July 2, 1956
The City Commission of the City of Clearwater met in regular session at City
Hall, Monday, July 2, 1956, at 1:30 P.M. with the follo\'ling members present:

The Mayor called the meeting to order. Con~issioner Insco moved that the
minutes or the regular meeting of June 18th and the special meeting of June 25th
be approved in accordance with copies furnished each member in writing. Motion
was seconded by Commissioner :Bohannon and carried unanimously.
The City Manager reported that three bids had been received for constructing
groins and bullcheads on the Gulf side of Clear\^later Beach from Acacia to Aurel Way.
The bids were read as follows:

W. D. Owens Construction Co., Clearwater
Upon the City Manager's recommendation, Commissioner Strang moved that the bids be
referred to the Engineer for tabulating and report at the next meeting. Motion was
seconded by Commissioner Insco and carried unanimously.
It was repo~ted by the Manager that three bids were received to construct
sanitary sewer on Gul~ to Bay Boulevard between Nimbus and Gunn Avenues. The bids
were read as ~ollows:

according to the Manager's recommendation. Motion was seconded by Commissioner
Bohannon and carried unanimously.
The C1 ty Manager reported that six b:i.ds were received for two carloads of
six inch cast iron pipe for the W~ter Department with an alternate o~ shipping by
rail or by trucl-c. The bids were read as follvwG:

A~ter tabulation, the City Manager reported that there were two identical low bids
of' $1.60 per foot by rail and $1.68 per foot by trucl<:j since the Davis rIleter &
Supply of Thomasville, Georgia, was bidding on the Alabama Pipe Company's delivery
of' pipe, he thought it would be best to deal direct with the manufacturer and accept
the bid from the Alabama Pipe Company of Anniston, Alabama. Commissioner Strang
moved to award the contract ~or two carloads of cast iron pipe to the Alabama Pipe
Company in the amount o~ $1.68 per foot by truclc deli very. Motion was seconded
by Commissioner Bohannon and carried unanimously.
Mr. Harold Briley" Consulting Engineer, presented a rendition of the sewer
plaht to serve Clearwater Beach and proposed that the new plant be located off the
Causeway on the Island Estates ~11l, that there would be an adjacent pa~(ing area
and that it would be next to the proposed co~nercial development on Island Estates.
He said the present capacity of the plant would be one million gallons per day and
provision would be made to handle one and one-hal~ million gallons per day.
Mr. Briley reported that he had asked the City Manager to advertise for bids
for the ne\'1 sewage sludge digester for the Marshall Street Disposal Plant to be
returned on ~ugust 13th, and recommended that this be financed by part of the
$246,650.00 balance of the 1955 revenue certificate issue.

a balance of $2l~6, 650.00 available for other projects. rrhe report nloo set forth
the amounts that \'/ill be required for the completion of the enlarc;ement to the
Marshall Street Plant; the Clearwater Beach sewage plant coverin~ the development
of the f.1arina ways, seawalls, landscapinc;, fac:LlJtleG on the \'later's edge for boat
doc1w for 45 boats; additional improvements to the \'1;"1..ter aystem; the second phase

mains. Mr. Briley estimated the total cost of these projects at $1,996,650.00 ~lich

