Commissioner Strang moved the bids be referred to the Manager for tabulation
and report back at the earliest possible time. Motion was seconded by Commissioner
~ohannon and carried unanimously.
In regard to awarding the bid for the paving of the street at the Greenwood
Housing Project, the City At~orney reported ~hat I~. J. S. Wilensky, a stockholder
and attorney who helped prepare the escrow agreement, had suffered a heart attack
last week. the City Attorney explained that the F.H.A. representative and Mrs.
Wilensky were trying to find the papers and the check. He suggested that the
matcer be postponed to next Monday's meeting.
Regarding the one bid received for the resurfacing of Pennsylvania Avenue
between Palmetto and Marshall Streets, the Manager reported that the Engineer
had checked it and recommended accepting the bid of $4,18).60 from the W. H.
Armston Company. Commissioner Bohannon moved on the ~ecommendation of the City
Manager and the City Engineer that the contract for the paving of Pennsylvania
Avenue from Palmetto to Marshall Street be granted to W. H. Arrnston Company in
the amount of $4,183.60 and ~he proper authorities be authorized to sign the
contract. Motion was seconded by Commissioner Strang and carried unanimously.
The Manager reported that the Engineer had checked the one bid received for
the resurfacing of Bay Esplanade from ~andalay to Aurel Way and that he and the
Engineer joined in recommending that the bid of $4,602.00 from W. H. Armston
Company be accepted. Co~mis5ioner Strang moved on the recommendation of the City
Manager and the City Engineer the awardin~ of the bid for the resurfacing of Bay
Esplanade from Mandal~y ~o Aurel Way to the W. H. Arms~on Company, Inc., for the
amount of $4,602.00 and the proper officials be authorized to execute the contract.
Motion ~as seconded by Commissioner Roberts and ca~ried unanimously.
In regard to the bids for air conditionin~ the Police Department, the City
Manager recommended accepting the low bid of $3,067.00 from Dean Roo~ing &
Sheet Metal Company, Clearwa~ert Commissioner Roberts moved on recommendation
of the City Manager and the Purchasin~ Department that the Commission accept
the bid of Dean Hoofing Company for air conditioning in the Police Department
and the court room in the amount of $3,067.00 and the proper officials be
authorized to sign ie. Motion was seconded by Commissioner Bohannon and carried
unanimOUSly.
The City Manager recommended accepting ehe bid of $6,375.00 from Pucketts o~
St. Petersburg for three motorcycles equipped with radios. He explained that the
radio equipment ~ould be paid for partly by matching funds from the Federal
Gover.nment under the Civil Defense Act. Commissioner Strang moved on recommendation
of the City Manager that Pucketts of St. Petersburg be a~arded the contract for
theee motorcycles in the amount of $6,375.00 and the proper officials be authorized
to execute it. Motion was seconded by Commissioner Roberts and carried unanimously.
Regarding the bids for a new police car with a trade-in of a 1954 Oldsmobile,
the City Manager recommended accepting the low bid of $$97.12 from Larry Dimmitt,
Incorporated, the car to be painted blac~. Commis~iioner Bohannon suggested that
the car be painted to designate it as a police official's car and suggested using
a li~ht color on top or a t~o tone effect. He also recommended that the -C.hief's
car' be given a number andt hat a number be put.. on every curiser Cor identification.
The Manager stated that the radio call number assigned to each car could be
painted underthe emblem on each door. Commission Bohannon moved on the City
Manager's recommendation that the contract for the police cruiser be granted to
Larry Dimmitt, Incorporated, Cor $897.12 and the proper City authorities be
authorized to sign it. Motion was seconded by Commissioner Roberts and carried
unanimously.

The Manager recommended accepting the low bid of $5,830.00 from Thayer
Motor Company for five i ton pick up trucks with a trade-in of one 1935 ;
ton Chevrolet pick-up and one 1938 Chevrolet coupe. The trucks were being
ordered for the City Garage, the Police Department, the Engineering Department,
the Disposal Plant and the Fire Department. Commissioner Bohannon moved on the
recommendation of the City Manager tijat the Thayer Motor ~ompany be granted
the con~ract for five i ton trucks, 1956 models, for the sum of $5,830.00 and
the proper City officials be authorized to sign the agreement. Motion was
seconded by Commissioner Roberts and carried ananimously.

