moved that the bid for the paving
of Coronado Drive from Causeway Boulevard to Gulf View Boulevard be awarded to the
lowest and best bidder m1ich is E. H. Holcomb, Jr., Clearwater, for the amount of
$6,825.80. Motion was seconded by Commissioner Bohannon and carried unanimously.
It was reported by Mr. l\liddleton that only one bid had been received to supply
one 60 watt base radio station and equipment for Civil Defense purposes to be partly
financed fronl matching funds from the Federal Government. A representative of
Brody-Edwards, Incorporated, Tampa, complained of not having sufficient time to bid
after seeing the advertisement on August 29th. It was pointed out that advertisements
for bids were published on August 22nd and August 29th. The bid was read as follows:

Commissioner Bohannon moved that the bids be checlced by the Purchasing Department
and returned with a recommendatIon at the next regular meeting. Motion was
seconded by Comnlissioner Roberts and carried unanimously.

Regarding the bids for paving the streets in the Greenwood Apartment area,
the City Attorney reported that the City now has the check as per the escrow agree-
ment endorsed to the City by all except the Harris Paving Company and he assumed
that Harris Paving Company vlOuld endorse it provided that the bid was awarded to
them as low bidder. He presented an executed copy of' the escrow agreement. He
also had obtained an executed easement from the owners to the City for the streets
and sidewalks in the project. The Mayor inquired if the easement was capable of
being recorded. The City Attorney said it could be recorded but the description
was long and difficult and the Engineer had prepared a plat showing the streets and
alleys which should be recorded. The Engineer reported that the easement included
part of the parkways on Palmetto and Greem'lood Avenue.""- Commissioner Bohannon
moved that the contract for paving the streets in Greenwood Housing Project be
awarded to the low bidder, Harris Paving Company, contingent upon Harris Paving
Company endorsing' the checle from Stocl<:ton, ~lhatley, Davin &: Company to the City of
Clearwater, the money represented by the check to be held by the City and Harris
Paving Company to be paid in Ci,ccordance l'li th the contract between Harris Paving
Compar~ and the City of Clearwater for the improvement. Motion was seconded by
Commissioner Roberts and carried unanimously.
In regard to the bids for the reproduction machine for the Engineering
Department, the City Engineer recommended accepting the bid of $l~S73.80 f'or a
Copyflex 30 from the Charles Bruning Company as the machine i~ould not require
venting. Commissioner Roberts moved on the recommendation of the City Engineer
that the Commission accept the bid of the Charles Bruning Company, Incorporated,
Atlanta, Georgia, for Copyflex 30 at a cost of $1,873.80 as the lowest and best bid.

By consent, Item 3-C, Tires, Tubes and Retreads for City Fleet Vehicles for
next 12 months, was deferred to the next meeting.
In regard to awarding the bids for dry cleaning, pressing and repair of Police
and Fire Department uniforms for the next year, the City Manager reported that the
Purchasing Department recommended accepting the low bid from Sanitary Cleaners.
Commissioner Bohannon moved that the contract be awarded to the Sanitary Cleaners
and the proper City off'icials be authorized to sign it. Motion was seconded by
Commissioner Roberts and carried unanimously.
The City Attorney reported that he had received information from the Peninsular
Telephone Company as to the rates which they were seelcing in connection with their
application, that he had sent copies of the information to the Commissioners and
furnished a map showing rate areas in the City. He presented a Resolution authoriz-
ing him to represent the City at the Public Hearing and indicating that the City
expected the Railroad and Public utilities Commission to keep the increase, if' one
is given, as low as possible. Cornmdssioner Roberts moved on the City Attorney's
recommendation that Resolution 56-2 to the Florida Railroad and Public Utilities
Commission be adopted regarding the telephone rate increase. Mot~on was seconded by
Commissioner Insco and carried unanimously.