top to make an observation post for the Ground Observer Corps. Commissioner

Corps on the reconunondation of the City Manager. Motion was seconded by

The r'1ayor reported tho.t he had received the resignation of Mr. Reade Tilley,
Ci vil Servi ce Board member, \'/hose term ,expired July 1 st. He reconunended the
appointment of ~1r. James Vinson. Commissioner Insco moved that James Vinson be
appointed to the Civil Service Board to serve for a period of three years, that the
Commission accept Mr. Tilley's resignation ''lith regret and that he be conunended for
his service to the City on the Civil Service Board for many years. Motion was
seconded by Commissioner Strang and carr~d unanimously.
Commissioner Strang offered a suggestion to the Civil Service Board that when
the Civil Service Board Chairman has a complaint to malce about the City Conunission
or the City Manager that he make it to the Commission and not to the newspapers
and the Federation of Civic Clubs. He said the Commission had met with the Civil
Service Board within the last ten days and not one word was mentioned about lack
of cooperation at that time. Mayor Brown and Commissioner Insco concurred that
any criticism should be brought ill.rect to the City Commission. Commissioner Strang
moved that a Resolution be prepared and directed to the Civil Service Board to
that effect. Motion was seconded by COlnmissioner Insco and carried unanimously.
The City Manager sugeested that a letter be attached to the Resolution asking that
the Civil Service Board take some action on setting the boundaries for residence
requirements for the City employees. The Mayor recommended that the Civil Service
Board be informed it '1ill be necessary to waive residence requirements on applica-
tions for an Assistant Superintendent at the Disposal Plant.
The City Attorney presented a Resolution authorizing that $2~940.29 be paid
to Briley, Wild and 1\ssociates by the First National Bank of Clearwater as Trustee
of the Construction Trust Fund. Commissioner Strang moved that the Resolution
be adopted and that the proper of~icials be authorized to execute it and that the
bill be paid. Motion Nas seconded by Commissioner Boh~nnon and carried unanimously.
The City Manger presented a worle order for $400.00 to cover changing the
pumping station at the corner of Drew and Hercules from single phase to three phase
current. Commissioner Strang moved that a work order in the amount of $400.00
be approved to change the pumping station in the aforementioned place. Motion was
seconded by Commissioner Bohannon and carried unanimously.

moved on the reconullendation of' the City Manager that tho ~'1orle order of $2,911.20 be

The Manager reconunended approvn.l of a \'lOrl{ order for $ 3'71.00 for five street-
lights on Sunnydale Drive. Commissioner Strang moved that a worle orde~ in the
amount of $371.00 be q,pproved for five streetlighto on Sunnydale Drive. Motion
was seconded by Commissioner Insco and carried unanimously.
The Manager recommcnded installation of 340 feet of two inch water main
extension on Carolina Street west of Michigan Drive (Bay View City Sub., Block A,
Lot 2) at an estimated cost of $315.00. Comndssioner Bohannon moved that the
extension be approved. Mot:ton \'TaS seconded by Commissioner Strang and carried
unanimously.

120 feet of the south half of' Lot 3, Bloclc 12, !vIiI ton Parle Subdivision, and the
mmer of a tract 290 feet by InS feet (:'11 the southvlC at corner of GreenvlOod and
Jeff'ords Street to have the lots cleared in accordance with a petition signed by
neighboring property o~mers. The Manager explaincd the work could not be done by
the City I S regular lot mowing equipment but w'ould need to be a contract job if
the Oi'mer did not talce care of it. Conuniss10ncr Strang moved the Resolution be
adopted and the proper officials be authorized to execute it. Motion was seconded
by Commissioner Bohannon and carried unanimously.

Resolution. Motion was seconded by COmmlssioner Bohannon and carried unanimously.
The Mayor commented that many rumors "lore circulating in the City concerning
possible racial dirficulties. He stated th:lt these rumors had been checked by the
Chief of Police and found to have no basis of' factj however, to set the people's
minds at rest, a proposed ordinance had been prepared declaring the need for
regulation of the use of Memorial Causeway and the public beaches on Clearwater
Beach Island and providing delegation of authority to the Chief of Police and the
City Manager to exercise discretion in regulating the use of' Memorial Causeway and
the public beaches on Clear\'1ater Beach. The City i\ttorney read Ordinance 713 on
its first reading. Several amendments were suggested by the Comrrdssioners which
\'lere noted by the City Attorney. Comrrdssioner Bohannon moved that Ordinance 713 as
amended be passed on its first reading. Notion was seconded by Commissioner
Strang and carried unanimously.
Commissioner Strang moved that Ordinance 713 be considered on its second
reading by title only vli th tho unanimous. consent of the Commi ssiol1. Motion lras
seconded by Commissioner Insco and carried unanimously. The City Attorney read
the Ordinance by title only. Commissioner Strang moved that Ordinance 713 be
passed on its second readlng by ti tl e only. ~lotion \'1as seconded by Corrunissioner
Bohannon and carried unanimously.
Commissioner Strang moved that Ordinance 713 be considered on its third and
final reading by unanimous consent of the Commissj.on. Motion was seconded by
Commissioner Insco and carried unanimously. The City Attorney read Ordinance 713
in full. Cornmdssioner Bohannon moved that Ordinance 713 be passed nnd adopted on
its third and final reading and the proper ofi'icials be authorized to sign it.
Motion was seconded by Commissioner Strang and carried unanimously.
The City Attorney reported that th.e Houston Texas Gas and Oil Company in
connection \'lith the pending hearing before the Federal Power Commission had riled
a motion asking that the hearing place be changed i'rom Washington, D.C., to some
place in the central part o~ Florida. Arter discussion, the City Attorney was
directed to suggest that the hearing be held in Clearwater if possible.
COlmmssioner Insco reported that retired Fire Chiei' Treola had suggested
that the Commission consider as the site of the new fire station in east Clearwater
the City property located at the northwest corner of Drew Street and Weber Avenue~
160 x 1,300 feet. Commissioner Insco recommended that a Committee be appointed
to investigate the suggestion. By consent, the Engineer was directed to
prepare a sJ{etch of' the property concerned, and the Clerk was directed to check
the records and prepare a memo on the City IS ownershj.p of the property" .

