The City Commission of the City of Clearwater met in special session at City
Hall, Friday, October S, 195~, at 12:15 P.M. with the following members present:

The Mayor called the meeting to order and announced that the first item on
the agenda would be the consideration of a letter from Captain George A. Hunt, Jr.,
Commanding Officer of the local National Guard unit. The letter reported that
following the completion of the National Guard Armory in Clearwater there remained
an unexpended balance of $15,78B.50 on deposit with the State Treasurer, State of
Florida, in an account designated as the "Clearwater Armory Fund". The letter
requested the permission of the City Commission to use any unexpended balance from
the City's contribution of 420.000.00 as listed in the letter for landscaping,
lighting, furnishings, beautification, etc. The letter stated that the County
Commission had agreed to permit such use of any funds remaining which might be
due the County. Commissioner Strang moved that the Commission approve the request
of the National Guard to use the balance of the fUnds on deposit called the
"Clearwater Armory Fund" as listed in the letter and that the City Manager be
requested to write a letter informing the Commanding Officer of the local unit
that the City has authorized the use of funds as requested. Motion was seconded
by Commissioner Russell and carried unanimously.

Mr. Lloyd Phillips appeared before the Commission and presented a letter
requesting that the Commission approve an assignment of the sub-lease in the Small
Boat Marina Building held by Messrs. Frank Photiadis and Peter Moungrides to Mr.
Chris Fotiadis and also approve remodeling or the room to permit the installation
of air conditioning equipment. Commissioner Strang moved that the Commission
consent to the transfer or the lease to Chris Fotiadis and upon his securing a
proper building permit. that he be permitted to install air conditioning and that
the proper officials be authorized to execute the contract. Motion was seconded
by Commdssioner Russell and carried unanimously.
There being no further business to come before the Commission, the meeting
was adjourned at 12:35 P.M.

Gentlemen:
Several days ago I wrote a letter to Mr. Charles M. Ppillips, Jr., City attorney,
concerning the City's consent to the transfer of the lease from Frank Photiadis
and Peter Moungrides, tenants, and owners of that certain business known as
Fishermen's Lunch Box, Small Boats Marina. Clearwater Beach, to Mr. Chris Fotiadis.
Mr. Chris Fotiadis is the brother of Frank Photiadis, although there is a difference
in the sperlling of the last name.
In the letter I neglected to state that Mr. Fotiadis is anticipating the complete
redecorating of the store and will also air condition the premises. In order to
do this, it will be necessary for openings to be cut in the South wall so that the
various air conditioning units and equipment can be installed.
It is my opinion that under the lease as stated the consent of the City must also
be obtained to do this alteration. You will, therefore, please consider this
letter along with the letter previously written to Mr. Phillips.

TO City Commissioners, City of Clearwater
1. Request unobligated funds remaining after completion of the Pinellas
County National Guard Armory, Clearwater, Florida, be authorized as expenditures
for items listed in enclosure one.
2. Funds are on deposit with the State Treasurer under the name "Clearwater
Armory Fund". Colonel Ralph W. Cooper, Stat~Quartermaster, will issue state
purchase orders against this account subject to approval by the City of Clearwater
and the County of Pinellas.
3. The Commissioners of the County of Pinellas have indicated their approval
of this list of items and wi~l forward their approval when they have been notified
that the City of Clearwater also will approve these expenditures.
4. Enclosure two is an itemized list of expenditures for the Clearwater
Armory Project as authorized previously. List was furnished from the orfice of
the State Armory Board.
S. The members of this command deeply appreciate the efforts of the City
Commissioners 1n securing this armory for our use. The furnishings and work
authorized by these additional expenditures will make the facilities the best
available for civic and social getherings and the finest military headquarters
in the Sta te.