the Manager requested ~hat Item 2-H, Reproduction Machine for Engineering
Depnrtmen~, be deferred to the next meeting as the En~ineer and the Purchasing
Agent have not completed their investigation of the bids.
It was requested by the Manager that the bid awarded to Cameron & Barkley
Tampa, for dredge pipe be cancelled due to an informality in the bid, primarily
because of the delivery date of December, 1956, as the City needs the equipment
before that time. Commissioner Roberts moved on the recommendation of the
Manager that the bid of Cameron & Barkley for dredge pipe be rejected due to
delivery date. Motion was seconded by Commissioner Bohannon and carried unanimosly.
The Mayor announced consideration of a request for '500.00 through the Special
Events Fund for the Junior American Legion Baseball Program. Commissioner
Bohannon moved on the recommendation of the Special Events Com~ttee that the
$500.00 be granted and the proper City officials be authorized to issue the check.
Motion was seconded by Commissioner Roberts and carried unanimously.
A memo addressed to the City Manager by the City Engineer was read which
pointed out that the plat of Druid Acres 2nd Addition shows a street named
Brookside Drive which is not co-terminous with the Brookside Drive north of
Druid Road in Brookside Subdivision. The Engineer suggested that the name of
Willowbranth Avenue in Druid Acre~~be changed to Brookside Drives since it is
practically co-terminou& with the Brookside Drive in Brookside Subdivision, and
that the other Brookside Drive be changed to Willowbranch. By consent, the
City Attorney was instructed to prepare a Resolution changing the street names.
In connection with the American Legion Junior Baseball program, Commissioner
bohannon moved tha~ the City Manager and the Recreational Director work with
George Dalby to try to get both the District and t he State meeting here next year
for the tournament. Motion was seconded by Commissioner Strang, and carried
unanimously.
The Manager reported that it would be possible to purchase chairs from the
American Seating Company for the Municipal Auditorium at a cost of $4.40 each or
thirteen cents more than the original bid of the chairs for the Stadium. It was
decided that 1,000 chairs would be sufficient for convention groups. It was the
O!tyJAtitonney's opinion that the chairs could be purchased in this manner since
opportunity for competiuion was given at the time of the ori~inal bidding.
Commmssioner Bohannon moved on the recommendation of the City ~a~ager that 1,000
chairs be ordered for the Auditorium, identical with the other ch~rs that we
purchased, at a price of $4.40 each and that the proper City Officials be
authorized to issue the order, as previous opportunity for bids had~been given and
~aving been received. Motion was seconded by Commissioner Roberts and carried
unanimously.
Commissioner Bohannon suggested that the Gity Manager issue an order so that
those chairs cannot be removed from the Auditorium wi~hout authorization from him.
Mr. Alfred Marshall, attorney, appeared before the Commission on behalf of
Mrs. E. Gale Jeffords." owner of Tracts A and B, Sunset Court Subdivision,
propesting the action of the City in closing Bay Shore Boulevard and denying
righL of access of his clien~ property. The City Attorney explained that the
City had notvacatedJ Bay Shore Boulevard but was contemplating the installation
of paving and making a parking lot with parking meters in this area. It was
pointed out that the plans for the parking lot include a paved area 19~ feet
wide which would still provide access to Mrs. Jeffords' property. By consent,
the City Attorney was directed to confer with Mr. Marshall on this subject.
The Mayor announced consideration of a letter from Mrs. Fannie Marks with
reference to a sublease 1i the Small Boat Marina' for Room 6. He explained there
was some question about approval of the lease as some items might compete with
other businesses: in the large Marina Building. By consent, the matter was
referred to the entire Commission as a Committee to be discussed at the ne~
executi~e session.

A request was read from Finch and Mosley as attorneys for St. Matthews
First Baptist Church that tax certificates for 1927, 1929 through 1939, totaling
approximately fifty dollars be cancelled since ~he church did not purchase the
property until 1951. Commissioner Bohannon i~uired as to whether this was
being used for church purposes or was a v.acant lo~. By consent, the Clerk
was request to investigate the use of the property and report at the next meeting.
The City Engineer explained his pro'p.1osed metha:d of assessing the sanitary sewer
installed in the area.,between Phoenix, Gulf-to-Bay Boulevard, Court, Hillcrest and
Druid Road. He requested approval of the method as shown by the map he presented
bo the Commission. By consent, the Commission instructed him to proceed wi~h the
assessment on ~ha~ basis.
A letter was read from Mr. J. Tweed McMu11en, attorney for Mr. Wm. L. Bassett,
stating that the Ci~y had granted Mr. Bassett an option to purchase the three acre~
of land adjacent to the space he now occupies on Hercules Avenue, and that accord-
ing to the con~ract the price for the trac~ involved would be set by a Board of
Arbitrators, all real esta~e brokers, one to be appointed by Mr. Bassett, one
appointed by the City andl.:those two to appoin~ a third. The letter stated that

