CITY COMMISSION MEETING October la, 195* The City Commission of the City or Clearwater met in regular session at City Hall, Monday, October 18, 1954, at 1:30 P.M. with the following members present: Herbert M. The meeting was called to order by the Mayor. The invocation was given by Reverend Frank Smith of the First Methodist Church, Clearwater. Commissioner Bates moved that the minutes of the regular meeting of October 4th and the special meeting of October 8th be approved in accordance with copies furnished each member in writing subject to the approval o~ Commissioner Kennedy. Motion was seconded by Commissioner Strang and carried unanimously. The City Manager reported that although eleven invitations to bid on various materials for the outside lighting and the inSide wiring for the new Baseball Stadium, only two bids had been received. The bids were read as follows: Westinghouse Electr. Supply, Tampa Florida Electric SUFPly, Tampa $32,814.00 32,011.99 Commissioner Strang moved the bids be referred back to the Manager and brought back to the next meeting. Motion was seconded by COlIlmissioner Russell and carried unanimous ly . The City Manager reported that two bids had been received for constructing surmountable curbs at the intersection of Gulf-to-Bay and Court Street. A question arose as to why the State Road Depart~ent would not install the curbs and the City Manager stated he would get a letter from the State Road Department berore the awarding of the bid. The bids were read as ~ollows: Orville Harris, St. Petersburg Blackburn Paving Co., Clearwater $1,070.00 746.80 Commissioner Strang moved that the bids be referred to the City Manager for study ,and also that he contact the State Road Department and report back to the Commission at the next meeting. Motion was seconded by Commissioner Bates and carried unanimously. The Mayor announced the Public Hearing on the paving, curb and storm sewer in Hamden Drive from Third Street to First Street and in Third Street ~rom Harnden to Coronado, and in First Street from Hamden Drive west for 160 feet. The City Manager gave the Engineer's estimate of the cost as $*.74 per ~ront foot for the paving and curbing and .02 per square foot for storm sewer or an estimated total of $9,376.00. Having held this Public Hearing and having heard no valid objections, Commissioner Bates moved that the Commission proceed with the construction of pavement, curb and necessary drainage in Harnden Drive from Third Street to First Street, in Third Street from Harnden Drive to Coronado Drive, and in First Street from Hamden Drive west for 160 feet, and the costs to be assessed against the abutting property owners. Motion was seconded by Commissioner Strang and carried unanimously. It was reported by the City Manager that six bids had been received for paving, curb and storm sewer in Harnden Drive ~rom Third Street ~o First Street and in Third Street from Harnden Drive to Coronado Drive and in Firs~ Street from Hamdan Drive west for 160 feet. Holcomb, Jr., was low bidder on one of the alternates but he had altered the specifications to read completion within 45 days instead of 25 days as in the original specifications, ~herefore his bid was eliminated. Jordan for a twenty foot building setback from Narcissus Avenue and a one and one half foot setback from the side lot line for Lot 10, ~lock 31, Mandalay. The City Attorney read the request from Mrs. Jordan and the Zoning Board's recommendation which was that the petition be denied. He also read two letters of objection from adjoining property owners, Mr. John K. Datstone, owner of Lots g and 9, and Mr. Richard Butler, owner of Lot 11. Mrs. Jordan was present and discussed her request with the Commission. Commissioner Bates moved that the Commission join the Zoning Board in rejecting this request. Motion was seconded by Commissioner Russell and carried unanimously. The Mayor announced a Public Hearing on the request of Mr. R. J. Vowles for a ten foot setback line from Turner Street for Lot 19, Block A, Suburb Beautiful Subdivision. The City Attorney read Mr. Vowles' request and the Zoning Board recommendation which was that the setback be granted. The Mayor reported that the City Manager had been requested by the County to check into the feasibility of the City acquiring right-of-way for the extension and immediate paving of Keene Road. The Commission discussed what effect, if any, the granting of the setback would have on the desired right-of-way. Commissioner Strang moved that this Public Hearing be adjourned to November 15th and that Mr. Vowles be notified. Motion was seconded by COInmissioner Bates and carried unanimously. The Mayor suggested that the matter be referred back to the Zoning Board. He also suggested that the Manager check with Mr. Peterson for more information. A Public Hearing was called on the request or Mr. A. McLane Ward for a fifteen foot setback line from Wilson Boulevard for Lot 31, Block B, Bay Terrace. The City Attorney read Mr. \'lard's request and the Zoning Board's recommendation which