Hall, Monday, January 9, 1956, at 1:30 P.M. with the following members present: Herbert M. Brown Mayor-Commissioner W. E. Strang, Jr. Commissioner J. N, Bohannon Commissioner Cleveland Insco, Jr. Commissioner Samuel 3. Roberts Commissioner Also present were: F. C, Middleton City Manager Chas. M. Phillips, Jr. City Attorney G. T. McClamma Chief of Police S. Lickton City Engineer ?,"° ,? ?v The Mayor ca lied the meeting; to order. He announced that, the first item to be considered would be the plan for Brookhill Subdivision. The City Manager presented the master plan for Brookhill Subdivision covering 115 acres to be annexed to the City. He also presented for approval the plat of Brookhill Subdivision Unit 1 which contains three blocks. He re ported that Mr. Donald E. Bleakley had signed the Ordinance 632 contract to cover Brookhill Unit 1 as President of the Village Green of Largo, Inc., owner of the property. Mr. Wm. Wightman, attorney for Mr. Bleakley, reported that as a portion of Brookhill Subdivision was formerly part of Unit 1 of the First, Addition to Salls Subdivision that under the new contract Mr. Bleak ley will assume the responsibility of paving that part of Betty Lane included in his property. It was reported that the master plan had been submitted to the Planning Board and had been approved subject to certain changes. Mr. ArtYiur Kruse, Chairman of the Planning Board, reported that the plat had not been resubmitted in its final form to the Planning Board but it bad been submitted to the City Engineer and was approved by him. It was decided that the plat should be sent to the Zoning Board for a recommendation on zoning and returned at the time the final ordinance of annexation is passed. The City Attorney said he had received an affidavit, that there were less than ten registered voters in the area, He presented for its first reading Ordinance 694 which declares the intention of the City to annex acreage in Section 22-29-15 (to be known as Brookhill Subdivision). He read the Ordinance in full. Commissioner Strang moved that Ordinance 694 be passed on its first reading. Motion was seconded by Commissioner Bohannon and carried unanimously, Commissioner Strang moved that Ordinance 694 be considered on its second reading by title only with the unanimous consent of the Commission. Motion was seconded by Commissioner Bohannon and carried unanimously. The City Attorney read the Ordinance by title only. Commissioner Strang moved that Ordinance 694 be passed on its second reading by title only. Motion was seconded by Commissioner Bohannon and carried unanimously. Commissioner Strang moved that Ordinance 694 be considered on its third and final reading by unanimous consent of the Commission. Motion was seconded by Commissioner Bohannon and carried unanimously. The City Attorney read the Ordinance. Commissioner Strang moved that Ordinance 694 be passed on its third and final reading and that the proper officials be authorized to execute it. Motion was seconded by Commissioner Bohannon and carried unanimously. Commissioner Bohannon reported that the Engineering Department was unable to give information to the citizens of Clearwater on the new improvements to the water and sewer systems as they do not have a copy of the proposed plans from Briley, Wild & Associates and suggested that the Briley, Wild firm be requested to furnish them with a complete copy of the plans and specifications. Commis sinner Bohannon stated in regard to the annual report from the Planning Board that its work seemed to be planning five to ten years ahead of the current needs of the City and that the Commission needed more advice on current problems. Mr. Arthur Kruse, Chairman of the Planning Board, replied that his budget, had been cut, 66y?, that the Board did not have the services of a regular draftsman, that the Board was trying to work out an over-all plan first, particularly in relation to highways, and then work on localized problems. Comnissivner Bohannon suggested that the City Manager be instructed to set up a meeting of the Commission with the Planning Board to coordinate their work and thinking, By consent, the City Manager was so instructed. The City Manager presented plats of the Fifth Addition to Highland Pines and the Sixth Addition to Highland Pines and a sketch showing acreage in what will be platted as the Seventh Addition to Highland Pines. He reported that the owner, Mr. J. Frank Hancock, Jr., was requesting that the two plats and the acreage be annexed to the City, The Zoning Board's recommendation was that the two plats be zoned R-1 in conformance with the owner's request. The Planning Board approved the plats subject t,o the following restrictions: A. That Lots 11-19, inch , Block 19, Highland Pines bth Addition should be deleted until a 60 foot right of way can be dedicated. B, That the triangular lot at the corner of Scott and Wood Drives should be dedicated for public use, C. CITY COMMISSION MEETING January 9, 1956 Mr. Hancock reported that he had promised the Planning Board that he would withhold the sale or development of the lots in Block 19 until it was possible to obtain a sixty foot right of way