and carried unanimously, the mirmtes of the re.?;ular meetinG of Au::;ust 18th were
approved in accordance with the copies furnL3hed each member in writing and their
readin~ was dispensed with.
Commissioner Blanton moved that the bids on the municipal employees' bonds
be referred to the City I-tanager to 01:;en, tabulate and report at the next meeting
with his recommendation. Illotion was seconded by COInmissioner Russell and carried
unanimously.
Commissioner Lynn moved that the bids for Furchasing "linter uniforms for
Police and Fire Uepartrnents be referred to the City Manager to open, tabulate and
report at the next meetine with his recommendation. Motion was seconded by
Commissioner Russell and carried unanimously.

Regarding the proposals for h!orkmen' s Compensation Insurance for the City
opened at the last meeting, the City M~nager stated that since he was informed
that the insurance is not competitive, he i'muld recommend that the insurance be
divided between the companies different years and this year would recommend that
it be given to the Mutual Insurance Agency of Clearwater represented by Mr. Ross
Durant. After discussion by the Commission members, Commissioner Blanton moved
that the City Nanager be instructed to bring to a special noon meeting a complete
report showing all the insurance of the various types and kinds placed by the City,
with whom it was placed, and the amounts of each. r!J.otion was seconded by Commissioner
Lynn and carried unanimously.
In regard to the bids for the construction of the Pierce Street sanitary sewer,
the City Manager recol~ended accepting the low bid of Laurance & Rutledge, Largo.
Cownissioner Russell moved that the Pierce Street sanitary sewer contract in
Tagarelli Subdivision be given to the low bidder, Laurance & Rutledge, Inc. at
$3,523.15. Motion was seconded by Co~nissioner Lynn and carried unanimously.
Mr. H. Lane Coachman, on behalf of the Coachrnan Estate, addressed the Commission,
drawing attention to the fact that the Coachman Estate had been assessed for construc-
tion of the sanitary sewer on the Court Street Extension which he believed to be
contrary to the intent of the contract between the Coachman Estate and the City
dated June 21, 1951, and the Minutes of the Commission meeting of September 18
1950. Mr. Coachman pointed out that in the same contract the City had agreed
to open and pave Pierce Street from Prospect to Greenwood within 15 months of
June 21, 1951. He also requested that the Conmlission proceed with its agreement
mentioned in the same Minutes to replat the whole area from Chesnut on the south,
Park Street on the north, Greenwood on the east and Prospect on the west. The
City Attorney's opinion was that since the contract did not mention the sanitary
sewer that the matter reverted to the r.'1inutes of the Commission and became a
matter of policy rather than a matter of law. He stated that there was no written
agreement that mentions the replat but that it is mentioned in the Minutes of
September 1$, 1950. Commissioner Lynn moved that the City Manager be instructed to
take care of this matter in accordance with the indications of the Minutes of
September 18, 1950, and that the sanitary sewer assessments against the Coachman
Estate prop~rty on Court Street Extension be waived. l~otion was seconded by
Commissioner Blanton and carried unanimously.
The City Attorney outlined the procedure necessary to be followed in replatting
the subdivision and said he would not recommend securing abstracts of title for that
would make the cost prohibitive but that single sheet title reports could be
secured at approximately $10.00 each. Mr. Ben Krentzman addressed the Commission
stressing the importance of having this area replatted in order to make the property
saleable and to give the property owners clear title. Commissioner Blanton moved
that the City proceed with the replat as originally planned and the City Attorney
be authorized to proceed and that the right-of-way agent formerly hired go ahead
wi th his work. Motion was seconded by Commissioner Lynn and carried unanimously.
The City Manager explained a plan to relieve the drainage situation at the
corner of Chesnut Street and South Garden Avenue by constructing a pipe line down
the west side of the Atlantic Coast Line right-of-way to Pierce Street and connect
with the sewer there at an estimated cost of $1,700.00. He stated if it was not
pos3ibl~ to secure permission to use the right-of-way it would be necessary to go
down Squth Garden Avenue to Franklin at an approximate cost of $2,500.00.

Commissioner Blanton moved that the Commission authorize the City Attorney to
negotiate with the Atlantic Coast Line Rnilroad for running the pipe line down
the right-of-way and that the City Engineer be instructed to study the drainage
situation at Garden and Drew for some solution. Motion was seconded by
Commissioner Lynn and carried unanimously.

