The City Commission of the City of Clearwater met in special session at
City Hall, Monday, December a, 1952, at 1:30 P.M. with the following members present:

The Mayor called the meeting to order and announced that the meeting had been
called for the purpose of holding a publiC hearing on the proposed new Zoning Map
for the City of Clearwater. The Mayor introduced Mr. John Batstone, Chairman ot
the Zoning Board, and asked him to introduce the members of the Zoning Board who
were present. Mr. Cleveland Insco, Mr. Lewis Homer, Mr. Leland Drew and Mr. E. C.
Marquardt were presented as members of the Zoning Board. Mr. Batstone explained
the changes in the classifications as set forth in the proposed new Zoning Ordinance.
The City Attorney and the City Manager distributed copies of the new Zoning
Ordinance to those in the audience.
Mr. E. B. Casler, Jr., addressed the Coramission asking that Lots 5,6,7,a,
Block 5, Overbrook Subdivision, continue to be zoned as Business instead of being
changed to R-2. By consent, the Commission signified intention of changing all
of the thirteen lots in Block Five to Business on the new Zoning Map.
Mr. William Castagna, attorney for Mr. F. Fiorintini, requested that the area
north of Sunset Point Hotel and west of Edgewater Drive be zoned as R-4 instead of
R-I and that all of the area known as Sunnydale Subdivision be zoned as R-4, instead
of R-I. Mr. Castagna pointed out that there was only one street in Sunnydale
Subdivision, the entrance to Which is bordered by a motel on the north and one on
the south; therefore he did not see how it would harm adjoining property by having
multiple dwellings in the rest of the subdivision. Mr. William Sage spoke for the
Clearwater Federation of Civic Clubs requesting that the scenic view along the west
side of Edgewater Drive be preserved. The Mayor stated that for two or three years
both the City Commission and the Edgewater Drive Association had publicized their
policy of keeping Edgewater Drive as a scenic drive and permitting no filling in of
bayfront land or building of motels on the west side of Edgewater Drive and that
the present owners bought the land within that period and were aware of the opposi-
tion to fills on the west side. Mr. Lewis Homer repeated his offer to donate his
frontage on the west side of Edgewater free to the City if the City could acquire
the land from the Sunset Point Hotel to the Dunedin line from the other owners.
He reported that the other owners were not willing to sell when he made the offer
formerly. Commissioner Crown moved that the Mayor's recommendat!on that the rear
portion of this subdivision be revised to R-4 but that the west side of the street
be retained as recommended by the Zoning Board and in line with the long-stated
policy of the City. Motion was seconded by Commissioner Blanton and carried
unanimously.

Mr. To~ Hamilton complimented the Zoning Board and the Commission on the
completion of the map and asked if there were any objections to any of the manu-
facturing zones on the map along the railroad. The City Attorney replied that
Mr. E. F. Weidemeyer wished an expression from the Zoning Board as to whether
the northeast corner of Maple and Missouri would be designated for manufacturing
purposes. He reported that this area, otherwise described as part of Tract D,
Country Club replat, had been sold to Mr. Weidemeyer by the City for manufacturing
purposes. The Zoning Board had zoned the property on the new map as R-l as the
tract is directly abutting on an R-l area in which many homes have already been
built. Commissioner Russell suggested that the zoning remain unchanged. By
consent the Commission agreed to this recommendation.
Commissioner Crown excused himself from the meeting at this point.
Mr. J. E. Satterfield addressed the Commission speaking for the residents
of the Country Club Subdivision requesting that the zoning for the entire sub-
division be changed to R-I which would include the unnumbered lot on the north-
west corner of Drew and Betty Lane, formerly occupied by the Country Club
Building but now vacant. The corner is zoned as R-4 on the proposed map by the
Zoning Board. Mr. Lloyd Phillips, attorney for Mr. A. wm. Herbst, stated that
his client had paid $25,000.00 for the unnumbered lot for the purpose of building
an apartment house and that he was not asking for any change in the zoning of
Lot 1, Block 7, Country Club, which would be R-l. Mr. Phillips also pointed out
that the unnumbered lot had been used by the Country Club as a site for their
clubhouse before there was a Country Club Subdivision created, and that there were
no restrictions in the deed. Commissioner Russell moved that the Zoning Board's
recommendation (R-4 zoning) be accepted. Motion was seconded by Commissioner
Blanton and carried unanimously. Mr. Satterfield requested a zoning designation,
possibly R-3, which would permit an apartment building bu~ not a motel or hotel.