was that the petition be granted. The Mayor inquired if there were any objections and there were none. Commissioner Russell moved that the request of A. McLane Ward for a fifteen foot building setback line from Wilson Boulevard for Lot 31, Block B, Bay Terrace Subdivision, be granted. Motion was seconded by Commissioner Bates and carried unanimously. A Public Hearing was announced on the request of Mr. Dellos E. Beck for a fifteen foot ,setback line from South Street for Lot 24. Block B, Lakeview Heights. The City Attorney read Mr. Beck's request and the Zoning Board's recommendation which was that the request be granted. The Mayor inquired if there were any objections and there were none. Commissioner Bates moved that the request of Dellos E. Beck for a fifteen foot building setback line from South Street for Lot 24, Block B, Lakeview Heights Subdivision, be approved. Motion was seconded by Commissioner Strang and carried unanimously. The Mayor announced a Public Hearing on the request of Mr. Robert F. Becker, agent for George F. Blair, President of Southland Developers, Inc., that Lots 1, 2, 7, 8 and the northerly 15 feet of Lots 3 and 6, Block CJ Skycrest Terrace be rezoned as R-l, also that Lots 1, 2 and the northerly 15 feet of Lot 3, BlOCk D, Skycrest Terrace, be rezoned as R-l. The City Attorney read Mr. Becker's request and the Zoning Board's recommendation which was that the petition be denied and that the matter be held in abeyance until the next zoning referendum. After some discussion, Mr. Blair withdrew his request. A Public Hearing was called on the petition of Mr. T. J. Wilson, to remodel an existing three unit non-conforming apartment into a four unit apartment in an area zoned R-2 on Lot 15, Block B, Westover. The City Attorney read Mr. Wilson's request and the Zoning Board's recommendation which was that the request be denied for the reason that no hardship has been shown. Mr. J. R. Bonner, attorney, addressed the Commission on behalf of the applicant and presented a petition signed by surrounding property owners indicating that they were in favor of the proposed remodeling. Cornmissioner Russell moved that the request of Thomas J. Wilson, 309 Pinellas Street, to remodel an existing three unit non-conforming apartment building into a four unit apartment building in an area zoned R-2 on property described as Lot 15, Block B, Westover Subdivision, be granted. Motion was seconded by Commissioner Strang and carried unanimously. The City Attorney presented Ordinance 661, which would declare the City's intention to annex the new Colored High School property on Palmetto Street. After some inquiry as to the County's agreement to pave Russell and Holt Street, the Mayor suggested that the reading of the Ordinance be postponed and that the Manager bring in a report on the progress of the work to be done by the County. The City Attorney read on its second reading Ordinance 662 regarding solicitors and canvassers. Commissioner Russell moved that Ordinance 662 be passed on second reading. Motion was seconded by Commissioner Bates and carried unanimously. The City Attorney read Ordinance 662 on its third reading. Commissioner Strang moved that Ordinance 662 be passed on its third and final reading and adopted. Motion was seconded by Commissioner Hussell and carried unanimously. The City Attorney read on its second reading Ordinance 663 whinh would extend the liquor zone on both sides of Gulf-to-Bay Boulevard from Greenwood Avenue to Belcher Road to permit a package store in that area. Reverend W. L. Joyner addressed the Commission protesting any additional liquor outlets in the City. Reverend Herschel Hudgins and Reverend Frank Smith also addressed the Commission protesting the passing of the Ordinance. Commissioner Russell moved that Ordinance 663 be passed and adopted on its third and final reading. Motion was seconded by Commissioner Bates and carried unanimously. The City Attorney read on its first reading Ordinance 664 which would annex Bonair Hill ~ubdlvision No. 2 and No. 3 and adjoining acreage in Section 11-29-15 belonging to E. R. Turner and Alfred C. Turner; also acreage owned by Mr. B. H. Sirmons and acreage belonging to Alfred C. Wyllie in Section 15-29-15. Commissioner Strang'moved that Ordinance 664 be passed on its first reading. Motion was seconded by Commissioner Bates and carried unanimously. The City Manager reported that the ~oning Board had recommended that Bonair Hill Subdivision No.2 and No.3 and the adjoining unplatted area be zoned R-l. Commissioner Bates moved that the property covered under Ordinance 664, roughly Bonair Subdivision #2 and #3 and certain unplatted land contiguous thereto, be zoned R-l in accordance with the recommendation of the Zoning Board. Motion was seoonded by Conmissioner Strang and carried unanimously. The City Attorney requested that It~m 5E, Ordinance 665, Setting Election to be held November 2, 1954; Item 5F, Ordinance 666, Bond Ordinance; and Item 5H, Approval of form of Ballot for Election, be postponed. The City Commission