By unanimous consent, the COlllmission agreed to consider an item not on the
agenda "/hich was a new application to o[;erate four taxicabs filed by 11'1r. A. D.
Finch as attorney for Mr. J. H. Blackburn. Mr. Finch called attentipn to the
fact that the a~plic3tion was for fewer cabs than the application considered at
a recent meeting. It \'fas sun;:~ested that if the Cornmis~ ion was to consider new
applications, Mr. William Ward should be ~iven consideration on his application
at the same time. COlfimissioner Blanton moved that the matter not be considered
any further at this time and that the matter be ~iven rroper publicity and sub-
mitted for a public hearing at the next ~eetin~. Motion was seconded by
Comnissioner Lynn and carried unanimously.
fl1r. E. B. Casler, appeared before the Commission on behalf of 1'~essrs. Thomas
T. North and Archie R. C.::lrlson, develor-ers of New;.iarymont Subdivision, and requested
the rezonin't, of their property on the north side of Drew Street to business zoning
to conforrn to the zoning now in effect on the south side of Drew Street in Skycrest
as a hardship case. Vrr. Casler su~~ested that the m~tter be placed before the
Zoning Board for its recommendation.
The City Attorney read Ordinance 624,
final reading. Commissioner Blanton moved
on its third and final reading as amended.

The City Attorney read a Resolution assessing the cost of constructing
curbing on Pine and Turner Streets from Hillcrest Avenue to Evergreen Avenue
against the abutting and benefited rroperties. There being no objection,
Commissioner Lynn moved the adoption of the Resolution. Motion was seconded by
Mr. Russell and carried unanimously.

The City Attorney presented a proposed a.q;reement whereby !lIr. R. A. lvlapes and
Florence A. Mapes, his wife, and others. propose to sell to the City of Clearwater
Lots 1, 2, 3, 16, and Lot 15 less and except the east e feet, Block 7, Magnolia
Park, for a total purchase price of $21,000.00, payable as follows: $3,000.00
earnest money to be paid down upon the execution and delivery of this contract,
the receipt of which will then be acknowledged by said Sellers; the balance of
$18,000.00 to be paid in six annual installments of $3000.00 each without interest.
Commissioner Lynn moved that the matter be referred to the Appraisal Committee and
the City Manager for a report at the next regular loeeting. Motion was seconded
by Commissioner Blanton and carried unanimously.
Relative to a request for funds by the State N~tional Guard, the Clerk read
an excerpt from the Minutes of the Commission meeting of September 16, 1946, in
vThich there was a motion that the City contribute $20,000.00 toward the construc-
tion of an armory building in Clearwater and also furnish the building site.
Major Clifford McKay addressed the Commission and explained that although the
County of Pinellas had allocated $25,000.00 ,from its budget at the same time, the
delay was due to not being able to get the $55,000.00 which was the Florida State
Improvement Commission's share. Colonel F. W. Cooper from the Headquarters of the
National Guard in Florida addressed the Commission and stated that it was necessary
to obtain $20,000.00 from the City and $20,000.00 from the County Commission before
applying in Washington for the Federal funds which are available. Colonel ~~ite,
f'orlTler battalion commander in St. Petersburg, also appeared before the Commission,
describing the usefulness of the Armory Buildin~ in St. Petersburg to the city in
genera.! as an auditorium. Commissioner Blanton moved that the matter be referred
to the City Manager to sather such information as is available for a report and
his recommendation to the Co~@ission. Motion was seconded by Con~issioner Lynn
and carried unanimously.
, The Clerk reported the receipt on August 20th of petitions bearing the
signatures of 2,270 persons requesting the repeal of Ordinance 620, which number
was not sufficient under Section 178 of the City Charter relative to the repeal
of ordinances by. referendum. The total number of qualified electors as of
August 20th, according to the Office of the Supervisor of Registration, was
9,920. Co~nissioner Lynn moved that the petitions be accepted and filed. Motion
was seconded by Commissioner Russell and carried unanimously.
The City Manager presented an agreement with the Seaboard Air Line Railroad
Company concerning the ownership, operation and maintenance of the new side track
constructed f'or the City. The Clerk read a letter from the Seaboard Railroad
Company explaining the agreement. Commissioner Lynn moved that the City Attorney
and the proper City officials be authorized to execute the contract. Motion was
seconded by Commissioner Russell and carried unanimously.