The Manager submitted for approval a plat of Fa:Lr Oales Subd:l vision located
south of Druid Acres 1st and 2nd Additions. The Engineer approved the plat subject
to a drainage plan bel.nc; submitted and a statement indicating that septic tan:cs
would operate in this area. He reported that the drainage plan had been received
and the statement from the County Health Department approving septic tanl\:s '.'las on
file. It was reported that the developer, 1"1r. r.1. E. Sever, Has asking that the
property be annexed to the City. The f,1ayor appointed a Conulli ttee of Commissioners
Strang and Roberts to checl\: on the plat.
The City rllanager presented a work order for $225.00 to cover installatlon of
cable and one street light at the Seaboard Railroad and Jefferson Avenue.

R. Saxon, had requested a permit for the construction of a house on the north half
of Lots 5 and 6, Bloclc A, Crest Lake Subdi vi sion, and had been denied such a permit

and the City Commission for a fifteen foot setback from Grove Street for the south

~he Aviation Committee of the Clearwater Chamber of Commerce has held several
meetings regarding the complaints of noisy operation of aircraft and low flying
at the Airpark.
In meeting held 29 June 1956, at the Ft. Harrison Hotel, the following persons
wbb had compained by letter or through the Colonel Clearwater column of the
Clearwater Sun newspaper, were invited to attend.

The Manager-Secretary of the Chamber of Commerce, Mr. Paul Ficht, Mr. Robert
Bickerst.aff, Manager', Clearwater Airpark, Mr. Arthur Kruze, were in attendance.
The Complaints received were:
1. Noisy operat.ion of aircraft landing and taking-off from the airpark.
2. Aircraft flying so low on landing that one complainant stated that he
was forced to drop to the ground to avert being struck.
3. Rad~o and ~elevision reception was distrurbed.
The Aviation Committee has considered the following alternates possible in making
their recommendation:
1. Retain the Airpark at~e present location.
2. Relocate Clearwater Airpark where it will be accesible for Clearwater
executive, traingng , and sport flying.
J.IIRequire the Airpark operator t.o mo~e to Pinellas International Airport
and operate ~ with Passenger Airlines, Cargo Freighters, and Military
Aircraft.
Irhe Aviation Committ.ee has investigated every phase of this situation and the
following facts have been established:
L. ~he Clearwat.er Airpark is probably the most ideally located Aytpark in
~he en~tre state of Florida, close to the business area and convtnien for
execu~1ve use by our industries locating in ~h1s impor~ant area.
2. The noise problem is of negligible impor~ance. It developed by actual
comparison that it is much less objectionable and with considerably less noise
level than passing motorcycles, trucks, lawn movers, or large commercial air-
liners flying overhead.
J. Residents living in this area testified, with the exception of 'Mr. B~rsa,
that abey have not witnessed low flying aircraft. near the Airpark, nor has noise
been objectionable a~ any t.ime.
~. The complainants have purchased or buila their homes with the full
knowledge that the Airpark was located~arby.
5. The Airpark is used for reSQue operations, for transporting patients to
distant hospitals, for exterminating of mosquitoes and citrus pests such as
the Mediterranean fruit fly and others. For evacuation in event of a castrophe.
6. The Airpark is valuable in interesting young men and ladies in the
defense of our country.
7. The Civil Aeronautics Authority have received no reports of violations
of regulations on low flying near the Airpark.
Mr. Arthur Kruze, who identified himself as being a member of the Planning Board
asked to be heard and stated that long range planning had develpped~ the possibility
that it may be desirable to extend Keene Road to t.he north which would bisect the
Airpark.

