The meeting was called to order by the Mayor. The City Attorney read a
letter from the Director of the Property Management Division of the Federal
Housing Authority in Washington, D.C., which assured the City of Clearwater of
the F.H.A.'s willingness and ability to participate in the cost of installing the
storm sewer in the Green~ood Apartment area under the following agreement:
The City to assume cost of material $13,749.30 less $1,193.25 which
amount represents the difference in cost between 48" concrete and 4e"
corrugated pipe if the F.H.A. accepts the charge of $19,992.75 on
account of labor in the amount of 'lB,799.50 plus the above $1,193.25.
(Conmissioner Strang arrived at this time -- 1:13 P.M~
In regard to the bids on 412 lineal feet of 15" concrete pipe and 531 lineal feet
of 12" concrete pipe, the City !V!anager reported that three companies had made
equal bids but Pinellas Industries, Inc., St. Petersburg, and Sherman Concrete
Pipe Company of Tampa had offered 2% discount and the other company, the Universal
Concrete Pipe Company, Tampa had not offered the discount. After checking with
the Universal Concrete Pipe Company, the City Manager said they would give the
discount also. The Manager recorrmended dividing the purchase between the three
companies. The Mayor reconmended buying the concrete pipe from the Pinellas
Industries, Inc. Commissioner Kennedy moved that the portion of the contract
pertaining to the 12" and 15" pipe be awarded to the Pinellas Industries. Motion
was seconded by Commissioner Bates and carried unanimously.
The City Manager recommended that since the two bids on 1075 lineal feet
of 48" corrugated pipe from Armco Drainage & Metal Company o~ Jacksonville and
Tri-State Culvert & Manufacturing Co., of Tampa were exactly the same -- $12,373.25,
that the purchase be divided equally between the two companies. Commissioner Bates
moved that the contract for the 1075 lineal feet of 4e inch corrugated pipe be
awarded evenly between Armco Drainage & Metal Company of Jacksonville, and the
Tri-State Culvert & Manufacturing Company of TampaMat a total price of $12,373.25
in accordance with the recommendation of the City anager. Motion was seconded
by Commissioner Kennedy and carried unanimously.
The City Manager reported that the Stansfield Construction Company of Tampa
had submitted the low bid ($le,799.50) for laying the pipe in the Greenwood
Apartment area, and recommended that they be awarded the contract. He said the
Stansfield Construction Company was also low bidder on supplying and laying the
pipe for the storm se~er in Palm Bluff Street, east of West Avenue, and recommended
that they be awarded the contract. Upon being questioned as to the F.H.A.'s
responsibility to pay for the work, the City Attorney stated that the contract
with the government had been received the day before and that the basic part of
the contract was all right but the beginning and ending would need a little
re-draf~ing which he would do, but the action which was needed now was ~or the
proper of~icials to be authorized to execute the contract. Commissioner Kennedy
brought up the point that it might be well to do only the City's part of the work,
the storm sewer along Palm Bluff Street, and not award the other contracts until
the contract with the F.H.A. had been signed. Mr. Stansfield, who was present,
stated that it would be more convenient and more economical for him to work on
both jobs at the same time and that he would be willing to wait for his payments
until such time as the Government made the funds available to the City.
Commissioner Bates moved that the contract for the installation of the 48"
corrugated pipe and the 12" and 15" concrete pipe be awarded to the Stansfield
Construction Company of Tampa at a price of $18,799.50 because it is the low bid
and in accordance with the recommendation o~ the City Manager. Motion was seconded
by Commissioner Kennedy and carried unanimously.
Commissioner Kennedy moved that the bid of Stansfield Construction Company be
accepted at $14,225.00 (for installing and furnishing 710 feet of 48" corrugated
pipe for the storm sewer in Palm Bluff). Motion was seconded by Commissioner Bates
and carried unanimously.