Commissioner Insco reported that he had met w1th the Planning Board at its
regular meeting on lust Thursday and had asleed for a delay in calling the meeting
of' the Planning Board, the Parl<:s COlluni ttee, the Garden Cl,ub and other interested
parties to discuss plans for development of tIle Stevenson Creek fill until such
time as he was abl e to report bacl{ to the other membera of the Parl<:s Conuni t tee
(Mayor Brown and CommiDsJoner Roberts) to inform them as to thc use that the
Plannlng Board had reconunended for t11e Stevenson Creele i'ill. Conuniosioner Insco
stated he wanted to clear up a nrlsul1derstanding on a printed report that he was
bypassing the Conullis S1011 and the ci vie groups too. Thc Mayor conunented that it

The Mayor recommended the appointment of Mr. Ross Norton. Commi~sioner Insco
moved that r~. Ross Norton be appointed the Right of \1ay Agent ~or the City.
Motion Nas seconded by Commissioner Strang and carried unanimously.
It \^las suggested by COl1U11i ssioner Insco that records be set up to keep a
separate record on the cost of operation of each City vehicle. Conunissioner
Strang moved that Commissioner Insco be appointed as a Conuni ttee to worl~ with
the City Treasurer to set up cost controls for each vehicle. Motion was seconded
by Conunissioner Bohannon and carried unanimously.
Cornmdssipller Strane; recommended the appointment of Mr. Earl S. Ward as an
alternate to the General Contractors Examining Board on the request of the
Chairman of the Contractors Examining Board. The Mayor agreed \'Ji th the recorrunenda-
tion. Conunissioner StranG moved that X.tr>. Earl S. ~oJard be appointed as an a:l:;ernate
to the General Contractors Examining Board. Motion VIas seconded by Commissioner
Insco and carried unanimously.
The City Manager pre sented a \'Torle order for $621.00 for

The City Attorney reported that he had prepared the instl"uments between the
City and Aerosonics Instrument Corporation to cover the purchase of certain
property fronl the City in Section 12-29-15. He gave out copies of a plat showing
the property to the Conunissioners. He said the President of the Corporation ".'las
in Cleart'rater, and subject to the approval of the Commission, he had dral'ln a deed
~rom the City to the Corporationj a grunt of utility easement from the Corporation
bac1e to the Ci t;y for the north ten feet and the vJest ten i'eet of' the property j a
promissory note executed by the Corporation to the City for the sum of $4~300.00
payable ':1i th interest at 57b amortized over a period of f'i ve ;>rears t'T1th monthly
payments o~ $81.15 secured by 0. second mortgaGe on the premises, subordinate only
to a. f'irst morte;ac;e in ~avor of' the Clearvrater Federal Savinga and Loan Assoc:i,atj.on

The Mayor asswned the Chair again.
In connection with preparing the rwtice for the proposed sale of forty acres
north o~ the l\irport" (Lots 5-12) Pinellas Groves), the City ;\ttorney suggested
asldng ~or sealed bids to be opened by the Commission. The fllayor expressed an
opinion that sealed bids would eliminate competition, but if satisfactory bids were
not rece:l,ved at the auction sale, the City could re-advertise on the sealed bid
basi s. It was brought out that the \'lell on the property \'laS still usable but not
connected to the City system. It \1aS decided that land contracts would be prepared
to be filled in at the time of the auction subject to the CommisSion'S approval
and authorization for conwletion. There being no rurther business to corne before
the Board" the meeting \'1US adjourned at 4:00 P .N.

