This extension was requested b,. the Blackel't Realt'Y Compan7 ot' Clear- water. The C1t7 Manager stated that this extension, oonsisting o~ 630 teet ot two inoh water main. was to be laid in Block 7 of Harbor Vista Subdivision at a total cost ot approximately $450.00. It was proposed that this extension be laid in acoord- anoe with the City's regular water main extension agreement - that the owner ~ou1d pay the total cost and that $75.00 would be refunded for each tAp made tor whatevor subsoribers tap into the line. Commissioner Black moved that the requGst for water main extension be granted and that the City Manager follow the usual policy of the Cit7 regarding no sprinkling meters outside the City as long as there is a water shortage. Oommiss1oner Blanton seoonded this motion. Motion was voted upon and unanu 1mouslr carried. Commissioner Black moved that a Commission's Committee be appointed to make a thorough study and recommendation in regard to water" gas, and garbage f'ees in an,. areas serviced by Clearwater. Commissioner Turner seconded this motIon. Vo~e WQB taken and motion unanimously carried. Hayor Brown appointed the Commission as a whole to this Oommittee, and stated that they will meet at an early date. ClE~W"TtM:. Matter of two wells requested by tile/Country Club Association was brou~ht be- fore the Commission b7 the City Manager. He stated that the Oountry Olub Association a~ree to go fifty-fifty on any expenses involved in putting down two wells - one on Maple street just South ot Hi~hland Avenue Southeast ot No. 23 just baok o~ the tennis oourt ott Maple Street; the other at the interseotion of Betty Lane and Semi- nole. ~ese two wells would be for emer~ency or full time service. They would use low rate pwmpage on these wells - 350 gallons per minute - not to exceed 425 ga11ona. Drilling the wells and casing the pumps would cost $4,'00.00, half o~ whicb cost would be borne b,. the City in the amount of' $2,200.00. The Oountry 01ub 'Would use the wells only in the early morning and evening - the rest ot the ti11le the water would go to the City. The City Manager reported thst there were 36 requests for propert7 owners to mow 'their lots of weeds and grass at cost of from $1.50 to $10.00. Mayor Brown ste tad that he and the Oi ty Manager El ttended meeting of Red Cross Disaster ASSOCiation. and tl~t they have requested the following weather ~quip.ment so that Olearwater can deter.mlne weather oonditions in this area: Wind Dial $225.00 Tide Gauge 25.00 Barogra ph 119.00 Total Cost $369.00 Ma,or Brown stated that the COmDission approved an expenditure of this nature seve~l months ago and that the money was never used for this purpose, but instiesd went back into the general tund. Mr. Charles Phillips, Attorney, was present, and requested that Commission deter consideration ot amendment to the Taxi Ord.inance No. 500 until the first meet:h:{( in September as he expected to be out of town for some time. It was decided by consent to grant Mr. Phillips' request. Consideration of Plat of Columbia Subdivision No.4 was deterred as the pla1; 'WaS not available at this time. Consideration of Replat of Unit D, Skycrest Subdivision was deferred as Hr. Cooper. Attorney, was not present to represent the property owners in Skycrest Sub- division. Plat of Unit 1, O~stal Heights Subdivision, was presented tor the Commissionva consideration. Tho Citoy Manager stated that he and the C1tr Engineer reaommend tbat this plat be approved. South of the present bu11d1ng tor property they own :1mmed1ate1y West o:f the location of the church and fronting on Cleveland street. Mayor Brown suggested that OODlDitte.o be appointed to study the matter. Commissioner Blanton moved that the M&tter be ref'orred to the whole Commission tor consideration and tha t the Cit,. " > t The C1tl Manager reported on improvements at the Gas Plant. He stated that in o1'der to oomplete the pro jeot to equip the gas plant with LPG gas equ1pnent to produoe the neoessar~ add1tional gas supply this winter that he reooMmended the in- stallation of two 30.000 gallon propane storage tanks and necessary e~\ipment con- . siating of pumping station to unload the tank cars, propane to be shipped in by rail in 10.000 gallon tank cars; equipment ror piping. equipment tor transferring the gas to the mixing point and plant where it will