Mr. c. P. Day inquired as to the new zoning for the Carlouel Club and upon
being informed that it was R-M on the new map, he requested that it be changed to
R-l. Mr. Batstone informed him that if the area was zoned R-l and the Club burned
down, it would not be permissible to rebuild the Club; therefore, he recommended
it be designated as an unzoned area. Commissioner Blanton moved that the area be
classified as unzoned. Motion was seconded by Commissioner Russell and carried
unanimously.
Mr. E. B. Casler, Jr., requested the Commission to change the proposed zoning
on Sunset Drive from Palm Bluff to Marshall Street from R-M to R-2. The Clerk read
a letter written by Mr. Ralph Richards on behalf o~ the North Shore Association
regarding the zoning of this ares. The Zoning Board recommended that the area be
zoned as follows:
From the south line of Lot One, Block Two, Gorra Subdivision to Palm Bluff
Street, the lots on the east side of Osceola Avenue and the lots between
Osceola Avenue and the Bay be zoned as R-l;
That in the area running north from Palm Bluff Street between Palm Bluff
Street and the south line of Buena Vista Subdivision that the lots fronting
on the east side of Osceola and the lots between Osceola and the Bay be zoned
R-2;
Also that the lots east of Osceola and the lots between Osceola and Sunset
Avenue from the south line of Buena Vista Subdivision to Marshall Street
excepting Lots 35, 36, 37, be zoned R-2j
And lots on both sides of Osceola Avenue from Marshall Street to the north
line of Lots 40 and 42 of Sunburst Court Subdivision to be zoned as R-2.
Commissioner Blanton moved that the area be classified according to the amended
recommendation of the Zoning Board. Motion was seconded by Commissioner Russell
and carried unanimously.
Mrs. Jackson, owner of Lot 127, Lloyd White Skinner Subdivision, asked that
the block in which she lived be restricted to R-1 as set forth in the deed. Mr.
Batstone revised the Zoning Board's recommendation from R-4 to R.I for the block
between Coronado and Gulf View Boulevard from Fifth Street south to the curve.
Commissioner Russell moved that the Zoning Board's recommendation as amended be
approved. Motion was seconded by Commissioner Blanton and carried unanimously.
Mr. C. N. Munro, presented a petition from residents of Hibiscus Gardens
Subdivision, requesting that all of that subdivision be zoned R-2 with the
exception of the lots facing Cleveland, Court and Missouri Avenue. Commissioner
Blanton moved that Hibiscus Gardens Subdivision except those lots facing Cleveland
Street, Court Street and Missouri Avenue and excepting Block "Y" be zoned as R-2
and that Block trY" be left unzoned and the lots on Cleveland Street, Court Street
and Missouri Avenue be zoned for Business. Motion was seconded by Commissioner
Russell and carried unanimously.
Mr. C. K. Weekly requested that the area bounded on the south by Turner, on
the east by Palm Avenue, to Markley Street on the north, to the Bay on the west
be zoned as R-M instead of R-4 as proposed on the new Zoning Map. It was the
Zoning Board's recommendation that north of Turner Street between Palm Avenue and
the Bay as f~r north as Markley and that the area between Oak Avenue and the Bay
north to Haven Street be zoned as R-M. Commissioner Blanton moved that the area
between Haven and Turner extending from Pa~ Avenue as far north as Markley Street
and as far north as Haven Street between Oak Avenue and the Bay, be zoned as R-M.
Motion was seconded by Commissioner Russell and carried unanimously.
Mrs. George Economides objected to the proposed R-M zoning of Lot 1, Lakewood
Replat, and suggested that since it was surrounded by an R-l area that it be zoned
as R-l. Commissioner Russell moved that the west 1/2 of Lot 2 and all of Lot 1,
Lakewood Replat, be zoned as R-I. Motion was seconded by Commissioner Blanton and
carried unanimously.