that he would try to secure thirty more feet of right of way to add to the th?rty foot strip he had dedicated but that the necessary land was owned by other developers. The suggested 120 foot right of way for Palmetto Street recommended by the Planning Board was discussed but no decision was reached as the extension of Palmetto Street would be in the portion being described as acreage. The City 1°laager reported ±.hat the developer had signed a contract in accordance with Ordinance 632 for improvements in the two new subdivisions. A plat, of Gulf-to-Bay Acres was presented for the Commission's consideration. The City Manager reported that tho developer, Mr. J. Frank Hancock, Jr., was requesting annexation of the property to the City and had signed an Ordinance 632 contract to cover improvements. The Zoning Board recommended that the plat have R•1 zoning. The Planning Board approved the plat with the recommendation that, an additional 30 foot right of way be added on the south side of Nash Street to make the street bO feet wide, Mr. Hancock said that the extra thirty feet, required was already inside the City limits and that he would dedicate it for right of way as he owned all the property between the proposed plat and Gulf-to-Bay Boulevard. He was planning to sell lots on the south side 120 feet deep facing Nash Street far duplex residences. He said the Zoning Board had suggested that the lots be restricted to R?2 by deed restrictions as the area is already zoned Business. It was suggested to Mr. Hancock ghat he plat this area also showing the street dedication and he agreed to do so. The City Attorney read on its first reading Ordinance 693 which declares the City's intention to annex the Fifth Addition to Highland Pines Subdivision, the Sixth Addition to Highland Pines and acreage adjacent to be known as the Seventh Addition to Highland Pines and Gulf-to-Bay Acres. Commissioner Strang moved that Ordinance 693 be passed on its first reading, Motion was seconded by Commissioner Bohannon and carried unanimously. Commissioner Strang moved that Ordinance b93 be considered on its second reading by title only by unanimous consent of the Commission. Motion was seconded by Commissioner Bohannon and carried unanimously, The City Attorney read the Ordinance by title only. Commissioner Strang moved that Ordinance 693 be passed on its second reading by title only. Motion was seconded by Commissioner Bohannon and carried unanimously. Commissioner Strang moved that Ordinance 693 be considered on its third and final reading with the unanimous consent of the Commission. Motion was seconded by Commissioner Bohannon and carried unanimously, The City Attorney read the Ordinance. Commissioner Strang moved that Ordinance 693 be passed on its third and final reading and adopted and the proper officials be authorized to execute it, Motion was seconded by Commissioner Bohannon and carried unanimously. The Cfty Manager presented the revised plot plan showing the location of the proposed Howard Johnson restaurant building on part of Lots 7, ? and g, City Park Subdivision, which the firm plans to lease from the City. Ths Mayor stated that the lease had been approved at the last meeting in December subject to the approval of the plot plan. Mrs. Anna M. Whelan, representative from Howard Johnson, Inc., was present and explained that the rear of the building would be landscaped to provide a good appearance. It was suggested by the Commissioners that a low wall be erected to screen the rear of the building. Commissioner Roberts inquired ff it mi?,ht be better to face the building toward the Causeway bridge instead of facing the Marina as it might be possible that the approaches to the bridge would be rearranged if the bridge were widened. He also suggested chat a driveway be added to provide an outlet toward the north, Mr. Kruse, Chairman of the Planning Board, inspected the revised plot plan and requested that it be sent back to the Planning Board for consideration and recommendations. Commissioner Roberts was in favor of returning the plot plan to the Planning Board if the report could be made in a few days. Commissioner Strang moved that the matter be returned to the Planning Board for their comment and be placed on the agenda for the next Commission meeting, and that the Commission as a whole be appointed as a Committee to study it and come up with re commendat.,ions. Motion was seconded by Commissioner Roberts and carried unanimously. The City Manager presented a work order to cover the moving of the building to be used for a Colored Y.W.C.A, from its present location on the west side of Madison Avenue south of Cleveland to the new location on property owned by the City in Block G, Fairmont Subdivision. He explained that this property was under lease to the Y.W.C.A, He estimated the cost of moving the building, rearranging the plumbing, painting the outside of the building and some alterations on the inside at $3,121?.0O. Rlrs. Arthur B. Kline, representing the Y.W.C.A. Board, reported that the Y,W. C.A. would take over the maintenance of the buildf ng, equip it and hits a full time permanent director to supervise the