In accordance with your resolution dated June Ie, 1956, we submit herewith
a summary and ~stimates of cosr. for your information and further use of your
Fiscal Agent and City Attormey in the preparat~on of the resolution covering ~he
validati on of revenue certificates reouired for the SJlaO"ndI phase of your utility
improvement program.
'l'his program covers t.he enlargement and ITovision of complete trear.ment at
the Marshall Street Sewage ~reatment Plant and the construction of a modernist.ic
and well planned Sewage 'J.'reat,ment Plant to se17ve the beach area and to be located
adjacent. to the Causeway on land provided by ot.hers. Also included in t.his
program will be the rehabilitation and enlargement of certain pumping stations,
force mains and intercepter sewers t.hrou~hout ~he beach area and mainland port&on
of t he City. ''che necessary funds are also incl uded in this program to cover t.he
second phase of your water improvement project and conf'orm to t he preliminary plans
previously accept.ed for this u~ility. Funds are also included in this program to
prOVide ~he second phase of cons~ruction covering additional storm sewers to serve
additional arbas of t,he down~own section of the City, which experience excessive
flooding during heavy rains and ~hich must be corrected as soon as possible and
prior t.o your overall street. improvement program.

the public peaoe, heal~h, welfare, and safety of its ci~izens and the pulbic
generally.

empowered to co nt.r01 ~he t..ilCi3 <lnd manner in which vehicular or pedestrian
traffic crosses Memorial Causeway in s~id City. In so doing. he shallgive
due regard ~o ~heOODditions of Cra~fic t.hen existing, the number of vehicles
in a given procession moving as a unit., and t.he ooo~rol Lhereof reuqired to
insure t.he ::3ufety and protect.ion of the public. In the descretion of t.he
Chief of Folice and his duly aut.horized officers !lnd ar;ents, persons using or

The P4a.yor called the meeting to order. Commissioner Insco moved that the
minutes of �the regular meetin� of June 18th and the special meetin� of June 25th
be approved in accordance wa.th copies furnished each member ir_vrriting. Motion
was seeonded by Commissioner Bohannon and carried unanimously,
The City Manager reported �hat three bids had been receiveci for constructing
groins and bulkheads on �he Gulf side of Clearzaater Beach from Acacia to Aurel Way.

Upon the City Manager's recommendation, Commissioner S�rang moved that the bids be
referred to the Engineer for tabulating and report at the next meeting. MoLion was
seconded by Commissioner Insco and carried unanimously,
It was reported by the Manager that three bids were received to construct
sanitary sewer on Gu.lf to Bay Boulevard between Nimbus and Gunn Avenves. The bids

After tabulation, the City Manager reported that there v�ere tr,vo identical low bids
of $1.60 per foot by rail aizd $1.68 per foot by truck; s�nce the Davis Meter &
Supply of Thomasville, Geor�ia, was Uidding on the Alabama Pipe Company�s delivery
af pipe, he thought it would be best to deal direct with the manufacturer and accept
the bid from the Alabama Pipe Company of Anniston, Alabama. Commissioner Strang
moved to a�vard the contract for two carloads of cast iron pipe ta the Alabama Pipe
Company in tne amount of �1.68 per foot by truclt delivery. Motion was secnnded
by Commissioner Bohannon and e�.rried unanimously.
Mr. Harold Briley, Consulting En�ineer, presented a rendition of the sewer
plal1t to serve C1ear�vater Beach and proposed that the new plant be located off the
Causeway on the Island Estates fi11, that there would be an adjacent parlcing area
and that it would be next to the proposed commercial development on 2sland Estatzs.
He said the present cagacity of the plant would be one million gallons per day and
provision would be made t� handle one and oz�e-half million gallons per day.
Mr. Briley repoited that he h�.d asked the Ci{;y rlana�er to advertise for bi3s
for the nev�T sewage sludge digester for the Marshal'1 Street Disposal Plant to Ue
returned on Au�ust ljth, and r�commended that this be financed by part of the
�p2�FG,650.00 balance o� the 1955 revenue certificate issue.