Mr. Robert Maggert, resident of the Skycrest area, requested that the area
lying south of Rainbow Avenue from a point 2g0 feet north of Gulf-to-Bay Boulevard
be changed from Business zoning as proposed on the new map to R-l. The same request
as outlined by Mr. Maggert was made in a letter addressed to the Commission by Mr.
Joseph Lima, a resident of Rainbow Drive. It was considered advisable to defer
this matter until Mr. Donald Alvord, developer of Skycrest, could be contacted as
he. has probably sold some of this property ~th the understanding that it may be
used for business purposes.
Mr. A. F. Brevalier appeared before the Commission on behalf of Major L. E.
Rohrer, owner of a lot on the northeast corner o~ Seminole and North Osceola, asking
that the lot not be changed to Business zoning as indicated on the proposed map.
Commissioner Russell moved that the lot on the northeast corner of Seminole and
Osceola and the lots on the northwest corner of Seminole and Osceola, further
identified as the houses fronting on the City Park, be zoned as R-4, the balance to
remain as business. Motion was seconded by Commissioner Blanton and carried unani-
mously.
Mr. Arthur Smith appeared for the residents of Court Street Extension from
Hillcrest to Gulf-to-Bay Boulevard to request that Block A, Breeze Hill Subdivision,
be zoned as R-I instead of Business as on the proposed map. Commissioner Russell
moved that the lots facing Chestnut Street (Court Street Extension) between Hillcrest
and Gulf-to-Bay Boulevard be lert as they are on both sides of the street (R-4).
Motion was seconded by Commissioner Blanton and carried unanimously.

Mr. Fred J. Kuhn, owner of Lots 17-21, Block G, Sunset Point 2nd Addition,
requested that this area be changed ~rom the proposed business zoning and be
given a more rostricted zoning classification. Mr. Batstone recommended that the
block bounded on the south by Sunset Point Drive, on the east by Douglas Avenue,
on the west by Spring, between Sunset Point Drive and Floridena Subdivision be
zoned R-4. Commissioner Blanton moved that the revised recommendation or the
Zoning Board be approved. Motion was seconded by Commissioner R~Bsell and carried
unanimously.
Mr. J. A. Novotney, owner of property between Gulf View Boulevard and Coronado
Drive, objected to the proposal to zone that area as R-M and requested that it be
zoned as R-4. Mr. Batstone recommended that the area bounded on the west by Gulf
View Boulevard, on the south by Third Street, on the north by First Screet, and
on tbe east by Coronado Stree~ be changed ~rom R-M to R-4. Commissioner Russell
moved that the Zoning Board's recommendation be accepted as amended. Mo~ion was
ssconded by Commissioner Blanton and carried unanimously.
Mr. W. W. Blackburn opposed the proposed R-2 zoning ot Lots 1-16, Block 7.
and Lots 12-14, Block 6. P1necrest Subdivision. and suggested this be zoned as
manufacturing. The Zoning Board recommended that the area be zoned as Business.
Commissioner Blanton moved that the Zoning Board's recommendation be approved.
Motion was seconded by Commissioner Russell and carried unanimously.
The Mayor suggested that the Public Hearing be adjourned to continue Tuesday,
December 9, 1952, at 1:30 P.M. Commissioner Blanton moved that the Public Hearing
be adjourned to Tuesday afternoon at 1:)0 P.M. Motion was seconded by Commissioner
Russell and carried unanimously.