program. Commissioner Bohannon suggested that the matter be deferred to the next meeting to allow the new Commissioners to familiarize themselves with the plan. The Mayor reported that the City Manager's term as a member of the County ? ? e Board of Health had expired and recommended that he be reappointed to represent the City for a term of four years. Commissioner Bohannon moved that the City Manager be reappointed to the County Health Board, Motion was seconded by i ` Commissioner Insco and carried unanimously. :' ? ? ? The City Attorney read a letter from Mr. S. Demetrius which requested per- '??'' mission to construct a t,rai];er park at 2200 Gulf-to-Bay Boulevard (N.E. corner of Gulf-to-Bay Boulevard and Belcher Road), An excerpt was read from the City Commission Minutes of December 10, 1gS3, when the application was originally considered and deferred for morn percolation tests and approval of septic tank ; use. The City Engineer repotted that the plan as approved now by the State Health Department contained a sand filter, He recommended approval of the permit. ? Commissioner Strang moved that the request of Mr. S. Demetrius for a trailer park ! at 2200 Gulf-to-Bay Boulevard be approved in accordance with plans submitted and , approved by the State Board of Health. Motion was seconded by Commissioner Insco ? • and carried unanimously, The City Engineer presented for the approval ?f the Commission a plan to spread the assessment for sanitary sewers, storm sewers and paving in the area between Gulf-to-Bay Boulevard, Cleveland Street and Hinhland Avenue. He recommended that corner lots be assessed ir. one direction only for the sewer and in both directions for the paving and that, blueprinting and engineering cost be divided up between the two projects on the basis of the comparative cost of the work. He reported that the estimated cost of the storm sewers and the paving was X4.59 per front, foot and the actual cost was X4.31. He stated that the estimated cost of the sanitary sewer work was X3.73 per front foot and the actual cost was X3,13. By consent, the method of assessin; the project was approved and the Engineer was directed to proceed with the assessment. A letter from Mr. G. E. Loughridge, General Manager of Pinellas Lumber Company, considered at the meeting on December 12th was read again. The letter requested that all of the trees on +,he east side of South Fort Harrison between Jeffords Street and Lotus Path be cut down as the Company would like to sell the property for use as a gasoline fillin; station to cater to large trucks. The City Manager reported that he had not been successful in coming to a compromise with the Pinellas Lumber Company. He recommended that if removal of the trees was approved that the work be done by City employees so the water a? gas lines laid in the parkway would not, be damaged and that the entire cost be billed to the property owner, Commissioner Roberts moved that the plan of taking the trees out be approved subject to the application for a fillinP; station being approved and that the trees be removed by the City at the property owner's expense. Motion was seconded by Commissioner Strang and carried unanimously. The City Imager presented a work order to cover the purchase of 130 parking meters at a tot.,al cost of ??,500.00 to be used mainly in the Franklin Street parking lot. He explained that the City could pay cash for the meters or could pay a small amount each month under a contract. Commissioner Strang moved that the Manager be authorized to brim; back a contract with the parkinP; meter company for approval. Motion was seconded by Commissioner Roberts and carried unanimously. The Mayor announced the consideration of the annual report from the Planning Board, Mr. Arthur Kruse, Chairman of the Planning Board, introduced the other Planning Board members who were present, Mr. Ralph Reade, Mr. R. B. Norton, Mr. Lewis Homer, Mr, William E, Harries, Mr. Frank Muscarella, Jr. Commissioner Strang suggested that due to Commissioner Bohannon's comments on the report that the report, be received and that the Commission at the meeting with the Planning Board go over the report and accept it formally at another meeting. The other Commissioners agreed with the su;gestion and the meeting with }he Planning Board to discuss the report, and the Howard Johnson plot plan was set for Thursday, January 12th, at 3;00 P,M. The City Manager reported that he had received a letter from Mr. Rankin proposing to lease some property from the City. He said Mr. Rankin was in the audience. Commissioner Strang moved *.hat a Committee be appointed from the Commission to look into and investigate the request of Mr. Rankin to lease certain City-owned property. Motion was seconded by Commissioner Insco and carried unanimously. The Mayor appointed Commissioners Roberts and Strang to serve on this Committee. The Commission now adjourned as the City Commission and acting as Trustees of the Pension Fund admitted James L, Fountain, laborer in the Parks Department, to membership in the Pension Plan on a motion by Commissioner Roberts which was seconded by Co?nissioner Insco and carried unanimously.