Commissioner Bates moved that the proper City officials be authorized to
execute the necessary contract and agreements between the U.S. governmental housing
authority and the City of Clearwater covering the material for the work done on
this job and the necessary arrangements for that authority to pay for the agreed
portion of the work in the contract. Motion was seconded by Commissioner Kennedy
and carried unanimously.
The City Attorney presented another draft of the proposed water contract
with Pinellas County stating that it included the amendments agreed upon at the
last joint meeting of the City Commission and the County Commission. Commissioner
Bates moved that this body go on record as temporarily approving Draft No. 16 of
the proposed agreement with the County for the purchase of water, subject only
to any amendments necessary for the financing of the project and any further
amendments that might be necessary prior to the drafting of the final contract.
Motion was seconded by Commissioner Strang and carried unanimously.
Corr~issioner Strang reported that he and the Mayor had inspected the second
floor of the Marina Building to see what could be done to improve it for the square
dancing sponsored by the Chamber of Commerce. It was their suggestion that it be
patched or smoothed a little and covered by asphalt tile exactly the same as is
now in the J.C. Building. The City Manager had secured an estimate of $589.00 ~or
the tile and $70.00 for the black asphalt base strip or a total of $659.00 for the
floor installed, not including the kitchen area. Considering the emergency,
Conwissioner Bates moved that the City Manager be authorized to proceed to get the
tile laid on the floor at a cost not to exceed $659.00. Motion was seconded by
Commissioner Strang and carried unanimously.
The Mayor referred to a letter addressed to the City Commission by Mr.
William L. Coon in which Mr. Coon informed the Commissioners that he and Mr. Smith
had let a contract for a 75 foot pool rather than an Olympic-type of 82 feet through
an oversight and requested that the Commission agree to the construction of this
size pool. During the discussion, it was brought out that the 75 foot pool is
standard in the United States for National Amateur Athletic Union competition and
therefore would meet the requirements for high school and college swimming team
meets. Consideration was also given to the fact that Smith and Coon were being
delayed in t heir construction by the Beach Chamber of Commerce not moving out of
the J.C. Building at the scheduled time. Commissioner Bates moved that the City
Manager be instructed to inform Mr. Coon that the City would agree to the
construction of a 75 foot pool provided that Smith and Coon are willing to have
the Chamber or Commerce occupy their present quarters in the J.C. Building until
the floor can be installed in their new quarters in the Marina Building. Motion
waa seconded by Commissioner Strang and carried unanimously.
Commissioner Strang said that it appeared that the 75 foot pool would be
adequate for all purposes for which it would be used, and since enough money was
not available at this time for the construction of an 82i foot Negro Swimming Pool,
the City could effect considerable savings by changing the specifications to pro-
vide for a 75 foot pool. Commissioner Bates moved that all bids on the Negro
Swimming Pool be rejected for the reason that it has been found that a pool of a
different size would better suit the needs of the occasion and that new bids upon
the new size be secured. Motion was seconded by Commissioner Strang and carried
unanimously.
Commissioner Bates, in reporting on the trip he and the City Attorney made
to Tampa on Monday to attend the joint meeting of the State Road Board officials
and the Pinellas and Hillsborough County Commissioners, commended the City
Attorney on the fine job he did in the public hearing which they attended to pro-
test the pledging of Pinellas County's secondary road money to the project of
widening the Gandy Bridge. He said that the net result of the efforts had been
that we now have the County's secondary road funds unpledged and that the County's
road program can now proceed where previously the funds wo~ld have been tied up
for three years.

The City Manager presented for the Commission's approval a deed of correction
to the Lions' Club to include a triangular tract lying between the property con-
veyed in the original deed and the north line of Court Street Extension.
Commissioner Bates moved that the proper officials be authorized to execute a
corrected deed. Motion was seconded by Commissioner Kennedy and carried unanimously.
The City Manager recommended the installation of the following gas and water
main extensions outside the City limits on a main extension refunding agreement
basis:
105 feet of 2" water main, Cleveland Groves Sub.
600 feet of 2" water main, Bay View Bluffs
100 feet of 2" water main, Lot 2, Knights Acres
231 feet of 1;" gas main, Shore crest Sub., Dunedin

Commissioner Kennedy moved that the City Manager's recommendation be approved on
these three water main extensions and one gas main extension. Motion was seconded
by Commissioner Strang and carried unanimously. There being no further business

We have received the two sets of bids secured by the City for rerouting the storm
sewer system at the Greenwood Apartments Project, Clearwater, Florida, one set
covering the purchase of pipe and the other set covering labor for laying pipe,
construction o~ manholes and catchbasins and filling the abandoned sewer, all in
a manner acceptable to the City Engineer. On the basis of present estimates, the
overall job will break down into two major parts with cost estimates as follows:
Purchase of pipe $13,749.30 and labor $18,799.50 for a total of $32,548.g0 with
final costs to be determined by in place measurements. All surveys, engineering,
contracting and supervision of construction will be performed by the City Engineers'
staff, the charge for which will ~ be reflected in the final cost.
The City has agreed to assume the cost of material, less $1,193.25, w~ich amount
represents the difference in cost between 48" concrete and 48" corrugated pipe
(the corrugated pipe being cheaper to install) if the Federal Housing Administration
accepts the charge of $19,992.75 on account of labor in the amount of $1$,799.50
plus the above $1,193.25. Pursuant to your recommendation, we herewith give
approval to such an arrangement and are immediately asking the General Counsel to
prepare the formal agreement for acceptance by both the City of Clearwater and the
Federal Housing Administration.