In accordance with published requests that objections to the proposed new
zoning map be presented to the board this date, we do herewith make formal
objection to the proposed re-zonin~ of that particular area immediately north of
the Sunset Point Hotel West of Edgewater Drive and the area kno\~ as Sunnydale
Subdivision east of Edgewater Drive, as R-l.
At present the entire area is composed of multiple dwelling units. Sunnydale
Drive leading into the Subdivision has, both on its North and South, well developed
multiple dwelling units; All present building development west of Edgewater Drive
is multiple dwelling, including the existing Sunset Point Hotel immediately South
and adjoining the area in question.
We do therefore request the consideration of the Zoning Board and the City
Commission of the City of Clearwater to the maintenance of zoning restrictions in
the above areas, to those as will conform to the general nature of existing
construction and use.

Dear Mayor Brown:
I am writing you in behalf of the North Shore Association, which association
is composed of citizens residing and owning property in the northerly section of
the city between Ft. Harrison Avenue and the bay and lying immediately south of
Stephensons Creek.
The map now on display in the city hall showing proposed changes in the zoning
ordinance indicates that several blocks of land on north Osceola and in the vicinity
of Engman Street are proposed to be zoned R-4. My understanding is that this class
of zoning permits a limited amount of business.
The North Shore Association very strongly objects to allowing any business
of any nature in this area. It is the opinion of the association that the entire
water front area lying North of North Ward School and extending to Stephensons
Creek should be zoned for residential purposes only. A portion of this area is
now zoned for one family dwellings, and a portion is zoned for multiple dwellings.
It is the opinion of the association that these classes of zoning should be con-
tinued in this area, and that no changes should be made that would permit any
business of any nature.
It is a well known fact that no business of any kind has ever been permitted
in the waterfront area on the southside of the city. The North Shore Association
feels that the northerly water front area of the city is entitled to the ~ame
consideration and protection.

Wet the undersigned petitioners, respectfully ask your favorable consideration
of our request for certain changes in the boundaries and character of the zoning
map of the City as it is now proposed according to the map now displayed in the
City Hall for the examination and consideration of the residents.
We are residents and owners of homes and lots in the subdivision known as
Hibiscus Gardens, which runs South from Cleveland Street, in which the old
restrictions placed on buildings in this subdivision have expired.
The proposed zoning map places all that portion of this Subdivision south or
Park Street in the "R-M" group and the whole portion north of Park Stre~t in the
Business group.

This portion south of Park Street has been used entirely so far for residences
exclusively, and there are on this portion no Multiple Dwellings, Hotela, Motels,
Apartments or Clinics, which would be permitted under the "R-M" grouping. Aleo
that portion of this subdivision north of Park Street, which consists of the lots
on said Park Street, facing south and which run north to a line bounded by an alley
easement dividing the lots in such blocks facing south on Park Street from those
facing north on Cleveland Street as being now used and held for residence purposes
exclusively, except the site of the Church on the corner of Betty Lane and Park
Street, and on this portion there are not, nor are there planned, any Multiple
Dwellings, Hotels, Motels, Apartments or Clinics.
This district is already fully supplied with multiple dwelling units, hotels,
motels, apartments, clinics and limited business units on Cleveland Street for
this part of the city, and we respectfully submit to your Honorable bodies that
the use of the property above described for the purposes permitted und~r the
classification "R-M" & B" would seriously affect the present use, enjoyment and
value of the homes and property which we have here and which we all have occupied
with the idea that it would be used for the purposes only which are permitted under
the "R-2" classification.
Those of us who have a home on the north side of Park Street, and those who
have homes on the south side of Park Street and now face the north side of said
street which is proposed as a Business District, feel that the use of the lots on
the north side of this Park Street for a business purpose beside, and opposite such
homes would be a very serious injury to our property and deprive us of the reason-
able use and enjoyment of the homes which we have built or bought for residence
purposes.
All of us, therefore, your petitioners, request that you should change the
proposed zoning map of' this district so that all that portion of the above described
property in this subdivision lying between the extended line of the alley easement
which runs through the block north of Park Street south to the southern line of
this subdivision on Chestnut Street and bounded on the east by Frederica Avenue,
and on the west by Missouri Avenue. when extended, be placed in the zoning classi-
fication called "R-2" to be limited to the erection of single or duplex homes only,
with such necessary attachments as belong to such homes.