It is the unanimous recommendation of the Aviation Committee of the Clearwater
6hamber of Commerce That:
1. The Clearwater Airpar.k remain in its present excellent location.
2. The operator of the Airpark be requested to:
a. Educate~ and cont.rol both local and ~ranscient piaots in methods
of noise reduction.
b. Educate~ and cont.rol pilots in the use of t.he short tra6fic patteph~
for each run'Way t.o redue'e t..he over-flying of residential ar-eas ~
an absolute minimum.
c. Adjust the hours of operation of aircraft engines so as to disturb
the residents the least amount pOSSible.
d. Inst.ruct all pilots not to use the first thousand feet of~e run-
ways on landings except in an 'men~ency.

The Mayor called the meeting to order and announcec3 the first item would

and attorney who helped prepare the escrow agreement, had suffered a heart attack

Wilensky were tryin� to find the papers an� the check. He sug�esLed that the
matter be postponed to next PQonday's meeting. ,
Regarding the one bid rsceived for tne resurfacing of Pannsylvania Avenue
b�tween Palraetto and iKarshall Streets, the Nianager reported that the Engineer
had checked it and recommended accepting the bid of �d�,l$3,60 frem the P�. H.
Armston Company. Commissioner Bohannon moved on the Eecommendation �f the City
Manager and the City Engineer that the contract for the paving of Pennsglvania
Avenue from Palmetto to �arshall Street be granted to W. H. Armston �ompany in
the amount of ��.,1$3.60 and the proper authorities be authorized to sign the
contract. Motinn was seconded by Commissioner Strang and carriea unanimously.
The Manager reported that the Engineer had checked the one bid received for
the resurfacing of Bay Esplanade fron Mandalay to Aurel Way and that he and t he
Engineer joined in recommending that the bid of ��.,602.00 from W. ii. Armston
Company be accepted. Commissioner Strang moved on the recommenda:tion of t he City
Manager and the City Engineer the awarding o.f the bid for the resurfacing of Bay

The City Manager recomniended accepting the bid of �6,375.00 from Pucketts of
St. Petersburg far three motorcycles equipped with radios. He eacplained that the
radio equipment would be paid for partly by matching funds from the Federal
Gover.nment under the Ciuil Defense Act. -0ommissioner Strang moved on recommendation
of the Gity Nianager that Pucketts of 8t. Petersburg be awarded the contract for
th�ee motorcycles in the ar�ount of �6,375.00 and the proper officials be authorized

Regarding the bids for a new police car with a trade-in of a 1n54 Oldsmobi�e,
i�he City Manager recommended accepting the low bid o.f $�$97.12 from Larry Dimmitt,
Incorporated, the car to be painted blac�. Commissioner Bahannon suggested that
the car be paintecl to designate it as a police official�s car and suggested using
a light color on top ox a two tone efiect. He al�o• recommended that �e-C.hief's
car be giveri a' nui�ber and � hat a number be pui�: on every curiser ior identifica::ion.
The Manager stated that the radia call number assigned to pach car could be
painted underthe emblem on each door. Commission Bok�annon moved on �he City
Manager�s recommenda�ion that the contract for �he police cruiser be granted to
Larry Dimmitt, Incorporated, for ��97,12 and the proper City authorities be

ordered for the City Garage, the Police Department, the Engineering Dopartmenh,
the Disposal Flant and the Fire Department. Comarissxoner Bohannon moved on thd
recommen�ation of the City Manager t�ia� the Thayer Motor �ompany be granted
tlxe conLract for five � ton.trucks, 1956 models, for t he sum of �5,$30.00 and
the proper City officials be authorized to sign �he agraement. Motion was