that the Architect re-design tlze canopy on the AuditoriLtm to save some money and
when tizis is done, that the amount saved be cvritten on a change order. Comrr�i.asioner
�tran� moved that the hid af �15,7i7.00 for the exterior remadeling of the
:�uditorium be ajvarded to Cleartaater Construc�ion Company, Clearwater. Motion cvas
seconded by Conunissioner Bohannon and carried tiinanimously.
Th� Cit,y Manaoer presented a t,rork order for �610.00 to cover installation of
a stairtivay to the top of the Harbormaster's office at the Marina and a p�.atform on
top to ma�le an observation post frr the Ground Observer Corps. Commissioner
Bohannon moved that a tvork order be approved for $610.00 for the Ground Observer
Corps on the reco±nmendation of the Cit;� Manager, Motion was seconded by
Conunissioner Insco and carried unanimously.
A letter zvas read �'rom Mr, L. B. ti�dilkes, District Manager of' the Guli' Oil
Corporation, proposing to lease the City property on the northtvest corner of
Causeway Boulevard and Poinsettia Avenue (part oi' Lot 5, City Park Subdivision)
to erect a service station. The Mayor explair_ed that the Commission is contemplating
use of this space for a civic center location and parking facilities, has turned
doum numerous requests for lease and is not disposed to clzange its policy at this
time. By consent, the Com.�ru,ssion aoreed to deny the request for lease.

The Mayor reported that he had received �he resignation of NLr. Reade Tilley,
Civil Service Board member, tivhose term.expired Jul,y lst. He recommended the
appointment of Mr. James Vinson. Commissioner Insco moved that James Vinson be
appointed to the Civil Service Board to serve for a period of three years, that the
Commission accept Mr. Tilley�s resignation with regret and that he be commended for
his service to the City on the Civi1 Service Board for many years. Motion tivas
seconded by Commissioner Strang and carr.�d unanimously.
Commissioner Straizg offered a suggestion to the Civil Service Board that when
the Civil Service Board Qhairma.n has a comp7.aint to make about the City Commission
or the CiLy Manager that he make it to the Cc�nmtssion and not to the newspapers
and the F�deration �f Givic Clubs. He said the Commission had met with the Civil
Service Board wib��in the last ten days and not one word was mentioned about lack
of cooperatiora at ��hat time. Mayor �rov,m and C�minissioner Irlsco concurred that
any criticism should be brought direct to the City Commission. Gommissioner Strang
moved that a Resolution be prepared ancl directed to the Ci�ril S�rvice Board to
that eff'ect. Motion �vas seconded by Commissioner Insco and carried unanimously.
The City Manager sug�ested that a letter be attachec� to the Resclution asking that
the. Civil Service 3oard take some action on setting the boundaries for residence
requirements for the City employees. The Mayor recommended t11at the Ci�ril Service
Board be informed.it ivill be necessary to vraive residence requirements on applica-
tions for an Ass�stant Svperintendent at tize Disposal Plant.
The City Attorne�r presented a Resolution authorizing that $2,g4o.29 be paid
to Sriley, Wild and Associates by the First National Bank of Clea.rwater as Trustee
of the Construction Trust Fund, Commissioner Strang moved that the Resolution
be adopted and that the proper officials be authorized to execute it and that the
bill be paid. Motion was seconded by Commissioner Bohannon and carried unanimously.
The City Manger presented a worl� order for $400,D0 to c�ver changing the
pumping station at �he corner of D-rew and Iiercules from sinole phase to three phase
current. Commissioner Si;ran� moved that a work order in ihe amoizni of $400,00
be approved to change the pumping station in th� aforementionPd place. Moti�n was
seconded by Commissioner Bohannon and carried unanimously.

