April 23, 1956
The City Commission of the City of Clearwater met in special session at City
Hall, Monday, April 23, 1956, at 1:30 P.M. with the following members present:

The Mayor called the meeting to order and announced that the City Manager
was planning to attend the City Managers' Convention at Panama City, Florida, on
April 24th and 25th. He inquired if one of the Commissioners would like to attend
with ~he Manager and Commissioner Insco said that he would go. By consent, the
Co~nission authorized traveling expenses for Commissioner Insco to attend this
conven tion.

The Mayor announced the opening of bids for resurfacing Greenwood Avenue from
Cleveland to Marshall Street and the resurfacing of Palmetto Street from Fort
Harrison to Betty Lane. He explained that this was the first project to be financed
from ~he Special Street Improvement Fund set up by a two mill tax levy. 'rhe
Manager reported that seven bids had been received and that Alternate I included
slag aggregate and asphalt and that Alternate II was for Amiesite or equal.

After tabulation, the City Manager and the Engineer recommended accepting the low
bid of $18,708.00 from the Campbell Paving C~mpany under Alternate I. Commissioner
Bohannon moved on the recommendation of the ~ngineer and the City Manager that the
proper City authorities be authorized to sign the contract for the resurfacing of
Greenwood Avenue from Cleveland to Marshall and Palmetto Street from North Fort
Harrison Avenue to Betty Lane. Motion was seconded by Commi.ssioner Insco and
carried unanimously.
The Mayor announced a Public Hearing on the construction of sanitary sewer,
paving and curb in North and South Hibiscus Circle. The City Engineer described
the project as laying sanitary sewer, constructing curb and paving around the area
known as Block Y, Hibiscus Gardens Subdivision. He estimated the total cost of
~he project at $14,994.00 with the estimated cost for the sanitary sewer at $3.91
per front foot and the paving; and curb at $4.46 per front foot. He said because
of the irregular shape of Block Y he was suggesting that the paving be assessed
on all sides and the sewer be assessed on two sides. He estimated that the total
cost to the YWCA, owner of Block Y, would be over $6,000.00. The Mayor inquired
if there were any objections and there were none. Having held this Public Hearing
and having heard no valid objection, Commissioner Strang moved that the Engineer
and the City Manager be authorized to proceed with the project as outlined by the
City Engineer and ask for bids. Motion was seconded by Commissioner Bohannon and
carried unanimously.
The Mayor reported that the Commission was considering a proposal from the
engineering firm of De Leuw, Ca~her and Brill, of New York City, to make a pre-
preliminary feasibility report on a second causeway to Clearwater Beach for
'4,000.00. The Mayor explained that if the City wishes to proceed with the develop-
ment of the causeway, the $4,000.00 amount would be deducted from the cost of
engineering services that will be necessary in preparing the drawings and further
preliminary studies on this project. Mr. R. W. Spragins, Fiscal Agent, recommended
the offer from the engineering firm as being very reasonable and pointed out that
the firm had engineered turnpikes and other large projects in various parts or
the country. Mr. John Hunter representing the Chamber of Commerce inquired ir
the Commission would receive enough information from this report to make a decision
on the project and was informed that it would. Commissioner Insco pointed out
that even if the second causeway is approved, the Commission will make every effort
through the State Road Department to have the bridges widened on the present
causeway, and that a Resolution had been sent to the State Road Departmeht asking
that the State accept Memorial Causeway for maintenance as part of Route 60.
Commissioner Bohannon moved that the proper City officials be authorized to sign
this proposal to the extent of $4,000.00 for this pre-preliminary report. Motion
was sec onded by Commissioner Insco and carried unani,mously.

CITY COMMISSION MEETING

The Mayor announced the consideration of the new Traffic Ordinance and stated
that by error the newspapers had announced the meeting also as a Public Hearing on
traffic problems. Ha said the Commission p].anned to hold a Town Hall meeting
some evening in the near future to discu�s traffic problems, but if there were
� rsons present for that reason, he would be glad to have them make short commen�s
at this meeting. Mrs. M. C. Ravel spoke in favor of makir_g Garden Avenue in the
vicinity of Drew Street one-way. Mr. Harold S�hacht proteste� the use of T-way
stop signs. Mr. Robert Wilson, speakin� fo r the Merchan�s Associatian, said that
if the Commission was intending to put a no parking restricti.on on C�evelar�d Stree�
in the downtown section, the Merchants Assaciation would 13ke to protest. Mrs.
NIprtle Wi1li2mson discusssd the problem of slow dri.vers, etc. The City Attorney
read the changes in the new Traff i� Ordinance suggested by Chief McClamma, Traffic
Engineer Bel1, the Cit3� Engir_eer and the Safeisr Council. He suggested using
Committee procedure to go over the Ordinance befor•e its first reading. By consent,
the City attorne3T was instructed to continue to work with the various instru-
mentalities of the Police Department, the '1'raffic Engineer, the Safety Council
and others who have an eventual interest in this matter and bring back to the
City Co�rnnission a re£ined 1�Iode1 Traffic Code for its consideration and passage
at an early date.
The Mayor reported that the Police Department had reeent�y been authorizad
to install no parking signs on Turner Street from Fort Harrison Av��nue east to
Greenwooc3 Avenue. He stated that Tu�ner Street east of Myrtle Avenue was a
residential neighborhood with multiple units predomir.atir_g and that the residents
had asked that Twrrxer Street from Myrtle to Greenwood have a twn hour parking
sestriction instead of no parking. By consent, the Police Department wa� author�
ized to install si�ns limiting parking on `1'urner Street irom Myrtle to Greenwood
to two hours (on one sid.e o£ the street only).
The Mayor reported that City Judge John �onner had been called out of town
due to a death in the f.amily and recommended that Mr. Arthur Jordan be appointed
to serve temporarily i�n hi� absence if Mr. Joraan will accept the appcintment.
Commissioner Bohannon �vved that the Mayor have the authority to appoint an
Associate City Judge for this particular emergenc,y. Motion was seconded by
Commissioner Insco and carried unanimously.
Com�nis � oner Strang reported that Mr. Robert Levison of Wakeling and Levison,
Architects, had brought tlle plans for remodeling the l��unic ipal Auctitorium to the
meetin� for final approval and, if apprnved, he would like the Commissi6ners to
sign the plans. Commissioner Strang moved that ttie Commission be authorized to
approve the plans as pregared b;� Wakelir� and Levison, and that the Mana�es be
authorizad to a dvertise for bids om this work subject to the Commissionerse final
review of the plans and their attaching their signat�ares thereto. Ntotion was
seconded by Commissioner In�co and carried unanimously. There being no £urther
business to come before the Board, the meeting was adjourned at 3:1�5 P.M.