mix with present manut'&otured gas. Cost ot the equipment, inclUding tanks, foundations, motors, tormers, valves, and pipe ~i~t1ng8 - al~ eve~ day equipment - would run in the neighborhood ot $62,000.00. This would equip the plant with two 30,000 gallon propane storage tanks. One tank has been located, and the City has a promise tha t another tank oan possibly be added to the shipment soon. In addition to propane storage used this year to augment the gas supply in cold weather they have also looked into the faot that in future years ~l1s equipment can be added to, when water gas prooess can be eliminated and a Hash- ing Ges m80hine substituted costing approximately $.100,000.00 ror a c1t,. of this 8128. Future tanks would oost $12,000.00 per inata11at10n tor addlt10nal 30.000 ga110n tanks. Payment would be made from gas revenue now on hand. The C1t1 Manager recommended that the $62,000.00 projeot be approved and one tank paid for now. and 'that he could bring up work orders as the work progresses. Comnissioner Blanton stated t~t in view of the critical situation exist1ng in the gas supply last winter and looking to the future necessity for gas supply this coming winter that he moved that the City Manager's recommendation as just stated be followed and that we pro- ceed to make theneoessary purchase of install.&t1ons in the amount of $62,000.00. The City Manager asked the City Attorney whether the matter of' requesting bids 'on items involving $500.00 or more could be waived in view of the emergency nature ot this purohase - that is, that these tanks are in the classirication of critical mater1als and are almost impossible to get. The City Attorney replied tlJat it was perfectly proper to waive taking bids in this case. Commissioner L7nn then seoonded Com- missioner Blanton's motion. It was voted upon and unantmously oarried. Consideration of Commission was given to Ordinance on beaCh ~provements, an Ordinance Which would author1ze4 issuance of $295,000.00 of' revenue certificates for the purpose of making improvements to the City's Marina property on Clearwater Beach. Mayor Brown stated that Wendel~ Spragen was employed by the City of Clearwater as Fisoal Agent to bring back proposal to City of Clearwater and after many weeks of stud:v by attorneys in New York has preaented a proposal to the City, whioh has been checked by the City Attorney, in the form of a twenty eight page Ordinance outlining the ma'tter th.oroughly and minutely. Oommissioner Turner moved that Ordinance No. 608 be taken up on first reading. Commissioner Lynn seconded the motion. It was voted upon and unanimously carried. City Attorney then read the twenty eight page document. Commiss~oner Turner moved that this Ordinance be passed on its first reading. Com- missioner Lynn seconded the motion. Vote was oast~ and motion 'Was unanimous11 carried. City Attorner submitted resolution setting Tuesday, September 18th. as the date tor referendum to be held on thre6 Acta recently passed by the F10rida State legis- lature requiring referendum. Commissioner Blaok moved adoption of this resolution tor special elect10n to be held September 18th. Commissioner Blanton seconded the motion, which was voted upon and. unan1mousl,. carried. )!ayor Brown brought up the matter of a City Proseoutor and stated that at the meeting regarding appointment of Prosecutor it 'Was agreed that the job of City Pro- seoutor 8hou~d be officially recognized since it has been authorized by tne Legis- la ture and tha t 1 t carry with 1 t the sa la ry of $75.00 per month, and tha t the Com- mission 8hou~d appoint a practicing attorney to fill this position immediatel,.. Several names were discussed and it was the unanimous wish of the Commission that the Hon. R. W. Wilson fill this post at this time. Commissioner Black moved that R. W. Mayor Brown asked the City Attorney when he wished to have the duties of the new Prosecutor begin. City Attorney replied that he would like to have the duties begin immediately and that he would be glad to confer wi.th 'the appointee and bring back to the Commission his recommendation a8 to the class and tlpe or caSBS which should be handled in the City Court by the City Proseoutor. Mayor Brown stated that the class of cases would probably include DWI oases and cases Violating nuisance ordlnanoes. Matter of Ordinance No. 60?