It is my understanding that the new Zoning Law comes before the City Commis-
sioners, Monday December a, 1952, for a hearing. Since I can not attend the session
in person, because of the necessity of having to earn a living, I am asking you to
please make known my objections to the proposed Zoning Laws for Skycrest. Other
property owners who are aware of this will no doubt be at the hearing.
The proposed new Zoning Laws for Skycrest has lots which are Zoned (B) for
business. These are;
Lots 1 to 8 of Block A of Unit A
Lots 1 to 8 of Block B of Unit A
Lots 1 to 4 of Block C ot Unit A
Lots 1 to 4 of Block A ot Unit B
It is respectfully requested that the Zoning Laws be changed on the above lots
from (B) to (R-2).
The main reason for the change is because Rainbow Drive is a residential street
and we would like to be assured it would so remain because the entire length of
Rainbow Drive except for this exception is Zoned (a-l) on one side and (R-2) on the
other.
There is no objection to the lots facing Gulf-to-Bay Road being Zoned (B).

were present. Mr. CZeveland Insco, Mr. Lewis Homer, Mr. Leland Drew and Mr. E. G.
Marquardt were presented as members of the Zoning Board. Mr. Batstone explained
the changes in the classifications as set forth in the proposed new Zoning Ordinance.
The City Attorney and the City Mar�ager distributed copies of the new Zoning
Ordinance to those in the audience.
Mr. E. B. Casler, Jr., addressed the Coramission asking that Lots 5,6,'7,$,
Bl.ock 5, Overbrook Subdivision, continue to be zoned as Business instead of being
ehanoed to R-2. By consent, the Com:nission signified intention of changing all
of the thirteen lots in Block Five to Business on the new Zoning Map.
Mr. William Castagna, attorney for Mr, F. Fiorintini, requested that the area
north of Sunset Poin� Hotel and west o� Edgewater Drive be zoned as R-�. instead of
R-1 and that all of the area known as Sunnydale Subdivision t�e zoned as R-4, instead
of R-1. Mr. Castagna pointed out that tl�ere was only one street in Sunnpd.ale
Subdi�*ision, the entrance to which is bordered by a mo�el on the north and one on
tb,e souih; therefore he did not see how it would harm adjoining property by having
multiple dwellings in the rest of the subdiv�.sion. 2�ir, iAiJ.liam Sage spoke for the
Clearwater Federai:ion of Civic Clubs requestin� that the scenic view along the west
side of Edgewater Drive be preserved, �'he Pdayor stated that for two or three years
both the City Commission and the Edgewater Drive Association had publiciaed their
poZicy of keeping Edgewater Drive as a scenic dri�e and permitting no filling in of
bayfront land or building of motels on the west side of Edgewater Drive and that
the present owners bought the land within that period and were aware of the opposi-
tio�n ta fills on the west side, Mr. Lewis Homer repeated his offer to donate his
frontage an the west side of Edgewater free to the Ci�y if the City could acquire
the land from the Sunset Foint Hotel to the Dunedin Tine from thz other owners.
He reported that the other owners were not willing to sell wher� he made the offer
formcrly. Commissioner Crown moved that the Mayor's recoramenda.tson that the rear
portion of this subdivision be revised to R-!� but that the west side of the stree�
be retained as recommended by the Zoning Board and in line with,the long-stated
poZicy of the City. Motion was seconded by Commissionex Blanton and carried
ur.animously.
ASr. To�p Hamilton complimented t;�e Zoning Board and the Commission on the
completion of the map and asked if there were any objections to any of the manu-
facturing zones on the map along the railroad. The Gity Attorney replied that
Mr. E. F, Weidemeyer wished an expression from the Zoning Boarci as to whether
�he northeast cosner of Maple and Missouri would be designated for manufacturing
purposes. He reported that this area, otherwise described as p�rt of Tract D,
Country Club replat, had been sold to Mr. Wsidemeyer by the Gity for manufacturing
purposes. The Zoning Board had zoned the propsrGy on the new map as R-1 as tY�e
tract is directly abutting on an R-1 area in which man� homes have already been
built. Commissioner Russell sug�e�ted that the zoning remain unchanged. By
consent the Comt►;ission agreed to this recommendation.
Commissioner Crawn e;ccused himself from the meeting at this point.
Mr. J. E. Satterfiel3 adclressed the ComTnission speaking for the residents
of the C'ountry Club Subdivision requesting that the zoning for the entire sub-
division be changed to R-1 which would include the unnumbered lot on the north-
west corner of Drew and Betty Lane, formerly occupied by•the Country Club
Building but now vacant. The corner is zoned as R-4 on the proposed map by the
Zoning Board. Mr. Lloya Phillips, attorney for Mr. A. Wm. Herbst, stated ihat
his client had paid �25,000.00 for the unnumbered lot for the purpose of building
an apartm�nt house anci that he was not asking for any change in the zoning of
Lot 1, Bloak 7, Country Club, wnich would be R-1. Mr. ?hillips a].so pointed out
that th� unnumbered lot had been used by the Country Club as a site for their
clubhouse before thsre was a Country Club Subdivision created, and that there �rere
no restrictiong in the deed. Commissioner Russell moved that the Zoning Boardts
recommendation (R-t� zcning) be accepterl. Motion was seconded by Commissioner
Blanton and carried ur.�nimously. Mr. Satterfield requested a zoning designation,
possibly R 3, tahich would permit an apartment building but not a motel or hotel.