We are writing in connection with our lease with the City of Clearwater covering
Lots 3 and 4, City Park Subdivision.
In paragraph 5 thereof, we agreed to construct a "regulation olympic-type
swimming pool". Prior to entering into this lease agreement we had not constructed
swimming pools, and were not entirely familiar with the size and use made thereof.
Our purpose in using the phraseology which was used was to insure that a rull size
pool would be constructed which could be used for high school and collegiate pur-
poses if desireable, and one in which competition for records could be conducted.

Without giving too much thought to this we proceeded to have a 75-foot pool
designed, have let the contract for its construction, and are in the process of
constructing it at this time. Excavation work is on the way, and all materials,
including precut steel work for this size pool are on the site.

A 75-foot pool is standard in ~erica for use in National Amateur Athletic
Union competition; and is the type pool which is used in our colleges and high
schools in which the majority of American records are set. This size pool will.
ot course, be entirely satisfactory for use by the general public, and is larger
than any other pool existing in this area.
We have just discovered that the type pool which we are constructing actually
is not a olympic-type pool in that, as stated, it is 25 yards long rather than 25
meters, which would be g2~ feet. This is an honest mistake on our part, and one
which we do not reel will prejudice the City as Lessor, or the general public.
Actually we feel that the 25 yard pool is the better one since, as we previously
stated, the great majority of high school and collegiate competitions are sCheduled
in that size pool.
We are calling these racts to your attention with the hope that you will
accept the explanation herein given and authorize us to proceed with the construc-
tion of this pool.

We have received the t�ao sets of bids secured by the City for rerouting the storm
sewer system at the Greenwood Apartments Project, Glearwater, Florida, one set
covering the purchase of pipe and the other set covering labor for laying pipe,
construction of manholes and catchbasins and filling the abandoned sewer, all in
a manner acceptable to the City Engineer. On the basis of present estimates, the
overall job will break down into two major parts with cost estimates as follows:
Purchase of pipe �13,749.30 and labar �1$,799.50 for a total of �32,54$.$0 with
final costs to be determined by in place measurements. Ali surveys, engineering,
contracting and supervision of ^onstruction will be performed by the City Engineers'
staff, the charge for which will not be reflected in the final cost.
The City has agreed to assume the cost of material, less �1,i93.25, which amount
represents the difference ir� aost between L�$�� concrete and 1�.$+T corrugated pipe
(the corrugated pipe being cheaper to install) if the Federal Housing Administration
accepts the charge of �19,992.75 on account of labor in the amount of �"1$,799•50
plus the above �1,1G3.25• Pursuant �o �our recommendation, we herewith give
approval to such an az•rangement and are imtnediately asking the General Gounsel to
prepare the formal agreement for acceptance by both the City of Clearwater and the
Federal Housing Administration.
Even though the maGter must remain in the informal stage until the agreement has
been executed, it is our feelin� tha� the City can proceed with arrangements for
the work, since you can assure them of our willingness and ability to garticipaL-e.

We are writing in connection with our lease witl-i the City of Clearwater covering
Lots 3 and �., Citp Park Subdivision.
In paragraph 5 thereof, we agreed to construc:t a�Treoulation olympic-type
swimming pool��. Prior to entering into this lease agreement we had not constructed
swimming pools, and were not entirely familiar with t he size and use made tk�ereof.
Our purpose in using the phraseology which was used �ras to insure that a full size
pool would be ccnstructed which could be used for hi�h schaol and collegiate pur�
poses if desireable, and one in which corupetition for records could be conducted.
L�lithout giving too much thought to this we proceeded to hav� a'75-foot pool
designEd, have let the cor_tract f or its construction, and are in the process of
constructing it at this ta:me. Excavation work is oi: the way, and al1 raaterials,
including precut steel work for this size pool a:e on the site.

A 75-ioot poo], is standard in America for use in National Amateur Athletic
Union competition; and is the type pool which is used in our colleges and high
schools in which the majori.ty of American records are set;. This size pqol will,
of coursey be entiroly satisfactory for use by the general public, and is larger
tnan any other pool existiiio in this area.
�Je have just discovered that the type pool which we are constructing actually
is not a olympic-type pool in that, as stated, it is 25 yards long rather than 25
meters, which would be $22 £eet, This is an honest mistake on our part, and one
which we do not feel will prejudice the Cii,y as Lessor, or the gene.ral public.
Actually we feel that the 25 yard pool is the �ietter one since, as we previously
stated, t he great majority of hi�h school and �;ollegiate competitions are scheduled
in that size �ool.
We are calling these facts to your attentian with the hope that you will
accept the explanation herain �iven and authorize us to groceed with the construc-
tion of this pool.