took under consideration the request of Mr. Lee Roy Russell for permission to replat Lot 28 and the north 35 feet of Lot 29, Longview Addition. Mr~ Russell submitted a sketch of his replat on which he proposed to construct four residences. The Mayor stated that since this was an R-2 area, the purpose of the replatting of the lots was to circumvent the City Zonin~ regulations and he suggested that Mr. Russell apply for a permit to construct two duplexes on the property which would conform to the present Zoning Ordinance. Other members of the Commission concurred with this suggestion. The City Manager presented for the approval of the Commission a plat of Skycrest Terrace 1st Addition and a signed contract for the improvements in accordance with Ordinance 632. The City Attorney reported that the Zoning Board had approved the zoning requested by the developer -- Business zoning for Lots 3 and 4, Block I, and Lots 8 and 9, Block Kj all o~her lots to be zoned R-l. During the discussion, it was pointed out that ~ome type of bond would be necessary to cover completion of the improvements. Commissioner Strang moved that the plat of Skycrest Terrace 1st Addition be approvedj that the zoning of all lots be R-l except the ones fronting on Drew Street, they to be zoned Business; that the necessary contracts be signed; that the deve~opers put up a $1,000.00 cash bond that they will complete the streets and other improvements according to the con- tract; that the proper officials be authorized to sign the plat and execute the contract. MOtion was seconded by Commissioner Bates and carried unanimously. The City Attorney presented the application to erect a sign advertising the Lou Powell Real Estate Office in front of The Playhouse Motel at 1860 North Fort Harrison which is located in an R-M zone. He also read a letter from Mrs. Powell. The City Zoning Board's recommendation was that the request be denied as it would be a business sign in an R-M area. The City Attorney pointed out that under the Zoning Ordinance a motel must have 16 or more units in order to qualify to have business space on the property also. Mr. G. H. Mason, owner of "The Playhouse" stated that he had nine unit s. Comnrl.ssioner Strang moved that the reque st of Mr. Mason and Mrs. Lou Powell to place a business sign at 1$60 North Fort Harrison Avenue be denied in accordance with the Zoning Board's recommendation. Motion was seconded by Commissioner Russell and carried unanimously. A letter from Mr. Paul Randolph was read offering on behalf of Maas Brothers, Inc., $850.00 for the five foot strip lying between their proposed site and the Gulf Oil Company property on Cleveland and North Osceola. Commissioner Russell moved that the five feet of property between the Gulf Oil Company and the property sold to Maas Brothers, Inc., be sold to Maas Brothers for $850.00 with the distinct understanding that the obligation of clearing the title will be up to Maas Brothers and that the proper officials be authorized to execute the deed. Motion was seconded by Commissioner Bates and carried unanimously. The City Attorney presented Ordinance 667 which would amend the Occupational License Ordinance 609, regarding the classification of Liquefied Petroleum Gas Dealers. He explained that there had been a request from one of the dealers to bring the amount of the license which is $200.00 more in line with the license tax charged by Tampa and St. Petersburg. Therefore, he and the City Manager were recommending changing the amount of the license from $200.00 to $75.00. There was some discussion as to whether other gas dealers should be included in this amending Ordinance. The City Attorney read the Ordinance. Commissioner Strang moved that Ordinance 667 be passed on first reading. Motion was seconded by Commissioner Bates and carried unanimously. The City Attorney requested that Item 5I~ Amendments to Ordinance 624, and Item 5J, Statement from City Attorney, be postponed. In regard to the application for a sign by Mr. E. J. Daniel to be erected on Ward's Parking Lot at Park Street and South Garden, the City Attorney stated that the matter had been reconsidered by the Zoning Board and their recommendation was that the sign be denied si'nce it does not meet the requirements and specifica- tions of a commercial, owner identification, or point of purchase sign. Commissioner Bates moved that the recommendation of the Zoning Board be concurred in and that the application be denied. J/ t I -4- CITY COMMISSION MEETING October 18, 1954 The City Attorney swrunarized what needed to be done in establishing a sea- wall line, explainin~ that in some places the line could be extended from existing seawalls. Commissioner Bates suggested that the Commission request the Engineer to prepare a tentative seawall line along the fourth finger on Clearwater Beach and also along the bay on the mainland to coincide with existing lines as far as possible. A letter was read from the County Commission which enclosed a Resolution commending the Clearwater Bombers, World Sof'tball