� Resolution was presented by the Manager requiring the o��mer of the ea�t
120 feet of' the south half of Lot 3, Block 12, Milton Park Subdivisi�n, and the
otivner of a tract 2g0 feet by 418 feet c�n the southvrest corner of Greennrood and
Jeffords Street to have the lo�s cleared in accordance t�rith a peti�ion signed by
�ieighboring property owners. The Manager• explained the work could not be dane by
the City�s regu�.ar lot mov�ing equipiner_t but would need to be a cortract job if
the oNmer did not take care of it. Commission.er Strang moved the Resolution be
adopted and the proper officials be aizthorized t� execute it, Motion ,�ras seconded
by Commissioner Bohannon and carried unaninously.
A Resolution �aas presen�ed requiring th3rtiy-five property ovm ers to clean their
lots �f ��reeds and underbrush. Commiilsioner Strang moved the adoption of the
Resolution. Motian was seconded by Commissioner Bohannon and carried unanimoasly.
The Mayor commented that many rumors were circula.�ing in the City concerning
possible racial difficulties. He stated that these r.umors had been cheeke� by the
Chief of Po3ice and found to have no basis of fact; however, to set the people�s
minds at rest, a proposed ordinance had been prepared declarin� tihe need f'or
regulation of the use of Memorial Causeway and the public beaches �n Clearwater
Beach Island and providing delegation of authority �o the Chief of Police and the
City Manager to exercise discretion in regulating the use of Memorial Causeway and
the public beaches on Cle.arwater Beach. The City Attorney read Ordinance 713 on
its first reading. Several amendments tvere suggesLed by the Commissioners ivhicn
were noted by the City Attorney. Commissioner Bohannon moved that Ordinance 713 as
amended be passed on its first reading. Mo�ion :vas seconded b�- Commissioner
Strang and carried.unanimously.
Commissioner Strang moved that Ordinance 71.3 be considered on its second
reading by title only vrith the unanimous.consent of the Commission. Motion tvas

The City 1lttorney reported that the Houston Texas Gas and Oil Company in
connection with the pending hearin� before the Fedexa7. Poti�rer Commission had i:lec�
a motion asking that the hearing place be changed from Washington, D.C., to some
place in the central part of Florida. After discussion, the Ci�y Attorney was
directed to sug�est that the hearing be held in Ciear�vater if possible.
Comm3.ssioner Insca reported that re�ired Fire Chief Treola had suggested
that t�e Comm.ission consider as the site of the new fire station in east Clearwater
the City property Iocated at the n�rthwest corner of Drew Street and �Teber Avenue,
160 x 1,300 feet. Commissi�ner Insco recommended that a Committee be appoin�ed
to investi�ate the suggestion. By consent, the Engineer was directed to
prepare a sketch af the property concerned, and the Clerk was directed to check
the records �.nd prepare a memo on the City�s �wnership of the property..

Commissioner Insco reported that he had met with the Planning Board at its
regular meeting on last Thursday and had asked for a delay :Ln calling the meetin�
of the Planning Board, the Parks Committee, the Garden Club and otlzer interesi;ed
parties to discuss plans :for development of the Stevenson Creek fi11 until such
time as he was able to repor� baclt to the other members of the Paiks Comm3.ttee
(Mayor Brown and Commissioner Roberts) to �nf'orm them as to �he use that the
Planning Board had recommended for tize S{�evenson Creelc fill. Commissioner Inaco
stated he jvanted to clear up a misunderstand'ing on a�rinted report that he was
bypassing the Commissioil and the civic groups too. The A�Iayor coznmented thai; it
would be b�tter to �o into such a meeting �vith a basic plan ready to discuss.
It taas reported by Commissioner Insco that tlze Planning Board had seni: the
Commission a;nemo in regard to zhe paving of a parking lot on the bayfront in
Coachman Park asking that tYie paving be delaved until the plan w«s adjusted
to preserve thP existing palms along the wa�erfront. Mr. ?1rtlzLir I£ruse, Planning
Board Chairman, asked if the palm trees cannot be saved, that a five foot strip
be reserved for a plar�ting area tc screen the parkir� area, After d:i.scuss:Lon,
the Commi.ssion directed the Engineer to re-study the plan tc see if :I.t was
possible to adjust it ta l.eave space for a planting area and report to the Far�{s
Committee.
Commissioner Insco recommended that the Commission hire a Right of Way
Agent to secure right of way far the ehtension of Myrtle Avenue north of Drew Street.
The Mayor reco_mmended the appoin�ment of Ms�. l�oss Nortoil. Commissioner Insco
moved that Mr, Ross IJorton be appointed the Right of LVay Agent for the City.