being informed that iL was R-M on the new map, he requested that it be changed to
R-L Mr. Batstone informed him tha.t if the area tvas zoned R-1 and the Club burned
down, it would not be permissible �� rebuild the Club; therefore, he recommended
it be designated as an unzoned area. Gommissioner Blanton moved tha� the area be
classified as unzoned. Motion was seconded by Commissioner Russell and carried

• Mr. E. B, Caslez•, Jr., requested thE Commission to change the proposed zoning
on Surset Drive fr�m PaJ.m Bluff to 1�4arshall Street from R-M to R-2. The Clerk read
a letter written by Mr. Ralph Richards on behalf oi the North Shore Assaciation
regarding the zoning of this area. The Zoning Board recommended that the area be
zoned as follows:
From the south line of Lot One, B1ock Trvo, Gorra Subdivision to Palm Bluff
Street, the lots on the east side of Osceola Avenue and the lots between
Osceola Avenue and the Bay be zoned as R-'!;
That in the area running north from Palm B1uff Street between Palm Blufi
Street and t he south line of Buena Vista Subdivision that the lots fronting
on the east side of Osceola and tYie lots between Osceola and the Bay be zoned
R-2;
Also that the lots east oi Osceola and the lots bet�een Osceo�a and Sunset
�lvenue from the south line of Buena Vista Subdivision to Marshall Street
excepting Lots 35, 36, 3'j, be zoned R-2;
And lots on both sides of Osceola Avenue from Marshall Street to the nar��a
line of Lots l�� and k2 of Sunburs� Cour� Subdivision to be zoned as R-2.
Commissioner Blantan moved that the area be classified according to the amended
recommendation oi the Zoning Board. Motion was seconded by Commissioner Russell