The City Attorney explained the quo warranto suit brought by Hr. Ed C. Wright
against the C1 ty of Clear\'later in which Mr. \oJright relates that thi~ portion of the
small island is far removed from the City, is unimproved and is not receiving any
municipal benefits and requests the Court to exclude it fl"om the City limitn. The
City Attorney displayed aerial photos and ovc11lays showin~ Mr. ~/right's property,
the present City limit line and the site of the proposed bridge. Commissioner
Bohannon moved that the City Attorney be instructed to defend the lJui t vlhercby
Ed C. Wright seeks to have certain property of his ouoted from the City limits rur
the purpose of seeinG that said property i3 retained in the City limits. Motion
vras seconded by Conuni soioner Insco and carried unanimously.

A work order for $100.00 was presented to cover installation of 126 feet of
l-~ inch gas main on Magnolia Dri ve. Commi ss:Loner Bohannon moved that the \'lOr]{ order
for $100.00 be approved. Motion was seconded by Conmissioner Roberts and carr~ed
unanimously.
It was estimated by Mr. Middleton that it i10uld cost approximately $3,000.00
to move the fill dirt ofi'ered free to the City by the O~'JneI'S of Food Fair :from the
corner of Duncan and Gulf to Bay Boulevard to Stevenson Creel\: Park. He said the cost
included the spreading of the dirt also. It was suggested that the Attorney be
requested to get a letter containing the offer from Food Fair in 1'rri ting.
Cormnissioner Bohannon moved that the City Attorney be authorized to make arrangements
to get the dirt lec;ally and otherwise complete the job for $3.. 000.00 or approximatel;y
that. r-1otion 'was seconded by Conullissioner Roberts and carried unanimously.

Commissioner Bohannon requested that an estimate be prepar'ed by the Electrical
Department to cover nei'! streetlights in front of the Nunicipal Auditorium on Pieree
Boulevard.
Conunissioner Bohannon inquired what the future ~Ol"l{ schedule for the dredge
,..muld be. The City Nanager reported that he had asl.;:ed Nr. Paul Kane to prepare a
'\-'lorlc schedule on the dredc;e and he i'lould give copies to the Commission.
The City Attorney presented a Resolution to cover payment of $6J223.56 to Briley,
Wild & Associates. He reported that the invoice had been approved by the City
Treasurer. By consent, the Resolution was deferred to the next meeting.
The Mayor appointed Conunissioners Roberts and Insco as a Conmrlttee for matters
concerning the Colored YWCA.

The Nayor called the meeting to order. The invocation was given by the
Reverend Howard Hi11 of Clearwater. Mr. F`, C. Middleton, former Gity Manager, was
present to as�ist Mr. Sullivan.
The Mayor announc�d that Governor Leroy Collins had met with his State Caainet
in Tallahassee and approved the appropriation of y�3,500.00 to the City of ClearUaa�er
to help send the Clearwater Bombers to the World Softball Tournament at Saeramento,
�alifornia. The Mayor asked the Commission �o autho.rize tne City Attorney to prepare
a suitable Resolut3on to -Ehe Govern�r and his Cabinet expressing thanks £or their
�enerous contribution. Co.mmissioner Insco moved that such a Resolution be �repared.
Motion Was seconded by Comm3.ssioner Roberts and carried unanimously, The Ma.yor
reported that Mr, Frank Merrin appeared before the Cabinet urging favorable actian
and the Mayor wished to �ive him public recogriition for his interest.
In regard to the bids for the paving of Hobart Avenue, Mr. Middleton reported
that the project had been approved about a year ago but hacl been delayed for the
completion of' the Drerrr Street widen�ng and resuriacing. The �Ehree bids received

�ion of the City Engineer that the bid be aj�rar•ded to the LJ. H. Armston Con�nany for
the paving of Hobart Avenue at the price of �$5,357.00, tnis being the lowest and best
bid. Motion was seconded by Comm3.ssioner Roberts and carried unanimously.
The Mayor announced the consideration of bids for the construci,ion of sanitary
sewers and lift station in vicinity of Municipal Auditorium. Tize six bids were