The P�iana�er requested that Item 2-H, Reproduction Machine for Engineering
Departroent, be c�eferred to the next meeting as the En�ineer and the Purchas3ng
Kgent haee not completed their investigation of the bids.
It was requested by the Manager that the bid awarded to Cameron & BarkZey,
Tampa, fQr dredge pipe be cancelled due to an in"formality in the bid, primarily
because of the delivery date of December, 1956, as the City needs the equipment
before �hat time. Cammissioner Roberts moved on the recnmmendation of the
Manager that the bid of Cameron & Barkley for dredge pipe be rejeeted due to
delivery date. �iotion was seconded by Commissioner Bohannon and carried unanimosly.
The i�iayor announced coilsideration of' a request for �500.00 through the Special
Events Fund for the Junior �merican Legion Baseball Program, Commissioner
Bohannon moved on the recommendation of the Special Even�s Commd�ttee that t�^ie
�500.00 be granted and the proper City oi'ficials be authorized to issue the check.
Motion was seconded by Commissioner Roberts and carried unanimously.
A memo addressed to the City Manager by the City Engineer was read which
pointed out ihat the plat o.f Druid Acres 2nd Addition shows a street named
Brookside Drive which is nat co-t;erminous V�ith the Brookside Drive north o�
Druid Road in Brookside 3ubdivision. The Engineer suggested that the name of
Willowbran�h Avenue in Druid Acrestbe changed to Brookside Drives since it is
practically co--terminou� raith thz Braokside Drive in Brookside Subdivision= and
that the other Bro�kside Drive ;�e changed to Will.ewbranch. By consent, the
City Attorney was instructed to �reparQ a Resolution changing the street names.
In connecLion with the American Zegion Junior Baseball program, Commissioner
�ohannon moved that the Ciiy Mana�er and t he Recreational Director work with
George Dalby to try to get ooth the District and t he State meeting here next year
for the tournamenL. Motion was seconded by Commissioner Strang, and carried
unanimously.
The I�Ianager regorted that it would be p�ssib�e to purchase chairs �ro�m the
American Seating Company for the Municipal Auditorium at a cost of $�4.y:0 each or
thirteen cents more thai� the original bicl of the chairs for the Stadium. I� was
decided that 1,OQ0 chairs �vould be sufficient for conver.�ion groups. It was the
�iiy;3Attorrey°s opinior_ that the chairs could be purchased in �his manne�+ since
opportunity for competibion was given at the time of the original bidding.
Commmssioner Boh�nnon moved on the recommendation of the City �+Ia ager that 1,Od0
chairs be ordered for the Auditorium,identical with the other ch`�rs that ws
purchased, at a price af �1�.l�0 each and that the proper City Officials be
authorized to issme the order, as previous opportunity for bids ha� been given and

unanimously.
Commissioner Bohannon suggested that the City Manager issue an order so t hat
those chairs �annot be removed from the Auditorium with�ut authorization fy�om him.
Mr� Alfred ��iarshall, attorney, appeared before the Commission on behalf of
Mrs. E. Gale Jeffords., owner of 1^racts A and B, Sunset Court Subdivision,
prope�ting the action of t he Citp in closing Bay Shore Boulevard and denping
righ� of access af his eZ�ent;� pxoperty. The City Attorney explained that the
City had noL vacated:.i Bay S'nc)re Buulevard but was contemplating i;he inetallation
oi paving and ma�cing a parkzng lot with parking meters in this area. It was
pointed out that the plans for the parking lot inr,lu�e a paved area 1$2 feet
wide which ;�ould still provide access to Pdr�. Jeffords' property. By corsent,
the City Attorney was directed to confer with P4r. Marshall on this subject,
The Mayor announced consideration of a letter from Mrs. Fannie Marks with
reference to a sut�lease �m the Small Boat Marina'for Room 6. He ex�slained there
was some question about approval of the lease as some items might compete with
other businesses in the large Marina Building. By consent, tr,e matter was
referred to the entire Commission as a Committse to be discussed at the ne��
executiv.e session.
A request was read from Finch and Mosley as attorneys ior St. NIatthews
First Baptist Church that tax certificates for 1927, 19z9 through 1939, totaling
approximately fifLy dollars be cancelled since Lhe church dzd not purchase the
property until: 1951. Commissionex Bohannon ina;uired as to whether this was
being used for church purposes or was a va�ant`lot. By consent, the Clerk
was request to investigate the use of the p�perty and report at the next meeting.
The City Engineer explained his pro�.Posed meth� of assessir.g the sanitary sewer
installed in the area.between Phoenix, Gulf-to-Bay B�ulevard, Court, Hillcrest and
Druid Road. He requested approval of the method as shown by the map he presented
bo the Commission. By consent, the Commission instructEd him to proceed with the
assessment on that basis.
A letter was read f�om Mr. J. Tweed McMullen, attorney for Mr. Wm. L. Basse�t,
stating that the City had granted Mr. Bassett an option to purchase the �hree acres
of land adjacent to the space he now occupies on Hercules Avenue, and that accord-
ing to t he contract the price for the tract involved would be set by a Board of
l�rbitrators, all real estate brokers, one to be appointed by P+Ir. Basse�t, one
appointed 'by the City and'those two to appoint a third. The Ietter stated that

