The Clerk read a letter addressed to the Commission by r"1r. William i.1. Goza, Jr., on behalf of j.'ir. The City MRnager explained that the current frAnchise with the Florida Fower Company stipulated that they were not to P"O overhead with lines on f\orth F0rt Harrison ftvenue. Mr. D. I Aide of the Florida'':>Fo\o,fer Company stated t,hat 1.\18 underi,;round cable for this service would cost approximately ~;J,200.00 \'/hich woulri make the cost prohibitive and t,het the company would not be able to secure rn'lteri.=:lls for such a c8.ble line before 1953. Commissioner Blanton moved that the Florida Fower CompHny be ~iven a temporary permit for overhead lines from Venetian Drive to the north end of the R-2 ~one in Venetian Point along Fort Harrison Avenue not to exceed twelve months. Motion was seconded by Commissioner Crown and carried unanimously. The City M8nager reported that he had received several in~uiries from persons desiring to rent property in the new Karina Buildin~ and ~sked that he be instructed by the Commission as to the amount of rentals to be charged and the types of business desired. Commissioner Crown moved that the City M;:ma~er be instructed to work out a schedule of proposed leases to be executed on the ~arina Buildin~ spaces and to reJ:ort such completed recommendations to the Cornmission. r.lotion \\Ins seconded by Commissioner Russell and cRrried unanimously. The City Manager reported on the bids for the installation of tanks and rumps for the sale of ~Rsoline and diesel fuel at the ~Rrina. As a result of a check with the boatmen at the ~arina which showed their preference, the City M~n88er and the H8rbormaster recomlnended the proposRl of the Orange State Oil Company which gave a discount of one cent per ~allon on prevailing tank wagon rrices for a period of six years. Commissi oner CrovlD moved that the City ~'l;.m.'3 ~er' s recornmeI1dation be followed and that the bid of the Oran8e State Oil Comrany for the providing of 88s01ine facilities and diesel fuel at the ~arina for a period of six years in accordance with their proposal be accept.ed. I'lotion was seconded by Commissioner Russell and carried unanimously. Regarding the bids orened at the w~etin~ of i;i;~y 5th for the constructi on of a concrete curb on Fine Street ~nrl Turner Street from Hillcrest Drive to Evergreen Avenue, the City I~8nager and the City En~ineer recommended ~ccertin~ the low bid of Burton-Walker Construction Comp.qny, Pl;mt Cit~r. Cornmissi oner CrO\1/n moved that the City l'ian8ger's and the City En~~ineerts recommendation of the low bid from the · Burton-Walker Company at ~2,279.50 be accepted. Motion was seconded by Commissioner Russell and carried unanimously. * In regard to the bids orened at the meeting of May 5th for the construction of the Court Street Extension from Greenvlood Avenue to Missouri Avenue, the City Manager recommended accepting the bid of the Campbell Paving Company, Clearwater, at $11,185.05, as the best bid as Mr. E,.. H. Holcomb, Jr., the low bidder, had not com- pleted the last contract awarded him within the specified time~ Commissioner Blanton moved the City ManBger's recommenrJat,ion be followed and the contr3.ct awarded to the Campbell FRving Comp~ny for paving Court Street from Greenwood Avenue to Missouri Avenue in ~ccordance with the bid tabulation. Motion was seconded by Commissioner Crown and cRrried unanimously. Mr. Leo Butler presented the plats of Bayside #3 Subdivisi.on and Columbia #5 Subdivision for Rpproval by the Commission. Commissioner Blanton moved that the Commission approve the plats of Bayside Subdivision #3 ~nd Columbia Subdivision #5 as presented. I.lotion was seconded by Commissioner Cro\Vl1. and carried unanimously. ** In discussing the park area immediately west of \'later Lot One in City Park Subdivision, it was observed that the possible future use of this area 8S a street would create difficulty in relation to building set-backs in the immediate area. Mr. Crown left the meeting prior t.o the TI10tion bein~ made. Commissioner Blanton moved that the park shown westerly of \vater Lot 1 along Coronado Dri ve in City Park Subdivision be "lnd the same is hereby designated as a parkim~ area v.1ithout losing or changing its character as a public park ~nd that the City Attorney hereby be authorized and instructed to prepare an appropriate Resolution to; this erfect and the'proper officials of the City of Clearw~ter, Florida, are hereby authorized and instructed to execute said Resolution provided however that said Resolution shall not preclude the City from extending the sea wall in this area along the line established by the present sea wall. S/I -2- CITY COjvMISSION MEE11ING May 7, 1952 The Clerk reported that the Cit~ had sold to Mr. Henry Lockett on November 14, 1949, the east 50 feet of the west 660 feet of the north 155 feet of the south 205 feet of Tract "D", New Country Cluh Addition, that the deed conveyin~ the property to 1.1r. Lockett contained the stipul,qtion that r.'lr. Lockett was to Arect the building of masonry construction within a period of one year. He said Mr. Lockett claimed that he had been unable to comply \./ith the ~-ltirulation due to the shortage of building materials, that Mr. Lockett had applied for title insurance and that his application had not been approved due to the fact that the stipulation had not been comrlied with. Mr. Lockett has st~ted that he still intends to build the building and is requesting that the City releAse him from the terms of the stipulation. Conmissioner Blanton moved that the City Attorney be authorized to advise Mr. Locket t that if he will convey this ('roper ty h::J ck t~o the City that the City wi 11 then re-convey it back to him ~1th the restriction that he complete a building thereon within six months from Ijh(~ d;lte of doed nnd that upon his f;::d1ure to do so, the prOpt1rty to revert to the Ci ty and he should forfeit all rights to it. The City Manager reported that it was impossible to keep the new standpipe in in Crest Lake Park full at all times -'1nd that due to present consumption and a limited supply of .,!ater, the proper rressure could not be maintained. He requested that the Comrnission ~ut#horize the drilling; of a new weI1 in this area and that an appropriation be made to cover this item, estimated cost of which is $4,200.00. Cormnissioner Blanton moved that the City r.lanap;er be authorized to proceed to drill another well in the Crest Lake areA And authorize an appropriAtion not to exceed $4,500.00. l~otion was seconded by Commissioner Russell and carried unanimously. The Mayor presented a statement Irom City Attorney Charles M. Phillips for his fee in the case of the eviction suit filed a~ainst Captain Wm. J. Meyer. Commissioner Russell moved thAt the biJl be paid. Motion was seconded by Commissioner Blanton and carried unanimously. Harrison Avenue, Clearwater, Florida, in the filled-in portion between said avenue and Venetian Point Subdivision. Mr. Brown recently obtained from the office of the City Building Inspector a permit to erect a motel court on that property. Mr. Brown now finds that said property, although within the City limits, is wi~hout electrical power service.