The consideration of bids for the pavin� and draining of Coronado Drive from
Causetvay Boulevard to Gulf View Boulevard was announced. The three bids were read
as follows:

lc�west and best bidder wlzich is E. H. Holcomb, �r „ Clearwater, for the ar„ount of

- one 60 watt base radio station and equipment for Civil Defense purposes to be partly
i'inanced from matching funds from the Federal Government, A representative of
Brody-Edwards, Incorporated, Tampa, complained af not having sufficient time to bid

Regarding the bids for paving the streets in the Greenwood Apartment area,
the City Attor�ey reported that the CiLy now lzas the check as per the escrow agree-
ment endorsed to the City by all except the Harris Paving Company and he assumed
that Harris Paving Company would endorse it provided that the bid was awarded to
them as 1ow bidder. He presented an executed copy of the escrow agreement. He
also had obtained an execu�ed easement from the owners to the City for the streets
and sidewalks in the project. The Mayor inquired if the easement was capable of
being recorded. The City Attorney said it could be recorded but the description
tivas long and difficult and the Engineer izad prepared a plat showing the streets and
alleys which should k�e recorded. The Engineer reported that the easement included
part of the parktvays on Palmetto and Greenwooc� Avenue.� Commissioner Bohannon
moved that the contract for paving the streets in Greenwood Nousing Project be
awarded to the low bidder, Harris Paving Company, contingent upon Harris Paving
Company endorsing�the checl� irom Stockton, Gthatley, �avin 8c Company to the City c�f
Clearwater, the money represented by the check to be held by the City and Harris
Paving Company to be paid in �ccordance v1it12 the contract between Harris Paving
Company and the City of Glear?�ater for the �mprovement. Motion �vas seconded 'oy
Commissioner Roberts and carried unanimously.
Zn regard to the bids for the reproduction machine for the Engineering
Department, �he Ciby Engineer recommended accepting the bid of �1,873.80 for a
Copyflex 30 from the Cha.rles Bruning Com�any as the machine would not require
venting. Commissioner Roberts moved on the recommendation o�' the City Engineer
�hat the Comrnission accept the bid of the Charles Bruning C�nipany, Incorporated,
Atlanta, Ge�rgia, for Copyflex 30 at a cost of �1,873.80 as the lowes�; arid best bid.
PZotion was secanded by Commissioner Bohannon and carried unanimously.
B�r consent, T�em 3-C, Tires, Tubes and Retreads for City F1eet Vehicles for
next 12 months, was deferred to the next meeting.
In regard to awarc3ing the bids for dry cleaning, pressing and r�pair of Police
and Fire Department unizorms for the next year, the City Manager reported thaf, the
Pk�^chasing Department recommended acceptirig the low bid from Sanitary Clear_ers.
Commissioner Bohannon moved �hat the contract be awarded bo the Sanitary Cleaners
and the proper City of�'icials be authorized to si�n it. Motion was secol�ded by
Corrunissioner Roberts and carz�ied unailimously.
The City Attorney reported that he had received information from the Peninsular
Teleplzone Company as to the rates which they were seeking in connection w3.th their
application, that he had sent copies of the informa.tion to the Commissioners and
furnished a map sho�rring rate areas in the City. He presented a Rasolution authoriz-
ing him to represent the Ci'cy at the Public Hearing and indicating tha� the City
expec�ed the Rai7.road and Public Utilities Commission to keep the increase, if one
is given, as low as possible. Cormnisaioner Roberts moved on thE Cii;y Att-orney�s
recommendation that Resolution 56-2 to the Florida Railroad and Public U�ilities
Commission be adopte�. regarding the telepYione rate increase. Mr,tion was secondecl by
Commissioner Insco and carried unanimously.