The Con~ission discussed the reouests that have been made of the railroad
companies relative to the installation of crossing signals, the opening of new
railroad crossings and the removal of the railroad stations to a less congested
area. The City Manager reported that he had contacted both railroad companies,
that maps hud been prepared and turned over to the companies for study and he had
re'1uested a reply in 60 days. Commissioner Blanton moved that the railroad
cOlnpanies be instructed to speed the study of those maps and report back to us
within thirty days with sorno definite plan and that plan to include the moving of'
the stations to the site that the City h~s offered at Druid Road between the two
railroad track s. ;'lotion was seconded by COlilmissioncr Russell and carried
unanimously.
The City N8nager presented a rroposed contract with the ~hell Oil Company
to furnish a minimum of 70,000 ~allons per month or a maximum of 90,000 gallons
per month of Propane Gas for one year. COlllrni ss ioner" Lyr:r, moved that t he proper
City officials bo authorized to enter into the contract with the Shell Oil Company
to furnish the L.P.G. gas for a reriorl of one year. Motion was seconded by
Commissioner Blanton and carried unanimously.
The Clork read a letter from the Zoning boarrl in v:hich the Zoning Board
recommended that the request of the American Oil Company to erect a service
station on the east ~ of Lot 14 and all of Lots 15 and 16, Block 16, Magnolia
Park Subdivision (1009 Court ~t.) be ~ranted. Con~issioner Blanton moved that the
permit be granted. Motion was seconded by Commissioner Lynn and carried unanimously.
The Clerk read a letter from the Zoning Board in which the Zoning Board
recommended that the request of H. G. and M. F. Currey to erect a service station
on Lots 1, 2, J, 4 and 5, First Addition to Belleair Hi~hlands Subdivision (1451
S. Ft. Harrison Ave.) be granted. Commissioner Blanton moved that the permit be
granted as requested. Motion was seconded by COlomissioner Lynn and carried
unanimously.
'rhe City !J1Fmager presented the reauest from the Finance Department to transfer
$30,000.00 frorn the Cigarette Tax Fund to the Skycrest Sewer Project Fund.
Commissioner Lynn moved that the request of the Finance Department to transfer
money from the Cigarette Tax Fund to the 3kycrest Se\ver Project Fund be approved.
Motion was seconded by Co~nissioner Blanton Rnd carried unanimously.
The Clerk read a letter addressed to the Co~mission by the Civil Service
Board aSking that the Conmission contribute $350.00 for attorneys' fees in connec-
tion with the appeal to the Supreme Court in the case of Bilbrey vs. the Civil
Service Board. Commissioner Blanton moved that the request be denied. l'v1otion \'las
seconded by COlllmistiioner Russell and carried unanimously.
At the sug::;estion of the Acting r-layor, Commissioner Russell moved that the
City Manager be instructed to require all taxicab companies to post in each cab a
schedule of rates and a zone map. Motion was seconded by Co~nissioner Blanton and
carried unanimously.
The City Attorney stated that the Florida Railroad and Utilities Commission
would hold a hearing on the Peninsular Telephone Company's petition for a change
in rates, Friday, September 5th, in Tampa, and asked the Commission for an expres-
sion as to whether or not he and the City Manaser should attend. COl~missioner
Blanton moved that the City Attorney and the City Manager be authorized to attend
this meeting of the Con~ission to oppose any unwarranted and illegal increase,
armed with a Resolution from the City to that effect. Motion was seconded by
Commissioner Lynn and ccJrried unanimously.
The City r-1anager presented a Resolution for the Inowing and cleaning of
fourteen lots. Commissioner Lynn moved that the Resolution be adopted. Motion
was seconded by Commissioner Russell and carried unanimously.
There being no further business to come before the Board, the meeting was
adjourned at 11:01 P.M.

Under the prov2s2ons of Section 7, Chapter 29 of the Clearwater City Code,
application is made for your consent to the transfer to me of City of Clearwater
1951-1952 occupational license #2055 for the business of operating a taxi cab,
now in the name of City Cab Company, together with the six cabs and six taxi
permits owned by said business.
I have purcha.sed the same from the owners thereof, Messrs. Blackburn and
O'Neal, have installed two-way radios in all of the cabs, and intend to operate
them in full compliance \'/i th the requirements of said Chapter 29.
The cabs purchased consist of two 1950 Fords, one 1951 Plymouth, one 1951
!<'ord and two 1952 Fords. I intend to operate them under the name of City Cab
Company from my central taxi lot at 615 Park Street.
As a result of this transaction there has been no change in the number of
taxis operating in Clearwater, and I hope to continue to adequately meet the
demands of public convenience and necessity for taxis in this City.
I have in my possession the occupational license heretofore issued to the
City Cab Company, and upon receiving your consent for its transfer, I will present
the same to the City Treasurer in order that he can effect the same on his records.

Request of American Oil Co.
At a special meeting of the Zoning Board held Wednesday at 4:00 P.M.,
Aug. 27, 1952, a motion was made and carried that the request of the American Oil
Co. to erect a service station on the east ! of Lot 14 and all of Lots 15 and 16,
Block 16, Magnolia Park Subdivision (1009 Coutt St.) be granted.
The recooonendation of the Board to erect a service station in this area is
in keeping with the present business zoning. The driveways should not be over
30 feet in width at the property line.
NOTE: Attached herewith is a complete set of plans and specifications of the
proposed station also a plat plan and survey of the property. If this request
meets with the approval of the City Commission will you please see that the
attached plans etc. are returned to me so I will be able to issue a building
permit from this set of plans.