Zoning Boardts recor�mendation that north oi Turner Street bet�reen Palm Avenue and
the Bay as far north as Markley and that the area between Oak Avenue and �he Bay

Mrs. George Economides objected to �he prc,posed R-M zoning of Lot 1, Lakewood
Replat, and suggested that since it was surrounded by an R-1 area that it be zoned
as R-1, Cammissioner Russell moved that the vrest l/2 of Lot 2 and all of Lot 1,
Lakewood Replat, be zoned as R-1. Motion was secc�nded by Comtnissioner Blanton and
carried unanimously.
Mr. Robert Ma�gert, resident of the Skycrest area, requested that the area
lying south of Raintiow Avenue from a point 2$0 ieet north of Gulf-to-Bay Bo�alevard
be changesi from Busii�ess zoning as proposed on the new map to R-Z, The same request
as outlined by Mr, Maggert was made in a letter addressed to the Commission by Mr.
Jaseph Lima, a resident of R3inbow �Jrive. It was considered advisable to defer
this matter unti2 Mr. Donaid Alvord, developer of Skycrest, could be contacted as
he.has probably sold some of this propertg with the understan�ing that it may be
used for business purposes.
Mr. A. F. Brevalx�r appearE�d before the Commission on behalf af Niajar L. E.
Rohrer, awner of a lot on the northeast corner of Szminole and North Osceola, asking
that the lot not be changed to Business zoning as indicated on the proposed roap.

block bounded on the south by Sunset Point Drive, on the east by Douglas Avenue,
on the west by Spring, between Sunset Point Dri.ve and Floridena Subdivision be
zoned R-4. Commissioner Blanton moved that the revised recomiaendation of the
Zoning Board be approved. Motion was seconded by Coramissioner ft�xssell and carrisd
unanimously.
Mr. Ja A. Novotney, owner of �ropert;� between Gulf Vievr Boulevard and �oronado
Drive, objected tn the proposal to zone that area as R-M and requested that it be
zoned as R-k. Mr. Batstone reconvnended tha� the area bounded on the west by Gulf

Mr. W. GJ. Blackburn opposed the pxopos�d R-2 zoning o.� Lats Z-1b, Block 7,
and Lots 12-14, Block 6, Pinecrest Subdivision, and suggested this be zoned as
manufacturing. The Zoning Board recommended that the area be zoned as Business.

I am writing you in behalf of the North Shore Association, which association
is composed of citizens residing and owning property in the northerly section o£
the city between Ft. Harrison Aaenue and the bay and lying immediately south of
Stephensons Creek.
The map now on display in the city hall showing proposed changes in �he zoning
ordinance i.ndicates that several blocks of land an north Osceola and iri th� vicinity
of Engmari Street are proposed to be zoned R-l�. My understanding is uhat this class
of zoning permits a limited amount of business.
The North Shore Association very strongly objects to allowing any business
of any na�ure in this area. It is the opinion of the association that the entire
water front area lying Tdorth of North Ward Schoal and extending to St�phensons
Creek �hould be zoned for residential purposes only. A portion �f this area is
now z�ned for one family dwellings, and a�ortion i� zoned for multiple dwellings.
It is the opinion of the assoaiation that these classes of zoning should be con�
tinued in tk:is area, and that no changes should be made that would pe.rmit any
bvsiness of any nature.
It is a well known �act that no business of any kind has ever been perm�t�ed
in the,waterfront area on the southside of the city. The Nnrth Shore Association
feels that the northerlq water front area of the ci�y is entitled to the same
consideration and protection. �

The proposed new Zoning Laws for Skycrest has lots which are 2oned (B) for

It is respectfullp requested that the Zoning Laws be changed on the a�ove lots

The main reason for the change is because Rainbow Drive is a residen�ial stree�
and we would like to be assured it would so remain, because the entire length of
Rainbovr Driae except for this exception is Zoned {R-1) on one side and (R-2) on the
