Regarding the four bids for a Gas Comrressor far the Q~s Plant, the City Manager stated that it was necessary to plAce the order for the compressor far in advance and that it \\';"s an item that would come out of next year's Oapital Expendi- tures and would be discussed with the Commissioners when the budget was under consideration. The City Clerk read a letter rro~ the Zonin~ Board recommending that the re~uest of the Gulf Oil Corporation to build R service station on Lots 6 to 13 inclusive, Block "B", Hibiscus Gardens Subdivision, be granted. Commissioner Russell objected to the installation of three 3,000 gallon tanks 8nd said it was his opinion that the tanks should be limited to 1,000 gallons for each tank. Mr. Polhill speaking for the Gulf Oil Corporation stated they would be glad to change their plans to three 2,000 gallon tanks. Commissioner Russell Inoved th~t the request be approved with three 2,000 gallon tanks. Motion was seconded by Commissioner Crown and carried unanimously. ..... The Clerk read a letter addressed to the Commission by Mr. Richard M. Collins. County Supervisor of Registr~tion, stating that his office would be ready to recheck the eight hundred names which were disourtlified on the petitions of Mr. William Meyer, as soon as the election of 14ay 6th was over. The Clerk reported that on April 28th Mr. Meyer presented thirteen additional petitions with the signatures of 289 persons included. These had not yet been checked by the Supervisor of Registration. At the request of the Mayor, the Clerk read Mr. Collins' letter dated March 31st which certified the names of 1,703 voters out of the 2,533 on the original petitions. The City Attorney read the letter from r.tr. Collins dated April 1, 1952;, which suggested that the disqualified names on the petitions be rechecked after May6th~ Mr. P. B. Captain Carl Wilson re1uested that Captain Meyer be put on the SRme basis as the other commercial boats. Commissioner Blanton addressed the C01!lmis~3ion '31.v1.ng a resume of the actions taken by the COlllmission at its different meetings relative to the use of t'he dock by the "Sea Fever". He stated that the "Clearwater Sun" had incorrectly reported some of the 'actions and a freat deal of unjust criticism had been directed at the Commission. Discussion brought out the f Act that the only control of spee(iir~g in the harbor at present is exercised by the U.S. Coast Guard. It w~s sus~ested by ~ayor Brown that the Harbormaster, the City Manager and the City Attorney be p.uthorized to decide what the speed limit should be and where the speed limit si~ns should be placed with the understanding that these are to be warning sia;ns only at the present time. By consent of the Commission, it was decided that this should be done and that the City Attorney should proceed to draft the Ordinance to rresent to the Commission. Commissioner Cro'~n su~~ested and, by consent of the other Commission members, it was agreed that the City M~na~er be quthorized to provide additional docking facili ties for other commercial boats as requested at the I','lunicipal Dock. The City Attorney Advised the Commission that the Carpenters' Union had applied to the Building Departlnent for a permit to erect a huilding on the property in Tract nnn, New Country Club, which had been purchased from the City, and had been advised by the City Building Inspector that a hO foot set-back would be required. They did not object to a 40 foot set-back but wanted to be assured that any other prospective builders would have to comply with the same requirement. It WRS the opinion of the City Attorney t.hat the simr,lest and most effecti ve ,.ray of disposing of the matter would be for the City, in cooperation with other property owners within the tract, to prepare a plat of the area and file the same of record. Commissioner Blanton moved that the Commission authorize the Engineer and the City Attorney to prepare this plat of this particular property under discussion for recording. Commissioner Crown moved that the model sign as presented by Mr. Blanton be forwarded to the Chamber or Commerce with the recommen- dation that a similar sign oe installed to replace the present sign at Gulr-to-Bay Boulevard and U.S. 19. Realizing that our Rules and Regulations are the guide by which the methods and policies are established for the impartial and effective administration of the Civil Service Act, we have tried to impress the citizens of Clearwater with the fact that all City employment is open to competitive examination. In doing this we have utilized modern methods of recruitment, contacting the Florida State Employment Office and other employment agencies in Clearwater, as well as referring to our own files of eligible lists, setting forth and showing opportunities offered in the City government to those qualified. The City ��torney reported �hat �he Ordinance establishin� the niaximtun speed limits in waters adJacent to �ublic docks had not been prepared as he wished to know the policy of the Commission before draftin� the �rdinance. Discussion brought out the f act that �he only control of speeding in the harbor at present is exercised by the U.S. Coast Guard. It �vas sua�,ested by riayor Brown tnat the Harbormaster, the Ci�y i��ianager and the Gity Attorney be authorized to decide what the speed limit should be and where the speed limit si;r_s should be placed with Ghe understanding that these �rp to be warnir_; si;ns only at the present time. By consent of the Commission, it was deciaed T.hat this should be done and that the City Attorney should proceed to drait the Ordinance to present to the Commission. Commissioner Crovrn su�gested and, by cor_sent of the pther Commission members, it was a�reed that the City I�ianager be authorized to provide additional dockin� facili�ies for other commercial boats as requested at the t+lunicipal Dock. The City I�ttorney advised the Commission that the Carpenters' Union h�d applied to bhe Building Department f or a permit to erect a building or. the prorerty in Tract "D11, New Country C1ub, which had been purchased from �he City, an� had been advised by the City Building Inspector that a t�.0 foot set-back would be required. They did not o'aject �o a L�.O foot set-back but wanted to be assured that any o�her prospective builders would have to comply with the same renuiremeilt.