Champions of 1954. Commissioner Russell moved the Resolution be accepted with thanks. Motion was seconded by Commissioner Strang and carried unanimously. The City Attorney read a letter from Mr. Charles K. Coit, on behalf of' the Episcopal Church requesting a change of zoning from R-2 to R-4 for Lots 2, 3, 4, Block 5, Starr & Savery Subdivision, to permit the erection of a church school. He read the Zoning Board's recommendation which was that the petition be granted. It was the opinion of the City Attorney that the zoning laws in residential areas do not apply to churches; therefore, no action was taken by the Commission. The City Attorney presented a plat of Oak Acres Unit 6 for the Commission's approval and stated that the developers had signed the contracts in accordance with Ordinance 632. He read the Zoning Board's recommendation which was that the plat be zoned R-l. Commissioner Strang moved that the request for the zoning or Oak Acres Subdivision Unit 6 of R-l) the plat and the contract be approved and the proper ofricials be authorized to execute it. Motion was seconded by Commissioner Russell and carried unanimously. It was recomraended that Item 7-E, Request for expansion of R-4 usage in an R-2 Area which is known as Lots 23 and 24, Palm Bluff Subdivision, be advertised as a Public Hearing. An application was presented by Florida Acres, Inc., for permission to erect a sign 4' by 8' each on three sides, on the southwest corner of Hillcrest and Court Street to advertise real estate. The Zoning Board recommended that the request be denied as that particular sign would be classified as a billboard sign. Commissioner Russell moved that the request by Florida Acres, Inc., for placement of sign at the southwest corner of Court Street and Hillcrest Avenue be denied. Motion was seconded by Commissioner Bates and carried unanimously. Upon being informed that the sign for Florida Acres was already up, Commissioner Bates suggested that the sign company erecting the Sign should be given a hearing and asked why their license should not be revoked. A sign application was presented from Mr. Robert C. Lawler for permission to erect a sign 3' by 4' on the northeast corner of Hillcrest Avenue and Cleveland Street to advertise the lot for sale. The Zoning Board recommended that the application be approved. The City Attorney stated that six square feet was the limit for a real estate sign. Commissioner Bates moved that the request be denied. Motion was seconded by Commissioner Strang and carried unanimously. The City Attorney presented a sign application from Mr. Frank Muscarella for permission to erect a campaign sign B' by 12' on the northeast corner or North Osceola Avenue and Laura Street advertising the candidacy of Bill Cramer. The Zoning Board recommended that the request be granted provided the sign would be removed on November 3rd. Commissioner Strang suggested that the applicant post bond of $100.00 as a guarantee that the sign will be taken down at the time specified. Commissioner Bates requested that he be excused from voting on this matter. Commissioner Strang moved that the request of Frank Muscarella for placement of sign on the northeast corner of North Osceola Avenue and Laura Street until November 3rd be approved in accordance with the Zoning Board's recommendation. Motion was seconded by Commissioner Russell. Upon the vote being taken, Commissioners Strang, Russell and Brown voted "Aye". Commissioner Bates did not vote. Motion carried. .':,1 The City Manager reported that the lessee of the Small Boat Marina had requested permission to enclose with glass the portion originally left open for a _ boat showroom in order to make two rooms. He recommended approval of the request. Commissioner Bates moved the request be approved. Motion was seconded by Commissioner Russell and carried unanimously. The City Manager presented a Resolution requiring fifty-six property owners to clean their lots of weeds and underbrush. Commissioner Russell moved the Resolution be adopted. Motion was seconded by CommiSSioner Bates and carried unanimously. The City' Attorney requested authorization to cover the expense or ordering an abstract ~or the City property west of Edgewater Drive at an approximate cost of $125.00. Commissioner Russell moved the authorization of expenditure o~ the amount necessary to pay for an abstract. Motion was seconded by Commissioner Strang anq carried unanimously. Towson, President of the P.T.A. at Belleair Elementary School, describing the traffic problem that exists at the intersection of Lakeview Road and Missouri Avenue and stating that many drivers are disregarding the traffic light at this corner which is operated by the safety patrol. After ' discussion, the matter was referred to the Chief of Police with the suggestion that he contact Cbief Goewey of the County Patrol and discuss the situation with Superintendent Floyd Christian. A few years ago the City increased the sideline set back from three to five feet. I might add that the F.H.A. requires a set back of at least 7~ feet at this time. The patio the owner desires to enclose is quite large and can be enclosed almost entirely without the need of going closer than the five foot to the lot line. I dislike to protest anythin~ that a prospective next door neighbor would like to do with their property, altho, in this case I understand that the present owner is merely putting the property in condition to sell. I do feel, however, that in this case I must strongly voice my objections to the requested changes for the following reasons: 1. I do not beleive that any hardship, under the hardship clause, of the ~oning Act, has be shown. 