center lxne of Druid Road, The City Engineer reported ihat on the original plat
tentatively appzav�cl by the Commission and the Planning Board there v�as a thirty foot
dedi�at3.on for Turner Street east to Keene Road and h�; did not approve removal oi'
this dedicat3on from the present plat. Af'i;er some ��scussion, the N�.yor appointed
Commissioners Roberts and Strang to serve as a Committee �a cheel. further on the
matter.
The Caty Attorney arznounced that he had pz^epared a proclama�ion desi�nating
Au�ust 16th to 18th as Clearwater Bargain Days. The proclamation t��as presented to
the Mayor for signin� by a Committee from the Merchants Association consisting of
Mr. Gene Davis, Chairman, Messrs. Earl 4Jilson, E, C. Marquardt, S. A, Korones, A. V.
Iiancock and Larry Friecllander.
A letter was read from the Ati�iation Committee oF the Chamber of Commerce vthich
reported that the Committee had investi�ated complaints df noisy operation o�'
aircraft and low �lyin6 at the Airpark and recommended that the Airparit remain in
its present excellent location and bhat the operator of the Airpark use certain
methods of controlling naise, etc. The comple�e report is set forth in the
i'ollowin� pages of tl2ese minutes and by reference is made a part hereai,
Comrnissioner Stran� moved that t11e report be received and accepted axid aciLno���ledged

would operate in this area. He reported that the drainage plan had been received

The Complaints received were:
l. Noisy operation of aircraft landing and :`aking-off from the airpark.
2. Aircraft flying so low on landing that or_+: complaina.�t stated that he
was forced to drop to the ground to avert being struck.
3. Radio and televisian reception was dist�}urbed.
�. The Aviasion Committee has considered the following alternates possible in making
their recommendation:
1. Retain the Airpark atthe present location.
2. Relocate C1ear•water Airpark whexe it wi11 be accesible for Clearwater
executive, traingng , and sport ilying.
3.nRequire the Airpark uperator to mo�ce to Pinellas International Airport
and operate � with Passsnger Airlines, Cargo Freighters, and Military
Aircraft.
The Aviation Committee has investigated every phase of this situation and the
following factslave been established:
�,. The Clearwater Airpark is proba�bl� the most ideally located Ai park in
Lhe �n�ire stats of Florida, close to the business area anu conv+9nien�or
executive use by our industries Itocating in this important area. �
2. The noise problem is of negligible importance. It developed by actual
comparison that it is much less objectionable and with considerably less noise
Zevel thaix passing motoraycles, trucks, lawn moa►ers, or l.arg2 commercial air-
liners flying overhead.
3. Residents living in this area testified, with the exceptio�} oi Mr< B�rsa,
trat �hey have not witnessed low flying aircraft near the Airpark, nor bas noise
been objectionable aL any time.
4, The complainants have purchased or buil� their homes with the full
knowledgz that the Airpark was located ttearbg�..
5, The Airpark is ussd for resnu� aperations, for transporting patients to
�istant hospitals, for exterminating of mosquitoes a nd citrus pesta such as
the Mediterranean fruit fly and others. For evacuation in event of a castrophe.
6. the Airpark is valuable in interesting young men and ladies in the
defenee of our country.
7. �he Civil Aeranautics Authority have received no reports of viclations
of regulations on low flying near the Airpark.
ldre Arthur Kruze, who identified himself as being a member of the Planning Board
asked �o be heard and stated that long range planning had deve�.�sped' the possibility
that it may be desirable to extend Kesna Road to the north which would bisect the
Airpark.
It is t he unanimous recommendation of the Aviation Committee of the Clearwater
6hamber of Commerc-2 ^lhat:
1. �he Clearwater Airpaxk remain in its present exeel3ent location.
2. The operator of the �lirpark be requested to:
a. Educate� and contro�. both local and transcient pidots in methods
of noise reducLion.
b. Educategi and control pilots in the use of the short tr:a�fic pattenn:
for each runway to redu�-e the over-flya.ng of residential �r-eas ta
an absolute minimum.
c, Adjust the hours of operation of aircraft engines so a s tn disturb
the residerts the least amount possible.
d. Instruct all pilots not to use the first thousand feet oft3�e run-
ways on landings except in an �men,ency.