RESOLUTION
WHEREAS, after Public Hearing on April 7, A. D. 1952, the City Commission or
the City of Clearwater, Florida, determined that certain work and improvements
hereinafter described should be done and made, and
WHEREAS, pursuant thereto said improvements have been made as follows:
Construct a curb on the north and south side of Pine Street from the
existing westerly paving in Hillcrest Avenue to the east line or Evergreen
Avenue, a distance of approximately 630 feet and construct a curb on the
north and south side of Turner Street from the existing west paving in
Hillcrest Avenue to the east line of Evergreen Avenue, a distance of
approximately 630 feet.
WHEREAS, under the provisions of Section 123 and other pertinent provisions
of the City Charter, after said improvements shall have been completed, the City
Commission shall assess the cost thereof against the properties especially benefited
by and abutting said improvements so made, and
~~ERE~S, certain parcels or real estate facing and abutting said improvements
have been benefited by said improvements and the pro rata cost thereof shall be
assessed against said parcels.
NOW, THEREFORE, BE IT RESOLVED by the City COlmnission of the City of Clearwater,
Florida, in session duly and regularly assembled as follows:
1. That the above described improvements on Pine Street and Turner Street
from Hillcrest Avenue to Evergreen Avenue, be and the same are hereby accepted and
approved as having been completed.
2. That the following described properties benefiting from said improvements
in the following proportions of the cost thereof and the same are hereby assessed
in accordance with the following schedule.

Regardino the proposals for Workmzn 1 s Compensation Insurance f or the City
opened at the last meeting, the Ci.ty h�anager stated that sinc� he was inf`orseci
that i;hz insurance is not competitive, he taould recomraend that the insurance be
divid�d between the com�anies different years and this jT2c1I' jYOLi�C� Y`2C0ffiII18T?fl t,hat
it be given to the I�utual Iz�surance Agency of Clearwater represented by Nir. Ross
Dur«nt. After discussion by the Commission members Conunissioner Blanton moved-
tha� the Gity TLTanager be-instructed �o bring to a special naon r,ieeting a complete
report showing aIl the insuranc8 of the various types and kinds placed by the City,
with whom it was �laced� and the amounts of each. AZotion was second�d by Comm�,ssioner
I.�ynn and carxied unanimously.
In regard to the b�ds ior t?�e construction of the Pierce Stree� sanitary sewer
the City Tranager recommended accepting the low �id of Laurance & Rutledge, Largo. �
Commissioner Russell. moved that ths Pierce �trpet sanitary se�aer contxact in
Tagarelli Subdivision be given to the low bidder, Laurance & Rutledge, Inc. at
- , �3,5�3.15. Motion was seconded by Corrunissioner Lynn and aarr�ed unanimously,
Mr. H. Lane Coachman, on behalf of the Coachman Estate, addressed the Commission,
dra�rring a�tention to tha fact that 'Ghe Coachman Estate had been assessed for- eonstruc-
" tion of the sanitary sewer on the Court Street Extension which he believe:d to be
con�rary to �he intent of the contract betv�teen the CoacYunan Estate and the City
dated June 21, 1951, and the Niinutes of the Commission meeting of Sept:etnber 1$',
1950. Mr. Coachman pointed out that in the same contraat the City had agreed
to open and pave Pierce Street irom Prc�spect to Greenwood within 1;5 months of
, - June 21, 1951.. He also requested that the Commission p-roceed with its agreement-
mentioned in the same Minutes to replat the whole area from Che.snu� on the south,
Park Street on the north, Greenwood on the east and Prospect on the west. The
City Attorne�''s opinion was that since the contra'ct did not ;nentio� the sanitary
sewer. that the matte� reverted to the Minutes o� the Commission and became a
matter of policy rather than a matter of law. He stated tha� thera was no written '
, agreement that mentions the replat but that it is mer�tioned in the b4inutes of
September 1�, 1950, Commissioner Lynn moved tha� the City Manaoer be instructed t
take care of this ma�ter in accoz•dance wi�h the indications of the I�Iinutes of �
September 1$, 1950, and that the sanitary sePrer assessments agains� the Goachman
Estate groperty on Court StrEet E;ttension be Y,vaived. Nlotion was seconded by
Commissiqner Blanton and carried unanimously.,
The City Attorney outlined �he procedure r.ecessary to be followed in re lattan
the subdivision and said he would not recommend securing abstracts of tit?e for thag
would mal�e the cost prohibitive but that sinole sheet title repo�ts could be
sEcured at approxa.mately �10.00'each. Mr. Ben Krentzman addressed the Commission
stressing the importance of having this 2sea replatted in order to make the property
saleable and 'to give the property owners cZear title. Commissioner Blanton moved -
that the City proceed with the replat as original�y planned and the City Attorne
-- be authorized �o proceed and that the right-of-wav agent formerly hired go ahe�dy