2. I beleive that the requested changes, if approved, would adversely effect the value of my property. 3. The need for a carporte was created by the owner by closing in the then present garage as a bedroom. The question of the permit for a carporte should have been settled prior to c1osin~ in the garage. The need for the additional bedroom 'Was not "family" demanded, but was done solely to enhance the value of the property for sale. 4. This is located in what is now an R. 2 District, but since it was located here prior to the passing o~ Ordinance No. 627, it is what is called a non-conforming use as authorized by that Ordinance. We have recently retired and wish to live permanently at the above address and are dependent upon the income from the apartments there for our livelihood. However, the income from two apartments, together with using the third apartment as our living quarters will not be su~ficient to support us and, therefore, unless we are able to convert two garages which are part o~ our building there into a fourth apartment for income purposes, we will find it necessary to go back to work or make some other arrangements to earn additional income. Our plan is to take two open ~arages and convert them into another apartment. We have contacted neighbors living around us and they have expressed their approval of this alteration since the building, as altered, will have a much better appearance then it now does. This alteration and building can be done without encroaching on any boundary lines or any restrictions concerning set-backs from boundary lines. However, the building inspector has informed us that under the strict letter and terms of Ordinance No. 627 he cannot grant a permit to alter our bui.lding to include a ~ourth apartment since we are in an R. 2 District. This decision by the building inspector is working an extreme hardship upon us since as we have pointed out, we will be unable to retire and live in Clearwater unless we are able to make the fourth apartment and thus have a sufficient income on which to retire. Since our apartment house was located here when multiple dwellings were authorized for this District, and since we seek to improve the appearance of the buildings with the approval of our neighbors, we ~eel that it would be proper for this Board to grant this Petition and allow us to alter our structure as a hardship case. Because of the lack -of space, the sixth grade classes are being sent to the Junior High School, leaving the fifth graders to act as a safety patrol, they are being ,disregarded by many o~ the drivers. The School zone on Missouri Avenue has become a speed way with drivers ignoring the tra~fic light operated by the sarety patrol boys. Lakeview Road, in f~ont o~ the school, has a 15 mile per hour speed limit and a "no parking area on the school side. Both or these rules are completely disregarded.. Freviously We have called this extremely serious matter to the attention of the police department and also to your of~ice. The police have patrolled the area when possible, but we are requesting permanent relief from this tra~fic hazard. Yesterday two children were almost hit by cars in front of the school. We feel this situation should be given your immediate attention before some child is killed or crippled ~or life. We are requesting that whatever action is taken be continued throughout the school year. We appreciate your fine spirit of cooperation and that of, our city police department. The Mayor stated that since this was an R-2 area, the purpose oi the replatting of the lots was to circu�avent the Ciby Zoning regulations and he suggested that Mr. Russell apply for a permit to�construct Lwo duplexes on th� property which would cor.for� to the presznt 2oning Ordinanc2. During the discussion, it was pointed out that some type of bond wou ld be necessary to cover completion �f the improvements. Commissioner Strang moved that the plat of Skycrest Terrace lst Addition be approved; that the zoning of all lots be R-1 except the ones fronting on Drew Street, they to be zoned Business; that the necessary contracts be signed; that the developers put up a�1,000.00 cash �ond that they will comple�e the streets and other improvements according to the con- tract; that the proper officials be authorized to sign the plat and execute the cont.ract. The City Attorney presented the appZication to erect a sign advertising ths Lou Powell Real Estate