separate record on the cost of opeiation of each City vehiele. Commissioner

Commissioiier Strang recommended the appointment �f Mr. Earl S. Ward as an
alternate to the General Contractors Examining Board on the request of the
Chairman o£ the Contractors Examinii�g Board. The Mayor agreed Vrith the recommenda-
tion. Commissioner Strang moved that Mr, Earl S. Ward be appointed as an a.��er�ate
to the General Contractors Examining Board. Motion was seconded by Commissioner
Insco and carried unanimously.
The City Manager presented a i��ork order for �621.OU for the conduit to be
installed ior future lighting of the parking lot in Coachman Park on the bayfront.
Comrnissioner Bohannon moved that the work order be approved. Motion tvas seconded

The City Attorney reported tha� he had prepared the ii�struments betUreen tY�e
City and Aerosonics Instrument Corporation to covei the purcnase of certain
property from the City in Section 12-29-15. He gave out copies of a plat showing
the property to the Gommissioners. He said the President of the Corporation �vas
in C1earNra�er, and subject to the approval of the Commission, he had drawn a deed
from the City to �he Corporation; a grant of utility easement from the Cor�oration
back to the CitSr for the north ten feet and the west ten feet of the property; a
promissory note executed b3T the Corporation to the City for the sLim of �4,3�0.00
payable with interest at 5o amortized over a periad of five years with monthly
payments of �81.15 secured Uf a second mort�age or� the premises, subordinate only
to a first mortgage in favor of the Clearwater FedEral Savings and Loan Aasociation
in the sLun of $35,000.00. He reported that the suggested terms were approved b
the Industrial Commi.ttee and that he vaas informed that the Corporation planned to
erect a�y60,000.00 building on the site. Commissioner St�ang requested perm:ission
to refrain from voting as the matter concerned one of his clients. Commissioner
Insco movecl that the appropriate deeds, noi;e and inortgage and forms submitted be
accspted and that the proper officials be authorized to complete the transaction
and execute the deed. Tne Ntayor relinquished the Chair and Commission�r• B�ha-ru�on
assuined the Chair temporarily. Notion was seconded by Mayor-Commissioizer Brown.
Upon the vate be�ng t�.ken by the acting Mayor, Commissioners Insco, Brown and

The Mayor assumed the Chair a�ain.
In connection vtith preparin� the notice for the proposed sale of fort� acres
north af the t�irport, (Zots 5-12, Pir�ellas Grovee), the City _?ttorney suggest�d
asking for sealed bids to be opeiied by the Commi.ssian. The Mayor expre�ssed an
opinion that sealed bids Vrould eliminate cornpetition, but if satisfactar�T bids vlere
not received at the auction sa1e, the City could re-advertise on tha aealed bid
basis, It vaas brought out that the we11 on the property Uras still u.sable but not
connectec� to the City system. It was decided that land contracts would be prepared
to be filled in at the time of the auction �ubject to the Commissian�s approval
and authorization for completion. There being na furtner business to come before
the Board, the meeting ti�ras adjourned at 4:00 P.M.

improvement program.
ThiS program covers Lhe enlargement and F:rovision of complete treaLment at
the P4arshall S�reet Sewage `1'reatment Plant and �he construction of a modernistic
and well planned Sewa�e 'i'reatment Plant to sev�re the beach area and to be located
adjacent to the Causeway on land provided by oLhers. Also incl uded in this
program will be the rehabilita�son and anlargement of cer#�ain pumpin� stations,
force mains and intercepter sewers throu�hout the beach area and mainland por�sbn
of t he City. The necessary funda are also inclu3ed in this program to cover the
second phase of your water improvement projecL and conform to t he preliminary plans
previously accepted for t his utility. Funds are also inc� uded in this program to
provide zhe second phase of construcnion covering additional storm sewers to serve