Office in front of The Playhouse hiotel at 1$60 North ForL Naxrison vahich is located in an R--M zone. He also read a letter from Mrs. Powell. The City Zoning Board�s recommendation was that the request be den�ed as it would be a business sign in an R-M area. The City Attorney pointed out that under the Zoning OrdinancP a motel must have 16 0� more units in order to qu�lify to have business space on the property also. Mr. G. H. Mason, owner of "The Playhouse" stated that he had nine units. The City Attorney presented Ordinance 667 which would �menc3 the Occupatior�al License Ordinance 609, regarding the classification of Linuefied Pe�rol�um Gas Dealers. He explained that there had been a request from one of the dealers to bring the amount of the license which is y�200.G0 more in line with the license tax charged by Tampa and St. Petersburg. Therefore, he and the City Manager were recomm�nding changing the amount of the license from �200.00 to $$?5,00, There was some discussion as to whether other gas dealers should be included in this amending Ordinance. I am the owner and occupant of the property located on Lots number $ 8c 9 directly to the north of and abutting Lot #10. T feel that I would be more �irectly affected by the requested changes than any other property owner in the area. The twenty foot set back requested for the purpose of erectir,g a carporte was m�de necessary by rer_ovations to the property by the present owner. The property already had an enclosed garage, properly located on the lot, which the owner has converted into a bedroom and bath, so as to make the property more salable. I know of no other house facing Narcissus Ave �in this blac�C that is closer to the fror.t lat line than the requixed 25 feet. In fact most of them are set back fu::�ther than the raquired distance. It is a].so my opinion that a carporte could be erected w�.thairt encraaching beyond the 25 f oot set back limit. A few �ears ago the City increased the sideline set back irom three to five feet. I might add that ths F.H.A. requires a set back of at least 7� feet at this time. The patio the owner desires to enclose is quite large and can be enclosed almost entirely without the need of going closer than the five foot to the lot line. I dislike to protest anythina that a prospective next door neighbor would like to do with thea.r property, altho, in this case I understand that the present owner is merely putting t he property in condition to sell. I do feel, however, that in this case T must strongly voice my objectians to the requested changes for the follo�oing reasons: 1. I do not beleive that any hardship, under the hardship clause, oi the Zoning Act, has be shown. 2, I beleive that the req_uested chan�es, if approved, would adversely effect the val:ue of my pro��erty. 3. The need for a carporte was crEated by the owner by closing in th.e then present garage as a bedraom. The question of the permit for a carporte shc>uld have been settled priar to closing in the garage. This alteration and building can be done ��vithout encroaching on any �oundary lines or any restrictions concerning set-backs from boundary lines. However, the building inspector has informed us that under the strict letter and terms of Ordinance No. 627 he cannot grant a permit to alter our building to include a fourth apartment since we are in �n R. 2 District. This decision by the building inspector is working an extreme hardshi� upon us sin�e as we have pointed out, we will be unable to retire and live in Clearwater unless we are able to make the fourth apartment anrl thus havz a sufficient i�acome on r�hich to retire. Sincs aur apartment house was located here when multiple dwellings were authorized for this District, and since we seek to improve the appearance of the builda.ngs with the approval of our neighbo•rs, we feel that it would be proper for this Board to grant this Pa�ition and allow us to alter our struature as a hardshi� case. Because af the lack of space, the sixth grade classes are being sent to the Junior High School, leaving the fifth graders to act as a safety pa�rol, they a re being disregardeci by many oi the drivers. The School zone on Missouri Avenue has become a. speed way with drivers ign�ring the traffic light operated by the safety patrol boys. Lakeview Road, in front of the school, has a 15 mile per hour speed limit and a ttno parking area on the school side. B�th of tlzese r.ules are completely disre�arded.. Previously �ae have called this extremely serious matter to the attention oi the poiice department and also to your office. The police have patrolled the area when possible, but we are reque�ting permanent relief from this traffiti hazard. Yesterday two children were almost hit by cars in front of the school. We feel this situation should be given your immediate attention before some child is kzlled or crippled for life. We are requesting that whatever action is taken be cantinued throughout the sGhool year. We appreciate your fine spirit oi cooperation and that of our city police d�partment.
